The San Mateo Public Library is seeking a part-time (20 hours per week) Library Assistant I/II  in the Children Services Division at the Main Library The Library Assistant I/II works closely with the Supervising Librarian and the four merit Children’s Librarians to prepare and implement Children’s programs and services. The Library Assistant helps children and adults with reference inquiries, prepares materials and conducts outreach and class visits, helps with storytimes, maintains displays, performs clerical tasks including typing, organizing books and other materials, and maintains statistical information and division-specific documents.

What You'll Do

The Library Assistant I/II performs a wide variety of library support work and technical library tasks related to such activities as acquisition, cataloging, classification, circulation, and assisting patrons; and performs related work as required.  The current vacancy may be filled at either level based on experience.  Depending upon class level and assignment, duties may include, but are not limited to, the following:

• Prepare print and non-print materials for introduction into the library materials collection, including use of an automated system to retrieve cataloging data and produce catalog cards; preparing and affixing identification labels and pockets to materials; pull discarded materials from catalog card files.
• Assign routine tasks and provide technical instruction to part time and other subordinate positions in area of responsibility.
• Assist in the acquisition, processing and maintenance of the periodical, microform, audio visual, business, historical, or other special collection for the library.
• Assist adults and children in locating materials in the library and in placing requests for materials not available.  Refer more difficult or technical questions to appropriate library staff.
• Handle patron complaints for overdue and lost materials; refer delinquent accounts to an agency for collection.
• Maintain statistics of library use; use computer produced and manual data to prepare reports on circulation processing, inquiries received and other activities.
• Assist in ordering and receiving books, records, cassettes, periodicals, and other library materials and preparing associated paperwork for payment.
• Perform routine clerical assignments, including typing, maintaining files, and routing mail.
• Use a microcomputer or the City's mainframe system for word processing, data file management, and statistical record keeping.
• Process incoming and outgoing interlibrary loan requests; receive and send requests via computer as well as by mail; verify requests for accuracy.
• Provide story hours to children and participate in other programs for children and young adults.
• Prepare and maintain displays and exhibits; develop artwork for publicity materials.
• Recruit and keep records of the work of volunteers in the library; screen potential volunteers and direct to appropriate library division for assignment.
• Assist and advise outreach volunteers and serve as library liaison to Peninsula Library System Outreach Service in the City of San Mateo.
• Check out library materials to patrons; check in and prepare materials for return to the circulating collection; register new patrons; collect overdue fines.
• Respond to patron in person and telephone requests for library materials, services, and information.

The Library Assistant I/II receives direction from higher level personnel.  The Library Assistant II may provide technical supervision over lower-level library positions.

The Library Technology Consultant provides assistance with and instruction to the public on the use of library computers, electronic resources, printing, and audio-visual equipment. The Library Technology Consultant performs complicated tasks involving computer and audio-visual equipment, sensitive patron information, and handling money.

Under general supervision:

• Monitors the public’s use of computer equipment in the Technology Center, meeting rooms and throughout the library. 
• Provides individual and group technology instruction, including preparing and running technology classes at various City locations.
• Assists the public with the use of library computers, software and electronic resources; resolves problems and answers basic questions regarding computer, laptop & mobile device usage.
• Performs basic troubleshooting on Library self-checkout machines, scanners, and genealogy equipment.
• Monitors the use of technology equipment to deter theft and/or vandalism.
• Cleans and inspects computer equipment, replaces printer cartridges and printer paper.
• Maintains an inventory of computer supplies and peripheral devices; checks out peripheral devices to patrons; submits requests for replacements when needed.
• Oversees the Internet queuing system and monitors patrons’ time usage.
• Troubleshoots printer problems and Internet access problems involving patron cards.
• Assists patrons with payment for print jobs, photocopies & faxes, handles cash and credit cards.
• Accesses patron library accounts on library software.
• Configures and operates audio-visual equipment in conference rooms for meetings and/or public functions.  
• Configures and operates basic types of computer hardware and peripherals.
• Assists library users in connecting to the internet with mobile devices, WiFi hotspots, and laptop/Chromebook computers.
• Performs other related duties as assigned.

Minimum Education Requirements:

Graduation from high school or possession of a GED

Minimum Experience Requirements:

One (1) year experience with computer and audio-visual equipment.

• Must be at least 18 years of age at time of application.
• This position will be required to work on Sundays. Sunday hours will start January 2025, with 40 hours of training in November/December required for working on Sundays.

