THE DEPARTMENT:

The Public Works Department is composed of a Director and 11 full-time management staff with a 26 million dollar operating budget.  The department is comprised of the Maintenance, Engineering, and WQCP (Water Quality Control Plant) divisions.  The Maintenance Division oversees 127 miles of streets which includes asphalt, concrete, over 12,000 road signs, street markings, 70 signalized intersections, 164 miles of sewers, 125 miles of storm drains, 3857 street lights, 5 lift stations, and various miscellaneous tasks.

THE POSITION

Under general direction, this Supervisor will perform responsible professional and technical work in promoting, organizing, and supervising a comprehensive maintenance program within the Public Works Department and will organize, schedule, and supervise the work of employees engaged in work; and does related work as assigned.

This multi-position middle management level classification performs work in several functional areas and is distinguished by its core responsibility for supervising employees, programs and activities within the Public Works or Parks and Recreation Department. This recruitment is for a Supervisor in the Public Works Department's Fleet Services.  The work is performed under general direction and incumbents may provide support for inter-divisional programs and functions. This classification has full supervisory responsibility for staff at different locations and has full administrative and fiscal responsibility for specific programs and/or projects.  Incumbents perform professional level activities and have considerable latitude for independent decision making in choosing methods of developing and implementing approved procedures.

THE JOB
This is an exhilarating opportunity that puts this Civic Engagement Manager at the forefront of transforming community engagement, technology, and communication in the vibrant community of San Rafael. Reporting to the Director of Digital Service and Open Government, they will oversee the interdepartmental Communications Team and manage engagement operations in coordination with both the City Manager’s Office and other departments.

The Civic Engagement Manager will ensure that projects are completed on time, according to budget, and within the bounds of work contracts. They will direct website content strategy, guiding staff on user experience enhancements that will revolutionize the City's online presence. They will also take the reins on managing the City’s social media strategy, shaping its voice and swiftly responding to media inquiries. Providing critical creative direction for the City’s online presence is the key responsibility of this role – seizing the opportunity to lead crucial engagement strategies that promote equitable access to services and information!

The Community Development Department of the City of Dixon has been authorized to fill a full-time position of Associate Planner.  This classification performs a variety of highly complex professional work in current planning, housing, advance planning, and environmental planning including research and analysis, report writing, plan review; permit coordination, managing complex projects, data collection and analysis, information dissemination; assists with management of consultant contracts and work programs as assigned and performs field inspection.

This is in the professional planning series and competent to independently perform the full scope of duties required, with minimal supervision from the Community Development Director or designee. Supervision received is characterized by general supervisory direction and control intended to define objectives and problems.  Control over work methods is general, rather than detailed in nature.  Supervision given will involve training and providing lead direction to professional, technical and clerical staff.

This classification is distinguished from that of Assistant Planner by the greater complexity and political sensitivity of the assignments received, higher level of experience and knowledge and greater independence.

The City of Lincoln is recruiting for the position of Wastewater Collections System Technician I in the Wastewater Division of the Public Works Department.  Under general supervision, this position performs skilled and semi-skilled work in the operation and maintenance of the City’s sanitary sewer, pumping and collection system, assists in the training and technical supervision of lower level positions if assigned, and performs other related duties as required.

Wastewater Collections System Technician I
The Wastewater Collections System Technician I is the entry level class in the Wastewater Collections System Technician series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform duties of a more routine nature and learn City policies and specific methods and techniques of operation and maintenance of the City’s wastewater, collection and pump system. This class is alternately staffed with Wastewater Collections System Technician II and incumbents may advance to the higher-level after gaining experience, obtaining required certifications and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

SUPERVISION RECEIVED/EXERCISED

Wastewater Collections System Technician I

Receives immediate direction and guidance from the Utilities Maintenance Supervisor, Public Works Manager, or designee. May receive functional and technical supervision from a Wastewater Collections System Technician II. Incumbents in this classification do not exercise supervision.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs skilled and semi-skilled work in the operation and maintenance of the City’s wastewater pumping and collection systems; operates and checks equipment, pumps and valves to assure that demands are met; repairs system equipment and related systems as required; locates and repairs service connections.
• Maintains the collection system and operates system cleaning equipment; flushing truck and mechanical rodding equipment.
• Performs permitted and non-permitted confined space work.
• Performs inspection of controls and system tools and equipment for safety and mechanical defects; performs back water testing; provides and insures that maintenance is conducted within safety standards established by federal, state and local laws, ordinance and regulations; maintains accurate records and logs including flow records; completes periodic reports as required by regulatory agencies.
• Responds to emergency telephone calls and Supervisory Control and Data Acquisition (SCADA) alarms and participates in weekly after-hours call-out rotations.
• Performs CCTV inspections, reviews inspection video and generates reports for needed repairs.
• Utilizes smoke testing equipment and flow metering equipment to conduct infiltration and inflow surveys.
• Repairs, retrofits and installs cleanouts and service laterals; troubleshoots and corrects a variety of electrical and mechanical problems involving pumping and measuring equipment; performs regular preventative maintenance on system equipment.
• Utilizes SCADA software system to monitor, operate and service sewer lift stations.
• Orders parts, supplies and equipment; properly stores and maintains materials and supplies; maintains appropriate inventories to ensure adequate reserves and spare parts; maintains pump sites, properties and equipment in a clean and orderly manner; maintains equipment, structures, pipelines, and storage tanks; performs ground maintenance at facility sites.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may serve in a leadership capacity in the training and technical supervision of assigned personnel; monitors the status of flows and equipment with SCADA, using technical information such as force main pressure, wet well elevation, water elevation in the flow control structure, electrical system voltages, and computer system outputs; responds to afterhours call-outs as assigned.
• Responds to questions and concerns from the general public regarding service issues; provides information as is appropriate and resolves complaints; investigates complaints or claims against the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent may use disinfecting and lubricating chemicals, which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and construction equipment, and work in confined spaces.

KNOWLEDGE/SKILLS/ABILITIES

The following are a representative sample of the KSAs necessary to perform essential duties of the position.

Knowledge of: Modern principles, practices, methods and materials used in the operation, maintenance and treatment of wastewater facilities; operational characteristics of facility equipment, including pumps, electric motors, piping, wells, valves and tanks; characteristics and problems involved with backflow prevention and cross-connection control programs; principles and practices of bacteriological sampling techniques and mathematical analysis; applicable federal, state and local laws, codes and regulations; operating characteristics and safety requirements for operation of heavy and light equipment; proper lifting procedures; methods and techniques for recordkeeping; basic principles of mathematics; occupational hazards and standard safety procedures.

Skill to: Operate a computer and a variety of word processing and related software applications; safely and effectively operate a variety of maintenance and testing equipment used in the operation of wastewater systems. Ability to: Perform maintenance, repair and installation of collection system infrastructure facilities and related equipment; implement inflow and infiltration programs, smoke testing, line flushing with hydro jet cleaner. Perform periodic preventative maintenance on system components; respond to issues and concerns from the community; interpret, explain and apply applicable laws, codes and regulations; operate a variety of construction equipment, vehicles, and power and hands tools; perform heavy manual labor for extended periods of time; maintain a variety of records; work in extreme conditions and environment, including confined spaces; make adjustments to standard operating procedures as is appropriate; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely; both orally and in writing; establish and maintain effective working relationships.

The Position

The County is a diverse and dynamic community spanning a wide range of urban, suburban, rural, and coastal settings throughout the unincorporated community.

The Assistant Building Official leads building inspection activities to provide excellent customer service and to ensure development meets life safety, fire, structural, and energy efficiency standards.

Under the direction of the Building Official, the Assistant Building Official will assist in planning, organizing, directing, and evaluating the direction of the Building Inspection unit in the Planning and Building Department; exercise direct and indirect supervision over professional and technical staff; act as the Building Official in their absence; and perform a variety of technical tasks related to assigned areas of responsibility.

Examples of Duties

Duties may include, but are not limited to, the following:

• Assist the Building Official in planning, organizing, directing and evaluating the administration and technical direction of the Building Inspection unit.
• Select, assign, supervise, and evaluate the work of building counter and field inspection personnel; plan and coordinate in-house and field staff training and development programs; and recommend or initiate personnel actions such as promotions, transfers, dismissals, and disciplinary measures.
• Assign work activities and projects; conduct periodic field inspections to monitor workflow and ensure conformance with approved plans, specifications, ordinances, laws and materials; and conduct more difficult building and housing inspections.
• Investigate and resolve complaints or difficult interactions in the field regarding requirements or customer service; and assist in analyzing and solving administrative, office, and technical problems.
• Evaluate and review new or specialized construction practices and provide recommendations to the Chief Building Official.
• Assist staff with technical questions at the building counter.
• Serve as Acting Building Official in their absence.
• Perform related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in construction, civil engineering, architecture, public administration, management, or a related field. Occupational experience and related certificates of achievement may be accepted as evidence of required training. Additional training in management is highly desirable.

