The Opportunity

The County of San Mateo’s Department of Public Works seeks well-qualified candidates for the position of Departmental Human Resources Manager. This role serves as the primary HR partner for Public Works, supporting workforce strategy, labor relations, communication, equity, and acting as the key liaison to the County’s central Human Resources Department. 

The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues.

What You Will Do

This position is responsible for administering and supporting key human resources functions for the Department of Public Works, including but not limited to: 

Employee and Labor Relations

• Serve as the first point of contact for employee relations matters, including performance management, corrective action, investigations, and compliance documentation.
• Advise managers on progressive discipline, documentation standards, and risk-aware decision-making.
• Partner with labor organizations; participate in meet-and-confers and negotiations; interpret and apply MOUs and Civil Service Rules. 

Payroll, Compliance, and HR Operations

• Provide oversight and guidance related to payroll processes, audits, and compliance requirements. 
• Ensure adherence to County, State, and Federal laws, regulations, and labor agreements. 
• Interpret and apply policies related to leave, benefits, workers’ compensation, and classification/compensation. 

Workforce & Performance Management

• Coach managers and supervisors on effective performance evaluations, SMART goal setting, and employee development.
• Support workforce planning and recruitment strategies within Civil Service rules. 
• Assist with onboarding, succession planning, and staff development initiatives.

Engagement, Wellness, and Organizational Development

• Champion employee engagement, wellness, appreciation initiatives tailored to the diverse workforce, and leading the department employee engagement committee.
• Conduct training needs assessments and identify systemic issues impacting morale, performance, or compliance.
• Help re-establish and strengthen training, mentoring, and development programs.

Strategic Partnerships and Communication

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.

The Manager of Accessible Services, under general policy direction of the Director of Taxis, Access & Mobility Services, provides strategic leadership to ensuring the accessibility of San Francisco’s transportation system. This role oversees one of the largest paratransit programs in the Bay Area and leads systemwide initiatives to expand mobility options for seniors and individuals with disabilities. The Manager is responsible for ensuring compliance with the Americans with Disabilities Act (ADA), shaping capital program priorities, and fostering collaboration with community stakeholders, while balancing fiscal responsibility and high-quality service delivery.

Accessible Services:

The SFMTA Accessible Services Program ensures that San Francisco's transportation system is accessible for older adults and individuals with disabilities by overseeing services such as fixed-route transit, paratransit, and emerging mobility options, meet or exceed relevant accessibility standards. This includes oversight of the Paratransit program, monitoring fixed route accessibility, providing input on the accessibility of streets and transit capital projects, shaping expectations for emerging mobility services, and operating the Regional Transit Connection (RTC) Discount ID Card office to support reduced fares. Some essential duties in these task areas are outlined below.

Paratransit and Service Delivery

• Oversees the SFMTA paratransit program, ensuring safe, reliable, ADA compliant, and customer-focused service for the City & County of San Francisco in collaboration with the Paratransit Program Manager.
• Oversees the Paratransit Program Manager’s work on budgets, contracts, and service provider performance to ensure operational efficiency, fiscal accountability, and high-quality service delivery.
• Guides the Paratransit Program Manager in conducting outreach and engagement with the senior and disabled community, including overseeing the staffing support for the Paratransit Coordinating Council, to inform service planning and improvements.
• Partners with the Paratransit Program Manager to develop and implement data-driven strategies that strengthen accessibility, reliability, and equity in paratransit service delivery.

Fixed Route Accessibility

• Provides senior oversight of accessibility across fixed route Muni services—including light rail, bus, trolley, historic streetcar, and cable car—in collaboration with designated program staff to ensure ADA compliance.
• Supervises staff responsible for training Operators and Muni personnel to ensure high-quality service for seniors and individuals with disabilities.
• Directs and guides staff in conducting outreach to the senior and disability communities, including staffing of the Multimodal Accessibility Advisory Committee, to solicit input on accessibility projects.
• Supervises the Manager of the RTC Discount ID Office, who oversees the issuance of approximately 11,000 IDs annually to qualified seniors and individuals with disabilities.
• Oversees staff involvement in the development of vehicle specifications for all modes to ensure ADA compliance and optimal design for seniors and individuals with disabilities.
• Reviews staff recommendations on transit facility designs for ADA compliance and user friendliness; guides the development and delivery of projects to improve accessibility, including the planning, design, and construction of new accessible light rail stops.

