ABOUT THE POSITION

The City of Gilroy is recruiting an undergraduate or graduate-level City Emergency Management College Summer Intern for the summer of 2026. This internship will provide a significant opportunity to gain experience and exposure and accumulate skills that are used daily in city government emergency management programs that make substantial impacts to the community. The Emergency Management Team works year-round to ensure that community is prepared for disasters through planning, training, outreach, and coordination with local and regional partners. Joining our team means contributing to meaningful work that directly supports community reliance and preparedness. 

Working under the supervision of the Emergency Services and Volunteer Coordinator, the Emergency Management Intern will assist with planning, preparedness, outreach, and administrative functions that support OEM programs and Emergency Operations Center (EOC) readiness. Work includes both office-based and field support activities.

VOLUNTEER WORK SCHEDULE

• Assist with reviewing and updating emergency planes, annexes, and Standard Operating Procedures (SOPs) 
• Support EOC readiness activities, including equipment checks, document organization, and checklist updates

• Assist with Emergency Management Volunteer coordination and management 
• Help develop outreach materials and coordinate community education events

The Position

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

Some additional duties may also include the following:

• Enforce wastewater and stormwater discharge ordinances.
• Conduct on-site inspections of industrial and commercial businesses for compliance with the City’s sanitary sewer and stormwater ordinances.
• Initiate enforcement actions (e.g., issue notices of violation, administrative citations) to persons or businesses in violation of the City’s sanitary sewer and stormwater ordinances.
• Perform field investigations relative to water pollution incidents and/or complaints.
• Collect water samples and perform water quality testing in accordance with established standards and protocols.
• Calibrate and utilize sampling and/or monitoring equipment at appropriate locations; maintain and repair samplers and monitoring equipment.
• Work cooperatively with representatives of other City and County departments to ensure industrial, commercial, and residential conformance with City ordinances.
• Conduct field surveys as necessary to identify the source of or characterize (1) industrial discharges or excessive infiltration and inflow to the City’s sanitary sewer system; and (2) illicit discharges to the City’s storm drain system.
• Keep detailed inspection and follow-up records; maintain organized inspection files and records, both in hard copy and electronic formats.
• Assist with fulfilling wastewater and stormwater regulatory requirements, such as public outreach and education, trash load reduction efforts, and other regulatory requirements, as assigned.
• Measure landfill monitoring well water levels.
• Attend and participate in various technical committees of the San Mateo Countywide Stormwater Pollution Prevention Program.
• Attend workshops and training sessions to maintain job skills that are current with existing, new and changing regulations.
• Organize and participate in litter cleanups as required for Stormwater Permit compliance.
• Purchase required equipment and supplies as needed.
• Present pollution prevention information to various audiences as assigned.
• Work irregular or extended hours as necessary to respond to reports of illicit discharges, collect samples and/or conduct inspections.

About the Position: The Planning Department is seeking TWO interns who are interested in learning about open space and planning for ecologically sensitive public recreation. Their responsibilities may include researching and compiling project information, supporting community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents related to Midpen programs, lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in project management, planning research, analysis, and written communication.  For additional information about the position, see the Job Description on our website. Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate (within the last 12 months). Successful candidates will have a background in park/open space management, regional/land use/environmental planning, environmental studies, GIS/geography, or another related field and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with Microsoft Outlook, Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus. Possession of a valid California driver’s license is required before time of appointment. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions:  This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  The selected individuals will be required to work a minimum of three days on-site per week, and assignments may vary between field and office work. Field work is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00am to 5:00pm. Interns may work up to a total of 950 hours over a 6-to-9-month period. This is a non-benefited position.

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff.  Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Requirements: Must have the ability to learn Midpen lands, pertinent laws and regulations and contact, educate and inform the public about the lands and regulations; administer first aid and CPR; operate and maintain various power tools and equipment; operate two-way radios; communicate clearly and concisely both orally and in writing; and other duties as assigned.

Certificates Needed: A valid California driver license is required upon appointment; valid professional rescuer CPR certificate and basic First Aid certificate (Midpen will offer training to candidates who do not possess CPR/First Aid certificates upon appointment).

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school. Six months experience working in a customer service-related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated around regular days/hours of operations.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off), depending on the field office operational needs. Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 4:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits.

