What You’ll Do 

The Communications Manager will hone and execute the City of San Mateo’s communication strategy, which will include key actions to enhance community engagement and participation, increase community awareness about City activities and initiatives, foster cross-departmental coordination and unity, standardize media response procedures, improve the website user experience, and standardize training and onboarding for new communications staff.  You will work with our internal team to ensure current, high-quality communications products are available. The Communications Manager reports to the Assistant City Manager and may receive direction from the City Manager, has direct supervisory responsibilities, and will lead collaborative teams. 

Some duties may include:  

• Lead the City’s social media efforts and cross departmental social media team; develop and coordinate implementation of the City’s social media strategy, policies and presence and monitor the City’s online reputation. 

• Develop and implement an integrated strategic communication plan to advance the City’s brand identity and broaden awareness of its programs, priorities and accomplishments; ensure communication strategies are consistent with the City’s strategic plan and vision.  

• Create and manage a decentralized communications team to support the departments’ communications needs and the development and execution of the communications strategy.  

• Anticipate and identify challenges and emerging issues faced by the organization; work with the senior management team and staff to recognize communications opportunities and design and execute appropriate strategies to address them.  

• Develop and oversee mechanisms to measure the success and continuously improve the quality of the City’s communications.  

• Oversee development and dissemination of print communications (including the annual report, marketing collateral materials) and electronic communications (including the City’s website, social media and new media) and manage relationships with associated vendors.  

• Serve as spokesperson and lead contact on media interactions; build and manage press relationships to achieve accurate coverage of City events, public announcements, projects and programs.  

• Prepare talking points, presentations, speeches and other supporting material as needed.  

• Manage the City’s website, including content strategy, integrated messaging, creative direction and analytics.  

• Collaborate with departments to plan and coordinate public meetings, surveys and other outreach efforts to better understand community views regarding potential City decisions, satisfaction with City services and preferences for engaging with the City.

Under general supervision (Hydrologist I) to direction (Hydrologist II) performs collection and analysis of hydrologic and meteorological data in support of the Agency’s mission to provide reliable water supply for irrigation, groundwater management, flood control, and power generation; ensures minimum flow requirements to maintain water rights; and performs related duties, as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision (Hydrologist I) to direction (Hydrologist II) from the assigned supervisory or management personnel. Exercises no direct supervision over staff. 

CLASS CHARACTERISTICS

Hydrologist I: This is the entry-level classification in the Hydrologist series. Initially under close supervision, incumbents learn and perform routine hydrologic data collection, while learning Agency policies and procedures. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Hydrologist II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. 

Hydrologist II: This is the journey-level classification in the Hydrologist series. Positions at this level are distinguished from the Hydrologist I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Hydrologist in that the latter performs the more complex work assigned to the series and provides technical and functional direction over lower-level staff.

Positions in the Hydrologist class series are flexibly staffed; positions at the II-level are normally filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the II-level.

Under general direction of the Information Systems Supervisor, the Help Desk Technician/Senior provides support across all areas of the Agency. This position supports end user business technology systems and information needs. This includes any necessary hardware, software, networking, compliance, security, support and training.  

DISTINGUISHING CHARACTERISTICS:
This is an exempt position that reports directly to the Information Systems Supervisor. The Help Desk Technician/Senior supports the Information Systems Supervisor in the delivery of services across the Agency to provide for and manage business technology and information system hardware and software, maintenance, end user support and training, and the planning and specification of business technology. This position is the Agency’s primary first-level IT support and assists end users and consultants with a variety of technological hardware and software needs, including assisting staff with selection, installation, integration, maintenance, and support of technology needs.

Work is performed within a broad framework of general policy and requires creativity and resourcefulness to accomplish goals and objectives and to apply concepts, plans, and strategies in ways which may deviate from traditional methods and practices. All work is expected to be carried out in an ethical, accurate, secure, timely, and confidential manner. The incumbent must be familiar with software and systems related to computer operating systems, security, networking, data backup and recovery, and office productivity.  

