 ABOUT THE POSITION

The City of Redwood City Public Works Services Department invites you to apply for the position of Utilities Field Supervisor in the Wastewater Division. The Wastewater Division operates and maintains the City’s sanitary sewer collection system and municipal stormwater system. Under general direction, the Utilities Field Supervisor plans, organizes, supervises, trains, and evaluates the work of assigned crews engaged in maintenance, repair, installation, construction, and regulatory compliance duties within the sanitary sewer collection system and municipal stormwater system.  Primary duties include supervising and evaluating performance of assigned staff, scheduling maintenance and repair work, responding to customer inquiries and requests, and traveling among various worksites to direct, supervise, and evaluate work performed in the field. This position is distinguished from the Public Works Superintendent in that the latter is responsible for the administration and management of a large operational division. 

The City of Foster City is seeking a qualified Senior Building Inspector who is detail-oriented and has the knowledge and experience in the areas of building inspection and safety and code compliance to join the Building Division of our Community Development Department. The Department consists of Building, Planning, and Code Enforcement Divisions and is headed by Community Development Director. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Three (3) years of experience to include a minimum of one (1) year full-time plan check experience and one (1) year of progressively responsible experience in a variety of municipal building inspection work.

Licenses, Certificates, Registration

• Possession of the International Code Council (I.C.C.) Plans Examiner Certificate and Full Combination Building Inspector Certificate.

Special Requirements
Ability to read and interpret plans and specifications; perform complex building, plumbing, mechanical and electrical inspections; interpret and apply provisions of pertinent codes and regulations, prepare accurate and concise reports; acquire and demonstrate skill supervising and managing work of others; learn administrative techniques, methods and procedures of personnel management and other skills required to assist in management of the Division operations; establish and assist in developing improvements to computerized Division operations; establish and maintain cooperative working relations with engineers, architects, contractors and the general public; attend work and perform duties on a regular and consistent basis.

THE POSITION

The City of Redwood City invites you to apply for the position of Permits Technician.  Under supervision of the Senior Building Inspector/Permit Counter Supervisor, the Permits Technician is responsible for processing a variety of permits; and providing general information to the public at the public counter and by telephone. The Permits Technician is an integral member of Redwood City’s Counter Team. 

Duties may include, but are not limited to the following:

• Provide internal customer service and to the public at the Community Development & Transportation Services counter; explain ordinances and procedures to owners, contractors, developers, and the general public.
• Issue permits of all types of construction and use, to include checking plot plans for size of lot, set back of house, side yards, and location of sidewalks.
• Review application requests by phone, email, and over the counter.
• Accept plans for plan check and verify accuracy and completeness for information; assist Engineering and Construction with record keeping, haul permits, wide load permits, sewer lateral including Planning, Building and Code Enforcement permits. 
• Compile and report statistical information; maintain files on maps and records; operate specialized permitting software.
• Input a variety of information into the computer system including inspection requests.

The City is seeking a Cross-Connection Control Specialist to perform a range of technical and specialized duties supporting the City’s water system, including the development, implementation, and maintenance of cross-connection control and backflow prevention programs. This role ensures compliance with safe drinking water standards as well as federal, state, and local regulations. Responsibilities include conducting field investigations, surveys, tests, and audits of work performed by third‑party vendors or contract staff; preparing reports; maintaining records and files; and performing related duties as assigned.

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth (12th) grade, supplemented by specialized training in backflow prevention, cross-connection control, water distribution, or a related field.

Experience: Three (3) years of increasingly responsible field and/or office experience related to water distribution and cross-connection control, including inspections, data collection, public contact, and the
interpretation and application of policies, procedures, rules, and regulations.

Licenses and Certifications

• Possession of a valid California Driver’s License and a satisfactory driving record to be maintained throughout employment.
• Possession of a valid Backflow Prevention Assembly Tester Certificate issued by the American Water Works Association (AWWA) or Northern California Backflow Prevention Association (NCBPA), to be maintained throughout employment.

The City of Foster City is looking for a Building/Fleet Maintenance Superintendent who will oversee the Building and Fleet Maintenance Division of the Public Works Department. This position is responsible for planning, organizing, supervising, reviewing, and evaluating diverse and specialized building and fleet maintenance and repair functions.

