About the Position: Midpeninsula Regional Open Space District (Midpen) is seeking a Human Resources (HR) Intern to join our dedicated Human Resources Department.  We are looking for a self-motivated individual who enjoys working both collaboratively in teams and independently. Intern responsibilities will include, but are not limited to:

• Assist in district-wide recruitment processes, including full-cycle recruitment support and recruitment metrics
• Support recruitment marketing and social media outreach
• Perform research and analytical work to strengthen HR programs and projects
• Support training and development, including in-house and off-site training classes and district special events hosted by HR

Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate (within the last 12 months). Must have completed a minimum of two years of college course work. The internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Requires a high degree of confidentiality, ensuring sensitive information is handled with the utmost discretion. The ideal candidate will be agile in responding to changing priorities, and capable of managing multiple tasks efficiently. Experience with modern office procedures, methods and computer software and hardware (i.e. Windows & Microsoft Office Suite; Excel, Word, PowerPoint, Outlook). Experience working a professional office environment is a plus.

Schedule: This position will work on-site and report to the HR department at Midpen offices in Los Altos, California, and will work under the guidance of HR staff.  This is a part-time non-benefited position, working approximately 20 hours per week (school schedules can be accommodated within regular business days and hours).  Regular business is conducted Monday through Friday 8:00am - 5:00pm. Interns may work up to a total of 950 hours over a 6-to-9-month period.

Overview:

This is an advanced journey-level position in the professional Chemist series. The focus of this position is to oversee the analytical testing activities in the Water Quality Lab's chemistry sections, including method development, data review and approval, standard operating procedure updates, and meeting all requirements of the Laboratory's quality assurance program. In addition, the ideal candidate will have good instrument troubleshooting and maintenance skills, be able to adapt specific EPA and/or Standard Methods for the purpose of state accreditation, follow all environmental health and safety policies and procedures, and be able to work well with other team members.

Key Responsibilities include, but are not limited to:

• Develop and review analytical methods and procedures for water quality analysis. 
• Perform complex analytical testing and evaluate effectiveness of testing methods.
• Comply with the requirements of Laboratory Quality Management System
• Review and approve all analytical data prior to release.
• Participate and oversee the proficiency testing program and monitor the performance of analysts working in the immediate area of supervision.
• Maintain all Documentation and Standard Operating Procedure current through review and updates.

• Participate in root cause analysis for any corrective or preventive actions in the area of responsibility.

Ideal Experience:

• Seven (7) years of experience as a professional chemist in drinking water or wastewater analysis for regulatory compliance
• Experience working in in a lab accredited by California Environmental Laboratory Accreditation Program is preferred.

Ideal Knowledge:

• Principles of inorganic, organic, and analytical chemistry
• Chemical quantitative and qualitative analysis.
• Principles and practices of statistical procedures and mathematical concepts.
• Methods and techniques of handling and storing hazardous materials.
• Lab testing experience with California’s Environmental Lab Accreditation Program (ELAP).
• TNI 2016 standard requirements.

Ideal Skills and Abilities:

• Plan, organize, assign, review, and evaluate the work of staff; train staff in work procedures.
• Perform and interpret water quality analysis test results.
• Develop and perform applied research projects.
• Prepare clear and concise reports.
• Communicate clearly and concisely, orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

Ideal Training and Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in chemistry, or a related field such as Biochemistry and/or Chemical Engineering.

Under general supervision of the Water Quality Manager and the Plant Manager, acts as a hands-on Plant Operator II for the operation and routine maintenance of a 0.5 MGD and 1.0 MGD recycled water treatment plant, (RWTP) and related pump facilities; performs a variety of skilled tasks such as electrical, electronic, pneumatic and mechanical instrumentation and controls. Performs installation, troubleshooting and repair of computerized automation control work at a modern MBR wastewater treatment facility and remote pumping stations, and assists in the development of maintenance programs for the preventive maintenance and improvements of all instrumentation and control system; supervises and provides leadership to OIT’s, subordinate Operators, and for the operations of the RWTP as well as other water quality functions for the District such as; sampling and monitoring, Industrial pretreatment, commercial discharge and inspections, Fats, Oils, & Grease management etc.

DISTINGUISHING CHARACTERISTICS:
Plant Operator II - This is the journey level class in the Plant Operator series and is distinguished from the I level by the ability to perform the full range of duties assigned without immediate supervision, by having a working knowledge of specific policies which may at times lend itself as a “lead” worker, and by being aware of the procedures unique to the District's treatment plant operations. Positions in this class are distinguished from the III level (supervisor) in that they do not possess supervisory or budgetary responsibility during a shift and are not responsible for handling the more complex problems that may arise within the treatment plant operations.