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

DEFINITION

Under general supervision, the Assistant/Associate Planner performs professional-level work in current and/or advanced planning and special projects. Completes technical assessments and studies and prepares written analyses and reports. Provides community outreach and education.

DISTINGUISHING CHARACTERISTICS

This is the entry-level class in the Planner series. Initially under close supervision, Assistant Planners learn to apply concepts and work procedures and perform professional planning work. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform duties required of the positions at the Associate level, but usually exercise less independent judgment and discretion in matters related to work procedures and methods.

Associate Planner

This is the fully qualified journey-level classification in the Planner Series. Positions at this level are distinguished from the Assistant Planner by the elevated performance of a full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE

Assistant and Associate Planner

• Serves as project manager on planning and development projects, including processing applications and reviewing plans for routine to complex commercial, industrial, residential, mixed use, and/or tree removal projects.

• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Process development permit and subdivision applications for hearing in accordance with State law.
• Performs plan check functions for various projects. Receives and reviews applications for building permits for completeness.
• Reviews business license applications and ensures consistency with land use standards and prior development and entitlement approvals.
• Prepare and present reports for Planning Commission and City Council action on current advanced planning projects.
• Prepare periodic major and minor revisions to the Zoning Ordinance, General Plan and Coastal Land Use Plan.
• Formulate, prepare and present ordinances, projects and studies addressing special planning problems and issues related, for example, to Community Development funding, redevelopment, commercial development, provision for low and moderate income housing, or coastal access.
• Periodically work with community groups and committees on special projects with Zoning Ordinance and General Plan revisions. May be asked to represent City at regional meetings related to Community Development.
• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Assists the public at the front counter, on the phone, via email, and answering questions and providing information regarding zoning, land use, code interpretation, development standards, project status, and the City’s processes.

In addition to the Assistant Planner duties, Associate Planner duties may include, but are not limited to, the following:

• Writes staff reports and collects supporting documentation for submission to the Planning Commission, City Council, Open Space and Parkland Advisory Committee, and other commissions and committees.

The City of San Mateo Public Works Department is seeking a Traffic and Lighting Technician

The Department

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.

THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for up to three (3) interns who will assist on various municipal projects. Positions are considered for several fields of interest, including, but not limited to, the following examples:

• Capital Improvement Program (CIP) – Civil Engineering majors with an interest in capital improvement projects, design of civil infrastructure, and construction delivery procedures. Assist with project standards, standard specifications and drawings, CAD drafting, plan review, construction cost estimates, data collection and analysis.

• Facilities and Fleet – Assist in a wide range of Facility Capital Improvement Projects (CIP), including ongoing maintenance programs, rehabilitation projects, and new buildings. Assistance with project management of CIP, and coordination and review of plans and documents, as well as other office and field related tasks.

MINIMUM QUALIFICATIONS:

• BA/BS Candidate or MA/MS Candidate in civil engineering or related field as described above is highly desirable
• Facilities and Fleet position: BA/BS Candidate or MA/MS Candidate in Architecture or related field as an alternate to a BA/BS Candidate or MA/MS Candidate in civil engineering.
• Strong analytical, writing, research, and verbal skills; effective written and oral communication
• Valid California Driver’s License (Class C)

• Ability to learn new information quickly
• Proficiency in Microsoft Office applications (Excel, PowerPoint, Project) and web-based resources
• Ability to plan, organize and coordinate workload
• Ability to work independently and within teams
• Exhibit a positive attitude and flexibility in accepting assignments
• Adobe Acrobat Pro, AutoCAD, Google Earth, or ArcGIS experience is highly desirable
• Writing experience for webpages, social media, and outreach material is highly desirable
• Experience with interpretation of technical information and statistics

DUTIES:

The primary duties will depend on the intern’s assigned position and associated field of interest and may include the following:

• Assisting engineering project managers with administrative or technical tasks
• Drafting engineering plans/standards in AutoCAD
• Creating map displays using Google Earth or GIS
• Gathering, compiling, and presenting data for engineering and construction projects
• Organizing and tracking inspection reports, testing results, invoices, and other construction documentation
• Conducting field assessments of the condition of streets, drainage/collection systems, and other infrastructure
• Investigating and proposing responses to questions or inquiries from residents
• Assist in other areas such as procurement, communication, public outreach, and public surveys.

In addition, the intern may work on a variety of other projects depending upon availability and workload.
