ABOUT THE POSITION

The City of Gilroy is currently recruiting for a full-time Senior Civil Engineer or Project Manager (depending on qualifications and experience) for the Engineering Division of the Public Works Department. In this exciting opportunity the incumbent will play a pivotal role in shaping infrastructure and overseeing key projects vital to the growth and development of the City of Gilroy. The Senior Civil Engineer or Project Manager will work under the direction of the City Engineer and/or the Public Works Director and will lead the Capital Improvement Program (CIP) Section. This supervisory position will lead a team of engineers and technicians in the implementation of the City’s CIP, including the planning, design, construction, and inspection of a variety of projects.  Responsibilities include supervising employees, directing complex professional-level field and office engineering assignments, developing strategies and schedules for implementing the CIP, assisting with CIP budgeting, and playing a significant role in making a difference in the community!

Both the Senior Civil Engineer and Project Manager classifications are exempt, mid-management level positions. The Project Manager classification is distinguished from the Senior Civil Engineer in that a professional engineer license is not required.

Public Works CIP projects involve planning, design, coordination with end users, bid package preparation, and construction management.  Therefore, exceptional organizational and project management skills are imperative to achieve department and City goals. Additionally, successful performance requires the ability to independently implement programs, projects, and policies in conformance with generally accepted standards, including possessing thorough knowledge of contract administration, project management principles and supervisory practices.

The Senior Civil Engineer or Project Manager will manage assigned staff and consultants and assist with budgeting tasks within the Engineering Division. Furthermore, the Senior Civil Engineer/ Project Manager will provide and participate in critical team leadership to ensure that all engineering services, goals, projects, and initiatives meet the high-performance standards of the Department and City.

Valley Water is seeking a highly skilled and motivated individual to fill the Strategic Programs Administrator position within the Office of Integrated Water Management reporting to the Assistant Chief Executive Officer. The Strategic Programs Administrator serves as a strategic right-hand to the Assistant CEO helping to develop and maintain key agency-wide processes and procedures and oversee strategic projects and special initiatives. Overview:
The Associate Electrical Engineer will support the 24 x 7 continuous Water Utility raw, treated, and purified water operations, capital improvement projects, annual maintenance work plan, and asset management plans. They will be responsible for the planning, design, development, implementation, modification, installation, and maintenance of the Water Utility's critical electrical distribution systems in the area of water pumping, conveyance and treatment while ensuring work quality and adherence to professional codes, standards, and Valley Water specifications.

Key Responsibilities include, but are not limited to:
As a member of the Utility Electrical and Control Systems Engineering team:

• Plan, organize, schedule, assign, review, supervise and evaluate the work of assigned staff.
• Serve as a technical resource in electrical engineering including formulating projects, assessing program effectiveness, and analyzing a variety of unusual conditions, problems, or questions; oversee quality assurance and quality control activities within field/specialty of engineering.
• Conduct engineering studies, investigations, and analyses, such as conditional assessments, feasibility reports, event incident/root cause analysis reports, and engineering evaluations in support of a planned project/improvement, system deficiencies, non-code compliant conditions, and electrical system and process anomalies.
• Prepare electrical engineering schematics, specifications, drawings, wiring diagrams, power, lighting, and floor plans, conduit and wire schedules, electrical details, and other supporting documentation for commercial and industrial applications; perform economic and financial analysis of projects; provide cost estimates and cost benefit analysis for comparison; review and comment on drawings, plans, and other work submitted by external consultants, engineers, contractors, and developers for conformance with current standards.
• Identify and report electrical deficiencies and safety issues; investigate and create root cause analysis from electrical system reports; interview operations and maintenance staff and conduct field observations and inspections; develop recommendations to mitigate electrical disturbances, outages, and abnormalities; lead or assist in resolving deficiencies and safety issues.
• May grow into a supervisory role to plan, organize, schedule, assign, review, supervise and evaluate the work of assigned staff.

The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents. The Office of the Assistant City Clerk manages and compiles City records in accordance with the Records Retention Schedule and in response to Public Records Act requests. The Office of the Assistant City Clerk administers campaign and disclosure laws, the Campaign Finance Ordinance, Regulation of Lobbying Activities program and the Calendars of Certain City Officials program. The Office of the Assistant City Clerk also administers oaths of affirmation pertaining to the affairs and business of the City and certifies copies of official records.
 
 The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

The Utility Crew Supervisor is a lead supervisory classification in the Water and Sewer Utility Department. An incumbent in this classification is responsible for performing the most difficult and responsible technical duties and supervising the work of an assigned crew in a specialty area such as water construction and maintenance, water meter testing and maintenance, and sewer system maintenance. The Utility Crew Supervisor is distinguished from the Assistant Water Superintendent in that the latter is responsible for overseeing a Program in the Water Construction, Maintenance, and Operations Division.

