The County of San Mateo Procurement Division is seeking an experienced procurement professional for the position of Contract Administrator II (CA II). This position will provide procurement advice and assistance to departmental procurement staff throughout the County. The Procurement Division supports 23 departments within the County.

As of April 2024, procurement within the County is handled through OpenGov Procurement (OpenGov) software. Experience with OpenGov is desired but not required. OpenGov training will be provided to the CA II staff member.

Under supervision, the CA II will:

• Advise staff on solicitation development and contract management policies and processes.
• Assist staff with questions related to navigating OpenGov.
• Work on procurement projects.
• Participate in the development of procurement policy and training.
• Deliver procurement training to staff.
• Complete other procurement related work on an as-needed basis.

CA II is the fully experienced, journey level class in this series, capable of independently performing the full range of procurement work. The CA II should be knowledgeable regarding solicitation creation for professional services and contract administration duties.  The selected candidate will use their experience to advise staff on how to navigate and improve their procurement processes.  The CA II will be given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals.  The CA II will make basic programmatic decisions that require the exercise of independent judgment will be responsible for coordinating multiple functions or processes. An Incumbent at this level is typically assigned the more complex contracts.

The CA II staff member will have strong communication skills and professional conduct. They will be expected to provide excellent customer service while explaining procurement to county-wide staff. They will be comfortable creating and delivering trainings to staff on procurement topics.

Confidence in learning new technology will be important to this role. The CA II will be expected to become an advanced user of OpenGov and assist staff with navigating the software.

• Provide procurement technical assistance and consultation to County departments.
• Review and understand the existing procurement resources (handbook and instruction materials and videos) and connect staff with the appropriate resources for their questions.

Qualifications

 

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to qualify is:

• Four years of experience as a public procurement professional working with a wide variety of solicitations, contracts, and procurement methodologies. 

Education may be used to substitute for years of experience.  Because procurement within the County is handled through OpenGov Procurement software, experience with OpenGov is desired but not required. Training will be provided to the CA II as needed.

• Coordinates and implements work orders, as well as works with IT to implement updates to programs and applications.

• Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment.

• Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned electrical operation/program area.

• Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services.

• Responsible for ensuring all the performance measures and other reporting categories are maintained accurately and consistently.

• The incumbent must also be comfortable interacting with the general public to provide updates on service requests and update to senior staff.

• This position requires high constructive energy and excellent communication, to ensure that the requests are understood and there are solutions to solve the problem.

• Must be able to direct contractors for needed work for on call, stolen wire installing traffic signal poles as well as streetlighting poles involved in accidents.

• Maintains correct amount of inventory for all supplies related to streetlights.

Minimum Qualifications

 

Education: Completion of an approved apprenticeship program

 

Experience: 2 years of lead electrician experience as a journey level Electrician.

 

Acceptable Substitution: Documented proof of completion of 8,500 hours of both course work and experience in all of the areas covered in the State of California Electrician Apprenticeship Standards may be substituted for completion of a recognized Electrician Apprenticeship program. These areas include residential wiring, commercial and industrial wiring, intercom and signals, controls, underground work, trouble shooting, finishing and fixture hanging, solid state controls, and stock and inventory. Completion of the State of California Electrician Certification exam will be accepted as proof of completion of 8,500 hours of electrical work experience.

Certifications/Licenses: Possession of a valid State of California driver’s license.

The San Bruno Public Works Department is committed to delivering responsive, professional, and efficient services that maintain and enhance the City’s infrastructure. With responsibility over streets, storm drains, wastewater collection, water distribution, public facilities, and engineering, the department is committed to providing responsive, high-quality service, and plays a vital role in keeping the city safe, clean, and functional.

 

Under immediate supervision, part-time maintenance assistants perform a range of unskilled and semiskilled tasks that support the day-to-day upkeep of the City’s infrastructure. This is a part-time, temporary position with the Public Works Department (18-20 hours per week) to support the City’s “Cleanup San Bruno” initiative.

 

Examples of duties may include, but are not limited to:

• Cleans and removes debris and litter from parking lots, streets, gutters, storm drains, catch basins, and sidewalks, by shoveling, raking, sweeping, and picking up debris.
• Removal and loading of illegal dumping such as tires, mattresses, and furniture.
• Assists in loading, transporting, and unloading equipment, materials, debris, and other heavy objects related to maintenance.

The County Executive’s Office is seeking highly qualified candidates for the position of County Procurement Program Services Manager II.

 

The Procurement Division of the County Executive’s Office provides procurement services to all County departments and acts as a regulatory mechanism to help county departments obtain maximum value for each dollar spent, while maintaining compliance with all relevant County, State, and Federal laws, ordinances, and policies.   The Procurement Division (Division) also connects with and assists vendors in conducting business with the County.   

 

The Division successfully operates under several ordinances, codes, and policies designed to heighten worker standard of living, support local business, protect tax-payor dollars, and support eco-friendly practices.  The following are examples:

 

• The Living Wage Ordinance sets a minimum wage, which contractors are required to pay employees providing services under County contracts.

The Position

• Legislative Engagement, Monitoring & Research: Collaborates with legislative consultants and agency subject matter experts to monitor, track, and interpret legislation relevant to the District; conducts background research on topics and priority initiatives; and actively evaluates alternatives and helps determine strategies to represent the District’s interests in appropriate arenas.
• Intergovernmental Representation & Presentations: Presents at delegation, agency, and partner meetings, serving as a District representative as needed.

• Event & Meeting Support: Coordinates legislative and agency tours, including advocacy and appreciation days; prepares presentation and meeting materials for delegation, agency, and partner meetings, and coordinates with departments for project updates.
• External Affairs Assistance: Assists with external regional agendas for issues impacting Midpen’s work, and tracks relevant local, state, and federal news for issues affecting the District.

The Government Affairs Specialist I under supervision, performs most of the duties required of the position but is not expected to function at the same skill level required of a level II.   Annual Pay Range:  $91,931-$114,823

The Government Affairs Specialist II is expected to perform the full range of duties as assigned, working independently and exercising a higher level of judgment and initiative. Receives occasional instruction or assistance as new or unusual situations arise.  Annual Pay Range:  $114,491-$142,964

Working Environment and Schedule:  Midpen offers a hybrid office/telecommute work schedule which will be divided between onsite work, at home remote work, some outdoor work, some local travel, and occasional travel to Sacramento. When government affairs-related events are scheduled, the Government Affairs Specialist may be required to work evenings, weekends and holidays. Outdoor work could include driving off-road (training provided) and hiking on trails in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions as well as driving around the Bay Area. This position is part of the Public Affairs department at Midpen’s administrative office located in Los Altos, California. 

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in public relations, communications, business administration, public policy or a closely related field, and:

Government Affairs Specialist I: one (1) year of increasingly responsible experience in  government affairs or strategic partnerships is highly desired. No experience is required.

Government Affairs Specialist II: two (2) years of increasingly responsible experience in government affairs or strategic partnerships.

Licenses & Certifications Required:  Possession of a valid California Driver’s License.
