The City of Newark is hiring a Community Preservation Specialist. This role is essential to protecting the health, safety, and quality of life in our community. Working under general supervision, the Specialist enforces City codes related to health and safety, nuisance abatement, housing, and zoning. The position combines investigative work with public education and involves frequent interaction with property owners, businesses, community organizations, and residents.

In this position, you will:

• Advises property owners, businesses, and residents on City code requirements and compliance.

• Educates the public and professional groups on code regulations to encourage voluntary compliance.

• Investigates complaints from City staff, the public, and officials regarding zoning or nuisance issues such as signs, fences, rental housing, home occupations, vehicle storage, trash accumulation, noise, and odors.

• Conducts field inspections to ensure compliance, providing clear guidance on corrective actions when necessary.

• Prepares notices, correspondence, and detailed reports documenting investigations.

• Represents the City in court proceedings, hearings, and other official forums.

• Manages difficult and confrontational situations with professionalism and diplomacy.

• Provides lead direction and reviews the work of assigned clerical staff or coworkers, as needed.

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Associates Degree or 60 college semester units in a related field from an accredited college, supplemented by one year of experience in code enforcement.  Experience may be substituted for education on a year for year basis up to a maximum of one year.
• Documented code enforcement related training from a recognized code enforcement association in the State of California, which includes training in the areas of property management and landlord tenant issues.
• Bilingual skills are highly desirable.

Under general supervision, a Crime & Intelligence Analyst performs a variety of manual and automated crime research and analysis for the enhancement and direction of law enforcement operations; maintains a data base of information regarding a variety of offenders; and performs other duties as assigned. The current vacancy will be assigned to the Real Time Awareness Center (RTAC) to monitor police radios, intelligence-sharing applications, various alert systems, and current news.

Examples of Duties Include:

• Provides information and analysis and liaises with officers and detectives for major investigations, crime trends, and prolific offenders
• Coordinates the provision of intelligence information on various organized crime groups to local, state, and federal law enforcement agencies
• Receives, evaluates, and transmits information through radio, computer-aided dispatch (CAD), and other technology platforms
• Maintains information in compliance with 28CFR Part 23 federal statue
• Receives or disseminates information as a liaison with parole, probation, California Department of Justice, Homeland Security, and other police agencies at the local, state, and federal levels
• Conducts extensive research and gathers, analyzes, coordinates, and disseminates intelligence information from a variety of criminal offense reports, arrest reports, public information databases, and other intelligence sources
• Prepares intelligence bulletins for dissemination to operational units within the police department and outside agencies

The City of Newark is seeking an experienced, detail-oriented, and highly professional City Clerk to lead and manage the operations of the City Clerk’s Office. This key leadership position is responsible for maintaining the integrity of the City’s official records, ensuring transparency in local government, and safeguarding public information.

The City Clerk oversees the preparation and maintenance of City Council agendas and minutes, directs municipal elections, administers the City’s Records Management Program, and serves as the Filing Officer for the Fair Political Practices Commission. The role also includes managing ordinances and municipal codes, providing complex administrative support to the City Council, City Manager, and Assistant City Manager, and supervising administrative and clerical staff.

This position requires exceptional leadership, judgment, discretion, and organizational skills, as well as extensive knowledge of municipal governance, public policy, and the role of an elected City Council. The City Clerk must work with professionalism, tact, and diplomacy when interacting with elected officials, staff, agencies, and the public. Key responsibilities include:

• Managing official and confidential records in compliance with federal, state, and local laws.

• Overseeing staff, budgets, and office operations.

• Preparing and editing reports, ordinances, and resolutions.

• Ensuring compliance with the California Public Records Act, Government and Elections Codes, Ralph M. Brown Act, Political Reform Act, and related regulations.

• Applying strong communication, organizational, and supervisory skills in a high-demand, public service-oriented setting.

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Business Administration, Public Policy, Industrial Relations, Psychology, or a closely related field, and five (5) years of municipal government experience with a minimum of two (2) years in a City Clerk’s office, and two (2) years of supervisory experience.

License and Certificate:

• Certification as a Certified Municipal Clerk (CMC) is desirable. 

The Public Works Department
The Public Works Department consists of Design Engineering, Development Engineering, Construction, Civic Facilities, Transportation, Survey, and Real Property sections. The department reviews all proposed land development projects in the City and executes the design and construction of public projects such as streets, parks, and public buildings.

The City of Colfax is currently accepting applications for Maintenance Worker I. This is an entry level position in the Public Works department requiring a minimum of 1 year of experience in a semi-skilled maintenance occupation. Typical duties include: landscape maintenance, electrical and plumbing repairs, minor construction and light carpentry projects, cleaning public restrooms, keeping public streets and parks clean and in good repair. The employee will check storm drains, culverts and ditches; operate tools and equipment to patch and repair pavement, construct and maintain gutters, sidewalks and other incidental improvements. The ability to operate power tools and work safely, wearing appropriate PPE. Occasional maintenance will be required for the wastewater treatment plant and collection systems.
