POSITION HIGHLIGHTS 

• Coordinate Employee and Labor Relations Programs for the City: Coordinate and manage day-to-day employee and labor relations activities for the City, including disciplinary matters, workplace investigations, and labor relations support, under the direction of the Deputy Director and Director of Human Resources.

SALARY 

The anticipated hiring range for the Senior Human Resources Analyst position is $103,366 - $129,207 annually, with a full salary range up to $155,049. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications. 

 

DESCRIPTION 

The City of Thousand Oaks is seeking a highly skilled and experienced Senior Human Resources Analyst to serve as the program manager for employee and labor relations. 

Working under the general direction of the Deputy Director and Director of Human Resources, the Senior Human Resources Analyst oversees complex employee relations matters; conducts and coordinates workplace investigations; manages employee discipline processes; and supports labor negotiations with the City’s three recognized employee associations. 

This role works closely with the City Attorney’s Office, outside labor counsel, and external investigative firms to ensure employee and labor relations matters are handled consistently, lawfully, and in accordance with City policies and labor agreements. The position also partners with department management and supervisory staff to address employee concerns, promote consistent practices, and support effective performance management. 

In this role, you will serve as a trusted advisor to City departments and executive leadership, ensuring employment decisions align with applicable laws, labor agreements, and best practices. You will play a key role in maintaining productive labor-management relationships and supporting a fair, consistent approach to employee conduct and performance. 

While the primary focus of this position is employee and labor relations, the position may also be assigned responsibilities within the City’s safety and risk program. Specific duties will depend on the qualifications and skills of the selected candidate. 

 

PRIMARY RESPONSIBILITIES 

• Coordinate and manage employee relations matters across City departments, including guidance on performance management, disciplinary actions, conflict resolution, and policy interpretation, under the direction of HR leadership. 

• Conduct and coordinate workplace investigations involving allegations of misconduct, discrimination, harassment, and other policy violations, in collaboration with HR leadership, the City Attorney’s Office, and external investigators, as appropriate. 

• Support disciplinary processes by ensuring consistency, legal compliance, and adherence to due process requirements. 

• Support labor negotiations with the City’s three recognized employee bargaining units, including data analysis, proposal development, contract drafting support, and preparation of negotiation materials and communications. 

• Interpret and administer Memoranda of Understanding (MOUs) and assist departments in understanding and applying negotiated agreements and relevant labor laws. 

• Serve as a key liaison among Human Resources, City departments, labor organizations, legal counsel, and external partners to support constructive labor-management relationships. 

• Provide advanced analysis and recommendations to HR leadership on employee and labor relations matters, employment law considerations, and policy development. 

• Develop and deliver training for supervisors and managers on employee relations topics, disciplinary processes, investigations, and contract compliance. 

• Monitor changes and trends in labor and employment law and assist HR leadership in evaluating impacts on City policies, procedures, and practices. 

• Serve as a technical resource on risk and workplace safety regulations and policies, as assigned, and support compliance and advisory efforts. 

Location: Teen Center

Part-time position: up to 25 hours per week 

Hourly Range: $24.57 - $29.87

Summary: 
Under general supervision, facilitates youth engagement through prevention programming and provides ongoing support, crisis intervention, community social service referrals, and coaching for the teen population; and performs other duties as assigned.

Essential Duties and Responsibilities:

• Identifies and directly engages hard-to-reach middle and high school students; builds trust through positive communication; conducts individual and group meetings with students to provide support in mentor/mentee relationships; provides safe space for teens to express challenges; assists youth population in utilizing coping mechanisms in crisis situations; offers possible solutions to prevent recurrence of problems.
• Redirects youth into socially acceptable behaviors and socially constructive lifestyles through employment, education and recreation; models positive behavior through engagement in productive activities such as neighborhood teen clubs and camps; guides teens in goal setting and self-esteem building in high-risk populations.
• Assists youths in recognizing the consequences of their decisions; supports building life/social skills and developing executive function to enable students to become responsible members at school, in the community and at home.
• Provides ongoing and crisis coaching, researches and identifies referral services, makes referrals to proper units, communicates with responsible adults to prevent youth involvement in the justice system.
• Frequents local commercial complexes, parks and various community hot spots to interact and maintain positive contacts with store vendors, teens and gang-affiliated indivi­duals; promotes contact with hard-to-reach teens, preserves confidentiality of communi­cation when possible; networks with neighborhood and community organizations.
• Develops volunteer and employment opportunities and referrals for at-risk youth; contacts local agencies, develops vital relationships with stakeholders, connects youths with suitable programs; maintains knowledge and awareness of available resources and referral channels according to District guidelines.
• May serve on community task forces targeting at-risk youth; regularly corresponds with other District staff and administrators, school officials and community leaders; confers with com­munity groups and schools to formalize program ideas and promote participation in school and District programs.
• Conducts youth-related trainings for District staff as well as community development work­shops; prepares and maintains a variety of records and reports.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Non-exempt employees may be required to work overtime.
• Participates during disasters or when emergency response is needed.
• Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. The requirements listed below are representative of the knowledge, skills and/or ability required:

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from a two-year college with an associate degree, and at least 2,000 hours of relevant work or volunteer experience. A bachelor’s degree in social work or a related field is preferred. Candidates must be at least 18 years old.

Language Ability: Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability: Ability to add, subtract, multiply and divide whole numbers, fractions and decimals.

Reasoning Ability: Ability to use common sense and exercise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers and participants and parents/guardians.

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.
• Department of Justice fingerprint clearance.
• Proof of a negative TB skin test.

Supervisory Responsibilities:
This position has no supervisory responsibilities. This position may provide guidance or direction to other part-time employees and to volunteers.

Other Required Skills:
Ability to communicate effectively and gain confidence among teens. Ability to relate and exhibit cultural awareness and sensitivity to individuals repre­senting a variety of diverse backgrounds and cultures.

About the Position:

The Ranger Recruit is a trainee-level position for individuals who do not possess a Ranger Academy certificate or equivalent, or valid PC 832 certificate.  Upon commencement of employment, new Ranger Recruits will participate in pre-academy instruction on the duties of a District Ranger, receive orientation to District lands and operations and complete additional required training.  Upon completion of pre-academy instruction, new Ranger Recruits will participate in a district approved Park Ranger Law Enforcement Academy based out of the South Bay Regional Training Center in San Jose, CA located on Bailey Avenue with the nearest cross street on Santa Teresa Avenue.  The 14-week long academy begins in January 2027 and will include the California Penal Code 832 training.  Upon successful completion of the academy and the District’s required robust 12-week Field Training program and final review by the Chief Ranger, a Ranger Recruit may be appointed as a probationary Ranger.   

The Ranger is a challenging and adventurous journey level position offering a wide variety of responsibilities and opportunities to exercise independent judgement while working on Midpen preserves.   

What does a District Ranger do?  District Rangers are Generalist Rangers who perform a wide variety of functions. A brief list of day-to-day activities follows:

• Midpen Rangers are sworn peace officers responsible for patrolling District Preserves and enforcing the District's regulations and pertinent local, State, and Federal laws on District Preserves. Patrol may be by 4x4 truck, foot, UTV, motorcycle, or mountain bike.  
• Respond to medical emergencies, wildland fires and search and rescue incidents.
• Help maintain the preserves by performing light maintenance tasks and resource management assignments.
• Engage the public through interpretive activities and community outreach.
• Shift schedules include evening, weekend, and holiday hours.

Working Conditions:  Rangers work cohesively with local law enforcement, fire agencies and other adjoining land agencies. Rangers typically work alone and self initiate their day-to-day patrols. Work conditions require rangers to work weekends, nights, and holidays in all weather conditions.  Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform all related emergency services and light maintenance and construction work on Midpen lands. District Rangers interact daily with a diverse Bay Area community to provide safe access for all visitors.

This  position will lead an engineering team that will include substation engineering, Transmission system engineering and distribution system engineering. This position will be responsible for performing and managing the design of substation and transmission line projects from conception through construction and commissioning. This position will develop standards, specifications, engineering studies, calculations, evaluations, design documents associated with the planning, design, construction and maintenance of SVP substations, Transmission system, distribution system and other utility facilities. The candidates must have extensive experience in High voltage Substation and Transmission line design, plan, standard and specification preparation. Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position supports groundwater supply and planning programs, contributing to sustainable water management, simulating current and future groundwater supply conditions, and performing hydrogeologic and engineering analyses. Related analyses include using and maintaining numerical groundwater models, mass balance, statistics, or other methods to prepare or review hydrogeologic reports and studies. Groundwater Management Unit (Position Code 76) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