Capital Programs and Accessibility Integration

• Collaborates with planning, engineering, and operations teams to integrate accessibility priorities into major capital projects, streetscape improvements, parking changes, and Quick Build projects. Ensures that new facilities are compliant with Public Right-of-Way Accessibility Guidelines (PROWAG) and other relevant accessibility legislation.
• Serves as a representative on the SFMTA’s Transportation Capital Committee, influencing project delivery standards and long-term investment decisions.
• Pursues and manages external funding opportunities to support accessibility improvements and capital enhancements.

Policy, Strategy, and Organizational Leadership

• Leads the development and implementation of agency-wide accessibility policies and strategies that align with SFMTA’s equity and sustainability goals.
• Provides direction and mentorship to a multidisciplinary team of planners, analysts, and support staff.
• Establishes performance metrics, workflows, and accountability structures to strengthen team effectiveness and promote cross-departmental collaboration.
• Monitors relevant California Public Utilities Commission (CPUC) proceedings (including the Access for All Act and autonomous vehicle legislation) and submit agency comments on proposed rulings.
• Tracks federal, state, and local accessibility-related legislation to inform policy positions and ensure agency compliance.

Stakeholder Engagement and Community Partnerships

• Builds and maintains strong relationships with disability advocates, riders, community groups, and government partners.
• Directs public engagement efforts to ensure accessibility initiatives reflect community needs and priorities.
• Oversees events, campaigns, and outreach programs that promote accessibility awareness and participation.

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Five (5) years of professional-level experience in transportation related services or a related field interpreting and/or monitoring and/or enforcing accessibility legislation such as the Americans with Disabilities Act.  Professional-level experience consists of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations; and three (3) years supervising professional-level staff.

Substitution: Additional qualifying professional-level experience in transportation related services or a related field interpreting and/or monitoring and/or enforcing accessibility legislation such as the Americans with Disabilities Act may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Note: the required three (3) years of experience supervising professional-level staff need not be in addition to the five (5) years of professional-level experience in the required functional area.

The County Executive’s Office seeks qualified candidates for the position of Outreach and Enforcement Associate in the Office of Labor Standards and Enforcement.

Launched in July 2025, the Office of Labor Standards and Enforcement (OLSE) promotes fair labor practices throughout San Mateo County. OLSE’s core functions include conducting outreach and education to workers and employers within San Mateo County about their rights and obligations in the workplace and enforcing labor standards that protect San Mateo County workers through coordinated investigations and efforts to secure compliance.

THE POSITION

Reporting to the Labor Standards Manager, the Outreach and Enforcement Associate will lead OLSE’s community outreach and engagement work, support civil investigations and enforcement actions, and manage projects to support OLSE’s implementation. Spanish fluency is required for this position. 

The Outreach and Enforcement Associate’s key responsibilities will include:

• Outreach and Community Engagement:
  • Plan and implement culturally and linguistically appropriate labor standards outreach campaigns targeting low-wage workers and their employers, prioritizing outreach consistent with geographic and industry priorities, with buy-in from key stakeholders. 
  • Execute a wide range of outreach activities, including mass mailings, door-to-door canvassing, flyering, tabling, presentations, workshops, and events.
  • Deliver presentations to and facilitate discussions with low-wage workers and small businesses, providing clarity on workplace rights and resources available to support labor compliance.
  • Develop and maintain educational materials that present information responsive to community need in an accurate, accessible, and engaging manner.
  • Build partnerships and cooperative working relationships with County departments and various community, public, and regulatory organizations.

• Enforcement Support and Intake Coordination:
  • Receive and respond to complaints, inquiries, and requests for support from workers, employers, and members of the public, implementing OLSE’s intake procedures and best practices for ensuring all stakeholders who contact OLSE receive clear, helpful, in-language, and timely information and complaints are investigated promptly.
  • Conduct initial interviews with workers seeking OLSE assistance by phone and in-person; identify worker priorities and make recommendations for appropriate next steps.
  • As assigned, and under supervision, conduct investigations of potential violations of laws within OLSE’s jurisdiction, including interviewing workers, engaging with employers, calculating damages, and drafting investigation reports.

