What You’ll Do
The Assistant/Associate Transportation Planner performs professional transportation planning work; conduct and review transportation impact studies; prepare plans, studies, and reports; and to do related work as required. 

Assistant Transportation Planner - The Assistant Transportation Planner is an entry level class in the transportation planning series. This class is distinguished from the Associate Transportation Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of multi-modal transportation associated projects, master plans, specific plans, policies, and programs. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience. This classification receives general supervision from the Parking Manager, or a higher-level position.

Associate Transportation Planner - The Associate Transportation Planner is a journey level class that performs duties relating to multi-modal transportation and associated projects, master plans, specific plans, policies, and programs. This class is distinguished from the Assistant Transportation Planner by the performance of the full range of duties as assigned including complex plans review, policy development, and advance report preparation. This position requires a high degree of independent judgment exercised on diverse and specialized assignments. It is further distinguished by its major program management responsibilities. This classification receives general direction from the Parking Manager, or a higher-level position. May exercise technical and functional supervision over lower-level staff as assigned.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Review and analyze land development projects including but not limited to VMT, TDM, LOS, parking compliance and other transportation related issues.

• Assist the day-to-day operations of the City’s 3,000+ on and off-street public parking spaces in downtown San Mateo along with public parking spaces in other commercial areas such as 25th Avenue. Duties may include customer service for commercial parking areas, ordering parts for paid parking equipment, evaluating monthly permit parking programs and making policy recommendations, ensuring that signage in restricted parking areas is in good condition and correct for the restriction needed.

• Evaluate and make recommendations on technical aspects of transit planning, capital, or operating projects involving various transit modes such as rail, auto traffic, bicycle and pedestrian transportation and paratransit parking.

• Participate in the development of policies, procedures, and operational actions related to effective parking management, including periodic review of parking related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

• Assist or lead in The City’s Residential Parking Permit Program and downtown parking permit program. Duties may include responding to resident inquiries, evaluating new RPPP program area applications, conducting parking occupancy studies, assisting in permit data analysis, establish new public/private lease agreements and participating in community meetings. 

• Provide recommendations resulting from the analysis of alternative transportation system improvements; forecast and prepare transportation capital improvement program project lists. 

• Assist in the compliance of the circulation element of the General Plan, and the City's component of any county or regional transportation plan; provide information and technical support necessary for the development of the City's Transportation Demand Management program. 

• Prepare and/or review reports and studies related to the functioning, improvement and impacts on the transportation system. This may include the evaluation of alternative network improvements and the impacts of proposed or forecasted land development projects.

• Provide support for grant-funding to deliver transportation capital improvements projects, in coordination with Caltrans, San Mateo County Transportation Authority, Metropolitan Transportation Commission, and other agencies; identify and pursue grant funding opportunities in support of transportation related goals for the City.

• May review and check the work of subordinate personnel on specific projects for technical accuracy. May obtain consultants and manage consultant contracts.

• Work with other jurisdictions, congestion management agencies, citizens, business, or professional organizations as necessary. 

• Assist other sections, divisions, or departments on matters related to transportation planning. 

• Develop requests for proposals for parking services, equipment, and technology in coordination with the Police Department. 

• Prepare administrative reports and make presentations to the Sustainability and Infrastructure Committee, City Council, various committees, and advisory boards as directed. 

• Research and draft ordinances and policy for review. 

• Prepare initial studies; coordinate the preparation or review of environmental impact reports; participate in coordinating City planning activities with outside departments. 

• Collect, record and summarize statistical and demographic information; establish and maintain a comprehensive database.

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

IDEAL CANDIDATE

The ideal Community Resource Clerk possesses excellent communication and interpersonal skills and will be comfortable working in a diverse community setting, providing customer service to community members of various ages, ethnicities, and abilities.  Candidates with bilingual skills are strongly encouraged to apply. The ideal candidate can work independently as well as with a team, and can make quick, quality, and educated decisions, taking a proactive approach to deal with customer service issues. Skill in using a personal computer and associated applications is required. The ability to work flexible hours, including evenings and weekends, is highly desirable. 
 

