The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. THE POSITION

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. They also provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties relating to aquatics. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the health and safety of aquatic patrons, facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.

Monitor the swimming pool and enforce safety regulations.

What You’ll Do 

The Communications Manager will hone and execute the City of San Mateo’s communication strategy, which will include key actions to enhance community engagement and participation, increase community awareness about City activities and initiatives, foster cross-departmental coordination and unity, standardize media response procedures, improve the website user experience, and standardize training and onboarding for new communications staff.  You will work with our internal team to ensure current, high-quality communications products are available. The Communications Manager reports to the Assistant City Manager and may receive direction from the City Manager, has direct supervisory responsibilities, and will lead collaborative teams. 

Some duties may include:  

• Lead the City’s social media efforts and cross departmental social media team; develop and coordinate implementation of the City’s social media strategy, policies and presence and monitor the City’s online reputation. 

• Develop and implement an integrated strategic communication plan to advance the City’s brand identity and broaden awareness of its programs, priorities and accomplishments; ensure communication strategies are consistent with the City’s strategic plan and vision.  

• Create and manage a decentralized communications team to support the departments’ communications needs and the development and execution of the communications strategy.  

• Anticipate and identify challenges and emerging issues faced by the organization; work with the senior management team and staff to recognize communications opportunities and design and execute appropriate strategies to address them.  

• Develop and oversee mechanisms to measure the success and continuously improve the quality of the City’s communications.  

• Oversee development and dissemination of print communications (including the annual report, marketing collateral materials) and electronic communications (including the City’s website, social media and new media) and manage relationships with associated vendors.  

• Serve as spokesperson and lead contact on media interactions; build and manage press relationships to achieve accurate coverage of City events, public announcements, projects and programs.  

• Prepare talking points, presentations, speeches and other supporting material as needed.  

• Manage the City’s website, including content strategy, integrated messaging, creative direction and analytics.  

• Collaborate with departments to plan and coordinate public meetings, surveys and other outreach efforts to better understand community views regarding potential City decisions, satisfaction with City services and preferences for engaging with the City.

The Department

The City Clerk’s Office administers the democratic process such as elections, access to records, and all legislative actions, ensuring transparency to the public. The City Clerk’s Office is responsible for acting as a compliance officer for federal, state, and local statues including the Political Reform Act, the Brown Act, and the Public Records Act.

The City Clerk serves as a steward of the democratic process and is a liaison between the City Council and members of the public. The City Clerk is a partner in democracy, providing information and ensuring transparency. The City Clerk is an elected representative of the people and serves a four-year term. The City Clerk has legal responsibilities described in California Government Code Sections 40800, et seq., the Elections Code, and City ordinance.

The Position

Under general direction, the Deputy City Clerk is responsible for providing support to the City Clerk and Assistant City Clerk. This includes but is not limited to records management, public records requests, attendance at Council and/or Standing Committee meetings, preparing and editing minutes, and assisting with special projects. With responsibility for legal noticing, advertising, and calendaring public hearings.
