The City of East Palo Alto is seeking a creative, collaborative, and knowledgeable Information Technology (IT) Manager to lead the City’s technology programs. The Information Technology Manager plans, organizes, oversees, coordinates, and reviews the work of staff performing difficult and complex technical support related to all programs and activities of the Information Technology Division. The successful candidate will perform installation, maintenance, and upgrade of the local area network, required hardware and software, infrastructure, personal computers, and communications systems and facilities. The IT Manager will administer short and long-range planning activities. The incumbent will manage the effective use of division resources to improve organizational productivity and customer service. Furthermore, the IT Manager will provide complex and responsible support to the Assistant City Manager in areas of expertise; and perform related duties, as assigned.

Under the direct supervision of the IT Director, the IT Support Technician II performs more advanced support for the help desk, applications, and technical support for the Peninsula Library System libraries. The position is part of the Peninsula Library System's IT Unit, called the Peninsula Library Automated Network (PLAN).

This position serves as the primary point of contact for the help desk ticketing system, manages Active Directory accounts, provides desktop support, and offers assistance with Office 365 and list-serv operations.

The position serves as the technical lead for library service applications for the member libraries, including RFID software and hardware, automated material handling and sorting systems (AMH), and providing occasional hands-on support for library check-in equipment. They are responsible for coordinating and managing small to large scale projects.

The IT Support Technician II is the journeyman level position in the IT Support Technician series. The IT Support Technician II works under general supervision and performs higher level IT support duties to support libraries and PLAN.

The Senior Plan Check Engineer is responsible for reviewing complex construction projects including life safety, building code, and structural perspective, ensuring compliance with city, state, and federal regulations under the general supervision of the Assistant Chief Building Official (ACBO). This role also involves leading, assigning, and monitoring plan reviews conducted by Plan Check Engineers, Plan Checkers, and consultants, providing quality assurance, resolving conflicts, and handling challenging projects such as multi-story mixed-use buildings, major tenant improvements, and advance wet labs involving hazardous materials and control areas, all while supporting the City’s Development Center with over-the-counter review services.

DEFINITION

DISTINGUISHING CHARACTERISTICS

Plans Examiner I:

The Plans Examiner I is the entry-level class in the Plans Examiner series. This classification is distinguished from the level II by the assignment and performance of the more routine and elementary plan review duties, and level of supervision received.

Plans Examiner II:

The Plans Examiner II is the journey-level class in the Plans Examiner series. The classification is distinguished from the Senior Building Plans Examiner by the assignment and performance of a broad range of plan review duties, the level of independence to operate and level of supervision received.

Senior Plans Examiner:

The Senior Plans Examiner is the advanced, journey-level class in the Plans Examiner series. This classification is distinguished from the level II by the ability to perform the full range of plan review duties, the level of independence to operate and make sound decisions with minimal supervision, and the authority to oversee plan review activities and approve compliant building plans.

SUPERVISION RECEIVED

Plans Examiner I:

Receives immediate supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Plans Examiner II:

Receives general supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Senior Plans Examiner:

Receives minimal supervision from the Building Official. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

• Examines construction plans and related documents for proposed commercial, industrial and residential structures for compliance with codes and ordinances including structural, mechanical, plumbing, electrical and energy calculations, safety and health features, use of material, placements in the property, and setbacks.

• Identifies and makes recommendations for corrections to inadequate plans in order to meet required codes.

• Responds to routine building plan issues and complaints to determine compliance with codes and standards.

• Determine plan examination, permit and other fees and valuation on submitted plans.

• Assists with the resolution of routine problems of proposed projects.

• Coordinates with other departments on project requirements.

• May perform field investigations of structural problems, covering failures, instability, proper installation of unusual designs, materials or equipment, and other unsafe conditions; prepares reports and make recommendations on solutions.

• Responds to questions from the public and other departments, and assists with researching and finding requested construction documents.

• Explains disapprovals or modification recommendations to applicants for permits.

• Assists building permit applicants in completing applications.

• Assists with developing informational literature related to plan check requirements and processing for public distribution.

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management, City staff and the public.

• Performs related or other duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position requires acute hearing and both near and far vision while performing work including customer interactions, reading and inspecting plans, electronic or physical documents, field work and operating assigned equipment. The need to lift, drag, carry and push documents, equipment and supplies weighing 50 pounds or more is required. Additionally, the incumbent in this position periodically works in all weather conditions, including wet, hot and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards. The nature of the work requires the incumbent to drive motorized vehicles, operate in heavy vehicle traffic conditions, climb ladders and often work with constant interruptions.

Foster City is looking for a fast learner with some planning or building experience to fill the position of Building Permit Technician. This is an entry-level position that can serve as the first step in establishing a career in Planning or Building services. Foster City offers a unique experience to utilize customer service and people skills while deepening your technical knowledge in the building permit process. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: High school diploma or equivalent is required. An associate degree or completion of technical courses in building codes or inspection principles or techniques is desirable. ICBO Permit Technician Certification is highly desirable.

Experience: Two (2) years experience working in a building or planning department, with six (6) months to one (1) year of experience in computerized building permit applications processing. 

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• ICBO Permit Technician Certification is required within the first full year of employment with the City in this position

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Community Development Department will make the hiring decision.

The City of San José is recruiting for a Business Automation and Development Services Supervising Applications Analyst (SAA) in the Business Automation and Development Services Division of the Information Technology Department. The position requires a highly motivated and self-driven individual to lead a team responsible for the City's Permitting and Compliance System (Granicus GovService Amanda platform), Public Web Portal, Records Management System, Electronic Plan Review System (ProjectDox from Avolve), Business Intelligence System, Queue Management System, and Digital Inspection System. The position will oversee new technology implementations, enhancements, integrations, reports, and application upgrades for all Development Services systems. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and direct others in an ever-changing business and technical environment.

The ideal candidate will have solid information management experience, strong interpersonal and communication skills, strong management skills, strong collaboration skills, a commitment to customer service, and the ability to simultaneously manage multiple projects and issues. A team leader, team player, and positive attitude are essential to this position.

Duties may include but are not limited to:

• Understanding of Planning, Building, and Code Enforcement (PBCE) business processes inside a large municipality.

• Overseeing the creation and deployment of Power BI reports, Yellowfin reports, and Crystal Reports.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Supervising Applications Analyst (SAA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $146,874.00 - $178,825.92

The Supervising Applications Analyst (SAA) classification is represented by the City Association of Management Personnel (CAMP) . Education: A Bachelor's Degree from an accredited college or university in a relevant field.

Experience: five (5) years of increasingly responsible professional/ level experience. in computer applications, systems, networks, or telecommunications work, of which at least two (2) years include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

Acceptable Substitution

• Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis.
• Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one year of the required two (2) years of experience include the responsibility for the development, implementation, and maintenance of major communications or computer systems.
