The Town of Los Altos Hills is currently looking to fill a key role within its Finance Department. The opportunities are at either the Senior Accountant or Finance Manager level.

The position is a promotional series and is responsible for the following:

• Manage, direct, coordinate, and perform the Town's general accounting and payroll functions;
• Provide internal accounting and budgetary controls;
• Coordinate annual audits and preparation of the Annual Comprehensive Financial Report (ACFR);
• Provide highly technical and analytical staff assistance to senior management.
• Provides effective administrative, financial, and clerical support activities such as processing financial transactions;
• Perform data input related to budget and accounting entries; perform related duties as required.

Examples of Duties

Senior Accountant

Depending upon assignment, duties may include, but are not limited to, the following:

• Perform all accounting duties as required to maintain all Town financial records including preparation and processing of accounts payable, accounts receivable, and payroll.
• Establish and maintain journals, ledgers, and supporting financial records; ensure timely maintenance of the General Ledger and the recording of all revenue, encumbrances, and disbursements.
• Develop and administer accounting and budget control systems as necessary to comply with accounting procedures, laws, ordinance and other regulations.
• Assist in the development of and implement policies, and procedures relating to accounting, auditing, budgeting and payroll activities.
• Assist in reviewing, developing, and modifying accounting methods and internal auditing controls to improve the effectiveness of existing procedures and ensure conformance with existing policies.
• Act as the primary liaison for audits; prepare and provide supporting documentation; ensure that audits are scheduled and completed in a timely manner.
• Assist in coordinating and monitoring the Town budget including controlling revenues and expenditures, monitoring capital project compliance with budget and contracts; prepare reports and analysis as needed.
• Provide historical and current analytical and statistical data necessary to prepare the Town’s annual budget.
• Prepare employee payroll using automated data processing; perform entry and bookkeeping activities associated with payroll; file benefits reports and remit benefits payments.
• Conduct research in files and records to trace sources and resolve discrepancies using independent judgment, and communicate findings to the public, employees, and vendors as needed. Develops, maintains, and improves filing and record systems.
• Other special projects and administrative, technical, and clerical duties as assigned.
• Ensure compliance with state and federal regulations, including GASB (Governmental Accounting Standards Board) pronouncements.
• Stay updated on changes in accounting standards and regulations to ensure Town practices remain compliant.
• Provide training and guidance to staff on accounting procedures and software.
• Identify inefficiencies in accounting processes and propose solutions for improvement.
• Prepare and review monthly treasurer's reports.

Finance Manager

In addition to the duties listed above for the Senior Accountant, the Finance Manager will be expected to:

• Recommend goals and objectives relating to accounting, auditing, budgeting, and payroll activities.
• Review, develop, and modify accounting methods and internal auditing controls to improve the effectiveness of existing procedures and ensure conformance with existing policies.
• Provide professional, technical accounting and budget advice to senior management; coordinate activities with other departments; assist in special projects as assigned.
• Manage Town contracts, including land leases, franchise agreements, and various Town Hall service contracts.
• Serves as assistant to the department head concerning personnel-related issues and responsibilities; coordinates recruitment efforts; processes personnel transactions; assists with workers’ compensation cases.
• Assist in labor relations, employment benefit management, and risk management, as assigned.
• Serve as the Acting Finance Director in the director’s absence.
• Draft and update financial policies and procedures to ensure best practices and regulatory compliance
• Review and enhance financial policies and procedures to ensure they reflect best practices and meet evolving needs.
• Review and enhance internal controls to prevent fraud and financial mismanagement.
• Ensure all financial policies are documented and communicated to relevant staff.
• Coordinate with external auditors to ensure timely and accurate completion of financial audits.
• Implement recommendations from audit reports and ensure ongoing compliance with all applicable laws and regulations. 
• Other special projects and administrative, technical, and clerical duties as assigned.

Qualifications - Senior Accountant

The ideal candidate for the Senior Accountant position must meet the following qualifications.