• Project Management:
  • Support the development and implementation of OLSE workflows and processes, including the implementation of a case management database.
  • Coordinate contract solicitations and assist with the maintenance and monitoring of OLSE contracts.
  • Prepare reports on OLSE activities and outcomes.

Recreation Leader I/II
The City of Foster City is searching for talented, energetic, responsible individuals who are serious about having fun! If you can think on your feet and be a fun team player, this could be the position for you! As a Recreation Leader, you’ll be responsible for implementing quality youth and teen programs and providing a safe environment for our participants. This is a part-time, seasonal, non-benefited position limited to approximately 20 hours per week and 980 hours in a fiscal year. Level of position will be determined based on the experience (see Education and Training Guidelines). 

Summer Camps
Candidates must commit to working for the entire Summer (June 15, 2026 - August 8, 2026). There will also be a mandatory training for all new and returning staff on June 8, 2026 through June 12, 2026. We are looking for Recreation Leaders to assist with supervision, lead recreational activities, supervise rentals, and plan special events for teens. Recreation Leader II: Completion of the ninth grade. Experience as a participant in a variety of recreation activities. Some experience in group leadership is desirable.

Special Requirements 
Ability to lift and move equipment (up to 25 lbs.); complete forms and reports; ability to set-up and coordinate activities; remain calm and use good judgment in difficult and emergency situations; work flexible hours. Physical strength and stamina will be required in some positions to perform demonstrations and leads activities. 

Licenses, Certificates, Registration 

• Certificates: American Red Cross Community First Aid and Safety Course or equivalent (including adult, child infant CPR, and Standard First Aid) or ability to obtain at the beginning of employment.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Equipment Mechanic I/II.  The Equipment Mechanic works within the Equipment Services Section within the Public Works Department, and is responsible for making minor and major mechanical repairs to automotive, diesel and other power-driven equipment, performing routine maintenance and servicing, and performing specialized mechanical and fabrication work as required.  

Equipment Mechanic I:

This is the entry level in the Equipment Mechanic class series. Positions in this class perform mechanical repair work of a routine to moderately complex nature, working under the guidance and training of more experienced mechanics.

Equipment Mechanic II:

This is the full journey level in the Equipment Mechanic class series. Positions assigned to this class perform the full range of journey level automotive and equipment maintenance work typically assigned to Equipment Mechanics. In addition, an Equipment Mechanic II assumes responsibility for providing training for Equipment Mechanic I’s and regularly performs the most complex maintenance and repair work in the shop.

SALARY

The anticipated hiring range for the Engineering Assistant position is $91,185 - $113,982 annually, with a full salary range up to $136,778.  

The anticipated hiring range for the Engineering Associate position is $100,652 - $125,815 annually, with a full salary range up to $150,978. 

The anticipated hiring range for the Associate Engineer position is $111,100 - $138,876 annually, with a full salary range up to $166,651. 

The City typically makes offers within the hiring range based on the candidate’s experience and qualifications. 

DESCRIPTION 

The Capital Improvement Division of the Public Works Department is seeking up to two motivated and capable individuals who can approach challenges with confidence and professionalism. Ideal candidates will have experience/background in civil engineering and utilities design and/or construction.  

The position may be filled as an Engineering Assistant, Engineering Associate, or Associate Engineer, depending on the candidate’s experience, qualifications, and certifications. 

PRIMARY RESPONSIBILITIES 

• Prepare and oversee the preparation of  design plans and specification, construction documents, engineering studies and reports 

• Assist the Project Team (Division Manager, Senior Engineer, and outside consultants) in managing and performing varying responsibilities including permitting, preparation of construction documents, drawings, specifications, and estimates or the city capital projects, which may include water, wastewater, storm drain, landscape, pavement, and roadway improvements. 

• Coordinate and perform professional planning and engineering work, including reviewing proposed land development plans, and environmental impact reports (EIR), and recommends or develops appropriate mitigation measures 

• Participate in the review, development, and/or revision of the various elements of plans, ordinances, and other policies and procedures 

• Provide oversight of engineering consultants and/or co-workers 

• Respond to residents regarding public works concerns 

• Assist in the planning and administration of various projects fueled by local, regional, and federal grant funds

This is a temporary training position. Interns generally perform work that is directly related to their academic field in their selected Division/Office.
 
