The Town of Hillsborough is seeking highly motivated, positive, and people-oriented candidates for part-time per diem Communications Officer positions in the Police Department. Shift coverage is needed on daytime and overnight shifts. This position is only open to candidates with two or more years of experience as a Public Safety Dispatcher in California in the previous five (5) years.

 

Per Diem Communications Officer

GENERAL PURPOSE

Under general supervision, receives and transmits routine and emergency telephone and radio traffic;

dispatches and coordinates police, fire, public works and other municipal staff and equipment via multi-frequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

 

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

• Maintains dispatch center work area and equipment in clean and working condition

• Performs related duties and responsibilities as assigned.

EDUCATION AND EXPERIENCE

Education:
Equivalent to graduation from high school

Graduation from or enrollment in a POST accredited Dispatch Academy.

Experience:
Two or more year(s) of experience as a Public Safety Dispatcher in California in the past five years.

License or Certificate:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

Definition

Under general supervision, performs a variety of complex technical accounting support duties in the preparation, maintenance, and processing of accounting and financial transactions, including payroll, general accounting, and financial reporting; and performs related duties as assigned.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Assistant Finance Director.  Exercises no direct supervision over staff.

 

Class Characteristics

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:   Equivalent to an associate degree in accounting or twelve (12) units of relevant accounting classes and three (3) years of increasingly responsible experience in a technical area of accounting processing, such as payroll or general accounting.

The Position

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

Some additional duties may also include the following:

• Enforce wastewater and stormwater discharge ordinances.
• Conduct on-site inspections of industrial and commercial businesses for compliance with the City’s sanitary sewer and stormwater ordinances.
• Initiate enforcement actions (e.g., issue notices of violation, administrative citations) to persons or businesses in violation of the City’s sanitary sewer and stormwater ordinances.
• Perform field investigations relative to water pollution incidents and/or complaints.
• Collect water samples and perform water quality testing in accordance with established standards and protocols.
• Calibrate and utilize sampling and/or monitoring equipment at appropriate locations; maintain and repair samplers and monitoring equipment.
• Work cooperatively with representatives of other City and County departments to ensure industrial, commercial, and residential conformance with City ordinances.
• Conduct field surveys as necessary to identify the source of or characterize (1) industrial discharges or excessive infiltration and inflow to the City’s sanitary sewer system; and (2) illicit discharges to the City’s storm drain system.
• Keep detailed inspection and follow-up records; maintain organized inspection files and records, both in hard copy and electronic formats.
• Assist with fulfilling wastewater and stormwater regulatory requirements, such as public outreach and education, trash load reduction efforts, and other regulatory requirements, as assigned.
• Measure landfill monitoring well water levels.
• Attend and participate in various technical committees of the San Mateo Countywide Stormwater Pollution Prevention Program.
• Attend workshops and training sessions to maintain job skills that are current with existing, new and changing regulations.
• Organize and participate in litter cleanups as required for Stormwater Permit compliance.
• Purchase required equipment and supplies as needed.
• Present pollution prevention information to various audiences as assigned.
• Work irregular or extended hours as necessary to respond to reports of illicit discharges, collect samples and/or conduct inspections.

DEFINITION

DISTINGUISHING CHARACTERISTICS

This is the entry-level class in the Planner series. Initially under close supervision, Assistant Planners learn to apply concepts and work procedures and perform professional planning work. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence. Assistant and Associate Planner

• Serves as project manager on planning and development projects, including processing applications and reviewing plans for routine to complex commercial, industrial, residential, mixed use, and/or tree removal projects.

• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Process development permit and subdivision applications for hearing in accordance with State law.

• Reviews business license applications and ensures consistency with land use standards and prior development and entitlement approvals.
• Prepare and present reports for Planning Commission and City Council action on current advanced planning projects.

The Department

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.

The City of Menlo Park's Information Technology team is seeking a temporary IT Specialist who has a broad range of support skills to provide day to day computer/desktop support, end-point configuration and management, helpdesk support and management, and maintain and troubleshoot various systems hardware, software, peripherals, A/V, telephones and mobile devices. GENERAL INFO 

Under general supervision, the Recreation Leader I/II provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.  
 

UNIVERSAL POSITION DUTIES (Illustrative purposes only)

• Organize, inventory, and maintain facility materials and equipment. 

• Assist in organizing and supervising recreational programs in any one or more of the following areas: children, adults, senior citizens, and participants with special needs at playgrounds, community centers, and other recreational areas. 

• Open, close, and secure facilities, including locking gates and setting alarms. 

• Set up and tear down tables, chairs, and equipment according to event/program requirements. 

• Perform light maintenance and cleaning tasks to ensure facility safety and upkeep. 

• Enforce policies, maintain discipline, and provide customer service to patrons. 

• Monitor and report facility issues and potential hazards. 

• Assist with special events and activities as needed. 

• Respond to and resolve patron inquiries and complaints. 

• Participate in safety training and emergency procedures.

CAMP COUNSELOR LEAD (Illustrative purposes only) 

• Oversee and guide program staff in their daily duties, ensuring high standards of supervision, engagement, and participant safety. 
• Assist in planning, organizing, and scheduling program activities to create a balanced and enjoyable experience.
• Address behavioral issues and manage group dynamics and foster a positive environment for participants and staff.
• Enforce safety protocols, emergency response procedures, and monitor the physical and emotional well-being of all participants. 
• Serve as a liaison between camp counselors/program staff, families, and City Staff, addressing concerns and maintaining effective communication. 
• Oversee staff tasks, support logistical operations, and ensure adherence to camp policies, health, and safety regulations.
• Model positive behavior, establish rapport with families, and maintain accurate program records. 
• Mediate participant disputes, assist camp counselors/program staff with behavior management, and provide ongoing support and assistance to staff, participants, and volunteers. 
• Communicate program updates and recommend improvements for materials and equipment.
• Ensure familiarity with and readiness for all emergency procedures and other tasks as directed by Supervisor.

• Use computer systems for data entry.
• Assist patrons with registration processing and POS transactions.
• Handle office tasks including mail distribution, shipments, and deliveries.
• Support office inventory management for supplies and equipment.
• Assist facility attendants and recreation programs as needed.