TYPICAL DUTIES:

• Assists in implementing the day-to-day operations at the Library | Parks and Recreation Center.
• Helps oversee use of the facility, ensuring appropriate security is maintained, policies and procedures are followed; appropriate equipment and materials are available, and building is operating efficiently.
• Registers participants in programs and assists patrons with Library or Parks and Recreation account inquiries.
• Performs typical service desk duties including but not limited to patron registration and account management, checking in/out materials, utilization of self-check equipment, assisting patrons with fines and fees, payments and placing reserves, and answering patron questions and requests.
• Maintain the posting of current promotional materials, such as flyers, brochures, guides, and other printed materials.
• Assists in coordinating the scheduling of classes, activities, meetings, events, and rentals in the facility.
• Assists patrons in using and locating library materials and equipment; explains library services, rules, and procedures.
• Works cooperatively with staff, parents, children, and other public and private sector employees and volunteers; coordinates with appropriate agencies to ensure that necessary services are provided to clients.
• Provides customer service in person, by telephone, and electronically.
• Performs general housekeeping duties related to the organization of materials and equipment in the common areas of the facility.
• Prepares for programs, including set up and take down; organization of required supplies.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Minimum of 18 years of age. One year of paid or unpaid work experience involving customer service.

Training:  Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

•  Possession of, or the ability to obtain, a current First-Aid and CPR certificate within the first 12 months from date of hire.

The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:

• Processing permit applications for complex facilities
• Analyzing air emissions and other metadata
• Evaluating program effectiveness
• Providing project leadership

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies. The Principal Air Quality Engineer also represents the Air District in multi-agency working groups.

About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including prosecuting violations of air laws; advising on legal compliance with the Brown Act, California Environmental Quality Act, AB 617, and other federal, State and local laws; supporting rulemakings by developing regulatory language and advising on compliance with rulemaking requirements; supporting the permitting program; reviewing records under the Public Records Act; researching legal issues; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds and measures to bring the facility into long-term compliance and prevent the potential recurrence of violations.

Under close supervision, the legal intern performs various work related to and in support of legal casework being undertaken by attorneys in the Legal Division. The intern gains practical work experience through assisting the Air District’s attorneys while following guidelines and procedures defined by the Legal Division.

This is a temporary training position for current law students and recent law school graduates. Interns will apply their legal education to work and gain practical experience assisting experienced attorneys on a variety of cases and projects. Through this work, interns will gain valuable environmental law and regulatory experience.

GENERAL INFO 

Under general supervision, the Recreation Leader I/II positions provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, part-time position requires working an average of 15 to 20 hours per week, but no more than 999 hours per fiscal year total. The roles involve ensuring the facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.

Position Summary

Under general supervision, the Ferry Mechanic performs preventative, scheduled and unscheduled maintenance, trouble-shooting, repair, and modifications on structural, mechanical, electrical, hydraulic, piping and control systems found on ferry vessels and passenger terminals; performs related work as assigned. Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.
• References manufacturer schematics including blueprints, drawings and specifications to resolve maintenance issues.
• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.
• Documents and records work performed and parts and materials used in the electronic maintenance system.

DEFINITION

Under supervision, operates and maintains equipment and facilities of the water and wastewater system on an assigned shift, and performs other duties as assigned. Incumbents in this position who satisfactorily pass their probationary period and possess a State Water Resources Control Board Grade 1 Operator’s Certificate and a State of California Department of Health Services for Water Treatment Grade 2 Certificate are eligible for appointment to the Water/Wastewater Operator I classification upon recommendation of the Director of Water and Wastewater Resources.

EXAMPLES OF DUTIES

Monitor the operation of the water system in accordance with federal and state regulations determining judicial regulation of water flow from wells and other supply sources, reservoirs and pumping stations, using electronic and mechanical instrumentation controls; perform hydrant tests, distribution system shutdowns, service restorations and flushing.

Monitor the operation of the wastewater treatment plant, in accordance with federal and state regulations by controlling flow and processing of wastewater biosolids and effluent.