The Senior Help Desk Technician is distinguished from Help Desk Technician by the level of responsibility assumed, complexity of duties assigned, independence of action taken and amount of time spent performing the more complex duties. Employees at the Senior level receive only occasional instruction or assistance as new or unusual situations arise.

The Department

The City Clerk’s Office administers the democratic process such as elections, access to records, and all legislative actions, ensuring transparency to the public. The City Clerk’s Office is responsible for acting as a compliance officer for federal, state, and local statues including the Political Reform Act, the Brown Act, and the Public Records Act.

The City Clerk serves as a steward of the democratic process and is a liaison between the City Council and members of the public. The City Clerk is a partner in democracy, providing information and ensuring transparency. The City Clerk is an elected representative of the people and serves a four-year term. The City Clerk has legal responsibilities described in California Government Code Sections 40800, et seq., the Elections Code, and City ordinance.

The Position

Under general direction, the Deputy City Clerk is responsible for providing support to the City Clerk and Assistant City Clerk. This includes but is not limited to records management, public records requests, attendance at Council and/or Standing Committee meetings, preparing and editing minutes, and assisting with special projects. With responsibility for legal noticing, advertising, and calendaring public hearings.

The Controller's Office is currently seeking well-qualified candidates for the position of Payroll Personnel Coordinator IV.

The mission of the Controller's Office is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distributes taxes collected to local government agencies, performs internal audits of the County’s operations, and provides payroll services for the County's workforce.

Under general supervision, provides technical and specialized payroll and/or personnel-related support to a large and complex County department and/or division(s) or perform payroll and/or personnel-related functions at a Countywide level with responsibilities for reviewing, correcting and instructing the work of other Coordinators; coordinate human resources, payroll and/or timekeeping processes; maintain personnel-related records; provide information to management and employees regarding payroll and personnel-related matters; and perform related work as required.

Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts in the Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee, and his/her eligibility for labor contract provisions. Positions at the Controller's Office provide lead, guidance, and instructions to other departmental Coordinators.

In addition, the ideal candidate will have experience in Human Resources and the Payroll System (Workday) and the timekeeping system (Infor Workforce Management aka ATKS).

Duties may include, but are not limited to, the following:

• Perform technical and specialized office support work, relating specifically to payroll and personnel, which requires the use of independent judgment and the application of technical skills.
• Generate, review, and interpret a variety of automated reports on a routine basis to identify and resolve payroll and personnel change errors and discrepancies; researches and analyzes discrepancies and processes appropriate corrections. Some positions are assigned to perform audits and corrections of countywide payroll and personnel data.
• Answer inquiries from internal and external clients.
• Under the direction of Human Resources or the Controller's Office, may assist other departmental staff with payroll/personnel processing and procedures.
• Process time reporting forms, verify information and calculations, specific payroll rates related to such items as holiday, overtime, off-shift, and predetermined premium rates, and monitor leave and compensatory time totals.
• Coordinate and execute employee onboarding and off-boarding in conjunction with supervisors and the Human Resources Department; process paperwork required for new employees; provide employees guidance on how to navigate through available onboarding resources.
• Interpret, explain, and comply with negotiated contracts, prescribed laws, rules, regulations, and confer with Human Resources and/or Controller's Office as needed.
• Review and process retroactive pay, pay inputs, etc.; research and assemble information from a variety of sources, and make associated arithmetic and/or statistical calculations.
• Assist with processing SDI and Workers Compensation payroll adjustments and work with HR as needed to ensure accuracy and resolve discrepancies, if any.
• Regularly generate and analyze audit reports related to time entry, job, and compensation changes to ensure accurate entry and completion of tasks by various department staff; identify and correct errors; notify individual employees of corrections or action needed, and elevate communications to a supervisor as appropriate.
• Run reports as requested by management.
• Organize and maintain various files, including those related to personnel matters.
• Enter and retrieve data using the County's HR/Payroll system, Workday, and review reports for accuracy and make corrections as required.
• Assist employees, supervisors, and managers with payroll, timecard, and personnel-related inquiries, and in interpreting and applying payroll, retirement, and benefit laws, rules, regulations, bargaining unit contracts, policies, procedures, resolve problems, and recommend solutions.
• Responds to salary verification requests.
• Research record-keeping issues, including sick leave, vacation, or non-contract balances, and perform appropriate action as needed.
• Interpret, explain, and comply with negotiated contracts, prescribed laws, rules, and regulations.
• Perform related duties as assigned.

