The City of Berkeley invites you to apply for the position of Associate Transportation Engineer in the Transportation Division of the Public Works Department!

The current vacancy is assigned to Measure FF, and will function as a project leader for professional and technical support staff, as a technical expert in the traffic and transportation engineering field with responsibility for administrative and technical work in traffic and transportation engineering, as well as for planning, design, and specifications. Some key responsibilities include:

• Lead planning, design review, and technical analysis for Measure FF safety, multimodal, and corridor improvement projects, ensuring compliance with engineering standards, MUTCD, Caltrans guidance, ADA/PROWAG, NACTO, and Vision Zero principles.
• Manage consultant teams, including scope development, task coordination, technical review of deliverables, schedule oversight, and ensuring projects meet Measure FF budget and performance expectations.
• Oversee project implementation and field coordination, working closely with Public Works Engineering, Traffic Maintenance, external contractors, and utility partners to ensure successful construction, installation, and close-out of Measure FF improvement projects.
• Support Measure FF financial and program management, including cost estimating, budgeting, resource planning, and contributing to capital planning, reporting, and accountability requirements tied to the ballot measure.
• Perform additional Traffic Engineering assignments as needed to support the Transportation Division, including traffic operations analysis, safety reviews, engineering support for council requests, and coordination on citywide multimodal initiatives.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and three years of increasingly responsible traffic engineering experience, one year of which was at a level equivalent to the Assistant Transportation Engineer class.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer as well as a a valid California driver's license and have a satisfactory driving record.

Progressively responsible related experience may be substituted for the college course work on a year for year basis. A master's degree in Transportation Engineering/Planning or a related field is desirable.

The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.

EXPERIENCE AND TRAINING

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

Examples of Duties:

Position Description

The Administrative Analyst II is the journey level class in the Administrative Analyst series in which incumbents are expected to perform the full scope of assigned analytical duties. This position will perform responsible professional administrative support to the City Manager’s Office and City Council, including, but not limited to, conducting analytical studies of administrative and operational issues, direction and/or coordination of administrative operations; managing and coordinating complex and sensitive special projects. The position receives direction from the City Manager or designee and may exercise direct supervision over subordinate professional, technical or clerical staff.  Work may require travel, attendance at meetings, and occasional irregular hours, including early morning and evening meetings.

The Ideal Candidate

The ideal candidate is a customer service-oriented team player with experience in local government operations, who can work independently in the absence of supervision. The successful candidate will have demonstrated experience providing high-level administrative and analytical support managing special project assignments. This position requires experience planning and coordinating highly visible public events, such as the Contra Costa County Mayors’ Conference, community receptions (e.g. Volunteer Appreciation event), ribbon-cutting ceremonies, and community festivals (e.g. Light Up the Night holiday event). The ideal candidate will also have experience overseeing and coordinating commission and board appointments for the City Council and may serve as a staff liaison to a commission.

THE POSITION

The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and fleet building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. Work is closely supervised; work methods are explained in specific terms and work is subject to frequent review. 

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of methods, materials, and equipment used in landscaping, street and sidewalk maintenance, and building maintenance, as well as safety practices and precautions to be used in work.
• Skill in operating hand and power tool equipment such as rakes, pick and shovel, etc.
• Ability to work outdoors in all weather and to follow oral and written instructions. About The Department
The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Position
Under the direction of the Deputy Director of Facilities, the Capital Programs Manager is responsible for overseeing the staff and activities of the County of San Mateo Public Works Department’s Major Capital Projects team (MCP). Recently created, MCP will ultimately be a team of four positions responsible for the execution of large capital improvement projects for the County and is part of the overall Capital Projects Section which includes a total of 21 positions.  This includes maintaining the County’s long-range capital construction program and tenant improvements, and supervising professional, technical, and support staff involved in major capital project planning and design. The role involves developing, implementing, and evaluating goals, objectives, policies, and priorities for the section, and providing complex staff assistance to the Director of Public Works, their staff, and/or the County Executive’s Office.
 
 Additionally, the Capital Programs Manager directs their team in the programming, planning, design, and construction of building projects or modifications of County buildings and facilities. The position ensures the overall execution of the program’s Capital Improvement Plan (CIP), guaranteeing projects are delivered within scope, timeline, and budget.
 
The ideal candidate will possess:

• Eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.
• Coursework in Construction Management, Building Architecture, Engineering, or a closely related field is preferred. 
• Ability to thrive in a fast-paced, demanding environment.
• Skills in project management, strategic planning, and performance management.
• Experience in public works project management, design, construction, and contracting for complex public works facility construction/improvement projects; and knowledge of standard practices related to public works projects.

• Knowledge of the State of California and local jurisdiction regulations and permit procedures related to capital improvement projects.
• Knowledge of architectural planning and design practices; building construction materials and methods; and structural, mechanical, and electrical engineering principles as related to capital improvement projects in government buildings including healthcare and correctional facilities.
• Familiarity with the various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint powers agreements.
• Experience managing enterprise funds, including setting billing rates.
• Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications, and business correspondence.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. The Community Development Department includes the Planning and Building divisions and works closely with the Housing and Economic Development team in the City Manager’s office. DEFINITION

Under general supervision, performs a full range of technical and public contact duties in support of the Town’s code compliance program. This position emphasizes education and prevention by serving as a resource, partner, and guide to residents, contractors, and businesses to promote voluntary compliance and community pride. Responsibilities include proactive community education and outreach, monitoring construction activity, investigating and resolving complaints, and ensuring compliance with the Town’s municipal, fire, building, housing, zoning, and related codes and regulations. When enforcement is necessary, the Coordinator supports individuals through the resolution process by clearly explaining requirements and facilitating corrective action. Work involves extensive collaboration with Town departments and the public, detailed documentation and use of case management systems, and the consistent, fair application of codes and policies. Performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Building Official. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

The Code Compliance Coordinator class series is flexibly staffed; positions are normally filled at the I level, with advancement to the II level based on demonstrated proficiency, possession of required qualifications, and management approval.

Code Compliance Coordinator I (Journey-Level):

This is the fully qualified, journey-level class in the Code Compliance series. Incumbents are responsible for performing the full range of duties related to municipal code compliance, including complaint investigation, construction site monitoring, inspections, case management, and public education. Employees in this class are expected to work independently, apply codes and regulations with discretion, and serve as educators and resources to the community. Positions at this level may receive direction or instruction as new or unusual situations arise but generally operate with a high degree of independence and responsibility.

Code Compliance Coordinator II (Advanced-Level)

This is the advanced-level class in the Code Compliance series. Positions at this level are distinguished from Code Compliance Coordinator I by the performance of more complex or sensitive compliance cases, the expectation to serve as a subject-matter resource, and potential responsibility for mentoring less experienced staff. Incumbents are expected to exercise greater judgment and may be assigned leadership in high-profile cases, advanced compliance activities, or coordination of multi-departmental enforcement efforts. Progression to this level is typically based on several years of successful performance as a Code Compliance Coordinator I, advanced training and/or certification, and demonstration of proficiency in handling the most complex cases.

Advancement to the Code Compliance Coordinator II level is typically achieved through progression from the I level and is contingent upon (i) management’s determination that the incumbent is regularly performing the full range of duties of the higher classification; (ii) demonstrated satisfactory job performance; (iii) incumbent meeting the minimum qualifications for the higher classification; and (iv) management approval for advancement to Code Compliance Coordinator II.

• Maintain accurate case files, inspection notes, and compliance records using the Town’s land use permit tracking software.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.
