The Senior Management Analyst in Valley Water’s Purchasing and Contracts Unit is responsible for managing the procurement of professional services and consultant contracts that are essential to the agency’s operations and capital programs. This position ensures compliance with organizational policies, public procurement laws, and industry best practices throughout the full contract lifecycle—from solicitation through negotiation, award, and contract administration.

The role works closely with internal stakeholders to assess needs, conduct market research, develop procurement strategies, prepare solicitation documents, facilitate contract negotiations, and administer contracts. In addition, the Senior Management Analyst supports process improvement initiatives, oversees procurement system data and reporting, and provides strategic recommendations to ensure transparency, accountability, and best value in all purchasing and contract activities.

Purchasing & Consultant Contracts Services Unit (Position Code 79)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.

The EMA I/II is responsible for performing inspections, communicating with other staff and customers, servicing, installation of electronic electrical equipment, ordering parts, entering data in the fleet management system, road testing and diagnosing problems to make various repairs and adjustments on automotive, heavy truck and/or heavy equipment. While working under general supervision, the EMA I/II will be expected to perform safely and follow all rules required by the City of San Jose. These positions, depending on facility assignment, will require working various shift hours and overtime.

• Hydrographer experience utilizing USGS policy/procedures.
• Learning in operation/maintenance of stream gages, stream gaging in all flow ranges, and compiling an annual stream gage record.  
• Proven track record of working independently and in a team environment.

Ideal Skills and Abilities:

• Learn to operate and maintain field equipment for gathering and analyzing hydrologic data.
• Learn methods and techniques involved in gathering and analyzing data related to surface water use.
• Learn to operate and maintain a specialized application interfacing a hydrologic database. for inputting and analyzing hydrologic data.

Ideal Knowledge:

• Some knowledge of basic principles and theories of hydrology, geology, and meteorology
• Some knowledge of scientific data collection and proper field notes .
• An introduction to operational characteristics of mechanical current meters and/or acoustic flow measurement devices, telemetering equipment, and other mechanical and electronic devices.
• Principles of sciences/mathematics including algebra and trigonometry.
• Principles of analytical report preparation.
• State Senate Bill 88 (measuring and reporting the diversion of water).

Training and Education:

Equivalent to a bachelor’s degree from an accredited college or university with major course work in engineering, geology, hydrology, hydraulics, sciences, or a related field.

Hydrology, Hydraulics and Geomorphology Unit (Position Code 281)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

The City of Sunnyvale is currently recruiting for an Accounting Division Manager to join the Finance Department. The Accounting Division Manager leads a team of 10.5 Full Time Equivalent positions and plans, organizes, directs and coordinates the activities of the accounting division which includes functions such as all aspects of accounting services, accounts payable, accounts receivable and debt and investment management. This position is also responsible for regulatory federal and state reporting, acts as the staff liaison with external auditors, leads the preparation of the Annual Comprehensive Financial Report (ACFR), and provides highly complex staff assistance to the Director of Finance. 

Additionally, the City of Sunnyvale offers:

• Classic CalPERS members have 4% of the employee contributions paid by the City, leaving only 3% for the employee to contribute

The minimum qualifications for education and experience can be met in the following way:
