The Project Development Manager is responsible for participating in project development through working with developers, feedstock providers, financing agencies, public agencies, and other organizations related primarily to the development of biomass facilities. The Project Development Manager assumes a high level of responsibility for difficult, complex and varied duties, works with a high degree of independence, and represents Pioneer Community Energy to a variety of stakeholders and outside entities. Duties include:

• Developing biomass power generation facilities within California.
• Managing and supporting all aspects of biomass project development from initial site selection through operations.
• Managing contractors, vendors, and consultants to maintain project timeline and value optimization.
• Communicating and syncing cross-functionally, including with developers, procurement team, legislative/regulatory, and legal team members regularly to minimize project risks.
• Identifying, proposing, and implementing creative or alternative project development approaches that reduce exposure to permitting risks, optimize development schedules or drive additional project value.
• Managing and facilitating development services agreements with local or regional development partners.
• Working with developers on exploring project funds and financing alternatives during financial feasibility analysis, evaluation, and during the project debt and tax equity financing processes.
• Traveling to site locations to meet with landowners and evaluate sites.
• Engaging the community, local, state, and federal institutions for project support.
• Where necessary, helping secure permits and ensure environmental compliance throughout the development, construction, and operation of projects.
• Helping coordinate and provide input to project interconnection requests, load-flow and congestion studies, and other necessary aspects of securing project transmission.
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.
• Working with Pioneer legislative/regulatory staff in utilizing BioMAT and FIT programs for biomass projects.

DEFINITION
Under general direction, the Housing Community Development Manager is responsible for the operation of the Division of Housing and Community Development which includes the supervision of technical staff and policy development and program implementation of the CDBG program, housing rehabilitation programs, and affordable housing programs for the City and Housing Development and Finance Agency.

EXAMPLES OF DUTIES
Oversee the operation of the City's Community Development Block Grant program,
including all reporting to HUD, monitoring of expenditures, preparation and issuance of Requests for Proposals, preparation of funding recommendations, coordination with Public Works on infrastructure projects, and preparation and monitoring of contract/programs; oversee the operation of City housing rehabilitation programs; oversee the operation of the City's and Agency's affordable housing efforts including creation of new affordable ownership and rental units, acquisition and preservation of existing housing, applying for funding, and monitoring of existing units and contracts related to these tasks. Oversee an expanded focus on complex financial analysis, legal research, drafting of regulatory documents and ongoing creation of new programs in response to new affordable housing challenges. Oversight includes development analysis and presentation of policy alternatives, preparation of annual schedules, implementation, creation of a environment for staff, preparation of timely employee evaluations, drafting and review of staff reports, maintenance of excellent relations with County and other agency staff, local nonprofit organizations, City staff, and the real estate community, and participation in the management of the department. Carry out other duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: The federal Community Development Block Grant program rules and
regulations, affordable housing development and financing, general supervisory principals, principles of operation of municipal government, and general principles of budgeting and accounting.

Ability to: Communicate competently both orally and in writing; prepare cogent analyses and concise written reports for presentation to City Council and the Redevelopment Agency; maintain effective working relationship with Council, Agency, City and other agency staff, and the public; and provide clear supervision, direction, and feedback to staff. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: A Bachelor of Art or Science degree from a four-year college or university, in
Public Administration, Business Administration, Economics, Planning or related field. A
Master's Degree is desirable.

Experience: Five years of increasingly responsible experience with community
development programs, one year of which must have been served as full-time supervisor. Experience with affordable housing development and finance is highly desirable. Experience in municipal government is desirable. Experience with microcomputers desirable.

License: Possession of a valid Class C California Driver's License.

The Manager, Engineering, Facilities, and Stations reports to the Deputy Director, Infrastructure Engineering is responsible for managing engineering functions related to Caltrain facilities and stations, including design reviews, and inspections of facilities, and stations for the Peninsula Corridor Joint Powers Board (Caltrain).

• Act as Caltrain engineering lead on matters related to facilities and stations capital improvements project.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.

The Manager, Rail Vehicle Engineering reports to the Deputy Director Rail Systems Engineering. The manager is responsible for ensuring the design and maintenance integrity of rail cars and maintenance vehicles, vehicle systems, subsystems, and support equipment for the PCJPB Caltrain.

Essential Functions & Duties

ESSENTIAL FUNCTIONS:

• Responsible for design and maintenance integrity. Evaluates the performance of transit rail car and maintenance vehicle systems, subsystems, and components; oversees investigation into malfunctions and failures. Required to make recommendations for remedial action.
• Direct and participate in the development and revision of vehicle maintenance and testing programs and procedures.
• Lead in the design authority for development and procurement of equipment and services related to rail cars and maintenance vehicles.
• Ensure that the requirements for new rail cars, maintenance vehicles, and their related systems, subsystems, and support equipment are included in Caltrain’s specifications.
• Supervise staff.  Hire, mentor, and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff.  Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Develop technical specifications and designs for new vehicles and/or replacement equipment; research industry standards and incorporate into specifications as applicable.
• Review equipment condition and reliability and recommend systems or subsystems for replacement or rehabilitation under the Capital Improvement Program. Perform life cycle cost analysis to determine the effectiveness of current systems and equipment in meeting service requirements.
• Perform engineering and technical evaluation of new vehicles and new, modified, or existing equipment to ensure conformity with Caltrain’s installation, performance, and maintenance standards. Analyze the above-mentioned modifications for potential effects in rail car/track equipment cost, time requirements, and reliability.
• Analyze vehicle equipment failures; develop, implement, and document resulting changes to maintenance procedures and equipment design.
• Evaluate technical proposals, cost estimates, specifications, and designs for compliance with Caltrain’s operational needs.
• Review contractor submittals, evaluate test procedures, maintenance manuals, and inspection schedules for new equipment and recommend improvements to enhance reliability objectives.
• Develop effective standards for vehicle, equipment, and system testing; perform testing in coordination with maintenance and/or engineering personnel.
• Prepare technical reports relating to design, compatibility, maintenance, and testing requirements of rail car/track equipment systems and subsystems.
• Develop implementation schedules and coordinate installation and monitor progress to ensure adherence to schedule and budget.
• Perform engineering and design work to assist with maintaining engineering documentation for the Configuration Control Management process. Ensure configuration control for technical documentation, maintenance manuals, and drawings.
• Stay abreast of new developments in the field of rail transit vehicle engineering.
• Respond to incidents, conduct incident investigations, and prepare formal reports of findings.

Minimum Qualifications

Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in mechanical, electrical, or a related engineering field.
• In lieu of a bachelor’s degree plus five years of full-time work experience, a high school diploma and nine (9) years of experience performing vehicle engineering tasks (i.e., troubleshooting, vehicle/sub-system testing, component/sub-system design, development, and review of technical documentation) may be considered.
• Two (2) years of progressively responsible engineering experience performing rail/maintenance of way vehicle engineering tasks (i.e., troubleshooting, vehicle/sub-system testing, component/sub-system design, development, and review of technical documentation).

• Experience in developing equipment specifications is desired.

The Signal Engineer III will report to the Manager of Signals & Grade Crossings and is responsible for the engineering and oversight aspects of the signal and grade crossing systems for the Peninsula Corridor Joint Powers Board (Caltrain).  

Essential Functions & Duties

Examples of Essential Functions:

• Assist with the configuration management of the signal and grade crossing systems, their subsystems, and assets, along with any updates/changes to the configuration management.
• Provide general oversight of and engineering support of Caltrain signal system and crossing systems, to support compliance of Engineering standards for construction and/or modification of signal and crossing systems.
• Support of Caltrain’s technical specifications and standards of the systems and assets, also ensure specifications and standards are current. 
• Interface with Caltrain’s Operation and Maintenance to provide technical support in operating and maintaining Signal and Crossing systems, including Positive Train Control.
• Coordinate and interface management and integration of the signal and grade crossing systems with other internal and external systems, subsystems, including Positive Train Control. 
• Represent as necessary signals and grade crossings for all Caltrain projects, with stakeholders, and other parties.
• Support to ensure the signal and grade crossing systems are compliant with Federal Railroad Administration (FRA), California Public Utilities Commission (CPUC) requirements, and Caltrain standards.
• Assist with the filings to the FRA and the CPUC pertaining to signals and grade crossings. 
• Support design reviews, and the approval of the designed system. 
• Support to ensure standardization of the signal and grade crossing systems across the different projects.
• Assist with the development of an asset management plan for assigned assets.

Examples of Essential Duties: 

• Oversee test procedures and engineering work practices are followed.
• Work under the Manager, Signals & Grade Crossings to help develop a 5- and 10-year State of Good Repair (SOGR) maintenance program.
• Develop and work with Capital Construction on continuous improvement programs.
• Assist with all signal and grade crossing design, installation, testing, and cutover requirements to ensure compliance with FRA, CPUC regulations, and Caltrain Standards. 
• Support technical oversight of railroad signal and grade crossing system operations. 
• Support as necessary revisions to updated signal and grade crossing engineering standards, policies, and procedures.  
• Provide support on matters related to signals and grade crossings with internal (operations), external stakeholders, and agencies such as the CPUC, the FRA, cities, and other parties, as required.
• Support signal and crossing systems engineering, design support, and design review; Construction support, coordination, and liaison.
• Assist with identifying and resolve signal and grade crossing engineering and technical issues.
• Support Caltrain operations and other engineering teams for matters related to signal and grade crossing, support of signal cutovers, including nights and weekends.
• Provide continuous review of operating manuals and procedures developed by various system providers or vendors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

