ABOUT THE OPPORTUNITY

The Neighborhood Response Group (NRG) Coordinator position will be filled within the Management Analyst Series and will be housed in the City Manager’s Office/Administrative Services Department.

The City plans to recruit flexibly within the Management Analyst Series (Management Analyst I or II) and will determine the appropriate level based on the qualifications, experience, and overall fit of the selected candidate. At the minimum, this position will be filled on a part-time basis at 15–20 hours per week.

Based on fit between the candidate and the City, we are willing to consider up to full-time employment, including a benefited position, depending on what the top candidate brings to the table and their ability to fit other needs of the City. KEY RESPONSIBILITIES

This is a unique and rewarding opportunity for a community-oriented individual to lead local disaster preparedness efforts and other community related projects/programs. Primarily, you will play a vital role in building community resilience by organizing and empowering residents to prepare for, respond to, and recover from emergencies. You will develop and manage the City’s Neighborhood Response Group (NRG) program, working directly with Mill Valley residents to strengthen neighborhood connections and provide vital emergency response training. 

Key responsibilities include (but are not limited to):

• Recruiting and mentoring block captains, training volunteers, developing outreach strategies, and serving as a liaison between residents and City Staff
• Supporting the Emergency Preparedness Commission (EPC) 
• Collaborating closely with first responders, local agencies, and community organizations to advance Mill Valley’s public safety and emergency preparedness goals
• Provide additional program development and/or project management as assigned

Position Duties

The City of San Jose is seeking an experienced Deputy Director to provide strategic direction and day-to-day leadership for the Account Management, Marketing, & Public Affairs Division and Customer Programs Division within the Department. The Energy Department launched clean energy services to most residents and commercial customers in early 2019.

This position reports to the Assistant Director. It is responsible for customer relations, account and billing services, business development, community engagement, marketing and communications, and design and implementation of customer energy programs. The Deputy Director is an integral part of the Energy Department executive team and will have the following responsibilities:

• Forecast SJCE's annual revenue plan and achieve targets. Track electricity usage, revenue, and cash collections by customer class.
• Lead SJCE rate-making recommendations, implementation and communication of new rates.
• Lead SJCE's account services function, developing and maintaining relationships with key customers including large load customers such as data centers.
•  Develop custom rates for large load customers as needed.
• Coach the team to provide high quality customer service optimizing the User Experience (UX).
• Oversee internal and contracted services for data management, billing services, and the customer call center. Liaise with PG&E and customers to resolve issues and optimize the Customer Experience (CX).
  • Direct the development and execution of comprehensive marketing, outreach, and communications strategies that promote SJCE programs, rates, and brand identity. Oversee all department communications including print, social media, e-newsletters, and the department's website. Conduct mandatory noticing activities.
  • Ensure clear, accessible, and multilingual communications for diverse community audiences.
  • Manage press releases and external relations. Serve as a liaison with the media and community groups to ensure SJCE is responsive to concerns. Schedule and deliver public and community presentations.
• Provide direction, guidance, and review of community outreach and business development plans to increase customer participation, support customer retention, and improve cost-effectiveness.
• Lead the planning, design, implementation, and evaluation of customer energy programs, including energy efficiency, demand response, electrification, and distributed energy resource initiatives.
• Ensure programs align with state policy, regulatory requirements, and community priorities.
  • Foster partnerships with community organizations, technology providers, and regional agencies to expand program reach and impact.
• Provide leadership and collaborate with staff across the department, the City Manager's Office, Finance Department, the City Attorney's Office, Planning Department, and economic Development as well as other Departments to achieve SJCE and City objectives.
• Collaborate and build contacts with external stakeholders, including CalCCA, regulatory agencies, community organizations, and the public to ensure programs and services meet objectives, the needs of customers and community.
• Seek out additional funding opportunities, innovative programs and new product offerings to advance mutually beneficial goals.

ABOUT THE POSITION
The City of Gilroy is seeking a knowledgeable, motivated, and service oriented Supervising Water Quality Specialist to join our Utilities Department. This vital supervisory role supports the community by ensuring that Gilroy’s potable and recycled water systems meet the highest standards of safety, reliability and environmental compliance.

In this exciting opportunity, the Supervising Water Quality Specialist will work under the direct supervision of the Water Systems Superintendent performing journey-level duties and will supervise a variety of work in the collection and testing of water samples, maintenance of records and generation of reports relating to water quality, and research and evaluation of existing and proposed regulations to ensure compliance with local, state, and federal water quality regulations. The Supervising Water Quality Specialist will lead the development and implementation of the Backflow Prevention and Cross Connection Control Programs and will perform work associated with the operation, construction, and maintenance of the water system.

Possession of a master’s degree is desirable.  
  • Experience: Five (5) years of progressively responsible community and economic development experience, including (2) two years of supervisory experience. 

