The City of Pacifica is excited to host approximately seven (7) Summer Interns across multiple departments. This program is designed to provide students with substantive project experience, professional mentorship, and exposure to the inner workings of municipal government. Unlike a general internship pool, each department will recruit for a specific opportunity aligned with its operational needs and professional focus. 

About the Program

The Summer Internship Program was developed in collaboration with the Next Generation Committee, sponsored by the City/County Managers Associations of San Mateo and Santa Clara Counties. The program supports the development of emerging professionals and promotes careers in local government.

The Summer Internship Program is tentatively scheduled to run from June 15, 2026 through August 14, 2026 (8 weeks). End date may be adjusted based on the intern's schedule and availability.

Selected applicants will be invited to interview during a tentative window of March 23 – April 3, 2026, with flexibility as needed.

The City anticipates finalizing offers by April 24, 2026 to allow adequate time for summer scheduling and coordination. Internships are part-time (up to 25 hours per week), seasonal, at-will, and non-benefited positions.

About the PB&R Summer Intern Opportunity

The Parks, Beaches, and Recreation Department is where community fun meets local government operations! From summer camps and special events to aquatics, child care, senior services, and recreation programs, our team helps create the experiences that make Pacifica an amazing place to live, work, and play. This internship is a great opportunity for someone who wants real-world experience in a local government setting while getting exposure to a wide variety of projects. Interns will gain hands-on experience supporting day-to-day recreation operations, learning how programs are planned and delivered, and assisting with behind-the-scenes work that keeps everything running smoothly. If you’re someone who enjoys staying organized, working with a supportive team, and wants to learn what it’s really like to work in public service (while still being part of the fun side of government), this is a great opportunity to build skills and experience in a welcoming and energetic environment. Responsibilities May Include (but Are Not Limited To):

• Supporting summer programs such as camps, classes, child care enrollment, and recreation registration
• Assisting with special event preparation and logistics (community events, seasonal programs, etc.)
• Helping with marketing and outreach efforts, including social media and promotional materials
• Fielding inquiries from community members in person, by phone, and via email
• Assisting staff with organizing, sorting, and maintaining electronic and physical records
• Scanning and digitizing files to support department modernization efforts
• Attending staff meetings and Parks, Beaches, and Recreation Commission meetings to gain insight into local government operations and public process
• Supporting a variety of additional projects as assigned (no two days are exactly the same!)

Intern duties will vary depending on department needs and seasonal priorities, giving interns the chance to gain experience across a wide range of responsibilities.

Education & Experience:

• Current undergraduate student majoring in Recreation Administration, Public Administration, Business, Communications, Education, Kinesiology, or a related field preferred
• Interest in parks and recreation operations, community programming, or public service
• No prior recreation experience required; training will be provided
• Basic computer skills and familiarity with Microsoft Office (Word, Excel, Outlook)

Preferred Skills & Knowledge:

• Enthusiastic about recreation, community programs, and public service
• Willing to accept direction, learn quickly, and take initiative once trained
• Friendly, professional, and comfortable interacting with the public
• Organized, detail-oriented, and able to juggle multiple tasks

About the Economic & Housing Development Summer Intern Opportunity

The Economic & Housing Development Division advances initiatives that support fiscal sustainability, business vitality, housing production, and long-term community resilience. The Economic Development Intern will gain hands-on experience supporting business attraction and retention, marketing and tourism initiatives, special events, and strategic planning efforts aligned with the City’s adopted Economic Development Work Plan. About the IT Summer Intern Opportunity

The Information Technology (IT) Division supports the City’s technology infrastructure, cybersecurity practices, and digital service delivery across all departments. The IT Intern will gain hands-on experience in municipal technology operations, including systems support, hardware and software deployment, troubleshooting, and project-based technology initiatives. This internship is ideal for a student interested in pursuing a career in information systems, cybersecurity, network administration, or public sector technology. THE POSITION:

The Finance Department has an opportunity for a Financial Analyst intern. The Department is responsible for the overall financial management of the City. Our team of 18 employees provides services in the areas of Accounting and Financial Reporting, Budget, Treasury, Purchasing, and Payroll. The intern will work directly with the Deputy Director of Finance and have an opportunity to assist with different areas of Finance in support of the City's 11 Departments as well as the San Mateo Consolidated Fire Department.

MINIMUM QUALIFICATIONS:

• Review and monitor contracts. Review Finance Department contracts and develop systems for tracking and monitoring contract compliance.
• In addition, the intern may work on a variety of other projects depending upon their time and interests.