Terms of Assignment
The internship is a paid 10-12 week program. Tentative internship start dates are June 1st or 15th, 2026. Interns may work up to 40 hours per week; their work schedule will be set on an individual basis based on their assigned division's needs and the intern’s availability. Interns can request a hybrid work arrangement with their supervisors. Interns are required to be present onsite on their first day to complete new hire paperwork, pick up office equipment, etc., and at a minimum, one day a week, quite possibly more based on their assigned work.

 Any student who has participated in the college internship previously is not eligible to apply again. This stipulation is to ensure that opportunities are available to new candidates.

Administrative Resources 

This internship provides hands-on experience supporting a public agency’s core administrative and operational functions. Interns gain exposure to public sector operations, sustainability initiatives, and data-driven management while contributing to meaningful, project-based work.

Through rotations in the Business and Procurement Office and the Fleet & Facilities Management Offices, interns will develop a well-rounded understanding of how these teams support the agency’s daily operations, making it an ideal opportunity for those interested in public administration, operations, or government service to contribute in a meaningful way.

The following are examples of projects that the intern may support:

• Fleet operations and sustainability: Analyzing the Air District’s 100+ vehicle fleet and supporting policies and communications related to fleet greening and the transition to electric vehicles.
• Facilities data and asset management: Assisting with data collection and development of an inventory and tracking program for more than 60 owned and leased facilities. Assisting with contracts and procurement modernization.
• Supporting the rollout of a new contract and procurement data management system through data organization and process documentation.

Compliance & Enforcement
 This internship will provide an opportunity to learn about stationary sources, air quality rules and regulations, compliance and enforcement programs, and principles and practices of air quality. The intern will support compliance assistance and assurance projects that require data review and analyses and other administrative functions to track and ensure compliance. Work includes collaborating with air quality specialists, technicians and other cross-divisional staff on projects and assignments and may involve drafting informational materials that enhance compliance outcomes.

• Provide administrative support in the review and processing of applications/notifications and other compliance submissions for completeness and accuracy.
• Assist in data entry and the review and preparation of periodic compliance summaries.
• Assist in some technical enforcement work such as the evaluation of compliance plans and reports to ensure regulatory requirements are met.

Communications
The Communications Intern will assist with the development of innovative communication strategies for the Air District. The primary job responsibility of the intern is to use best practices for digital communications to engage interested Bay Area residents and organizations in Air District projects and programs. This position will assist with developing social media content, assist with facilitating Air District presence at Bay Area events, and be responsible for day-to-day administrative work of the Communications Office. The intern will also work on the Spare the Air program, attend staff meetings, and participate in video and social media projects.

• Assist with updating and maintaining the Air District’s social media presence, including scheduling social media updates.
• Assist in planning and writing e-newsletters.

Engineering
The Engineering Division is seeking an intern majoring in engineering for an exciting summer opportunity! The Air Quality Engineering Intern will provide support for special engineering studies related to: air quality permits, California Environmental Quality Act (CEQA) review, and facility health risk assessments. Interns will apply their academic studies to a practical setting and learn how the Air District's Engineering Division regulates air polluting facilities within the Bay Area primarily through the Air District's permit programs (New Source Review and Title V Major Facility), which require facilities to comply with air pollution laws and regulations.
 
Examples of Duties (Illustrative only):

• Work with engineering staff on development of technical Permit Handbook chapters for source categories.
• Participate in engineering studies such as emissions factor development, Best Available Control Technology/emissions control technology research.
• Assist engineering staff with review and handling of CEQA review for permits.
• Assist engineering staff with Rule 11-18 support tasks (e.g., data review, databank queries, etc.).
• Write technical reports as assigned.
• Participate in field visits to permitted facilities.
• Participate in workshops, public meetings, and hearings related to Air District permitting.

Finance
The Finance Intern will learn about the operations of the Finance Office and will engage in various fiscal areas. Planning- Climate Protection

The Climate Protection Planning Intern will be an active part of the Local Government Support Program, or LGSP, working to motivate, empower, and equip Bay Area local governments to realize a vibrant and equitable clean economy, clean air, and climate-safe communities. LGSP offers innovative and cutting-edge technical assistance to local governments. It has been designed with one vision in mind: to support Bay Area local governments in taking catalytic action – in partnership with disproportionately overburdened communities – to transform the region into an equitable, healthy, and climate-safe place for all, inspiring bold action across the region and state.

