The Position

The Community Relations Manager/Public Information Officer is a full-time management position that reports directly to the City Manager and is part of the City Manager’s Office. The Public Information and Community Relations Division is responsible for providing information to the general public about the programs, projects, and policies of the City Council and City government.

This position is a key member of the City’s Executive Team given the unique position of being a liaison to citizens, businesses, schools, and non-profits in the City.

Under direction of the City Manager, Community Relations is responsible for the City’s cable TV franchise agreements, serving as a liaison with civic organizations, and providing staff support to the Civic Action Commission and Education Commission.

The Public Information function includes providing timely and accurate information to residents, businesses, the media, and others about City services and programs. Significant use of digital communication tools, including the City's website, social media platforms, and the City Channel, is a central aspect of the position. In addition, the role oversees and coordinates production of the Outlook, the City’s printed community newsletter, as well as communications related to special events.

Assisting the Mayor with official communications, sharing information from other organizations regarding upcoming events, providing tours of City Hall and serving as the point of contact for community organizations, providing staff support to City commissions and City Council meetings, and coordinating environmental programs are all aspects of this role that create an interesting, rewarding, and stimulating variety of work.

A Bachelor's degree with major course work in communications, public relations or public administration, and four years of professional communications experience is required.

Compensation & Benefits

The annual salary range for the Community Relations Manager/Public Information Officer is $142,044—$188,880. Placement in this range is dependent upon qualifications.

• Retirement – The City participates in the California Public Employees’ Retirement System (CalPERS) under a 2% @ 60 formula for Classic Members. The City contributes 3% to a 401(a) plan as well as $200/month to an Retirement Health Saving (RHS) plan. Voluntary Roth IRA & 457 plans available.
• Medical Benefit – The City offers two choices for coverage—Kaiser or Health Net. The City pays 75% of the Kaiser monthly premium at each coverage level. 
• Medical in Lieu –  The City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash, or a contribution to a 457 deferred compensation plan, in lieu of medical coverage.
• Dental & Vision: City-paid for employee and eligible dependents.
• Life Insurance – City-paid coverage equal to 1x annual salary.
• Holidays – 14 paid holidays per year.
• Vacation Leave – Up to 25 days based on years of service.
• Sick Leave – Accrues at the rate of one day per month, with no maximum accrual.
• Administrative Leave – Up to 16 hours of administrative leave each month on a non-cumulative basis.
• Flexible Spending (Section 125) Plan – Dependent care and out-of-pocket medical costs may be paid on a pre-tax basis.

In the Land Use Division, the Associate Planner performs a variety of professional activities in support of the City's planning services. This Division administers zoning regulations, reviews development projects and assists the community in its efforts to plan for the City's physical, cultural, environmental, and socio-economic future. In the Transportation Division, the Associate Planner works on a variety of projects, programs, and initiatives, such as developing, implementing, and updating the City's transportation plans; analyzing transportation and traffic safety data to identify and prioritize projects and policies that will improve public safety; developing Complete Streets projects and supporting the implementation of transportation capital improvement projects; and coordinating with transit providers, primarily AC Transit, on transit projects affecting Berkeley, including service planning and bus stop improvements. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four year college with major coursework in city, regional, or urban planning or a closely related field and two (2) years of professional planning experience. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Key Responsibilities (Examples of Duties)

DEFINITION

Under general direction of the City Engineer, plans, organizes, and coordinates activities/projects which may involve more than one Engineering Division Section, including transportation/traffic, construction administration and inspection, capital improvement project design, and current development engineering; formulates policy; develops goals and objectives; supervises staff; administers the division's operating budget and the capital improvement budget; performs professional civil engineering work; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Assistant City Engineer has a broad range of independence within policy and procedural parameters and works under minimal supervision. The Assistant City Engineer is distinguished Senior Civil Engineer in that the Assistant City Engineer may manage more than one section and assists the City Engineer in the formulation and implementation of the Division's operating budget and the City's capital improvement budget. It is distinguished from the City Engineer in that the City Engineer has overall management responsibility for all aspects of the Engineering Division.