The Household Hazardous Waste Specialist IV is a lead position in the Environmental Health Division of San Mateo County Health. This position will coordinate the division's Household Hazardous Waste (HHW) program by supporting a team of technicians and program specialists engaged in collection of household hazardous waste and small business hazardous waste in the very small quantity generator (VSQG) program.

Responsibilities include providing subject matter expertise on collection, storage, and shipment of hazardous waste including hazardous waste regulations and the California Health and Safety Code. Coordination of this program involves administrative support of the program such as planning temporary HHW collection events throughout the county. The program specialist is also expected to collect and analyze program data, interpret regulations and make recommendations for implementing program improvements. The Specialist will also serve as the liaison with City, County, and State agencies to assure compliance with all safety and environmental related requirements.

The ideal candidate will be proficient in hazardous materials and hazardous waste management and will have experience managing facilities that collect, ship, and store hazardous waste. More specifically, the ideal candidate will possess:

• Proficiency in training staff in safety procedures, operational procedures, and environmental compliance programs.
• Knowledge of State reporting requirements, including CalRecycle Form 303, electronic verification questionnaires, and hazardous waste permitting for collection events.
• Strong problem-solving skills and adaptability to changes in software and reporting requirements.
• Understanding complex regulations and the ability to apply them in a fast-paced operations environment.
• The ability to clearly explain regulatory requirements to staff with diverse backgrounds and levels of experience.
• Strong organization skills and the ability to maintain focus while managing multiple priorities.
• Excellent collaboration and communication skills, particularly in resolving issues and building relationships with individuals from diverse backgrounds.
• A commitment to serving the public by enhancing hazardous waste removal processes and reducing exposure risks in the community.

Examples Of Duties

The Household Hazardous Waste Specialist IV's responsibilities include, but are not limited to:

• Leading assigned staff by providing direction, training and reviewing work; organizing delegating and coordinating complex projects ensuring the completion of assigned tasks.
• Overseeing the management of contracts, requests for proposals and requests for quotes and providing technical program information in accordance with County purchasing policies.
• Coordinating logistical arrangements for HHW collection events, including contractor management, supply procurement, and payment processing.
• Contributing to staffing decisions, conducting performance evaluations and addressing disciplinary concerns.
• Serving as a technical expert and consultant regarding issues related to the disposal and transport of household and small business waste.
• Conducting specialized studies, audits, inspections, and investigations on hazardous materials management recommending solutions for hazardous conditions; ensuring program compliance with relevant codes and their implementation.
• Developing, standardizing, and updating operational procedures while training staff on these protocols.
• Compiling data for State reporting and program evaluation, assessing procedures and drafting proposed legislation and guidelines.
• Interpreting regulations and advising city officials, citizen groups, business owners and others on household and Very Small Quantity Generator (VSQG) waste collection.
• Planning and conducting in-service training and public education programs.
• Maintaining accurate records and preparing reports and correspondence, including state-mandated reports.
• Serving as a facility emergency coordinator, responding to emergencies by leading staff through emergency protocols and required notifications.
• Performing other related duties as assigned.

About the Department

The Community Development Department is responsible for planning the physical development of the community and ensuring that new development and modifications to existing development are completed in compliance with City and State laws. The Department provides technical information to residents, business owners, developers, and commissions regarding local codes, ordinances, and other related issues. The Planning Division reviews development plans, use permits, and other planning entitlements, and prepares land use plans focusing on the long-term growth and future development of the City.

The Behavioral Health and Recovery Services Division of San Mateo County Health is seeking a well-qualified individual for the position of Supervising Mental Health Clinician, to supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in a geographic or service unit and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to children and their families within the Prenatal to Three Specialty Team.

