The Process Control Technician performs a variety of technical and professional engineering duties related to the design, installation, set-up, programming, troubleshooting and maintenance of hardware, software and instrumentation associated with the District’s Supervisory Control and Data Acquisition (SCADA) systems.

They support Operations and Maintenance by troubleshooting, researching, designing, purchasing, and installing field instrumentation, programmable logic controller (PLC), operator interface terminals (OIT), variable speed drives, electrical systems, and other appurtenances. The Process Control Technician provides PLC and OIT programming and installation support making programming changes as required for the efficient operation of new and existing District facilities.

Qualifications

Experience and Education

• Graduation from high school or equivalent, supplemented by college or equivalent course work in engineering, electronics, instrumentation, control systems, and/or computer systems.

Lifeguard Job Responsibilities:

• The primary responsibility of a lifeguard is to protect lives by using their skills to prevent injury among patrons.  This duty does not only include rescuing drowning victims or administering CPR and first aid.  Being alert and proactive also helps to prevent dangerous situations from ever occurring in the first place.
• Enforcing the rules fairly and consistently is a close second major duty and could even be considered to be a part of patron surveillance.  Help the patrons to keep themselves safe by monitoring and putting an end to dangerous behaviors. 
• Maintenance and cleaning tasks are also part of the lifeguard’s duties.  These can include monitoring chemical levels in the pool, picking up trash and organizing equipment, or inspecting the facility for unsafe conditions.

Swim Instructor Job Responsibilities:

• The swim instructor is responsible for instructing swim lesson participants in a variety of swim levels.
• This position is also responsible for the safety of the participants in their own class.
• Work hours as scheduled which includes beginning and ending class on time; remaining after class to answer participant and/or parent questions as needed and clean up supplies.
• Instructs and evaluates students participating in swim lessons.
• Submits completed report cards, skills sheets, and attendance information on time.

Under the general supervision of a Senior Engineer, the Associate Engineer position performs a variety of professional engineering, plan review, and inspection work.

Typical duties include, but are not limited to the following:

• Examine plans, perform calculations and review specifications for commercial, industrial, and residential buildings for compliance with the California Building Code, California Fire Code, California State Fire Marshal regulations, and  applicable NFPA standards and local ordinances.
• Provide technical advice to consultants, architects, engineers, contractors, developers, department officers and staff, and the Fire Marshal on the application or interpretation of fire safety codes/regulations, and on the resolution of fire safety issues found in the preliminary design of buildings.
• Analyze and evaluate proposals for alternate materials, methods of construction, and/or variances to fire safety codes and regulations.
• Conduct field inspections to ensure that the finished construction complies with approved plans.

THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.  

DEFINITION 
To perform a variety of paraprofessional office and field engineering work including drafting, minor design work, engineering records preparation and maintenance and operation of equipment and instruments; may work as survey crew member in support of surveying and other civil and traffic engineering functions.

DISTINGUISHING CHARACTERISTICS 
This is an entry level classification that assists higher level technical and professional engineers in all activities of the Engineering & Transportation Division. The Engineering Technician is responsible for conducting traffic, engineering and similar studies for public works projects, and for assigned technical engineering tasks, preparing plans and estimating for various design and construction activities. It is distinguished from the Assistant Civil Engineer which is the journey level classification with responsibility of the more complicated technical tasks. 

 

Essential Duties

Duties may include, but are not limited to, the following: 

Performs non-routine drafting assignments which require application of standardized drawing technique
Gathers field data for planning, design and construction. 
Prepares accurate drawings from design notes, sketches and field survey notes. 
Makes traffic counts and prepares simple diagrams of intersections showing sight distances and traffic flow. 
Makes speed surveys, polls motorists and pedestrians, and prepares diagrams of accident frequencies.