Ability to:

• Analyze and interpret financial and accounting records; examine, prepare, and verify financial statements, reports, and documents.
• Prepare complex financial statements, reports, and analyses.
• Develop and implement modified and new accounting procedures and systems.
• Establish and maintain cooperative working relationships with those contacted in the course performing assigned duties.
• Interpret and apply rules and regulations regarding accounting and auditing practices.
• Ability to communicate effectively and tactfully, both verbally and in writing.
• Ability to assimilate and understand information in a manner consistent with essential job functions
• Ability to make sound decisions in a manner consistent with the Town’s past practice and essential job functions.

Knowledge of:

• Principles, methods, and practices of municipal finance, budgeting, accounting and fiscal operations, and record keeping.
• General and municipal accounting and auditing principles and practices; Government Accounting Standards Board (GASB) technical guidelines.
• Organization, procedures, and operating details of the Town.
• Financial management systems and office production software and equipment.
• Familiarity with basic filing systems; ability to arrange/compile source documents alphabetically, numerically, and chronologically.

Education: Bachelor’s degree from an accredited college or university; major coursework in accounting or related field preferred.

Experience: Three (3) years of increasingly responsible government accounting or auditing.

Licenses and certifications: Must possess and maintain a valid California class C driver’s license and have a satisfactory driving record.

Qualifications - Finance Manager

In addition to meeting the qualifications for the Senior Accountant position, the Finance Manager must also demonstrate the following abilities. 

Ability to: 

• Prepare staff reports and presentations to the Finance & Investment Committee and the City Council.
• Create finance models for forecasting and data analysis.
• Present complex accounting and finance ideas to the Finance & Investment Committee and the City Council.
• Implement industry best practices in accounting, finance, budgeting, purchasing, and other functions.

Knowledge of: 

• Principles of financial administration, including budgeting and reporting.
• Applicable laws, regulations, public finance, and fiscal operations.
• Labor relations and basic employment functions.

Education: Bachelor’s degree from an accredited college or university; major coursework in accounting or related field preferred.

Experience: Five (5) years of increasingly responsible government accounting or auditing experience with at least two (2) years of supervisory experience.

Licenses and certifications: Must possess and maintain a valid California class C driver’s license and have a satisfactory driving record.

About This Position

The Associate Management Analyst (AMA) will assist in the oversight of DEM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

Initially under close supervision, incumbents with basic professional administrative education and/or experience perform analytical and technical work within an assigned division/department. At this level, the impact of the decisions is moderate, and the work is typically one of interpreting, explaining, or gathering information.

Additionally, the AMA will plan and administer DEM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

Qualifications

Education and Experience :

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Degree from an accredited four-year college or university with major coursework in business administration, fiscal, or a related field.
• Experience: At least one year of fiscal administrative experience is typically required at the Associate Management Analyst level.

The Manager, Engineering, Facilities, and Stations reports to the Deputy Director, Infrastructure Engineering is responsible for managing engineering functions related to Caltrain facilities and stations, including design reviews, and inspections of facilities, and stations for the Peninsula Corridor Joint Powers Board (Caltrain).

The Manager, Rail Vehicle Engineering reports to the Deputy Director Rail Systems Engineering. The manager is responsible for ensuring the design and maintenance integrity of rail cars and maintenance vehicles, vehicle systems, subsystems, and support equipment for the PCJPB Caltrain.