This position manages and develops outside contracts, vendors, and project budgets; assures regulatory compliance and economy in all programs; coordinates assigned activities with other City departments and outside agencies; provides responsible and technical staff assistance; and performs duties as assigned. The ideal candidate would be able to communicate clearly and concisely, both orally and in writing.

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth (12th) grade supplemented by specialized training or coursework in construction trades, maintenance, automotive technology, or repair, and/or supervision.

Experience: Five (5) years of experience as a journey-level mechanic performing vehicle and equipment repairs or general repair and maintenance in one or more of the building trades, of which two (2) years should be in a supervisory or lead capacity.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of ,or the ability to obtain, National Institute for Automotive Service Excellence (ASE) Certification in air conditioning, brakes, and electrical systems is highly desired.
• Possession of, or the ability to obtain, Building Operator Certification Level 1 and 2 is highly desired.

PART TIME SENIOR RECREATION LEADER

SUMMARY DESCRIPTION: Under the direction of an assigned supervisor/coordinator, the Senior Recreation Leader is responsible for implementing programs at a given site, including administering program curriculum and supervising program staff. This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits. Some evening and weekend work may be required.

REPRESENTATIVE DUTIES: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Implement all daily activities of a given program, including administration of program curriculum, leading program activities, monitoring and enforcing program rules and regulations, maintaining a safe environment and collecting any necessary paperwork.

3. Exercise sound judgment in addressing behavior problems.

What You Will Do:

• Recommend and assist in the implementation of goals and objectives related to the Department’s Emergency Management Program; establish schedules and methods for program development, implementation, and monitoring; implement policies and procedures.
• Develop and implement Emergency Management Program activities including the joint Emergency Operations Plan (EOP), Emergency Operations Center (EOC), and Community Emergency Response Team (CERT).
• Evaluate emergency management program activities; recommend improvements and modifications; prepare various program reports.
• Prepare and conduct public outreach and education related to emergency management and preparedness including CCFD Emergency Management website pages, the preparation of social media posts and campaigns, newsletters, and training announcements; provide educational presentations to the community.
• Develop and maintain plans including but not limited to Emergency Operations Plans and Annexes, Local Hazard Mitigation Plans and Annexes, Continuity of Operations Plans, Continuity of Government Plans, and Crisis Communications Plans.
• Assist with the coordination of emergency preparedness classes offered to the public, including CERT, CPR and First Aid.
• Coordinate EOC operations including the creation of Emergency Operation Center (EOC) procedure manuals and checklists, training and maintenance of response platforms, ensuring that the EOC is properly equipped, and serving as liaison with the San Mateo County Department of Emergency Management in the event of an EOC activation.
• Provide CSTI/Cal OES emergency management classes for agency staff.
• Provide resources and other information as requested for EOC staff and support and provide necessary National Incident Management System (NIMS) training for agency employees.
• Represent the Department with dignity, integrity, and the spirit of cooperation in all relations with elected officials, staff, and the public.

Knowledge and Abilities

You possess knowledge of theories, principles and practices of emergency program planning, development, management techniques and training; National Incident Management Systems; function and operation of a municipal government and an Emergency Operations Center; community emergency and disaster support and assistance resources; development of public education programs utilizing 5-step planning process, development of community risk reduction programs utilizing methods of evaluation; customer service principles and problem resolution techniques; business letter writing and report preparation.

Under general supervision, the Permit Technician performs a variety of technical duties in support of the Community Development Department; serves as staff for the permit and public counter and assists the public with technical information related to the issuance of permit applications, including the process and any related fees; uses specialized database/permit tracking management programs; and performs related work as required.

THE DEPARTMENT

The Community Development Department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It is comprised of 35 FTE who operate as an effective and cohesive team across multiple functional areas and lead a number of City initiatives to support the City Council goals. The Department includes the Building, Planning and Housing Divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review.

The Building Division, which is the division this position will be responsible for overseeing, includes managing building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction. These functions require a high level of customer service with the public and coordination within and across various departments and agencies.