Experience:

Five years of increasingly responsible experience in building code inspection and enforcement, engineering and surveying, or code compliance, including one year of supervisory experience.

Licensure/Certification:

• ICC (International Code Council) Certification as a Combination Inspector or ability to obtain within one (1) year of hire. (Per California Health and Safety Code Section 18949.28(a).)
• Registered as a Certified Access Specialist (CASp) by the State of California or ability to become registered within one (1) year of hire.
• ICC certified as a Plans Examiner is highly desirable.

ASSISTANT PLANNER

Under the general direction of the Planning Manager and the Economic and Community Development Director, performs planning work including research, data gathering, analysis, design, and report writing per the policies and provisions of the General Plan and zoning ordinance, preparation of environmental documents, and other planning and development projects.

ASSOCIATE PLANNER

Under the general direction of the Planning Manager and the Economic and Community Development Director, performs planning work of substantial professional difficulty, including research, data gathering, analysis, design, and report writing per the policies and provisions of the General Plan and zoning ordinance, preparation and administration of area and specific plans, preparation of environmental documents, and other complex planning and development projects. 

CLASS CHARACTERISTICS:

ASSISTANT PLANNER

The Assistant Planner is the entry-level flexibly staffed classification within the professional planning series. Work is reviewed upon completion of assignments, assessing draft reports for adequacy, factual content, presentation, and the soundness of interpretations and conclusions. The Assistant Planner classification is distinguished from the Associate Planner as the former is expected to perform with the same independence of direction and judgment as the Associate Planner and would receive direction and assistance as they progress in the position.

ASSOCIATE PLANNER

The Associate Planner is the journey level flexibly staffed classification within the professional planning series. Positions in this class require substantial professional planning experience. This class is distinguished from the Assistant Planner by assignment of the full range of professional planning duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the workplace. This role involves undertaking planning work of substantial professional difficulty, requiring a high level of expertise in research, data gathering, analysis, design, and report writing. The Associate Planner is responsible for overseeing the preparation and administration of area and specific plans and managing other complex planning and development projects. Assignments are usually broad in scope and require the use of judgment base on experience in making complex technical decisions. Assignments may require technical or functional supervision of technical and/or clerical positions. 

EXAMPLES OF DUTIES:

ASSISTANT PLANNER ($7,332 - $8,910)

• Under direction, reviews building, site and architectural plans, use permits, code amendments, variances, development proposals, and other related documents for conformance to City standards and other applicable state and federal rules and regulations; may serve as primary point of contact to developers and property owners in meeting these standards.
• Assists in preparing environmental documents per the requirements of the California Environmental Quality Act for both public and private projects, including negative/mitigated negative declarations and/or environmental impact reports, notices, and mitigation measures.
• Prepares and updates maps, visual exhibits and other graphics for use in reports and public presentations.
• Under direction, may present to the City Council and Planning Commission, and other committees and advisory groups regarding land use applications, general plan amendments, code amendments, area and specific plans, and related studies.
• Assists in reviewing plans submitted for building permits for conformance with the Zoning Ordinance and conditions of approval.

• Assists with researching, analyzing, and interpreting social, economic, population, and land use data and trends.

ASSOCIATE PLANNER ($8,532 - $10,365)

• Reviews building, site and architectural plans, use permits, code amendments, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serves as primary point of contact to developers and property owners in meeting these standards.
• Prepares environmental documents per the requirements of the California Environmental Quality Act for both public and private projects, including negative/mitigated negative declarations and/or environmental impact reports; works with consultants in facilitating preparation of environmental documents and related findings and mitigation measures.

The City of Sunnyvale’s Department of Public Works is recruiting for two Senior Maintenance Worker positions within the Street Operations division. One Senior Maintenance Worker position will be assigned to the pavement team responsible for maintenance, repair, sweeping and cleaning of City streets, curbs, gutters, and similar right-of-way infrastructure. One Senior Maintenance Worker position will be assigned to the traffic markings and signs team responsible for a variety of tasks involving installing and maintaining traffic signs, painting pavement markings and striping, and repairing concrete sidewalk for the city. This classification reports to a Public Works Supervisor and receives assignments related to the above-mentioned maintenance tasks.
