The City of Sunnyvale is seeking a dynamic and results-driven Engineering Manager to join the Environmental Services Department. This position provides leadership and oversight of engineering functions as well as the operation of the City’s wastewater and storm sewer systems. Experience in the operations and maintenance of sanitary and storm sewer systems is highly desirable.

The ideal candidate will have a passion for public service, operational excellence, and building strong, collaborative teams. This role manages a crew of 14 field staff and requires exceptional communication and problem-solving skills. The candidate must demonstrate a strong ability to communicate effectively and proactively, both orally and in writing, and possess the capability to establish and maintain effective working relationships. This is an on-site leadership position based in the office, with no remote work option.

Minimum Qualifications

Education/Experience

A bachelor's degree from an accredited college or university in civil, chemical, mechanical, or environmental engineering, or related field; AND

Six (6) years of professional experience in civil, structural, mechanical, or chemical engineering, or wastewater collections and maintenance, including two (2) years of experience in a supervisory capacity.

Licenses/Certificates

Possession of valid registration as a Professional Engineer in Civil, Structural, Mechanical, or Chemical Engineering issued by the State of California in good standing.

Under general supervision of the Water Quality Manager and the Plant Manager, acts as a hands-on Plant Operator II for the operation and routine maintenance of a 0.5 MGD and 1.0 MGD recycled water treatment plant, (RWTP) and related pump facilities; performs a variety of skilled tasks such as electrical, electronic, pneumatic and mechanical instrumentation and controls. Performs installation, troubleshooting and repair of computerized automation control work at a modern MBR wastewater treatment facility and remote pumping stations, and assists in the development of maintenance programs for the preventive maintenance and improvements of all instrumentation and control system; supervises and provides leadership to OIT’s, subordinate Operators, and for the operations of the RWTP as well as other water quality functions for the District such as; sampling and monitoring, Industrial pretreatment, commercial discharge and inspections, Fats, Oils, & Grease management etc.

DISTINGUISHING CHARACTERISTICS:
Plant Operator II - This is the journey level class in the Plant Operator series and is distinguished from the I level by the ability to perform the full range of duties assigned without immediate supervision, by having a working knowledge of specific policies which may at times lend itself as a “lead” worker, and by being aware of the procedures unique to the District's treatment plant operations. Positions in this class are distinguished from the III level (supervisor) in that they do not possess supervisory or budgetary responsibility during a shift and are not responsible for handling the more complex problems that may arise within the treatment plant operations.

Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

Power Resources Specialist II - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Finance, Law, Natural Resources, Statistics, or an analytical degree related field to utility business AND one (1) year of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

THIS IS A HYBRID POSITION, REQUIRING PART OF THE WORK WEEK TO BE ONSITE IN THE DOWNTOWN SAN JOSE OFFICE. The hybrid work schedule may change due to the department’s business needs in the future.

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects Division, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The Records and Library Manager plays a critical role in supporting Valley Water operations, legal needs, and public trust through effective records stewardship and customer-focused service delivery.

The selected candidate will manage the Reference Library containing critical documents, designs, drawings, and historical records relied upon for legal, design, operational, and informational purposes. The role also oversees more than 11,000 boxes of archived materials stored off-site and assumes leadership of customer service functions pertaining to the assigned unit.

Key Responsibilities include, but are not limited to:

Customer Service & Stakeholder Support

• Serve as a primary point of contact for internal staff, legal counsel, external agencies, and the public seeking records and information.
• Deliver timely, accurate, and courteous responses to Public Records Act requests and internal information requests.
• Establish service standards, workflows, and performance metrics to ensure a consistent, customer-focused experience.
• Provide guidance and education to departments and requestors regarding records availability, processes, timelines, and legal requirements.