Minimum Qualifications

Development of the required knowledge and abilities is typically obtained through but not limited to:
 

• Bachelor’s degree in electrical engineering, Computer Science, or related field preferred. In lieu of a degree eight years of experience of railroad signals and grade crossing
• Two years of supervisory experience

Preferred Qualifications:

• Five (5) years’ experience of railroad signal and grade crossing design, maintenance, and/or engineering.
• Experience with programming Solid State Vital Processor/Controllers for Rail Signal and Grade Crossings is preferred.
• Effective communication skills orally and written.
• Strong prior experience with Microsoft Office suite, scheduling software (MS Project or Primavera), requirements management systems, and software configuration tools, preferred.
• Experience with rail systems, electrification, electrical interfaces, software, and network protocols, and system integration with commercial off the shelf (COTS) hardware and software is preferred.
• Experience managing contractors and consultants are preferred.
• Certificate of completion from a certified Signalman Training program

POSITION

To perform office and field work involving the inspection, investigation, and compliance of City codes, ordinances and abatement regulations.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

The Code Compliance Officer position has a high level of public contact and is responsible for enforcing a variety of codes, ordinances and regulations within the City.  The Ideal Candidate will possess good interpersonal, time management and communication skills.  This Candidate will be a resourceful self-starter, with the ability to work independently with limited supervision.  The Ideal Candidate will be self-motivated and display good judgment, as well as be organized, flexible, and approachable.  Ideal Candidate will have substantial public contact experience and demonstrate excellent customer service skills, as well as the ability to coordinate and work effectively with other City and County departments.  The ability to speak and understand Spanish is highly desirable.

ESSENTIAL JOB FUNCTIONS

Receives and responds to complaints regarding substandard dwellings or structures, zoning violations, debris, unsanitary conditions, abandoned or inoperative vehicles, overgrown vegetation, and other zoning and municipal code violations. Investigate possible violations; photograph evidence; contact responsible persons and compose letters; issues notices of violation, infraction, and/or misdemeanor citations for non-compliance; perform follow-up investigations to ensure that remedial action has been taken; develop and maintain accurate case files. Prepares necessary violation and other notices which outline proper repair and correction methods, time limits, permits and all necessary remedial work required. Prepare code violation cases for public hearings and court proceedings; appear at public hearing as necessary for case prosecution. QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Code Compliance Officer I:

Education:  Equivalent to completion of the twelfth grade.

Experience:  One (1) year of experience performing duties involving code enforcement, including office and field investigation of a variety of code, ordinance and regulation violations.

License or Certificate:  Possession of, or ability to obtain, an Arrest Course 832 Penal Code certificate within one (1) year of hire.  Possession of valid California Driver’s license required upon hire.

Code Compliance Officer II:

Education:  Equivalent to completion of the twelfth grade with advanced coursework or specialized training in planning, building inspection, technology or a related field desirable.

Experience:  Two (2) years of experience performing duties involving code enforcement, including office and field investigation of a variety of code, ordinance and regulation violations.

License or Certificate:  Must possess Arrest Course 832 Penal Code certificate and a valid California Driver's License upon hire.

Under direction of the Director of Public Works, or designee, the Associate Engineer or Project Manager performs engineering and project management services in the public setting, collaborating with multiple stakeholders. These roles involve a wide range of management functions, including planning, development, scheduling, budgeting, and implementation of assigned projects. The position(s) are responsible for managing multiple Capital Improvement Projects (CIP) and complex specialized projects or programs. Both classifications provide administrative, professional, and technical assistance to the Department Director, staff, and members of the public as required. THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work. 

This position performs the following essential job duties (including but not limited to):

• Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
• Conducts field investigations of reported complaints of municipal code, ordinance and resolution violations.
• Advises individuals of violations and methods of abatement.
• Seeks abatement (remedies) through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Conducts field inspections to uncover violations, gathers supporting evidence, inform individuals of code provisions and encourage compliance.
• Issue warnings and violation notices and see remedies through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Explains and interprets municipal codes, ordinances, and resolutions at the counter and in the field to City staff, to property owners and the generic public.
• Confers with other agencies and City departments, verbally and in writing, on the investigation and disposition of related violations.
• Prepares written staff reports and presents evidence at hearings before the Planning Commission, City Council, Hearing Officer, and/or Courts of law related to current code enforcement administrative and judicial proceedings.
• Complete forms, prepare reports, investigation narratives and related correspondence.
• Maintains case records, program statistics, and related materials.
• At the Level III, function as a lead work supervisor over other Code Enforcement Official (I/II) employees.
• Performs related duties as required.

• Valid driver’s license.

Code Enforcement Official II:

• Graduation from an accredited high school or equivalent.
• Three (3) years of full-time experience involving the enforcement and interpretation of administrative rules and regulations, two (2) years of which must be in a code inspection capacity.
• Valid driver’s license.