Chief Building Official

• Any combination of experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:
  • Experience: At least 6 years of progressively responsible professional experience construction related inspection and design review, and code enforcement with at least 3 years in a supervisory capacity. Practical experience with principles and practices of organization, administration, budgeting, and personnel management for a municipal government is preferred.
  • Training: Equivalent to an associate degree from an accredited college with major work in construction technology, engineering, or related field.
    • ICC certification as a Building Official must be obtained within one year of employment
  • Certificates, Licenses, Registrations
    • Valid CA driver’s license is required.

Deputy Building Official

• Education/Experience
  • Graduation from high school or equivalent based on courses taken from an accredited educational institution.  Associate of Science degree in Building Inspection or related field is preferred.  
  • Five (5) years of progressively responsible experience in building inspection, including commercial, of which at least two (2) years must be in a supervisory capacity.   
• Certificates, Licenses, Registrations
  • Valid CA driver’s license.  
  • Must maintain ICC certification in at least three of the following areas:
    • Commercial building inspector, combination building inspector, electrical inspector, plumbing inspector or mechanical inspector.  These certifications are required at time of hire.  
    • In addition, Plans Examiner certification from ICC is required, but may be obtained within 6 months of hire.

ABOUT THE POSITION
The City of Gilroy is recruiting a Senior Planner position in the Community Development Department. Continuous goals of this department are to provide current and long-range community planning services in conformance with the Gilroy 2040 General Plan and consistent with City Council direction. The Planning team is responsible for implementation of Gilroy’s General Plan / Housing Element, Zoning Ordinance, adopted specific plans and other associated policies and ordinances. 

Responsibilities include, but are not limited to:

• Responding to public inquiries related to land-use and property development regulations. 
• Providing solution-oriented customer service to support economic development opportunities whenever possible. 
• Reviewing land-use entitlement applications (e.g. tentative map, conditional use permit, annexation, general plan amendment, architectural & site review permits) for conformance with adopted policies and regulations. 
• Administering the California Environmental Quality Act (CEQA) for environmental review related to planning and development proposals. 
• Implementing and updating the General Plan and Zoning Ordinance. 
• Providing staff support for the Planning Commission, as needed
• Resolving land-use related violations through Code Enforcement. 

FIRST YEAR PROJECTS/ASSIGNMENTS:

• Complete Comprehensive Zoning Ordinance Update 
• Complete Historic Resource Inventory Update and create Mills Act monitoring procedures 
• Manage a range of the more complex applications, including subdivisions, architectural and site review applications, and General Plan/Zoning amendments
• Build subject matter expertise in ADU development, housing policy, CEQA compliance and equity-based community development

What You'll Do

• Support the Police Department by ensuring that critical systems and hardware are working smoothly. Exercise problem solving as needed to ensure minimal impact to operations.  
• Assist in the design, deployment, and maintenance of telecommunication systems, both through routine maintenance and responding to issues as needed.  
• Install network infrastructure, including wireless equipment, hubs, switches, cabling, servers, and peripherals. 
• Administer and maintain virtualization technologies, network load balancing technologies, storage systems and server hardware. 
• Work towards a goal of high availability, reliable disaster recovery, and business continuity as they relate to system administration. 
• Utilize excellent customer service skills with staff, providing direct assistance with problems in a timely manner.  
• Share your knowledge by providing technical instruction, general training, advice, and support to staff regarding the use of equipment, procedures, and software.  
• Have an eye out for continuous improvement by researching, evaluation, and recommending enhancements to existing systems or the implementation of new ones.  

The Essentials:

The educational/experience requirements can be satisfied in one of the following ways: 

- Equivalent to an associate’s degree or have completed 60 semester or 90 quarter units at an accredited college or university in business information systems in computer science or related field, plus five years experience in management information systems. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

- A technology certificate from an accredited college or trade school in information technology, computer applications, web technologies, computer information systems, application development database design, programming, technology project management, or related field and five years of experience in private-sector or public-sector positions in information technology, including systems analysis work and development, system integration, or project management.
 

- Equivalent to a bachelor’s degree from an accredited college or university with a degree in computer science or a related field, and two years of progressively responsible experience comparable to that of an Information Technology Analyst I in the City of Mountain View. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

Highly Desirable:  

• Possession of Advanced Microsoft, VMWare Certified Professional (VSP), CCNP and/or LINUX certifications. 
• Experience in radio communication systems
• Experience in a Public Safety environment supporting applications like CAD/RMS/Mobile data computer systems.

Work Schedule and Salary: 

• Flexibility regarding work schedule is necessary. Incumbents will need to be willing to work a schedule that includes part of the weekend and flexible hours. 
• The control point for this position is $152,958. The full range for this position is $122,367 - $183,550 and the full range is posted to comply with California law. That said, successful candidates can realistically expect a starting offer between $122,367 and $144,000, depending on qualifications. No matter where the starting offer falls, employees will have the opportunity to get annual merit increases for stellar performance.