ESSENTIAL DUTIES
Makes computations to determine quantities and costs. Performs complex mathematical calculations by using accepted formulas, manuals and equipment. Reads and interprets maps and other engineering records and prepares legal descriptions of property. Corrects and re-designs construction plans for street improvements, utility installations, drainage and material quantities by using appropriate calculations, computations and engineering data and by consulting with engineers. Performs survey office work using drafting tools while employing mathematical and engineering data to prepare information for use by survey field crews, construction crews and construction inspectors. Interprets information from survey field work for use in mapping, designing construction plans, analyzing earthquake fault monitoring data and updating survey records. Performs various duties associated with land surveying including using measuring tapes and level rods to assist in determining lines, angles, points, elevations and distances. Performs various record keeping and file maintenance duties such as recording instrument readings in field survey notes, maintaining office files of notes, control data, monument records, surveyors maps, and construction drawings. Prepares and maintains accurate “as-built” plans from notes from contractors of completed projects. Computes horizontal and vertical curves. Calculates distances, earth work quantities, fees and charges. Performs plan checking by comparing drawings of proposed improvements against drawings which illustrates established engineering standards applicable to various projects.

JOB RELATED AND ESSENTIAL QUALIFICATIONS
 
Knowledge of: Algebra, geometry and trigonometry. 
Proficient in AutoCAD Civil 3D drafting including working with raw topographic survey points to build surfaces, produce maps, renderings, view graphs, cross-sections and plan and profiles.

Ability to:
Perform basic engineering and surveying calculations.
Interpret construction drawings, field survey notes, deeds, maps and other legal descriptions and to extract pertinent information. 
Maintain neat and accurate records. 
Understand and carry out oral and written instructions. 
Communicate effectively orally and in writing. 
Establish and maintain cooperative and effective relationships with those contacted in the course of work. 
Visualize the practical application of designs.

Minimum Qualifications

Experience: Two (2) years of experience in engineering drafting and calculations, performing responsibilities related to engineering design, construction, inspection and or traffic.

Education: Equivalent to completion of the twelfth grade supplemented by courses in algebra, geometry, trigonometry land surveying, engineering design, construction inspection, and or traffic engineering. An Associate degree in a related field is desirable.

Training: Any recent training such as academic courses, and certification programs which are relevant to this job classification.

The Assistant Director of Budgets and Financial Planning and Analysis in coordination and collaboration with staff, grant award subrecipients, and other agencies, will support and manage all administrative responsibilities and compliance requirements for grant awards and funding sources. This position will lead efforts in cross-departmental coordination with MTC business units (Contracts, Finance, Legal, project managers, etc.) to ensure funding is effectively and efficiently managed from pre-award to project closeout. Prior experience with grant and contract administration and knowledge of federal and state grant compliance is required.

The incumbent will be a professional with exceptional analytical and management skills, who can organize, prioritize, and process large volumes of financial and grant information timely and accurately, on budget and with intense attention to detail. Education: A Master's degree from an accredited college or university in an appropriate field related to the area of assignment such accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)      

Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.  Prior experience with grant and contract administration and knowledge of federal and state grant compliance is required.

Preferred Qualifications & Specialized Skills

• Public sector accounting experience highly preferred.
• CPA certificate or Master’s degree in Accounting, Business Administration, Public Administration or related field.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Operating and Capital Budget Management for all Entities and Funds

• Develops, recommends, and implements policies and procedures related to operating and capital budget management, including providing primary leadership on developing, maintaining and updating the budget policy and procedures manual.  
• Train relevant stakeholders on the budget process including monitoring and budget amendments
• Recommend budgetary adjustments and develop narrative justification to support unanticipated changes in operations and/or funding to include preparation, analysis and administration of budget transfers and appropriations to/from fund balance; advise on the propriety and legality of using funds for specific purposes
• Determine the propriety and cost effectiveness of funding requests and expenditures through review of budget and accounting transactions and analysis of productivity, workload and program accomplishments, and funding availability 
• Execute and oversee weekly, monthly and/or quarterly reviews such as budget variance analysis, short and long-range forecasting; review and investigation of financial entries, documents, and reports for errors and inconsistencies
• Develop complex financial models utilizing Excel, Business Analytics, trend analysis, proformas, the collaborative process, etc.
• Assist and advise in the preparation and monitoring of the Capital Improvement Program