As a member of the LGSP team, the intern will work alongside Planning and Climate Protection staff to develop guidance, innovative tools, and other resources to support local governments, and the communities and organizations they serve, in addressing critical air quality, climate, and environmental justice issues. The intern will also work with Planning and Climate Protection staff to advance the implementation of two community-based emission reduction plans (CERPs) and the Bay Area Regional Climate Action Plan (BARCAP), specifically supporting local governments taking action in alignment with these recently completed plans.

• Develop tools and guidance for local governments to facilitate local, policy, and program implementation.
• Research a range of local and state government policies and best practices to reduce air pollution and potential climate benefits.

Regulatory Development
The Regulatory Development Intern will provide support for various rule development work related to research of regulatory programs and requirements, technical evaluations, and the development process for new air quality rules and rule amendments. Interns will apply their academic studies to a practical setting and learn how the Air District's Regulatory Development Division researches, evaluates, and develops new rules and rule amendments to further the Air District’s mission and improve air quality and public health. Projects are intended to further the intern’s skills and competencies in technical research, written and verbal communication, and task/project management. 

Potential projects and work assignments may include: 

• Developing and working with staff on evaluation studies such as emissions and controls research, regulatory research, and impacts analyses. 
• Writing technical reports and memos on air quality issues, pollutants, emission sources, emission control technologies, and air pollution regulations as assigned.
• Collecting and analyzing data and information related to air pollutant emissions, emission sources, and controls. 
• Assisting staff with review and handling of reports, notices, and documentation for rulemaking projects pursuant to the California Environmental Quality Act (CEQA). 
• Assisting staff with public and stakeholder engagement efforts in support of rulemaking projects. 
• Participating in field visits to affected facilities. 
• Participating in workshops, public meetings, and hearings related to Air District rulemakings.
• Participating in training opportunities, such as online training courses offered by the California Air Resources Board and the U.S. Environmental Protection Agency.

Software Development (Information Services)

Be part of a mission-driven technology team modernizing how environmental programs serve the public. As a summer intern, you will help design and build Microsoft-based applications that support clean air, environmental protection, and community engagement. Working alongside IT and program staff, you will contribute to real-world systems used by the public, regulated businesses, and partner agencies.

As an intern, you will:

• Develop and enhance Microsoft Power Platform solutions (Power Apps, Power Automate, Dataverse) that replace and modernize legacy tools.
• Build outward-facing applications that support environmental surveys, grant applications, incentive programs, complaints, public requests, and community reporting.
• Automate business processes including intake, validation, routing, notifications, approvals, and reporting to improve efficiency and transparency.
• Integrate applications with Microsoft 365, SharePoint, Dynamics, and Azure services to support secure data collection and collaboration.
• Help design intuitive, accessible user experiences that serve diverse communities and align with equity and environmental justice goals.
• Test, document, and refine applications to support scalability, security, and long-term maintainability.
• Contribute to the Air District’s broader digital transformation efforts by reducing manual work, improving data quality, and enabling data-driven environmental decision-making.
• Gain hands-on experience working on production systems that directly support environmental protection and public service.

This internship is ideal for students interested in software development, information systems, data, automation, or environmental technology who want their technical work to have a meaningful public impact.

Strategic Incentives Division (SID)

The Strategic Incentives Division (SID) is a lead department for reducing air pollution from mobile sources like cars, trucks, buses, locomotives, and marine vessels. SID is also a contributor to reducing emissions from unregulated or underregulated sources like off-road engines and supporting the addition of multimodal transportation infrastructure like bikeways. The core of SID’s work is incentivizing technology users to scrap older, dirtier equipment and replace it with newer, lower-polluting or zero-emission equipment. Increasingly, we are doing this with an emphasis on improving environmental justice in the Bay Area.

The Strategic Incentives Division Intern will support outreach to technology users in environmental justice communities, help identify and strengthen communication channels with the twin goals of increasing trust between the Air District and technology users in historically underserved communities and boosting the application rate for clean air incentives. The intern will work closely with the supervisor to develop an outreach and data analysis plan and to implement the plan to estimate the size of potential technology adoption in the community. Throughout this process, the intern will have the opportunity to contribute to ideation and evaluations of strategies to overcome barriers to technology adoption — such as cost, access, awareness, and usability – and help to form more inclusive, effective programs that advance environmental and public health goals across the Bay Area.