Essential Functions & Duties

ESSENTIAL FUNCTIONS:

• Responsible for design and maintenance integrity. Evaluates the performance of transit rail car and maintenance vehicle systems, subsystems, and components; oversees investigation into malfunctions and failures. Required to make recommendations for remedial action.
• Direct and participate in the development and revision of vehicle maintenance and testing programs and procedures.
• Lead in the design authority for development and procurement of equipment and services related to rail cars and maintenance vehicles.
• Ensure that the requirements for new rail cars, maintenance vehicles, and their related systems, subsystems, and support equipment are included in Caltrain’s specifications.
• Supervise staff.  Hire, mentor, and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff.  Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Develop technical specifications and designs for new vehicles and/or replacement equipment; research industry standards and incorporate into specifications as applicable.
• Review equipment condition and reliability and recommend systems or subsystems for replacement or rehabilitation under the Capital Improvement Program. Perform life cycle cost analysis to determine the effectiveness of current systems and equipment in meeting service requirements.
• Perform engineering and technical evaluation of new vehicles and new, modified, or existing equipment to ensure conformity with Caltrain’s installation, performance, and maintenance standards. Analyze the above-mentioned modifications for potential effects in rail car/track equipment cost, time requirements, and reliability.
• Analyze vehicle equipment failures; develop, implement, and document resulting changes to maintenance procedures and equipment design.
• Evaluate technical proposals, cost estimates, specifications, and designs for compliance with Caltrain’s operational needs.
• Review contractor submittals, evaluate test procedures, maintenance manuals, and inspection schedules for new equipment and recommend improvements to enhance reliability objectives.
• Develop effective standards for vehicle, equipment, and system testing; perform testing in coordination with maintenance and/or engineering personnel.
• Prepare technical reports relating to design, compatibility, maintenance, and testing requirements of rail car/track equipment systems and subsystems.
• Develop implementation schedules and coordinate installation and monitor progress to ensure adherence to schedule and budget.
• Perform engineering and design work to assist with maintaining engineering documentation for the Configuration Control Management process. Ensure configuration control for technical documentation, maintenance manuals, and drawings.
• Stay abreast of new developments in the field of rail transit vehicle engineering.
• Respond to incidents, conduct incident investigations, and prepare formal reports of findings.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in mechanical, electrical, or a related engineering field.
• In lieu of a bachelor’s degree plus five years of full-time work experience, a high school diploma and nine (9) years of experience performing vehicle engineering tasks (i.e., troubleshooting, vehicle/sub-system testing, component/sub-system design, development, and review of technical documentation) may be considered.
• Two (2) years of progressively responsible engineering experience performing rail/maintenance of way vehicle engineering tasks (i.e., troubleshooting, vehicle/sub-system testing, component/sub-system design, development, and review of technical documentation).

• Experience in developing equipment specifications is desired.

The Signal Engineer III will report to the Manager of Signals & Grade Crossings and is responsible for the engineering and oversight aspects of the signal and grade crossing systems for the Peninsula Corridor Joint Powers Board (Caltrain).  

Essential Functions & Duties

Examples of Essential Functions:

• Assist with the configuration management of the signal and grade crossing systems, their subsystems, and assets, along with any updates/changes to the configuration management.
• Provide general oversight of and engineering support of Caltrain signal system and crossing systems, to support compliance of Engineering standards for construction and/or modification of signal and crossing systems.
• Support of Caltrain’s technical specifications and standards of the systems and assets, also ensure specifications and standards are current. 
• Interface with Caltrain’s Operation and Maintenance to provide technical support in operating and maintaining Signal and Crossing systems, including Positive Train Control.
• Coordinate and interface management and integration of the signal and grade crossing systems with other internal and external systems, subsystems, including Positive Train Control. 
• Represent as necessary signals and grade crossings for all Caltrain projects, with stakeholders, and other parties.
• Support to ensure the signal and grade crossing systems are compliant with Federal Railroad Administration (FRA), California Public Utilities Commission (CPUC) requirements, and Caltrain standards.
• Assist with the filings to the FRA and the CPUC pertaining to signals and grade crossings. 
• Support design reviews, and the approval of the designed system. 
• Support to ensure standardization of the signal and grade crossing systems across the different projects.
• Assist with the development of an asset management plan for assigned assets.