The current vacancy is in the Mental Health Youth Services, Behavioral Health and Recovery Services, Prenatal to Three Program.

Prenatal to Three The Pre-Natal to Three (Pre-3) Program provides specialized mental health services for pregnant women, new caregivers, and children ages 0–5 who meet medical necessity criteria for Specialty Mental Health Services. The program is rooted in a trauma-informed and culturally responsive framework, recognizing the critical importance of the earliest years of life in shaping long-term health and development.

Pre-3 clinicians deliver direct mental health treatment and case management while also supporting the parent-child relationship through dyadic and family-based approaches. The program partners closely with Children and Family Services, San Mateo Medical Center, Family Health, and community providers to ensure comprehensive care for families navigating complex needs. Collaboration extends to interagency efforts such as the Keller Center and Child Welfare Team, strengthening coordinated systems of support for vulnerable young children and their caregivers.

By addressing perinatal mental health, early childhood trauma, and family stressors, the Pre-3 Program plays a vital role in promoting resilience, preventing deeper system involvement, and improving long-term outcomes for infants, young children, and their families.

The Supervising Mental Health Clinician will oversee a multidisciplinary team that provides clinical outpatient services to children and their families. The team may include psychiatrists, psychologists, social workers, marriage and family therapists, and peer support specialists (family partners). The clinical team may also include master and doctoral level interns/trainees and psychiatric residents.

The ideal candidate will possess:

• Knowledge of trauma informed system of care principles and general services.
• Knowledge of program management techniques, system of care principles, and practices.
• Demonstrated expertise and skill in clinical work with infants, young children and families, young children with serious emotional disturbances.
• Experience providing clinical services for clients with co-occurring disorders of mental illness and substance use.
• Ability to provide clinical case management to support the team, as needed.
• Experience working with clients of diverse cultures and backgrounds and conducting outreach to underserved communities from a trauma-informed perspective.
• Knowledge of evidence-based clinical practice modalities, e.g. Trauma Focused Cognitive Behavior Therapy, Motivational Interviewing, Dialectical Behavior Therapy, Solution Focused Brief Treatment, Child Parent Psychotherapy, Parent Child Interaction Training, etc.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong clinical assessment, diagnostic and evaluation skills.
• Strong supervisory/leadership skills which demonstrate an ability to direct and motivate a multi-disciplinary team.
• Collaborative skills and the ability to establish and maintain productive working relationships with consumers, families, professionals and the public; including collaborative community engagement to plan and implement needed services.
• Ability to make sound decisions and manage crises based on the exercise of judgment and the consideration of all available information.

Duties may include, but are not limited to, the following:

• Function as the Unit Supervisor, and plan, assign, train, and supervise the work of a group of inter-disciplinary mental health professionals and interns.
• Plan, implement and coordinate all unit related activity.
• Participate in administrative staff meetings to formulate overall program plans and review ongoing operations.
• Establish and maintain program procedures which are consistent with federal, state and local laws governing mental health services.
• Monitor and consult with contract providers to ensure compliance with services requested by the County and to help determine jointly beneficial solutions to problem areas.
• Maintain unit records and collect statistical data for routine, evaluative and research purposes.
• Lead clinical meetings for cooperative planning of treatment and accountable case disposition.
• Facilitate development of training program for staff and interns.
• On occasion, the Unit Supervisor will conduct therapy for individuals, couples and families; and make diagnoses.
• When appropriate, conduct case management functions.
• Maintain patient/client case documentation adhering to state and division policy and procedures.
• Provide crisis consultation, support and triaging for clinicians and their clients
• Screen for new clients and their families.
• As needed, act as liaison for clients hospitalized.
• Provide guidance and support to clinicians in discharge planning, follow-up care, and triaging to clients and family members.
• Provide both client-centered and program-centered consultation to external agencies, institutions and individuals.
• Provide community education and information to external agencies, institutions and individuals.
• Perform related duties as assigned

Qualifications

Licensure/Certification: Possession of a current California license in at least one of the following: Clinical Psychology, Clinical Social Worker or Marriage and Family Therapy.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.
