Park Ranger I

Summary:
Under general supervision, performs skilled and unskilled maintenance duties and patrol; encourages the safe and effective promotion, protection and utilization of park resources and open-space preserves; and performs other related duties as assigned.

• Constructs, maintains and repairs trails, bridges and buildings using hand and power tools or mechanized equipment.
• Interprets and explains park policies, rules and regulations to the public; answers inquiries and complaints concerning park conditions, operations and maintenance.
• Conducts interpretive programs and outdoor activities; describes the natural features of the open- space area to visitors.
• Maintains stream crossings, hiking, biking and equestrian trails utilizing tractors and specialized trail-building equipment.
• Participates in custodial, carpentry, plumbing, maintenance and cleanup of park and open-space   structures and grounds.
• Plans, develops, coordinates and executes work programs and resource management projects.
• Assists in maintaining park water distribution and irrigation systems.
• Maintains park areas to reduce fire hazards and performs fire fuel-reduction activities, as necessary.

Other Duties and Responsibilities:

• Administers emergency first aid to sick or injured park visitors.
• May be required to drive District or personal vehicle.
• May operate heavy motorized equipment.
• Participates during disaster or when emergency response is needed.
• Non-exempt employees may be required to work overtime.

Qualifications:

Education/Experience: A typical way to obtain the knowledge and abilities would be: an Associate of Science degree with work in natural resources or a closely related field, and one year of experi­ence in trail care, protection of flora and fauna, public facilities care, law enforcement and interpretation; or an equivalent combination of education and experience.

Language Ability:
Ability to read, analyze and interpret common professional and technical journals and legal documents. Ability to respond to common inquiries or complaints from visitors. Ability to write routine reports and present information to the public.

Math Ability:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to calculate figures and amounts such as percentages, area, circumferences and volume. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to apply concepts of basic algebra and geometry.

Certificates and Licenses:

• Valid California driver’s license with a good driving record and current automobile insurance.

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.

The Position

The Assistant Building Official leads building inspection activities to provide excellent customer service and to ensure development meets life safety, fire, structural, and energy efficiency standards.

Under the direction of the Building Official, the Assistant Building Official will assist in planning, organizing, directing, and evaluating the direction of the Building Inspection unit in the Planning and Building Department; exercise direct and indirect supervision over professional and technical staff; act as the Building Official in their absence; and perform a variety of technical tasks related to assigned areas of responsibility.

• Assist the Building Official in planning, organizing, directing and evaluating the administration and technical direction of the Building Inspection unit.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in construction, civil engineering, architecture, public administration, management, or a related field. Occupational experience and related certificates of achievement may be accepted as evidence of required training. Additional training in management is highly desirable.

Experience:

Five years of increasingly responsible experience in building code inspection and enforcement, engineering and surveying, or code compliance, including one year of supervisory experience.

Licensure/Certification:

• ICC (International Code Council) Certification as a Combination Inspector or ability to obtain within one (1) year of hire. (Per California Health and Safety Code Section 18949.28(a).)
• Registered as a Certified Access Specialist (CASp) by the State of California or ability to become registered within one (1) year of hire.
• ICC certified as a Plans Examiner is highly desirable.

The Air District is currently accepting applications for the position of Staff Specialist I/II in the Community Engagement Office. This is an open recruitment for two (2) full-time, limited-term contract positions. Both positions are for a 3-year term.
 
This is a Limited Term Contract Employee (LTCE) Position.  LTCE positions are funded by grants or other designated funds which are not part of the Air District’s ongoing general fund budget.  LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source.  Regular employees have the right to apply for an LTCE position.   However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.  
 
About You in the Position
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities?
 
