POSITION

Under general supervision, plans, performs maintenance and repair work of the City’s utility systems and does related work as required.

The Water Operator is an entry-level position. Incumbents learn and perform a variety of semi-skilled duties in the construction, operation, maintenance, and repair of the City’s potable water distribution and distribution, wastewater, stormwater systems, equipment, and facilities.

ESSENTIAL FUNCTIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

1. Inspects and maintains pump and booster stations and associated equipment; analyzes, treats, monitors, and records water quality; tabulates flow rates to maintain proper reservoir levels; analyzes chlorine residual tests and makes adjustments.
2. Measures monthly well levels; acquires well samples for lab testing; operates SCADA monitoring equipment.
3. Performs water meter testing, system meter repairs, and related maintenance; may tabulate flow rates to check for accuracy.
4. Manages pumping station equipment servicing as needed; services and maintains system pumps and associated apparatus.
5. Assists with testing and repair or backflow prevention devices according to County regulations.
6. Performs hydrant flushing program; repairs hydrants and exercises valves.
7. Handles water quality complaints and records in logbook; provides data for regulatory agency reporting.
8. Performs pipeline, facility, and related system maintenance; exercises valves; repairs breaks and leaks; monitors blow-off and air relief; marks for Underground Service Alert (USA) tickets; inspects installation of associated infrastructure.
9. Operates a variety of equipment and tools such as loaders, combination vehicles, backhoes, bobcat, forklift, pneumatic tools, jackhammers, and tampers.
10. Performs monitoring rounds at station and collection system, and repair as necessary.
11. Conducts upkeep at water well and reservoir sites; makes repairs to facilities.
12. Maintains records and logs of daily activities.
13. Responds to emergency calls as needed.

The City of Chowchilla is seeking a Streets & Construction I, under general supervision, to perform a variety of semi-skilled and skilled tasks in the maintenance and repair of streets, sidewalks, gutters, facilities, trees and other public service activities, and to perform related work as required.

THE POSITION(S)

Streets & Construction Worker I:

This is an entry-level class under close supervision, performs any combination of the following duties on construction projects, usually working in utility capacity, by transferring from one task to another where demands require worker with varied experience and ability.  Work is usually performed with other workers.  This class may advance to Streets & Construction Worker II after gaining experience and demonstrating proficiency to meet the qualification of the higher-level class.

Prerequisites:   Any combination equivalent to graduation from high school (or G.E.D equivalent to graduation) and two years’ experience performing a variety of skilled and semi-skilled construction and/or maintenance involving buildings, grounds, streets and sidewalks.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.
• Other related duties as assigned.

Water System Worker III (Lead Position)

($25.51- $32.66 per hour)

The City of Chowchilla is seeking a Water System Worker III to assist in the operation and maintenance of the City’s water distribution system, including pumps, mains, chlorinators, meters, and other equipment; and do related work as required on an assigned shift, under general supervision of the Utilities Systems Supervisor and/or Director of Public Works.

Wastewater Treatment Plant Operator I

($21.49– 27.50 per hour)

The City of Chowchilla is seeking a Wastewater Treatment Plant Operator I for the operation and maintenance of the City’s Wastewater Treatment Plant. The Wastewater Treatment Plant Operator I is a journey-level class in the Wastewater Treatment Plant series, which normally works under general supervision, performing a group of related duties according to established procedures.  This position reports to the Utility Systems or Wastewater System Supervisor and does not supervise. 

The City of San Mateo Public Works Department is looking for a Maintenance Worker I-II

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. What You'll Do

The Maintenance Worker position may be filled at either the I or II level based on experience. The Maintenance Worker will perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, sewers, storm drains, pump stations, traffic signal and street light equipment, traffic systems, or municipal buildings; and to do related work as required. Some of the duties of this position are as follows:

• Operate construction and maintenance equipment such as backhoes, motorgraders, boom trucks, tractors, vac-all and small sweepers, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters, sewer lines, and drainage channels.
• Use concrete cutting and braking equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet cleaner, vac-all, front loader, backhoe, compressor, sandblaster, power wench, boom truck, cc TV unit, main and auxiliary pumps, pneumatic and electro-mechanical controls, diesel power plants, and related equipment and tools.
• Assist pump mechanics to install, repair and modify pump station machinery and control.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck.
• Assist in performing a variety of routine electrical maintenance and repair tasks.
• Assist in trash and debris control activities such as picking up of litter and other street maintenance activities as required or when weather does not permit sweeping operations.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Work cooperatively and effectively with co-workers.