General direction is received from the City Engineer.

SUPERVISION EXERCISED

The Assistant City Engineer provides direct supervision and supervision through secondary supervisors to professional, technical, clerical and temporary employees assigned to the division. May directly supervise any or all Engineering Division Sections, including senior civil engineers.

Management Functions

Develops and implements goals, objectives, performance standards, policies and procedures; reviews policies and procedures and recommends modifications, as warranted; plans, organizes, directs and evaluates the functions and activities of the Engineering Division; supervises, trains and evaluates personnel; and acts as division head in the absence of the City Engineer.

Technical Functions 

Manages and administers Engineering Division activities, programs and projects including consultant contract administration and engineering design, development, survey, construction and inspection for property management, local and regional transportation planning, City streets and freeway interchanges, traffic controls, drainage structures, sewage collection and treatment, water distribution, and parking and other municipal facilities, such as an airport, golf courses, parks and City buildings and other civil engineering projects; administers development fee programs; reviews engineering plans, specifications, and contract documents; prepares conditions of approval for subdivisions and site developments; interprets City Standards in complex and unclear cases; establishes guidelines and methods for capital improvement projects related to project design, timetables and other factors; establishes and administers Standard Details and Specifications, development plans, plan check manuals, and master plans for sewer, water and storm drain systems, and other documents as required by Municipal Code; reviews transportation plans and transportation systems; and establishes and reviews construction inspection criteria.

Administrative Functions

Establishes procedures and monitors contract administration; reviews and investigates alleged violations; assists the City Engineer in developing, administering, and monitoring the Division's operating and the City's capital improvement budgets, identifying funding needs and opportunities, the lighting and landscape district and sidewalk repair programs and other programs; monitors projects for schedule and budget; advises City staff and others on issues relating to adopted City Standard Details and Specifications; makes presentations to City Council, commissions and other groups; prepares written reports and requests for City Council and staff regarding ordinance changes, establishment of City policy and items for City Council approval; acts as liaison to various inter-governmental boards and commissions, as directed; interacts effectively with City officials and staff, developers, engineers, architects, property owners, citizens, and other governmental agencies including local, state and federal.

Experience, Education and Training Guidelines

Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:

Experience: Five years experience performing progressively responsible professional civil engineering work with registration which included one year of experience in supervising a major section(s) of engineering staff engaged in a variety of public works and private development projects including design, construction inspection, transportation, land development and review.

Education: The equivalent to a Bachelor's Degree in civil engineering from an accredited college/university. Master's degree in an applicable field is desirable.

Training: Any recent training such as, academic courses and certification programs which are relevant to this job classification.

Certification: Registration in the State of California as a Professional Civil Engineer. Registration in the State of California as a Land Surveyor is desirable, if civil engineering license does not cover land surveying.

License: May require the possession of a valid California driver's license and a satisfactory driving record, as determined by the City.

Other Requirements: Must have the willingness and ability to work the hours necessary to accomplish the job requirements; be on-call for emergencies; travel to and attend meetings, seminars, and conferences during work and non-work hours; complete continuing education requirements, as necessary; work outdoors in all weather conditions and at night, as needed.

Special Requirements: Essential duties require the mental and/or physical ability to work regularly in a standard office environment and periodically in a field environment involving body movement, dexterity and agility of balance and coordination while moving through restricted spaces, such as trenches and climbing ladders and stairs; read fine print and distinguish colors and shades of color to interpret and use maps/blue prints for prolonged periods of time; converse with others in person and by telephone; and operate a personal computer.

The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of valid Combination Residential Inspector OR Combination Commercial Inspector, AND Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. While performing the outdoor duties of this job, the employee frequently works near moving mechanical parts around high- voltage energized electrical equipment, climbs scaffolding and ladders, works in high, precarious places and is occasionally exposed to wet and /or humid conditions.

The employee is occasionally required to stand; walls; use hands and fingers to handle, feel, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; lift and /or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus
