The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area.  MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area.  MTC provides services to the Association of Bay Area Governments (ABAG).  For more information about MTC, visit www.mtc.ca.gov.      

The Budgets and Financial Planning & Analysis Section is responsible for developing and managing the organization's budgets, performing financial analysis and forecasting, developing financial plans and supporting effective financial management throughout MTC, ABAG and affiliated entities.

Under the general direction of the Assistant Director, the Associate Budget and Grant Financial Analyst is responsible for preparation and monitoring of the operating and capital budgets, grant management, compliance and reporting of assigned entities. Working closely with agency Sections and program staff, this position will perform a variety of complex analytical and administrative work supporting effective financial and grants management of ABAG and its affiliated entities.

SKILLS AND ABILITIES
The ideal candidate will have the following knowledge, skills and abilities:

Knowledge of: 

• Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB);
• Advanced knowledge of principles and best practices of governmental fund accounting, budgeting, contract administration, and grant management;
• Federal and state grant rules and regulations and reporting requirements including OMB super Circular 2CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit requirements for Federal Awards);
• Function, capability, application and operation of computer-based financial accounting systems;
• Applicable federal, state, and local laws, codes and regulations.

Skills and Abilities 

• Plan and organize work activities; effectively manage multiple tasks;
• Analyze and interpret complex contract and grant documents;
• Critical and analytical thinking;
• Perform both complex and routine accounting and financial analysis work with speed and accuracy;

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education:  A Bachelor's degree in accounting, business administration, finance or related field.  A Master's degree is highly desirable.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.   

Experience:  Five years of increasingly complex and responsible work experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as an Assistant Financial Analyst in MTC.

Preferred Qualifications

• Experience working with Boards and Commissions
• Experience with federal and state grant management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.
• Monitor expenditures, identify variances and work closely with section and project managers to address financial issues.
• Prepare monthly, quarterly, and year-end financial analysis; assist with monthly and year-end close activities, including financial reconciliation and reporting.
• Conduct variance analysis, identify key performance drivers, and provide explanations for budget deviations.
• Review and monitor grants, from grant application to project closeout, including grant compliance, reporting requirements, and financial management.
• Maintain accurate up-to-date tracking of contract and purchase orders and identify available budget and variances.
• Establish and maintain strong, collaborative relationships with project managers and other departments.
• Assist in developing, recommending, and implementing policies and procedures related to budgeting and grants management. 
• Perform other job-related duties as needed or assigned by the Assistant Director or Section.

The City of Chowchilla is seeking a Streets & Construction I, under general supervision, to perform a variety of semi-skilled and skilled tasks in the maintenance and repair of streets, sidewalks, gutters, facilities, trees and other public service activities, and to perform related work as required.

THE POSITION(S)

Streets & Construction Worker I:

This is an entry-level class under close supervision, performs any combination of the following duties on construction projects, usually working in utility capacity, by transferring from one task to another where demands require worker with varied experience and ability.  Work is usually performed with other workers.  This class may advance to Streets & Construction Worker II after gaining experience and demonstrating proficiency to meet the qualification of the higher-level class.

Prerequisites:   Any combination equivalent to graduation from high school (or G.E.D equivalent to graduation) and two years’ experience performing a variety of skilled and semi-skilled construction and/or maintenance involving buildings, grounds, streets and sidewalks.

Water System Worker III (Lead Position)

($25.51- $32.66 per hour)

The City of Chowchilla is seeking a Water System Worker III to assist in the operation and maintenance of the City’s water distribution system, including pumps, mains, chlorinators, meters, and other equipment; and do related work as required on an assigned shift, under general supervision of the Utilities Systems Supervisor and/or Director of Public Works.

Wastewater Treatment Plant Operator I

The City of San Mateo Public Works Department is looking for a Maintenance Worker I-II

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. What You'll Do

The Maintenance Worker position may be filled at either the I or II level based on experience. The Maintenance Worker will perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, sewers, storm drains, pump stations, traffic signal and street light equipment, traffic systems, or municipal buildings; and to do related work as required. Some of the duties of this position are as follows:

• Operate construction and maintenance equipment such as backhoes, motorgraders, boom trucks, tractors, vac-all and small sweepers, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters, sewer lines, and drainage channels.
• Use concrete cutting and braking equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet cleaner, vac-all, front loader, backhoe, compressor, sandblaster, power wench, boom truck, cc TV unit, main and auxiliary pumps, pneumatic and electro-mechanical controls, diesel power plants, and related equipment and tools.
• Assist pump mechanics to install, repair and modify pump station machinery and control.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck.
• Assist in performing a variety of routine electrical maintenance and repair tasks.
• Assist in trash and debris control activities such as picking up of litter and other street maintenance activities as required or when weather does not permit sweeping operations.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Work cooperatively and effectively with co-workers.

The total salary range for the Council Chief of Staff classification is $86,318.44 - $172,058.64. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The District 8 Council Office, supporting Councilmember Domingo Candelas, is recruiting for a Chief of Staff position. The position will work closely with the Councilmember and lead the staff support team for the Councilmember. The Chief of Staff is an integral link between the Councilmember and the Mayor and City Council colleagues, City administration, and the community. The Chief of Staff must have excellent oral and written communication skills, effective organizational, analytical, and management skills, and a dedication to public service. The position requires the ability to develop and maintain effective and collaborative working relationships with community members and neighborhood organizations, key stakeholders, and City staff. The Chief of Staff will serve as a liaison to the Councilmember and will regularly represent the Councilmember at City-related meetings and functions. Bilingual language skills (Vietnamese, Chinese and/or Spanish) both oral and written are highly desirable.  

Responsibilities for this position may include, but are not limited to the following:  

• Advises the Councilmember on policy, budget, and community matters. 
• Manages the day-to-day office operations. 
• Supervises staff to implement office projects and achieve identified objectives. 
• Manages staffing to include workloads, training, performance evaluations, and assisting with hiring and corrective or disciplinary actions. 
• Creates and maintains a collaborative team culture within the Councilmember's office. 
• Oversees budgetary, legislative, and strategic planning processes. 
• Manages communications and public relations, interfacing with media, governmental officials, department directors, business leaders, advocacy groups, constituents, and others on behalf of the Councilmember. 
• Responds to other matters as needed. 

Candidates must be willing to work occasional evenings and weekends, and as exempt management employees, are not eligible for overtime compensation. Employees in this classification are not members of the classified civil service and are appointed "at will." Each appointment is for a specified period to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term.
