About the Position:  Midpen has two vacancies for the position of RMS I/II.  The RMS I/II performs all aspects of wildlife management for the Natural Resources Department and in support of other Department capital improvement and routine maintenance work.  The selected individual will be responsible for performing, developing, executing and managing wildlife management projects and providing biological expertise and oversight for other District projects. Work will include project management for wildlife specific projects such as species surveys, habitat mapping, development of best management practices, biological monitoring, biological awareness trainings, permitting and biological reporting in support of new construction, routine maintenance and habitat restoration projects. The RMS I/II may perform these duties directly or participate in the hiring, selection, and oversight of consultants and contractors to perform natural resources related tasks. Successful performance of work requires significant knowledge of California wildlife species, especially special status species, biological protection measures, and a basic understanding of the California Environmental Quality Act (CEQA) and state and federal agency permitting.  More experienced candidates will have progressive educational and work experience in one or more of the following (or related) disciplines:  biology, ecology, ornithology, mammalogy, ichthyology, herpetology, zoology, fisheries, wildlife management, wildlife connectivity, etc.

Responsibilities

The Resource Management Specialist I performs most of the duties required of the position but at an entry-level to support more experienced Resource Management Specialists and the Natural Resources Program as a whole. As experience is gained, assignments become more varied and are performed with increasing independence. At this level, the RMS I will assist with species surveys, monitoring, data collection, data entry, reporting, submission of samples, communication with the public, and care of monitoring equipment. The RMS I will assist with hiring, selection and management of consultants and contractors; and help to prepare detailed summaries and reports. The RMS I may assist project managers by providing valuable resource information and guidance, and serve as the liaison for subject matter experts. Work is typically assigned to small scale projects or to support larger scale projects that are managed by more experienced resource management staff.

The Resource Management Specialist II performs the full range of duties required to plan, develop, and coordinate species and habitat survey and monitoring, reporting, permitting and coordination. The RMS II is typically assigned to medium and large-scale projects and may manage these projects independently or be assigned to support larger interdisciplinary interdepartmental project teams as a natural resources subject matter expert. At this level staff receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies. The RMS II will lead hiring, selection, and management of consultants and contractors independently or as part of a larger team; write detailed technical summaries and reports for District staff, the Board, and the public; prepare grant applications; and design and lead field surveys with oversight from the Senior Resource Management Specialist.

Work Environment: The RMS I/II functions within a team environment in the Natural Resources Department at Midpen’s office in Los Altos, California and reports to the Sr. Resource Management Specialist. In addition to working in the office, the RMS I/II will often work in the field and hike through steep terrain and wildland areas. Fieldwork will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry, with exposure to poison oak, ticks and other wildlife, and may require working early or late hours to survey for nocturnal or crepuscular wildlife. Resource Management Specialist I: equivalent to graduation from an accredited four-year college or university with major coursework in ecology, biology, wildlife, or related field.  One (1) year of experience in evaluating, surveying, or monitoring of natural resources systems, especially Californian, is highly desirable.

Resource Management Specialist II: equivalent to graduation from an accredited four-year college or university with major coursework in ecology, biology, wildlife, or related field and two (2) years of increasingly responsible experience in evaluating, surveying, or monitoring of natural resources systems, especially Californian.

Licenses & Certifications Required:  Possession of a valid California Driver’s License.

Under administrative direction, and reporting to the City Manager, this position has
overall responsibility for planning, organizing, directing and supervising the Finance
Department, which encompasses activities such as financial analysis, accounting,
payroll, purchasing, investment and internal audit. The incumbent manages and
coordinates the work of professional, technical and clerical staff; directs the
preparation of the biennial operating budget and capital improvement program (CIP)
and monitors and prepares reports of both spending plans; prepares financial
projections and analyses; maintains sufficient internal controls to ensure integrity of
financial operations and responsibilities; and provides a high level of administrative and
technical support to the City Manager as assigned.

CLASS CHARACTERISTICS

This is an executive management level classification and member of the City’s Senior
Management Team. The incumbent is expected to provide prudent, timely, and
thoroughly researched information, opinions and recommendations to the City Manager
and City Council on all financial, risk management and MIS matters, and has frequent
interaction with staff and leaders of other departments, the City Manager, the Mayor,
the City Council, and citizens. The incumbent works as an integral member of various
City leadership teams in helping the City achieve its objectives, including public
presentations to citizens and other interested parties.

The incumbent has a broad range of independence within policy and procedural
limitations, works under minimal supervision and is accountable to the City Manager for
the quality and efficiency of services directed. While the general parameters of the
job are defined, the incumbent is expected to select and put into effect work
procedures and practices which will lead to the effective and efficient accomplishment
of Department goals. Recommendations on the improvement of Department activities
are expected.

EXAMPLES OF DUTIES (illustrative only):

• Develop and implement Departmental goals and policies, staffing levels, and administrative policies for City-wide application; review and revise existing City financial and related policies and procedures as required.
• Plan, direct, coordinate and review the work plan for the Department; revise as circumstances and City Manager/Council direction dictate.
• Plan and implement the citywide budget process and related fiscal programs.
• Manage the timely and accurate presentation of budget documents and financial reports.
• Coordinate budgeting activities with other departments, serving as the primary budget authority.
• Review departmental budgetary proposals and make recommendations on staffing and resource needs and other expenditure requirements to accomplish citywide goals.