Typical duties for both the water and wastewater system include:

Monitor gauges, dials, meters and control panels and other recording instruments, interpreting results to determine processing requirements, and record data and maintain routine and daily records and shift logs; lubricate, clean, and adjust equipment; identify problems and prepare detailed work orders; respond to customer's requests for service; collect samples and perform basic laboratory analyses and interpret results; perform general plant maintenance work such as sweeping, cleaning, sanding, and painting and general grounds maintenance work; may have to work under adverse conditions and/or on various shifts.

 

MINIMUM QUALIFICATIONS

Knowledge of: Basic safety practices and hazards related to the operation of wastewater treatment plants.

Ability to: Work safely and effectively on various shifts; follow oral and written directions; perform heavy manual labor; learn to safely operate equipment used in water and wastewater treatment facilities, collect samples and perform standard laboratory tests of potable water, wastewater, receiving waters and biosolids and interpret such tests; read and interpret gauges and recording devices and keep adequate records; perform mathematical computations involved in the operation of water and wastewater facilities; use CRTs and PCs;, adjust treatment processes as indicated by plant conditions; work independently; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from high school or equivalent. Successful completion of one three-unit semester course which is directly related to wastewater treatment and which is part of the curriculum of an accredited college or university is desirable. Continuing education in related subjects is desirable.

Experience: One year of experience in full-time employment.

Physical Requirements: Moderate, and sometimes strenuous exertion required, including sustained walking, standing, bending, kneeling, climbing, lifting and carrying. May have to work on ladders, in tunnels and confined spaces, hazardous atmospheres and in protective garments. May work in adverse conditions which require exposure to inclement weather, noise, noxious odors, gases, or contact with water and/or wastewater.

License:

Must be able to obtain an Operator In Training Certificate within 90 days of appointment. Must pass the State Water Resources Control Board Grade I Wastewater Treatment Operator Examination prior to the expiration of the Operator-in-Training Certificate. Possession of a certificate issued by The State Water Resources Control Board for Water Treatment Operator I, or the ability to obtain within 18 months of appointment.

THE POSITION

The main role for this position of Cybersecurity Analyst I/II will focus on Cybersecurity. The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

 

 

DEFINITION

Cybersecurity Analyst I: Under general supervision, provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to assisting Network Administrators with items relating to the Network Administrator position.

 

Cybersecurity Analyst II: Under limited supervision, provides advanced level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to aiding other Network Administrators with items relating to the Network Administrator position. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability.

 

Positions in the Cybersecurity Analyst II classification are flexibly staffed and normally filled from advancement from the Cybersecurity Analyst I class, or when filled from the outside, require specific cybersecurity technology experience. Appointment to this class requires the employee to be performing substantially the full range of Cybersecurity Analyst II duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s security systems and solutions.

 

EXAMPLES OF DUTIES

 

Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure; designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications; analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both on-premises as well as in the cloud; confirms viable backups, test, maintains and monitors both on-premises and within the cloud; works closely with other government agencies, law enforcement, and external cybersecurity vendors to stay updated on emerging threats and response strategies.  Performs other duties as required.

 

 

MINIMUM QUALIFICATIONS

 

Knowledge of:  Network security, threat detection, and incident response; common cyberattack methods such as phishing, ransomware, and malware; security tools like firewalls, intrusion detection systems (IDS), and encryption technologies; government regulations, data protection laws, and compliance frameworks (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.) is essential, as is the ability disaster recovery planning and maintaining cybersecurity policies tailored to local government infrastructure is critical for ensuring the safety of sensitive public data and services.

 

Ability to:  quickly respond to and mitigate cyber threats; analyze vulnerabilities specific to public sector environments. collaborate with internal teams and educating non-technical staff about security best practices; manage multiple tasks and prioritize threats is essential, as well as a keen attention to detail when conducting audits or reviewing security logs; adapt to evolving cyber threats and continuously update knowledge of emerging technologies and attack methods; think critically under pressure, especially during security breaches or system outages. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Experience:

 

Cybersecurity Analyst I: A minimum of 2-3 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

 

Cybersecurity Analyst II: A minimum of 5 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

 

Education:

 

Cybersecurity Analyst I: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Community Development Department will make the hiring decision.
