Woodside Cadets will work and be involved in:

DEFINITION

The Electrical Instrumentation Technician series is responsible for installation, testing, calibration, maintenance, and repair of process control and the telemetry data acquisition systems, and electrical distribution systems in the Wastewater Division.
 

DISTINGUISHING CHARACTERISTICS

Electrical Instrumentation Technician I is the entry level classification. Individuals are required to attend electrical and instrument classes and will learn on the job to perform basic electrical and instrument duties under close supervision.

Electrical Instrumentation Technician II is the semi-skilled subjourney classification. This classification is distinguished from the Electrical Instrumentation Technician I classification in that the Electrical Instrumentation Technician II is required to have previous experience and knowledge of fundamental electrical theory and techniques, usually attainable through the Electrical Instrumentation Technician I classification. Performs and assists in performing electrical work of a greater complexity than that of the Electrical Instrumentation Technician I.

Electrical Instrumentation Technician III is the full journey level class in this series. Performs the most complex duties.

Duties may include, but are not limited to the following:

• Perform basic electrical and instrument repairs and maintenance duties;

About the Roles

The duties of the Maintenance Workers include, but are not limited to,

• Inspects and/or repairs equipment at frequent intervals to ensure that all aspects of the equipment are safe and functioning safely.

• Determines and marks the locations of system wirings and stormwater and water lines from the appropriate sources prior to excavation.

• Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
• Performs all duties in conformance to appropriate safety and security standards.
• Performs required labor involved in construction and maintenance projects as part of a crew.  For Public Works, this includes pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying pipe, trenching and backfilling.  For Community Services, this includes laying pipe, trenching and backfilling, maintaining ball fields including original layouts such as installation and leveling of surfaces; base positioning and installation; and layout of all field markings.

• Performs other duties as assigned.  

Minimum Qualifications

Maintenance Worker I:
Graduation from high school education or GED equivalent.

Maintenance Worker II:
Graduation from high school education or GED equivalent, and a minimum of two (2) years street, stormwater or parks maintenance work experience.

Valid California driver’s license. Possession of or ability to obtain and maintain a valid Class "B" Commercial Drivers license by completion of probationary period.

Compensation

The annual salary range for this position is currently $67,660 to $95,526. These are represented positions.

The City of Foster City is looking for a dedicated and motivated individual to join our team as a Senior Engineering Technician in the Public Works Department. The position plays a key role in the oversight and management of work in the Public Right of Way and requires experience in project inspection, construction, and field operations. The ideal candidate will have experience reviewing traffic control plans, and familiarity with underground utility work for water, wastewater, stormwater, communications, gas, and electric systems.  This role is responsible for reviewing and processing transportation and encroachment permit applications, and as such, proficiency with computers and the ability to learn and use various software applications, is highly desirable.  The Senior Engineering Technician works on a diverse range of projects that directly impact the community, making strong communication skills essential for successful interactions with the public, utility companies, and contractors.    

This position is suited for someone who can take ownership of wide ranging assignments with minimal supervision. The ideal candidate is able to work independently coordinate engineering support functions and collaborate effectively with internal staff and external stakeholders.  

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent; college courses in engineering or drafting desirable.

Experience: Four years of full-time, paid experience in municipal engineering, including drafting and surveying. Up to two years of college education in engineering or drafting may be substituted for the required full-time experience on a year for year basis.

Selection Process

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. DEFINITION

Account Clerk I: Under supervision, perform clerical work of difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

Account Clerk II: Under general supervision, perform difficult and complex bookkeeping and financial clerical work requiring the application of sound financial record keeping practices; supervise the work of clerical assistants; do related work as required. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of financial systems and greater overall experience.

Positions in the Account Clerk II positions are flexibly staffed and normally filled from advancement from the Account Clerk I class, or when filled from the outside, require specific accounting experience. Appointment to this class requires the employee to be performing substantially the full range of account clerk duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s financial system.

Experience:

Account Clerk I: One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Account Clerk II: Three years of experience in financial and general record keeping, including six (6) months of personal computer spreadsheet experience. Two years of college (60 semester units or 90 quarter units) can be substituted for one year of required work experience. Three (3) semester units or five (5) quarter units of college level computer course work can be substituted for the spreadsheet experience.

Education:

Account Clerk I: Graduation from high school or equivalent.

Account Clerk II: Graduation from high school or equivalent and six (6) semester units or nine (9) quarter units of college level financial accounting course work. One year of additional experience may be substituted for the required college units.

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. The position is also responsible for ensuring project compliance with appropriation availability periods, recommends reappropriations when needed, forecasts cash flow to ensure cash flow loans remain sufficient and advises Facilities Services staff on project scope, cost, and budget changes during the bi-monthly budget meetings with Facilities Services management.

This position prepares and review materials required by the State Public Works Board and the Department of Finance for the ongoing phases of Capital Outlay projects, including memos, fiscal displays, and agenda items. These package submissions are done approximately eight times annually. The role also updates and escalates project costs for Executive staff to support accurate advocacy for project funding. ABOUT THE POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Manager and as required by law. This is a Non-Represented Confidential Position. The incumbent reports directly to the City Manager.*

Important and Essential Duties

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings. Reviews agenda items for compliance with legal requirements.

Class Characteristics

This class requires registration as a professional engineer. This class is distinguished from all other engineering classes by its supervisory and administrative responsibilities over a wide range of duties as well as the requirement to perform the more complex engineering and project management assignments. • Plans, directs, and coordinates engineering work programs and activities within the Public Works Department, directly and through subordinate levels of supervision.
• Manages the City’s Capital Improvement Program and Projects; supervises, coordinates, and reviews all public works engineering activities, including engineering design, inspection, and survey; contract administration, and construction management for projects planned and approved by City Council; Deputy Director of Public Works prepares plans, specifications, and estimates. Deputy Director of Public Works – City Engineer has overall responsibility for the city’s CIP.  
• Supervises staff assigned, including scheduling, assigning, prioritizing, and reviewing work; training and evaluating staff; approving time off; and developing effective recommendations on all employee actions.  
• Assigns work and exercises general supervision of office and field staff in order to effectively utilize their services and accomplish objectives.  
• Oversees consultants and professionals hired by the City for the purposes of designing and completing public works construction projects and studies.  
• Establishes criteria for design, construction, and inspection of public works projects.  
• Oversees the inspection of public works construction by contractors for established plans and specifications.  
• Supervises and participates in the development and administration of the department’s capital and operating budgets; directs the forecast of additional funds needed for construction, staffing, equipment, materials, and supplies; monitors and approves expenditures.  
• Prepares work programs and special engineering studies.  
• Reviews and prepares specifications and obtains bids for construction and maintenance projects; accepts or rejects such specifications and bids; verifies computations, plans, specifications, and estimates for public works facility’s projects; reviews and signs engineering drawings and land record maps.  
• Evaluates and applies for grants; provides for administration and oversight of reporting requirements.
• Conducts negotiations on engineering matters and accepts or rejects change order requests related to contracts; addresses contractor claims.
• Manages administrative matters; prepares and oversees budgets and monitors monthly expenditures; manages requests for additional funding.
• Prepares fee assessments and agenda reports.
• Develops record maintenance systems, procedures, and training necessary for maintaining effective liaison with other City departments.  
• Serves as department head in the absence of the director, including attending and participating in City Council, community and board and commission meetings.
• Responds to questions and requests from the general public, including conducting correspondence and attending meetings.