THE DEPARTMENT

The Public Works Department is composed of a Director and 11 full-time management staff with a 26 million dollar operating budget.  The department is comprised of the Maintenance, Engineering, and WQCP (Water Quality Control Plant) divisions.  The Maintenance Division oversees 127 miles of streets which includes asphalt, concrete, over 12,000 road signs, street markings, 70 signalized intersections, 164 miles of sewers, 125 miles of storm drains, 3857 street lights, 5 lift stations, and various miscellaneous tasks.

Salary Information

The annual salary range for Wastewater Mechanic I is $76,689.60 - $93,225.60, hourly range is now $36.87 - $44.82. The annual salary range for Wastewater Mechanic II is $84,905.60 - $103,500.80, hourly range is now $40.82 - $49.76. The actual salary shall be determined by the final candidate’s qualifications and experience. (Note: Candidates are typically hired at the level of Wastewater Mechanic I. Candidates may be considered for level II if they possess two years of experience at the level of Wastewater Mechanic I or possess a CWEA Plant Mechanical Technologist Grade II certificate.)

Wastewater Mechanic - Maintenance Division

Wastewater Mechanics for the Maintenance Division are responsible for performing the full range of technical and mechanical tasks associated with the preventive and corrective maintenance of wastewater plant machinery and equipment. In this job, you may assist Sr. Wastewater Mechanics in the more difficult and complex duties. You will have the opportunity to attend training to understand the equipment better and keep current on trends. Mechanics are expected to work well independently and on teams.

The following is a partial list of Wastewater Mechanics typical responsibilities in the Maintenance section:

• Troubleshoots and repairs wastewater buildings and equipment such as pumps, valves, gearboxes, compressors, blowers, grit removal equipment, conveyors, mixers, clarifiers, chemical feed systems, and other equipment.
• Fabricates and modifies parts as needed for system operations associated with shop equipment drill presses, ironworker, band saws, pedestal grinders, hydraulic shear, and knowledge of welding.
• Operates bridge cranes, chain falls, lever hoists and all associated rigging.
• Interprets drawings, service manuals and parts manuals.
• Performs equipment inspections at scheduled intervals to detect the possibility of malfunctions.
• Determines spare parts inventory levels and initiates parts replacement; stocks replacement parts.
• Maintains maintenance and repair records on equipment, systems, and components; assists in maintaining and updating the maintenance manuals.
• Communicates to supervisor concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such issues.
• Can, or can learn to, work with computer-based work order and inventory management software to create, complete and track maintenance work and parts used.

The Regional Wastewater Facility is a 24/7 operation serving the South Bay. Typical schedules for Maintenance Division Wastewater Mechanics are 4x10s. Wastewater Mechanics may be called upon to work overtime, holidays, or alternative shifts in support of the facility.

Wastewater Mechanic - Energy and Automation Division

Wastewater Mechanics (also known as Cogen Operator / Diesel Mechanic) in the Energy and Automation Division are responsible for operating, maintaining and overhauling the Facility's industrial mechanical and electrical equipment related to large stationary diesel-ignited/spark-ignited engine driven blowers and/or power generators, gas compressors and gas storage such as commonly found in municipal power plants, natural gas pipeline compressor stations and large marine propulsion systems. The Wastewater Mechanics (Cogen Operator / Diesel Mechanics) often work in teams of two while performing preventative maintenance, repairs, and overhauls on Facility equipment. This team provides 24/7 staffing and are typically assigned to rotating shifts including nights, weekends and holidays.

The Cogen Operator / Diesel Mechanics also perform tasks including, but not limited to, the following:

• Preventive maintenance and inspections of all equipment in the Power and Air (P&A) section.
• Use precision measuring tools, granite table, non destructive testing, Prussian blue, polishing stones, fitting bearings to shafts.
• Various welding disciplines (such as arc, tig, mig) as well as oxy-acetylene and plasma/carbon arc cutting.

• Fabricate specialty tools, obsolete engine parts, and fixtures.
• Operate bridge cranes, chain falls, lever hoists and all associated rigging.
• Interpret drawings, service manuals and parts manuals.
• Operate seat grinder, valve grinder, drill press, band saw, vertical mill, engine lathe, iron worker, sheet metal brake and surface grinder as well as forklift and man lift.
• Repair and inspect of low and high pressure-piping systems.
• Work with electricians, instrumentation technicians, painters, HVAC and other mechanics
• Attend all safety trainings.