PART-TIME ARCHIVIST (LIBRARIAN I/LIBRARY ASSISTANT I)

The Mill Valley Public Library is looking for a part-time archivist for the Lucretia Little History Room. This individual should be passionate about preserving local history, particularly oral histories.

ESTIMATED NUMBER OF HOURS:

12 - 15 hours per week, depending on availability and experience.

Salary: $21.81 - $39.84 per hour, depending on experience and education.

ABOUT THE POSITION:

Reporting to the Supervising Archivist, the Part-Time Archivist in the Lucretia Little History Room will oversee the processing of new oral history recordings and work through the backlog. The ideal candidate will be able to multitask, work independently and collaboratively, with excellent communication and organization skills, and an eye for detail.

TYPICAL DUTIES:

• Accession, arrange, describe, and preserve oral history interviews.
• Process and digitize incoming donations, as well as the backlog.
• Assist in archival workflow development and implementation.
• Contribute to and lead outreach projects showcasing the History Room’s collections.

The Senior Plan Check Engineer is responsible for reviewing complex construction projects including life safety, building code, and structural perspective, ensuring compliance with city, state, and federal regulations under the general supervision of the Assistant Chief Building Official (ACBO). This role also involves leading, assigning, and monitoring plan reviews conducted by Plan Check Engineers, Plan Checkers, and consultants, providing quality assurance, resolving conflicts, and handling challenging projects such as multi-story mixed-use buildings, major tenant improvements, and advance wet labs involving hazardous materials and control areas, all while supporting the City’s Development Center with over-the-counter review services.

DEFINITION

DISTINGUISHING CHARACTERISTICS

Plans Examiner I:

The Plans Examiner I is the entry-level class in the Plans Examiner series. This classification is distinguished from the level II by the assignment and performance of the more routine and elementary plan review duties, and level of supervision received.

Plans Examiner II:

The Plans Examiner II is the journey-level class in the Plans Examiner series. The classification is distinguished from the Senior Building Plans Examiner by the assignment and performance of a broad range of plan review duties, the level of independence to operate and level of supervision received.

Senior Plans Examiner:

The Senior Plans Examiner is the advanced, journey-level class in the Plans Examiner series. This classification is distinguished from the level II by the ability to perform the full range of plan review duties, the level of independence to operate and make sound decisions with minimal supervision, and the authority to oversee plan review activities and approve compliant building plans.

SUPERVISION RECEIVED

Plans Examiner I:

Receives immediate supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Plans Examiner II:

Receives general supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Senior Plans Examiner:

Receives minimal supervision from the Building Official. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

• Examines construction plans and related documents for proposed commercial, industrial and residential structures for compliance with codes and ordinances including structural, mechanical, plumbing, electrical and energy calculations, safety and health features, use of material, placements in the property, and setbacks.

• Identifies and makes recommendations for corrections to inadequate plans in order to meet required codes.

• Responds to routine building plan issues and complaints to determine compliance with codes and standards.

• Determine plan examination, permit and other fees and valuation on submitted plans.

• Assists with the resolution of routine problems of proposed projects.

• Coordinates with other departments on project requirements.

• May perform field investigations of structural problems, covering failures, instability, proper installation of unusual designs, materials or equipment, and other unsafe conditions; prepares reports and make recommendations on solutions.

• Responds to questions from the public and other departments, and assists with researching and finding requested construction documents.

• Explains disapprovals or modification recommendations to applicants for permits.

• Assists building permit applicants in completing applications.

• Assists with developing informational literature related to plan check requirements and processing for public distribution.

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management, City staff and the public.

• Performs related or other duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position requires acute hearing and both near and far vision while performing work including customer interactions, reading and inspecting plans, electronic or physical documents, field work and operating assigned equipment. The need to lift, drag, carry and push documents, equipment and supplies weighing 50 pounds or more is required. Additionally, the incumbent in this position periodically works in all weather conditions, including wet, hot and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards. The nature of the work requires the incumbent to drive motorized vehicles, operate in heavy vehicle traffic conditions, climb ladders and often work with constant interruptions.

Foster City is looking for a fast learner with some planning or building experience to fill the position of Building Permit Technician. This is an entry-level position that can serve as the first step in establishing a career in Planning or Building services. Foster City offers a unique experience to utilize customer service and people skills while deepening your technical knowledge in the building permit process. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: High school diploma or equivalent is required. An associate degree or completion of technical courses in building codes or inspection principles or techniques is desirable. ICBO Permit Technician Certification is highly desirable.

