About the Role

The Human Resources Manager is a strategic leader and hands-on manager, combining vision with day-to-day responsibility for all facets of the City’s HR operations. Your immediate priorities will include modernizing recruitment and selection processes, advancing employee and labor relations, developing robust training and engagement programs, and ensuring policy compliance across the organization. You will mentor a talented team, shape the City’s people strategies, and play a key role in cultivating a positive, equitable workplace culture. Success in this role means balancing strategic planning and operational problem-solving, supporting staff at all levels, and adapting to the evolving needs of a dynamic municipal workforce.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in personnel, business administration, public administration, or a closely related field, and four (4) years of increasingly responsible professional human resources experience, including at least two (2) years in a supervisory or lead capacity, are required. Any combination of education and experience that provides the required knowledge, skills, and abilities may be considered. Ability to obtain and maintain a valid California driver’s license is also required. Experience in public sector HR or labor relations is highly desirable. Compensation

The annual salary range for this position is $132,749 to $162,905. Remote work is not available for this position. The City is proud to offer a competitive total compensation package with the following highlights:

• Wellness-focused schedule and paid time off (PTO) program
  • 4-day workweek (Monday through Thursday, 9-hours per day)
  • Approximately 7 to 10 weeks of paid time off per year, dependent on years of service, with the option to cash-out up to 2 weeks per year
• 0.50 to 4.50% deferred compensation (Section 457b) match, dependent on CalPERS membership status (Classic-2.7%@55 or New/PEPRA-2.0%@62)
• Education assistance including tuition and student loan reimbursement
• Employee home loan assistance program

Village Park Preschool Program

Village Park Preschool is a play-based preschool program offered by the City of Burlingame Parks and Recreation Department at Village Park. We offer 3 programs: Lil’ Sprouts (2 year olds), Cottage Kids (3 year olds), and Afternoon Owls (3 year olds).  The emphasis of the program is physical, social, and emotional growth in a child-centered environment. Activities are designed to foster a healthy child that develops an early love of learning. Village Park Preschool programs strive to create an environment inspiring each child’s individual creativity and self-expression. Children participate in arts/crafts, music, body movement, basic science, cognitive games, creative/dramatic play, cooking, circle and story time, fine and gross motor skill building, and phonics awareness.

Preschool Teacher

The City of Burlingame is looking for an energetic, caring, creative, and responsible Preschool Teacher. Under direction of a Recreation Supervisor, the Preschool Teacher plans, schedules, and organizes preschool classes for the City’s Village Park Preschool program, assures policies and procedures are maintained, and performs related work as required.

Essential Duties

• Plan, organize, and implement activities that support early childhood education and socialization
• Lead a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time
• Ensure proper safety precautions are observed
• Maintain and care for supplies, equipment, and the facility
• Report any supply requests and facility maintenance needs
• Set up daily snack, change diapers and support toilet training
• Help with preparation of monthly newsletter
• Complete assigned paperwork, including timecards and incident and accident reports
• Communicate regularly with parents and staff to disseminate information and build positive relationships
• Perform related duties and responsibilities as assigned

Qualifications

• Knowledge of early childhood education principles, curriculum development, and best practices.
• Completion of 24 units of Early Childhood Education.
• Strong communication and interpersonal skills.
• Previous experience in a preschool or childcare setting is preferred.

Hours: 32 hours per week

Rate: $23.85 - $31.95, depending on experience

Under direct supervision of the Controller, provides accounting and fiscal support, including accounts payable, cash and accounts receivable receipts, invoices, and processes, records, reviews, and reconciles a variety of financial transactions and records for Peninsula Library System and its multiple contracted agencies.

This class is the first in the Accounting Assistant series. The Accounting Assistant I works under close supervision and performs daily and routine accounting duties in accordance with established accounting procedures. It is distinguished from the Accounting Assistant Il by the amount of accounting and/or financial experience required. An Accounting Assistant I works under general supervision and, within a framework of established procedures, is expected to perform a variety of complex accounting duties with only occasional assistance and may provide lead directions to other accounting support staff on a project or day-to-day basis.
