he Senior Project Manager is responsible for the developing, managing, and administering capital funded design and construction of projects of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

 

 

 

Essential Functions & Duties

• Responsible for overall management of scope, schedule, budget, and quality of assigned capital projects from initiation to closeout. 
• Manage projects through design, procurement, and construction. 
• Manage consultant and in-house staff in formal reviews of design submittals, including engineering drawings, technical specifications, cost estimates and construction schedules. 
• Oversee construction contract to ensure compliance with contract requirements. 
• Manage coordination and communications with all stakeholders, obtain input, collaborate, and build consensus. 
• Represent SamTrans at Board, Commission, Council, and Community Meetings. 
• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects. 
• Manage consultants and professional level staff outside of the agency. Ensure District DBE, SBE and other labor compliance policies are followed.

• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in personnel, business administration, public administration, or a closely related field, and four (4) years of increasingly responsible professional human resources experience, including at least two (2) years in a supervisory or lead capacity, are required. Any combination of education and experience that provides the required knowledge, skills, and abilities may be considered. Compensation

The annual salary range for this position is $132,749 to $162,905. Remote work is not available for this position. The City is proud to offer a competitive total compensation package with the following highlights:

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. THE DEPARTMENT

The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

Associate Planner – Essential Job Functions

• Apply Local Coastal Program policies and conduct thorough analysis for compliance.
• Prepare detailed staff reports; present to Planning Commission and City Council.
• Evaluate environmental impacts and prepare CEQA documents (NOEs, Initial Studies, Negative Declarations, NODs).
• Coordinate CEQA work with Senior Planners and consultants.
• Conduct technical and policy studies on zoning, land use, coastal access, housing, transportation, and related topics.
• Assist with zoning code amendments and long-range planning initiatives.
• Coordinate consultant contracts.
• Provide technical and professional advice to applicants, residents, staff, and agencies.
• Review architectural drawings, elevations, landscaping, and site plans for compliance.
• Prepare maps, graphics, charts, and databases using GIS.
• Participate in community engagement efforts, workshops, and hearings.
• Support design review and long-range planning documents.

THE POSITION:

Under general supervision, receives and transmits routine and emergency telephone and radio traffic; dispatches and coordinates police, fire, public works, and other municipal staff and equipment via multifrequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.
