ABOUT THE POSITION
The City is recruiting for a full-time Housing and Community Services Manager (HCSM) to advance and strengthen the City’s efforts in affordable housing production and preservation, homelessness response, tenant protections, and coordination of supportive services for vulnerable community members. Since the creation of the Housing and Community Services Division, it has become a key part of the City’s strategy to address city-wide housing challenges. This leadership position offers a unique opportunity to make a meaningful impact on housing accessibility, homelessness response, and community well-being in Gilroy. 

Under the general direction of the Community Development Director, the HCSM will plan, direct, and oversee the operations and programs of the Housing and Community Services Division and provide leadership and oversight of the development and administration of housing programs and grant-funded initiatives that support long-term housing affordability and stability for residents, including unhoused and at-risk populations. Working collaboratively with public agencies, nonprofit organizations, regional partners, and community stakeholders, the HCSM will help implement innovative housing solutions and advance strategic initiatives aligned with City goals and community priorities.

This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

Additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), and one year at the prior step, and good performance evaluation. Initial salary placement is typically at the entry point of the range unless the candidate has prior Code Enforcement Officer experience which may warrant initial placement at a higher step.

This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

This position works varied hours/shifts/days of the week to meet the code enforcement needs of the agency. The regular work schedule may include varied days of the week, including weekends, and work hours (days/swings to 2 a.m.) and overtime availability is required often in the evenings (to include late night hours such as 2 a.m.) or on the weekends for targeted enforcement.

ABOUT THE POSITION

It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

• Participate in special enforcement details as assigned which may include varied work hours and weekends.
• Participate in specialized training and obtain certifications to enhance your expertise and knowledge of code enforcement. 

CANDIDATE PERSPECTIVE/ LEARNING OPPORTUNITIES 
As a Code Enforcement Officer, you will have the opportunity to be part of and work with a dedicated team in maintaining and improving the quality of life of the diverse community with the City of Gilroy. This is a grant funded position that is funded through February 4, 2029.

Silicon Valley Power is a not-for-profit municipal electric utility serving the City of Santa Clara since 1896, delivering reliable and competitively priced electricity to over 55,000 customers, including many of the world’s largest data centers and technology companies. SVP is seeking Journey Line workers that can perform routine and emergency work maintaining and expanding SVP’s electric transmission and distribution system, including but not limited to:

The annual salary range for this position is $183,598.44 - $234,765.48.  This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

• Graduation from high school or possession of a G.E.D.; and
• Completion of a recognized three-year apprenticeship program as a Lineworker is required.
