The City Manager is the administrative head of the government of the City. Under the direction and control of the City Council, the City Manager is responsible for ensuring that the policy directions set forth by the City Council are carried out and the day-to-day operations of the City government run smoothly.

Some of the duties of the City Manager include:

• Plan, coordinate and direct the work of City departments; oversee community and economic development activities; organize public improvement projects and programs; develop and prepare administrative policies, procedures and work standards to ensure that the goals and objectives of the City are met and that mandated services are provided in an effective, efficient and economical manner.
• Oversee and monitor the City budget and provide information regarding the City's financial condition and needs to the City Council.
• Represent the City in meetings with governmental agencies, community groups and various businesses, professional, educational, regulatory and legislative organizations; act as the City liaison.
• Prepare the agenda for all regular, special or adjourned meetings of the City Council.
• Execute contracts authorized or approved by the City Council.
• Personnel and organizational responsibilities include selection, training, professional development and work evaluation of City staff; oversee the implementation of effective employee relations and related programs; oversees the City's risk management program; provide policy guidance and interpretation to staff; recommend reorganization efforts to meet the needs of the City; implement policy and procedural changes as required.

Office Assistant for Recreation and Community Programs

Office Assistants provide a variety of office support activities to an assigned program or division. Office Assistants are expected to provide professional and courteous customer service at all times; greet and assist program visitors; answer the telephone in a courteous and professional manner; provide accurate information and answer general questions or forward calls to appropriate staff. Office Assistants also are tasked to open and secure assigned facilities; set up, arrange, and take furniture and equipment and ensure set up is in accordance with customer needs and requests for classes, rentals, meetings, and special events; monitor the proper and safe use of City facilities by the general public and ensure adherence to rules and policies; ensure the cleanliness and safety of facilities throughout the day. As experience is gained, assignments become more varied and are performed with greater independence. THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. POSITION

Under general supervision, provides highly responsible administrative support to the City Clerk to assist with the day-to-day operations of the City Clerk’s Office. This is a part-time, non-benefited position. Work schedule is flexible up to 30 hours per week.

ESSENTIAL FUNCTIONS

• Provides assistance to the public and City staff by helping to identify records and information relevant to public records requests; ensures timely response to all requests and justifies any nondisclosure and/or ensures deletion of any portions that are exempt from the mandate of the Public Records Act.
• Receives and processes claims against the City, subpoenas, and summons; facilitates accurate and timely processing of legal documents such as agreements, contracts, deeds, resolutions, and ordinances.
• Administers records management program, including maintenance, protection, retention, and disposition of records in accordance with appropriate legal and operational requirements; provides direction to staff regarding records management practices.
• Maintains the electronic documents management system of all meeting minutes, ordinances, resolutions, contracts and agreements, County recorded documents, and other vital City records.
• Assists the City Clerk in Fair Political Practices Commission filings such as Statements of Economic Interest for City Council members, commissioners, and designated employees.
• Types a variety of materials, including those of a sensitive or confidential nature; performs a variety of administrative support tasks such as photocopying information, and maintaining records and files; assists with the sorting of incoming mail and various administrative support on an as-needed basis.
• Operates and answers the City phone line.

The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! In this role you will have the opportunity to be part of the team responsible for implementing the City’s Housing Trust Fund and Small Sites Programs. This position will work on renovations and new construction projects, the latter of which will include developments at the North Berkeley and Ashby BART sites. You'll work closely with nonprofit developers to underwrite project proposals, recommend funding, negotiate loan and regulatory agreements, and monitor project progress. MINIMUM QUALIFICATIONS

Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

Must be able to attend evening meetings. A valid California driver's license is desirable.

THE POSITION:

The City of San Rafael Police Department is seeking to fill the full-time exempt position of Senior Management Analyst II (Advanced Professional Temp).  The Senior Management Analyst (Advanced Professional Temp) will support the work of the newly formed Police Advisory and Accountability Committee (PAAC).

• Manages community concerns of the PAAC.
• Supports the public meeting process including coordinating agenda items for public meetings, memorializing meeting minutes and any actions taken by the PAAC.
• Supports the PAAC Chair in the facilitation of the meeting process for this new committee.

• Assess and examine public safety best practices.
• Provides administrative support between meetings and in preparation for public meetings.
• Performs related duties as required.