Helpdesk Oversight & management

• Assume leadership of the enterprise helpdesk function supporting Records, Library, and all IT-related service requests and incidents.
• Direct daily helpdesk operations, including call intake, ticket lifecycle management, escalation protocols, and resolution workflows.
• Establish and manage structured triage processes to ensure accurate prioritization, categorization, and routing of incidents and service requests based on business impact and urgency.
• Oversee call queue management to optimize workload distribution, minimize backlog, and maintain service level targets.
• Define, monitor, and report on helpdesk Key Performance Indicators (KPIs), including but not limited to:
  • Average speed to answer
  • Call response times
  • Abandonment rates
  • First-call resolution rate
  • Ticket aging and backlog metrics
  • SLA compliance
  • Customer satisfaction scores
• Implement call avoidance and demand management strategies, including knowledge base development, self-service enablement, training, and proactive communications to reduce recurring incidents.
• Ensure accurate documentation, ticket auditing, and reporting to support compliance, records retention, and information governance requirements.
• Continuously evaluate service performance trends and implement process improvements to enhance responsiveness, operational efficiency, and user experience.
• Maintain a customer-centric service culture focused on professionalism, responsiveness, and measurable service quality outcomes.
• Coordinate with IT operations, records management, and library services teams to ensure cross-functional issue resolution and alignment with organizational objectives.

Information Governance & Risk Management

• Monitor and evaluate the effectiveness of records and library programs, policies, and practices; identify gaps and recommend improvements.
• Ensure confidentiality, security, and proper disposition of sensitive and confidential records.
• Analyze risk and develop, implement, and test disaster recovery and business continuity plans for paper, electronic, and film-based records.

Automation & Digital Transformation

• Lead the automation of records and information workflows, including digital file labeling, access controls, and metadata standards.
• Oversee automated retention and disposition processes to identify duplicates, enforce retention schedules, and destroy records appropriately.
• Manage the implementation of automated PRA tools, including AI-assisted request development, historical search capabilities, notifications, and reminders, with the goal of reducing PRA volume and staff workload.
• Coordinate the development, migration, and enhancement of centralized records management and digital asset management systems, including system specifications, data standardization, quality assurance, and user training.

Reference Library & Records Management

• Oversee the maintenance, organization, security, and accessibility of on-site and off-site records, documents, drawings, photographs, and reference materials.
• Determine and implement appropriate physical and electronic systems for storing, preserving, and retrieving records and library materials.
• Maintain and update records retention schedules and ensure compliance with board-approved timelines and regulatory requirements.
• Restore, preserve, and digitize historic documents and original media.

Public Records & Legal Compliance

• Manage the intake, review, processing, and fulfillment of Public Records Act (PRA) requests and internal information requests.
• Oversee responses to subpoenas, litigation discovery, grand jury investigations, and other legal demands for records, in coordination with Valley Water Counsel.
• Develop and maintain policies, procedures, and fee schedules in accordance with the California Public Records Act.
• Review records responses for quality control, accuracy, and lawful disclosure or exemption.
• Provide sworn testimony during deposition proceedings related to records management, as required.

Leadership & Administration

• Plan, organize, and oversee records and library services programs, projects, budgets, and contracts.
• Supervise staff and support professional development and effective workload management.
• Prepare and present staff reports, recommendations, and program updates to leadership.

Ideal Experience:

• Five (5) years of progressively responsible records management, helpdesk management,  library services, or related experience.
• At least two (2) years of direct supervisory or program management experience.
• Experience managing large-scale records collections, including off-site archival storage and onsite digital information
• Experience managing help desk or call center functions and call center automation
• Demonstrated experience administering Public Records Act requests and legal records production.
• Experience leading technology implementations, system migrations, or automation initiatives related to records or information management.

• Records management, information governance, and library science principles, including Generally Accepted Recordkeeping Principles.
• Confidentiality, security, retention, disposition, and destruction of public records.
• Search and retrieval techniques for complex, multi-modal information systems.
• Federal and state laws and regulations related to public records, including the California Public Records Act.
• Digital asset management, metadata standards, taxonomy, and cataloging practices.
• Budget development, contract administration, and sound financial management practices.
• Records and library-related software and systems, including records management systems, library catalogs, document imaging tools, and common productivity software.

Ideal Training and Education:

• Equivalent to graduation from an accredited four-year college or university with major coursework in records management, library sciences, information management, business or public administration, or a related field. 
• A Certified Records Manager (CRM) designation from the Association of Records Managers and Administrators (ARMA) is desirable.

Records & Library Services Unit (Position Code 423)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).