Examples of Essential Duties: 

• Oversee test procedures and engineering work practices are followed.
• Work under the Manager, Signals & Grade Crossings to help develop a 5- and 10-year State of Good Repair (SOGR) maintenance program.
• Develop and work with Capital Construction on continuous improvement programs.
• Assist with all signal and grade crossing design, installation, testing, and cutover requirements to ensure compliance with FRA, CPUC regulations, and Caltrain Standards. 
• Support technical oversight of railroad signal and grade crossing system operations. 
• Support as necessary revisions to updated signal and grade crossing engineering standards, policies, and procedures.  
• Provide support on matters related to signals and grade crossings with internal (operations), external stakeholders, and agencies such as the CPUC, the FRA, cities, and other parties, as required.
• Support signal and crossing systems engineering, design support, and design review; Construction support, coordination, and liaison.
• Assist with identifying and resolve signal and grade crossing engineering and technical issues.
• Support Caltrain operations and other engineering teams for matters related to signal and grade crossing, support of signal cutovers, including nights and weekends.
• Provide continuous review of operating manuals and procedures developed by various system providers or vendors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Minimum Qualifications: Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
 

• Bachelor’s degree in electrical engineering, Computer Science, or related field preferred. In lieu of a degree eight years of experience of railroad signals and grade crossing
• Two years of supervisory experience

Preferred Qualifications:

• Five (5) years’ experience of railroad signal and grade crossing design, maintenance, and/or engineering.
• Experience with programming Solid State Vital Processor/Controllers for Rail Signal and Grade Crossings is preferred.
• Effective communication skills orally and written.
• Strong prior experience with Microsoft Office suite, scheduling software (MS Project or Primavera), requirements management systems, and software configuration tools, preferred.
• Experience with rail systems, electrification, electrical interfaces, software, and network protocols, and system integration with commercial off the shelf (COTS) hardware and software is preferred.
• Experience managing contractors and consultants are preferred.
• Certificate of completion from a certified Signalman Training program

Position Summary

The District processes payroll and processes 64 pay periods in the year.  This equates to payroll processing every other week and once a month.  Upon general supervision, this position is responsible for documenting, calculating analyzing and processing payroll for District employees each pay period.  It imports data into the general Ledger each week from various timekeeping sources (Kronos, HASTUS).   It also ensures adherence to District policy and union agreements by making certain personnel are appropriately compensated for time worked, special pay assignments, holidays, various leaves, etc. It also handles trust & pension reporting, compliance and payment; as well as processing adjustments for any corrections.   The position also performs additional work as assigned.

Essential Responsibilities

• Process bi-weekly and monthly timekeeping/payroll cycles for all bargaining units.
• Calculate and process rate changes, retroactive adjustments and special pay assignments.
• Apply appropriate payroll taxes and deductions according to state and federal guidelines and procedures. 
• Processes all garnishments and wage assignments. 
• Ensure compliance with District policy and union agreements to ensure that personnel are appropriately paid for time worked, holidays, vacations, sick leave, jury duty, various leaves or other compensatory time off. 
• Reconcile, calculate and balance hours and minutes to correspond with actual time recorded.
• Maintain attendance records. 
• Assist with audits and other internal/external requests. 
• Prepares solutions to timekeeping problems by researching records, files, and various documents for 800+ employees. 
• Perform data entry for direct file transfers into the District’s General Ledger system daily.   
• Adhere to District protocols and internal controls. 

Minimum Qualifications

• Requires a minimum of four years' full-time position-related experience working with payroll and timekeeping responsibilities.
• Demonstrate an advanced proficiency level in Microsoft Office products.  
• Experience reading, understanding and applying Memorandums of Understanding (MOU’s) and other Policies.
• Knowledge of and familiarity with Enterprise Resource Planning (ERP) systems – i.e. Oracle, Tyler, Sunguard, etc. – other than QuickBooks.

Required Knowledge, Skills and Abilities

• Learn, interpret and apply detailed rules, regulations, policies, internal controls and Memorandum of Understanding (MOUs).
