PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects. The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Vehicle Train Control Engineer will lead the integration of the new train control system with the Siemens LRV4 vehicles. The Vehicle Train Control Engineer will be responsible for the successful design, fitment, and testing of all onboard equipment necessary to fully install the system on the LRV4 fleet and will represent the SFMTA in all project review and discussion related to onboard equipment installation.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Vehicle Train Control Engineer will coordinate the design activities related to onboard vehicle equipment between the supplier, the vehicle manufacturer, and the onboard equipment installer. The Vehicle Train Control Engineer will work closely with these three parties to ensure that the delivery and installation of onboard train control equipment is completed according to the project schedule. The position will participate in the development of an installation plan to facilitate this process and assist with the selection, training, monitoring, evaluating, and development of project staff, as it relates to the installation of the system on the LRV4 fleet.

In addition, the Vehicle Train Control Engineer will act as the SFMTA representative to review, accept, or when necessary, audit, project submittals and deliverables provided by the supplier and other project contractors as it relates to the installation of onboard equipment. As the SFMTA representative, the Vehicle Train Control Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Examples of Important and Essential Duties:

• Oversees the successful integration of the train control system with the Siemens LRV4 vehicles, including design, fitment, and testing.
• Leads a team of SFMTA vehicle engineers assigned to the project.
• Coordinates the design activities of the Train Control System Supplier with the car manufacturer (Siemens) and the vehicle onboard equipment installer.
• Represents SFMTA during technical discussions between the Train Control System Supplier, the vehicle manufacturer, and the onboard equipment installer.

• Analyzes and solves electrical and vehicle sub-systems problems such as power, EMI connectivity, and fitment for onboard train control system components.
• Analyzes related project workloads and budgets.
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty.
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints.
• Participates in the selection, training, monitoring, evaluating, and counseling of project staff.
• Reviews and manages workload assignment to consultants, junior staff and interns as required.
• Performs other duties as required.

Minimum Qualifications:

1. Five (5) years of verifiable professional electrical engineering experience, which includes two (2) years experience equivalent to City and County of San Francisco class 5207 Associate Engineer as a licensed Professional Engineer in the specialty you are applying for; AND
2. Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Electrical Engineering.

DEFINITION

Under general direction, to supervise and review the work of the professional and technical staff of a section of the Engineering Division engaged in preparing and/or reviewing plans, specifications, designs, estimates, and inspections relating to capital improvement, construction, development, and maintenance projects; to coordinate the work of the section with that of the Engineering Division and the Public Works Department; and to perform complex engineering design, construction inspection, contract administration, and related work as assigned.

EXAMPLES OF DUTIES

Provide engineering consultation services to various field and office personnel; design and/or manage design and construction contracts on City's capital improvement projects; review architectural, development and/or engineering maps, plans, specifications, designs, and cost estimates, and provide recommendations on the feasibility of bidding and constructing various construction or maintenance projects prepared in-house or by consultants; administer contracts and inspect construction to insure technical and legal compliance; plan, organize, and coordinate assigned work with other City departments and outside agencies, consultants, and contractors; prepare or direct project-related studies, reports, and correspondence for City administrators, officials, and citizens; research and prepare Issue Statements on various policy questions; assist with preparation of annual division budget; review, revise and maintain the City's General Conditions, Standard Specifications and Drawings ("Standards"); research design and construction procedures and materials, and recommend improvements in Standards to the City Engineer; formally evaluate performance of assigned personnel.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of civil engineering design and construction; principles and techniques of management and supervision including planning, organizing, and developing goals and objectives; principles and practices of design administration including computer aided design (CAD); theories, techniques, materials and equipment used in construction and maintenance of municipal Public Works

improvements; legal issues, including liability laws, relating to municipal construction and civil engineering.

License: California registration as a professional Civil Engineer and a valid Class C California Driver's License.

Senior Electrical Engineer

Position Summary

 

Under direction, perform varied professional and electrical engineering work at an advanced level of difficulty in the field and office. Perform assessments of and prepare written reports documenting the existing electrical systems and loads at existing facilities. Work with other engineers and technicians on design of new facilities and rehabilitation/retrofit of existing facilities. May supervise subordinate engineering personnel engaged in design and construction work. May act as resident engineer on major capital improvement projects and as oversight engineer on in-house maintenance and repair projects. Interpret, explain and carry out electrical engineering design, inspection and construction methods and procedures. Responsibilities include regular contact with other professional engineering personnel, as well as contractors and their representatives, and the general public, obtaining and providing technical electrical engineering data and information, preparing, checking and reviewing detailed and complex electrical engineering plans, specifications and related reports. Perform related duties as required.

 

Essential Responsibilities

 

• Performs assessments of electrical systems and prepare written reports documenting the capacity and limitations of the systems
• Performs detailed engineering calculations and analysis in connection with electrical design of utility systems for transportation facilities 
• Prepares and supervises the preparation of detailed electrical engineering designs, drawings, specifications, cost estimates and quantity estimates for a wide range of electrical construction and maintenance projects
• Works with other in-house and consultant engineering professionals and technicians to develop, prepare and finalize complete sets of construction bid documents for capital improvement and other construction projects 
• Reviews consultants submittals and work products to ensure compliance with required scope of work and deliverables 
• Reviews contractors' work to ensure compliance with plans and specifications
• Plans, schedules and coordinates detailed phases of engineering work either as part of a major project or for an entire project of smaller scope
• Makes investigations of contractual and construction problems that may arise on construction projects
• Inspects and supervises a wide variety of ordinary and complex construction projects to ensure compliance with contract plans and specifications
• Assists in the preparation of complex contract documents
• Conducts correspondence and prepare technical engineering reports in connection with a wide variety of projects
• Knows and follows the safety and health rules and safe working practices applicable to their job
• Ensures that employees under their supervision follow established safe work practices and obey all safety rules
• Meets and consults with department officials, engineers and contractors on technical engineering matters
• Regular and reliable performance and attendance are required 

 

Minimum Qualifications

 

Education and/or Experience: 

• Bachelor's degree in Electrical Engineering
• Five years position-related electrical engineering experience, including design, estimate and specification preparation and the inspection of construction work
• One-year supervisory experience is desirable

 

Required Licenses:  

• Registration (P.E. license) as an Electrical Engineer in the state of California. Must have a PE license as an Electrical Engineer for at least 5 years. 
• Must possess and maintain a current, valid California driver's license and satisfactory driving record. No reckless driving and DUI infractions within the last 7 years. No more than 2 moving violations within the last 3 years. May operate District vehicles.

 

Physical Requirement: 

• Must inspect construction work on the Golden Gate Bridge, other structures and buildings, climb scaffolds, catwalks and ladders
• Carry test, inspection and electrical equipment that may weigh up to 50 pounds
