ABOUT THE POSITION

Under general supervision, a Police Officer is responsible to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local traffic regulations; to perform investigative work; to participate in and provide support and assistance to special department crime prevention and enforcement programs. This is the entry level classification in the professional police series requiring sworn peace officer status.

The population is 14,500 with another 16,000 within its sphere of influence. The city is primarily residential with an active commercial element supporting local needs. Examples of Essential Duties (include but are not limited to):

•  Patrol the City in radio-equipped car or on foot.
•  Answer calls for the protection of life and property, and the enforcement of city, county, and state laws.
• Conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, hold-ups, vehicle accidents, death, and other criminal incidents.
• Patrol the City and respond to calls related to traffic incidents and any other required emergencies.
• Observe, monitor, and control routine and unusual traffic conditions.
• Assist and advise motorists and enforce traffic safety laws.
• Make arrests as necessary.
• Interview victims, complainants, and witnesses.
• Interrogate suspects; gather and preserve evidence.

What You'll Do

The Calibration Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation for wastewater collection and treatment plant systems; assists in the oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC) to perform skilled electrical, electronic and mechanical work related to inplant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and  performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required.  Communicate in advance with affected staff on programming and related SCADA work.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components.  Analyze and correct data communication and acquisition system problems.
• Install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, temperature control devices, fire alarm equipment, and remote water quality analyzers controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Calibration Technician receives general supervision from the Wastewater Treatment Plant Maintenance Superintendent.  The position may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

 DEFINITION

Under supervision, performs sub-professional engineering office work related to Public Works improvements; elementary field surveying; computer-aided drafting and design work; and related work as required.

EXAMPLES OF DUTIES

Performs a wide variety of responsible sub-professional engineering work; computes and posts simple engineering data; computer-aided drafting, design, and mapping; revises, reviews, files, and updates engineering plans and maps; assists field survey and traffic survey crews as needed.

MINIMUM QUALIFICATIONS

Knowledge of: The elementary principles of algebra, geometry, and trigonometry; drafting symbols used in construction work; basic engineering office equipment; modern personal computers and related computer software; principles and practical application of computer-aided drafting, design, and mapping systems.

Ability to: Learn the use of surveying equipment and techniques; learn basic construction inspection procedures; accurately make and verify mathematical computations; perform neat and accurate drafting; collect engineering field data, and make field notes; maintain accurate records; effectively operate computer-aided drafting, design and mapping software; effectively use modern office software; understand and carry out oral and written instructions; work flexible hours; deal effectively and courteously with the public and general contractors; attend work and perform duties as assigned.

Experience: None required

Education: Completion of 45 semester college units with major in civil engineering or related course of study.

License: Possession of valid Class C California Driver's License.

What You'll Do

The Wastewater Treatment Plant (WWTP) Mechanic III performs highly skilled mechanical and minor electrical work in the installation, alteration, maintenance and repair of electrical systems, equipment and fixtures in a wastewater treatment plant and provides lead worker oversight as necessary; to do other related work as required.  This is an advanced journey level class in the WWTP Mechanic series.  This position is distinguished from WWTP Mechanics I/II by its lead function and the degree of technical expertise required in performing the more complex work.  This class may be responsible for lead supervision of WWTP Mechanics I/II.

Depending upon assignment, duties may include, but are not limited to the following:

• Read and interpret drawings, plans and diagrams of wastewater treatment plant infrastructure, equipment, controls and instrumentation.
• Install, inspect, diagnose, and perform major and minor mechanical repair work on motors, pumps, boilers, hydraulic and pneumatic equipment, generators, filters, and other plant equipment.
• Use a variety of tools, hand tools, cutting and welding equipment and multi-meters.
• Clean, oil and paint equipment.
• Perform preventive and corrective maintenance of all plant infrastructure particularly mechanical and electrical systems.
• Evaluate equipment performance and identify problem areas.
• Assist with maintaining inventory and supply of replacement parts.
• Perform general maintenance duties at the WWTP and Pump Station, including buildings, grounds and equipment as required.
• Provide lead supervision and training to less experienced maintenance mechanic personnel and assure safe work practice and procedures are always being followed.
• May be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis.
• Adhere to purchasing policy.
• Maintain a variety of chemical measuring equipment and plant process instrumentation.
• Fully support and utilize the Computerized Maintenance Management System to maintain accurate records and reports of work performed.
• Assist with installation of plant-related electrical systems, including but not limited to conduits, wires, relays, pull boxes, switch boards and switches required for additions, extensions or modifications to plant components.
• Perform related duties and responsibilities as assigned.

The Wastewater Treatment Plant Mechanic III receives supervision and direction from the Wastewater Treatment Plant Maintenance Superintendent and technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  This position exercises lead supervision over other plant Maintenance Mechanics I/II, including provision of technical supervision, assignment of work and/or the training of less experienced mechanics.

What You’ll Do

The Wastewater Treatment Plant (WWTP) Mechanic I/II performs semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment and to do related work as required.  The WWTP Mechanic I is the entry level class in the Plant Mechanic series.  Positions in this class normally perform beginning level mechanical repair and maintenance work on a wide variety of wastewater quality control plant systems and equipment. Under this class series concept, positions assigned to the class of Plant Mechanic II may reasonably be filled at the Plant Mechanic I level.  The WWTP Mechanic II is the journey level class in the Plant Mechanic series. Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Plant Mechanics II may also be expected to assist in the supervision of less experienced personnel.

Depending upon assignment, duties may include, but are not limited to the following:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.
• Maintain accurate mechanical maintenance records.
• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.
• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.
• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.
• Maintain stock inventory and adequate supply of replacement parts.
• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.
• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.
• Verify the work of others for accuracy, proper work methods, techniques, and compliance.
• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.
• Draft operating procedures.

The Wastewater Treatment Plant Mechanic I/II receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  Assignments may require indirect supervision of less experienced plant maintenance personnel.

The City of Menlo Park is seeking applicants for temporary positions in the Public Works Maintenance Division.  Depending on their experience, individuals may be assigned to work in Trees, Streets, Facilities, Parks, or Water.  Temporary employees will operate and maintain a variety of maintenance equipment, including dump trucks, stump grinders, brush chippers, aerial lifts, forklifts, lawn mowers, backpack blowers, backhoes, jack hammers, lawn edger’s, hedge trimmers, concrete saws, chain saws and hand tools.  Temporary employees will foster positive and effective working relationships and must be able understand and follow instructions.