The Assembly Bill 617 Staff Specialist I/II will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. One position will support two teams that are working to co-develop local Community Emissions Reduction Plans with environmental justice communities in East Oakland and Bayview Hunters Point/ Southeastern San Francisco as part of the Air District’s Community Health Protection Program (Assembly Bill 617). Another position will support the Richmond/ North Richmond/ San Pablo team that is working towards implementation phase of the Community Emissions Reduction Plan. The Staff Specialist will work with teams to implement outreach and engagement activities to support monthly Community Steering Meetings, including:

• Creating agendas and taking detailed notes for internal planning meetings and external meetings with community-based organizations, Co-Chairs, Co-Lead partners on AB 617 community projects.
• Coordinating and facilitating meetings with community members. 
• Creating and reviewing template PowerPoint presentations and agendas for conformance with guidelines and policies.
• Coordinating or working with a consultant on event planning and logistics for virtual, hybrid and in-person monthly Community Steering Committee meetings and other sub-committee meetings.
• Effectively communicating, in writing and orally, to wide variety of audiences, including government staff, community residents, businesses and Board members.
• Actively interpreting complex and technical information to community members. 
• Drafting contract Scopes of Work, participating in bid processes, reviewing and analyzing invoices received from consultants and cross referencing with Scope of Work, provides status of invoice payments, monitoring contract budget and confirmation of payments. 
• Conducting routine outreach and communication on behalf of the Air District to community members.

 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

CLASS CHARACTERISTICS:

ASSISTANT PLANNER

The Assistant Planner is the entry-level flexibly staffed classification within the professional planning series. Work is reviewed upon completion of assignments, assessing draft reports for adequacy, factual content, presentation, and the soundness of interpretations and conclusions. The Assistant Planner classification is distinguished from the Associate Planner as the former is expected to perform with the same independence of direction and judgment as the Associate Planner and would receive direction and assistance as they progress in the position.

ASSOCIATE PLANNER

The Associate Planner is the journey level flexibly staffed classification within the professional planning series. Positions in this class require substantial professional planning experience. This class is distinguished from the Assistant Planner by assignment of the full range of professional planning duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the workplace. This role involves undertaking planning work of substantial professional difficulty, requiring a high level of expertise in research, data gathering, analysis, design, and report writing. The Associate Planner is responsible for overseeing the preparation and administration of area and specific plans and managing other complex planning and development projects. Assignments are usually broad in scope and require the use of judgment base on experience in making complex technical decisions. Assignments may require technical or functional supervision of technical and/or clerical positions. 

EXAMPLES OF DUTIES:

ASSISTANT PLANNER ($7,332 - $8,910)

• Under direction, reviews building, site and architectural plans, use permits, code amendments, variances, development proposals, and other related documents for conformance to City standards and other applicable state and federal rules and regulations; may serve as primary point of contact to developers and property owners in meeting these standards.
• Assists in preparing environmental documents per the requirements of the California Environmental Quality Act for both public and private projects, including negative/mitigated negative declarations and/or environmental impact reports, notices, and mitigation measures.
• Prepares and updates maps, visual exhibits and other graphics for use in reports and public presentations.
• Under direction, may present to the City Council and Planning Commission, and other committees and advisory groups regarding land use applications, general plan amendments, code amendments, area and specific plans, and related studies.
• Assists in reviewing plans submitted for building permits for conformance with the Zoning Ordinance and conditions of approval.

ASSOCIATE PLANNER ($8,532 - $10,365)

The City of Sunnyvale’s Department of Public Works is recruiting for two Senior Maintenance Worker positions within the Street Operations division. One Senior Maintenance Worker position will be assigned to the pavement team responsible for maintenance, repair, sweeping and cleaning of City streets, curbs, gutters, and similar right-of-way infrastructure. May act as a liaison between District staff and professional consulting engineering firms or construction contractors. Essential Responsibilities

• Assists in preparation of requests for proposals and formal bids, professional services agreements, and construction contract documents

Minimum Qualifications

Education and/or Experience: 

A combination of college level training and position related experience equivalent to:

• A Bachelor of Science degree in Business Accounting or Construction Management. Additional public works contract administration experience may be substituted for education and training on a year-for-year basis

• Five years office contract and administration duties with an engineering or construction related company; experience in verifying invoices in varied forms; working experience in technical and legal document editing

• Five years of recent administrative experience requiring the use of initiative and independent judgment

• Demonstrated proficiency in using advanced word processing and basic spreadsheet functions

Physical Requirement: 

Mobility to work in a typical office setting. Vision to read printed materials and a computer screen. Hearing and speech to communicate in person and over the telephone. Routine use of computer, telephone and other office equipment. Ability to travel to District facilities.