Experience: Two (2) years experience working in a building or planning department, with six (6) months to one (1) year of experience in computerized building permit applications processing. 

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• ICBO Permit Technician Certification is required within the first full year of employment with the City in this position

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Community Development Department will make the hiring decision.

The Literacy Technology Assistant may also be called on to support volunteer tutors or Read Santa Clara staff, as the need arises. The Literacy Technology Assistant is a patient, empathetic individual, who can teach basic technology skills to adults who have little or no digital literacy skills.

Typical Duties:

• Configure and operate Read Santa Clara's devices.
• Maintain the technology inventory, including keeping track of software subscriptions and licenses.
• Meet one-on-one with adult learners who need help with technology.
• Plan and conduct small group classes for learners on basic technology skills and literacy software.
• Check in and check out RSC devices to adult learners.
• Advise volunteers on how to effectively incorporate technology in literacy instruction and assist them as-needed with the online platform used to turn in monthly tutoring reports
• Write user-friendly instructions/create tutorial videos to help adult learners/tutors use literacy software.
• Record data and provide reports of sessions held with learners and tutors.
• Support Read Santa Clara staff, as needed, on specific literacy projects.

THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Supervisor.   This position will supervise and perform work in park maintenance, such as mowing, irrigation, pruning, planting, cleaning, improvement and repair of City parks, recreational areas, park buildings, street islands, swimming pools and related facilities.  Work includes setting priorities, assigning and reviewing the work of crew members.   

UPCOMING PROJECTS:

• Construction begins this fall on a new synthetic turf field at Al Boro Community Center.  The Parks Department will be responsible for the care and maintenance of the field after installation.  This is the only synthetic turf field in our park system.  Developing a proper maintenance schedule will be crucial to ensure the longevity of the highly used field.
• The Parks Department is working on a better maintenance solution to the tree wells and tree grates along the downtown corridor.  Many of the trees are outgrowing the tree grates, causing damage to the trees and potential trip hazards for the pedestrians.  The Park Department is exploring options, including installation of porous rubber pavement surfaces. 
• Asset Management software is coming to the maintenance divisions in Public Works to help better manage the maintenance schedules of all of the city-owned assets.  Assisting with the software into the daily routines will be an expectation of Supervisor. 

IDEAL CANDIDATE:

• Is familiar with San Rafael and the different areas it encompasses.
• Has knowledge and experience in all aspects of park and street maintenance.
• Has knowledge and/or experience in assessing tree issues.  ISA certification is a plus.
• Has knowledge and/or experience in California Department of Pesticide Regulations.  QAL or PCA certification is a plus.
• Knowledge and experience with suite of Microsoft Office products.
• Good customer service with the ability to work with the public in difficult situations.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Identifies and records major project work needed and discuss needs and priorities with supervisor so annual project and program schedules can be developed.
• Plans, lays out, estimates and arranges materials, crew, and equipment required for jobs.
• Establishes short-term work schedules and assigns work to lead workers and grounds workers. 
• Performs the full scope of groundskeeping duties.
• Inspects assigned areas of completed work to assess need for follow up, identify horticultural problems, and determine proper courses of action.
• Maintains records of work performed, hours and materials used, horticultural care of particular areas, pesticide use, and project tracking.
• Conducts preliminary performance appraisals and disciplinary discussions.
• Monitors stock of supplies and materials and notifies supervisor of order needs.
• Purchases approved parts and materials under standing purchase orders, and initiates purchase orders for non-stock items.
• Assists in emergency maintenance and repair of Public Works facilities including work in other sections of the department.
• Performs related duties as assigned.

CERTIFICATES/LICENSES/REGISTRATIONS:

• Must possess a valid California driver’s license and have a satisfactory driving record.
• Must possess a pesticide applicators license issued by the State of California.
• Must be willing to work in unpleasant and potentially hazardous conditions and be subject to call out for Public Works emergencies.
• May be required to obtain a valid California Class I driver’s license to operate heavy equipment.

EDUCATION/EXPERIENCE: 

• High school diploma or equivalent, supplemented by education or training in landscape maintenance, horticulture, and use of fertilizers and pesticides.
• Five (5) years of responsible experience in landscape maintenance, including one year in a lead or supervisory capacity.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

City offices operate on a 9/80 schedule: Monday-Thursday for 9 hours, 8-hours one Friday, off/closed the other Friday. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.