License/Certifications: 

• A valid Water Distribution System Operator Certificate (Grade D-2 or above) issued by the California Department of Health Services is required at time of application and for the duration of employment.
• A valid California Class C driver's license is required at time of appointment and for the duration of employment.

The following are required when assigned to the water construction and maintenance or sewer system maintenance specialties:

• A valid California Class A or B Commercial driver's license is required at time of application and for the duration of employment.
• A valid Collection System Maintenance Certificate (Grade 2 or above) issued by the California Water Environment Association is required within twelve (12) months of appointment and for the duration of employment.

The following is required when assigned to the water meter testing and maintenance specialty:

• A valid Backflow Prevention Tester Certificate issued by the California-Nevada Section of the American Water Works Association or the Foundation for Cross Connection Control and Hydraulic Research is required within twelve (12) months of appointment and for the duration of employment.

 

Desirable Qualifications: 

Depending on position assignment, qualifying experience may be required in one of the following specialty areas: water construction and maintenance, water meter testing and maintenance, or sewer system maintenance.

The City Manager is the administrative head of the government of the City. Under the direction and control of the City Council, the City Manager is responsible for ensuring that the policy directions set forth by the City Council are carried out and the day-to-day operations of the City government run smoothly.

Some of the duties of the City Manager include:

DEFINITION:

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.

As a community owned, not for profit municipal electric utility, Silicon Valley Power (SVP) has provided dependable electric service for over 125 years. SVP is the only full service, vertically integrated publicly owned utility in Silicon Valley owning generation, transmission and distribution assets.  As a Public Electric Utility, Santa Clara’s Silicon Valley Power is not driven by profits, as reflected in its significantly lower utility rates when compared to other private sector utilities. Silicon Valley Power is community and policy driven, which is reflected in the many green policies that it promotes, reduced rates and its strategic plan. Today, SVP owns, operates and participates in more than 1,200 MW of electric generating resources and serves a peak load of approximately 700 MW. SVP's expansion plan will double our system capacity over the next ten years. This includes over 30 strategic initiatives in four distinct areas: Utility Performance Excellence, Customer Engagement and Satisfaction, Progress and Innovation Focus, and Community and Environmental Stewardship. The Position: 
 
This is a professional position in the unclassified service, responsible for managing the one or more of the Engineering Divisions of the Electric Department relating to transmission planning, distribution engineering, capital improvement project delivery (design & construction), system expansion program, and environmental compliance.  The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Department and with customers, professionals, managers and all City Departments.

Typical Duties

 

Duties include but are not limited to the following:

Under general direction: 
• Plan, develop, coordinate, perform, and direct the activities of the Engineering Division of the Electric Utility Department;
• Provide management and supervision for all activities of Engineering in the planning, engineering and design of individual system extensions, revisions and improvements;
• Provide recommendations on a broad spectrum of division-related issues;
• Manage assigned staff, provide technical instructions and assistance as necessary; develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws;
• May be responsible for directing the activities of consultants and contractors;
• Attend meetings and work with engineers, contractors, specialists and City staff to ensure that City guidelines are met in the determination of requirements of projects;
• Represent the City at industry meetings, management groups, professional organizations, and other meetings;
• Make periodic and special reports, which describe the current Engineering Division activities and conduct special studies and prepare reports, including findings and recommendations, as required;
• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards;
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements;
• Conduct review and analysis of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers;
• Confer with and assist the Director of Electric Utility in the development of long-range plans, goals and objectives, and budgets;
• Manage, schedule and evaluate the work of Engineering Division staff, and develop processes designed to support a continuous learning environment;
• Analyze Engineering Division operations to determine the most efficient and effective assignment of staff;
• Prepare the Engineering Division budget, recommend allocation of division funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services;
• Administer and assist in the staffing, administrative and financial matters of the Engineering Division; and
• Perform other related duties as assigned. 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
• Education or experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or closely related field; and
• Four (4) years experience at a responsible level in engineering in the electric utility industry or closely related field is required. 

DESIRABLE EXPERIENCE
• One (1) year of experience managing staff, and with responsibility for division budget planning and administration is desirable.

DESIRABLE QUALIFICATIONS
• Possession of a certificate of registration as a Professional Engineer in the State of California is desirable.

POSSIBLE SUBSTITUTION
• Possession of a valid certificate of registration as an Electrical Engineer issued by the California State Board of Registration for Civil and Professional Engineers may be substituted in lieu of a bachelor’s degree in electrical engineering or closely related field.