• Perform oversight of the City’s procurement procedures and systems ensuring that they are in compliance with all federal, state, and local requirements.
• Serve as a resource for labor negotiations, providing accurate and timely information on City costs, the financial impact of contract proposals, and best practices for sustainable labor costs.
• Determine that adequate documentation exists to substantiate the appropriateness and authenticity of financial transactions.
• Develop efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls within the Department, and other City functions.
• Ensure safeguard of warrants and control of signature authorities.
• Develop and manage the City’s investment strategy, evaluate investment results, and report on the City’s investment portfolio, ensure that the investment of funds meet generally acceptable accounting principles, standards, and legal requirements.
• Oversee the closing of the general ledger, ensuring compliance with State accounting requirements and governmental accounting standards.
• Oversee the payroll function in coordination with the Human Resources Department, ensuring timely and accurate payment of wages and benefits, updated as required by new laws, regulations, policies or bargaining agreements.
• Manage the financial aspects of SEMS-based emergency/disaster response and recovery activities, ensuring full reimbursement of all City costs as allowed by law.
• Plan, organize, lead, supervise, train, and evaluate Department staff.
• Conduct regular Departmental meetings; emulate and foster open communications and transparent data and information; lead by example.
• Develop and implement Departmental goals, objectives, policies, procedures and work standards.

ABOUT THE POSITION
City of Gilroy is currently recruiting for a full-time Senior Maintenance Worker position assigned to the Wastewater section within the Utilities Department, Operations Division. 
Wastewater section personnel are responsible for the wastewater collection system including inspecting, cleaning, maintaining, constructing, and repairing sanitary sewer lines and lift stations. Under direct supervision of the Operations Services Supervisor, this position performs and supervises maintenance work within the Wastewater section and acts for the supervisor in his/her absence or direction. 
The selected professional will develop leadership skills by supervising team members in the field while performing tasks such as sewer repairs, line cleaning, and closed-circuit television inspections. ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Systems Administrator to join the Information Technology Division within the Finance Department. THE TEAM AND DEPARTMENT

CANDIDATE PERSPECTIVE/ LEARNING OPPORTUNITIES
 This position offers the opportunity to work with a broad range of systems and applications within the City’s technology environment. Key projects include migrating desktop and server operating systems to the latest versions of Windows and supporting cybersecurity initiatives such as the implementation of a next-generation internet protection solution. This role will also be involved in the transition of the City’s internal and external domain name systems to a secure .gov domain. Education & Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to an associate degree in fleet management, business administration, public administration, or a closely related field and four (4) years of full-time experience in administration of a fleet or equipment maintenance program or facility, including at least one year at a lead or supervisory level.

Licenses and Certifications:

Work Environment:  This full time position is part of the Facilities & Fleet Department at Midpen’s Administrative Office in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding, and may be eligible for a 9/80 schedule.  To meet service needs, three days of working on-site is required per week – set days are Tuesdays, Wednesdays and Thursdays in the office. The Fleet Services Specialist will often meet with Midpen staff in the district field offices.  Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, or road hazards. Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

How You Will Make an Impact: 

The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. They will also gain experience in policy development, analytical research, and strategic planning, providing a comprehensive approach to risk management. The Risk Analyst will evaluate, design, and coordinate SCCHA’s risk management efforts, including insurance programs, property and construction risk, and claims management programs. They will help evaluate, manage, and mitigate risks across all agency functions and departments, including physical property and residential real estate, information technology, human resources, capital improvement, and new construction projects. 

In the first year, the Risk Analyst will improve claims/incident report protocols, evaluate and enhance SCCHA’s existing risk management and insurance programs, including researching insurance options in the face of rising insurance costs, and administer SCCHA’s insurance policies and manage insurance-related claims and negotiations. 

The ideal candidate will have: 

• Knowledge of federal, state, and local laws and regulations related to insurance and risk management.

BUILDING ATTENDANT

Salary:  $17.37 to $28.95/hour, non-benefitted position, DOE

ESSENTIAL JOB DUTIES

Facility duties may include, but are not limited to:

• Unlock and lock buildings for renters and programs.
• Be present and assist renters during events.
• Set up and breakdown tables and chairs for rentals and program classes.
• Maintain and keep facilities clean during and after events.
• Move furniture/equipment and return to appropriate storage areas after events.
• Assist renters with facility equipment usage.
• Clean sinks, counters, mirrors, stalls, floors, restrooms, and garbage disposal before and after rentals and program classes to ensure facilities are clean inside and outside.
• Performs duties within OSHA standards.

SUPERVISION RECEIVED AND EXERCISED

Works under general supervision of the Facilities Supervisor.

QUALIFICATIONS

• Ability to relate well to the public.
• Be reliable and responsible.
• Inform renters of current facility policies and procedures.