The Department

The Position

The Planning Intern will support the Community Development Department - Planning Division with research-based projects and assist staff with minor permit review. This internship is designed to provide hands-on experience in municipal planning, exposure to development review processes, and an understanding of how planning policies are implemented at the local level. The intern will work closely with planning staff and gain practical insight into zoning, land use regulations, and public-sector planning operations.

Duties: The primary projects will most likely include the following:

•    Conduct research related to land use planning, zoning regulations, and special planning initiatives
•    Assist planning staff with minor permit review
•    Help organize and analyze planning data, maps, and project materials
•    Prepare summaries and other written materials to support planning projects
•    Assist with updating planning documents, handouts, and internal resources
•    Participate in staff meetings and observe planning processes, as appropriate
•    Provide general administrative support to planning staff as needed

Minimum Qualifications

•    BA/BS Candidate in City Planning, Architecture, Public Policy or a similar discipline

• Be a high school graduate (or equivalent) and have 7 years of experience appraising residential and commercial properties, three years of which involved appraising commercial industrial properties for tax assessment purposes

 

The previous experience of an ideal candidate will include:

• Appraisal of all types of tangible and taxable property such as commercial, industrial, apartments and high value residential, possessory interest in government-owned and agricultural properties
• Extensive application of the California Revenue and Taxation Code, California Board of Equalization Property Tax Rules, and California Property Tax case law
• Analysis of appraisal reports and other information provided by external parties
• Presentations and appearances as an expert witness before the Assessment Appeals Boards on appraisal and assessment valuations
• Review of property tax assessments for possible decline in value
• Review of other assessment issues, including but not limited to, Change in Ownership, Exemptions, etc., in compliance with the Revenue and Taxation Code
• Analysis of Business Property Statements and application of the Unsecured System to resolve complex Leasehold Improvement assessment issues
• Interaction with county departments and governmental agencies

Senior Appraisers may act as lead workers within a group of other appraisers and must be able to operate in a rapidly changing technological environment. Knowledge of personal computers in a Windows environment is highly desired.

 

The Department

 The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.  

The Department is responsible for:

• The maintenance of about 235,000 assessments and around $308 billion local property tax roll
• The maintenance of County birth, death, and marriage records
• The maintenance of over 3,000,000 recorded land records
• The conduct of local elections
• The maintenance of the voter registration rolls representing over 330,000 County voters 

The Department is also responsible for a budget of about $27 million, election billing to all jurisdictions, and 15 governmental trust funds.

 

In general, Senior Appraisers:

• Apply extensive appraisal skills to seamlessly transition between diverse teams, including residential and commercial valuations, exemptions processing, and Change in Ownership assessments, ensuring valuations are conducted in accordance with relevant Revenue and Taxation codes.
• Obtain, process, and analyze data for timely completion of the valuations of the most complex and specialized residential, commercial, industrial, manufacturing, technological, agricultural, institutional, mixed-use, and special-use real and personal property for tax assessment purposes.
• Present appraisals before the Assessment Appeals Board.
• Perform lead work and train new workers.

Certification:  Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. 

A typical way to qualify is two years of experience performing a full range of audits and appraisals of tangible and taxable property for tax assessment purposes. Such experience is typically the same as the work of an Appraiser II in San Mateo County.

Knowledge of:

• California Property Tax laws related to property assessments, including but not limited to Change in Ownership, appraisal of real and personal property, exemptions, etc.
• State Board of Equalization Rules and guidelines
• Court decisions affecting assessment procedures
• Policies and procedures related to the department
• Technical and professional appraisal methods and procedures for real, personal, and intangible property
• Training methods, procedures, and requirements
• Basic supervisory principles and practices
• Business arithmetic and statistical measures
• Correct English usage, including spelling, grammar, and punctuation
• Record keeping principles and procedures

Skill/Ability to:

• Appraise complex property interests
• Act as an expert witness before the Assessment Appeals Board
• Train in proper techniques and procedures of appraising property
• Direct and review the work of others
• Select and make appropriate adjustments to property
• Travel to a variety of geographic locations throughout the County according to regular schedules as well as on demand
• Read, interpret, and apply rules, policies, and procedures
• Accurately determine historic, reproduction, and replacement costs
• Accurately identify and measure depreciation and obsolescence
• Measure income producing characteristics of property and appropriately capitalize the income stream into value
• Produce for and deliver effective presentations to the Assessment Appeals Board and property owners and their agents
• Maintain complete, accurate, and uniform records
• Prepare written appraisal reports
• Operate standard office equipment, including departmental applications
• Use initiative and sound independent judgment within established guidelines
• Establish and maintain effective working relationships with those contacted during the work