Grant Management and Reporting Compliance

• Monitor grant programs for required reporting and program compliance
• Coordinates with staff to ensure adherence to grant management workflow processes and that programmatic, fiscal, and regulatory requirements are consistently met 
• Develops, recommends, and implements policies and procedures related to grants management, including providing primary leadership on developing, maintaining, and updating the organization’s Grants Management and Administration Manual
• Develops the organization's annual grants project plan; and assigns and monitors the work of staff engaged in grants management activities, including grant application review and approval, grant award acceptance, budget-to-actual performance, and compliance reviews
• Oversees the development of the Cost Allocation Plan and departmental indirect cost rate proposals; and assists in interpreting the methodology behind the development of indirect cost rates for all departments
• Analyzes and interprets guidelines and funding requirements for grants and other funding sources 
• Performs highly complex analysis, evaluation, and review of grant revenues and expenditures 
• Provides technical assistance to staff and departments in application procedures, post-award approvals, and use of the grants management database(s)
• Acts as a liaison to federal, state, and local grantors/funding agencies
• Coordinate with staff and departments in the preparation, reporting and compliance requirements, and monitoring of the Overall Work Program (OWP) and subsequent amendments and provide to Caltrans, the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) for review, comments, and approval

Staff Management and Career Development

• Lead, direct, and develop workplans for budget staff, ensure adherence to the organizations policies and procedures
• Manage and career develop staff, monitor performance, and provide immediate, frequent as well as annual performance feedback, training, and ongoing succession planning

The total salary range for the Council Policy & Legislative Director classification is $68,619.98 - $109,791.76 annually. The Mayor serves as the political leader of San José, and under the City Charter, is responsible for recommending policy, program, and budget priorities for the City. The Office of Mayor-elect Matt Mahan is recruiting for a full-time Council Policy & Legislative Director and seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, make recommendations, and develop action plans for meeting the Mayor’s policy objectives. The total salary range for the Council Policy & Legislative Director classification is $68,619.98 - $109,791.76 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.  

The Mayor serves as the political leader of San José, and under the City Charter, is responsible for recommending policy, program, and budget priorities for the City. The Office of Mayor-elect Matt Mahan is recruiting for a full-time Council Policy & Legislative Director and seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, make recommendations, and develop action plans for meeting the Mayor’s policy objectives. Policy areas of focus may include public safety, housing, homelessness, environment, neighborhood quality of life, land use, or economic development. Bilingual language skills (Vietnamese, Spanish, and/or Chinese) both oral and written skills are desirable, but not required. 

Responsibilities for the position may include, but are not limited to the following:  

• Leads initiatives within an assigned policy portfolio. Drives policy priorities through government and legislative process. Research best practices on assigned policy portfolio. 
• Gathers background information relative to issues pending before the City Council. 
• Drafts routine to complex correspondence, memoranda, and reports.  
• Prepares or assists in preparation of speeches and talking points for the Mayor. 
• Develops and maintains positive working relationships with council offices, city staff, community organizations, residents, business community, non-profit organizations, and government agencies as they are key partners on policy and as a representative of the Mayor’s Office. 
• Coordinates arrangements for meetings, programs, or other civic functions on behalf of the Mayor. 
• Coordinates projects city-wide with City administration. 
• Attends meetings and community events with the Mayor, requires availability on evenings and weekends. 
• Analyzes a wide variety of materials on assigned projects, programs, and topics. 
• Responds to constituent inquiries and issues, resolves complaints, and interprets operating policies for residents of the community and other interested parties. 
• Attends and represents the Mayor at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings. 
• Conducts public meetings and events on behalf of the Mayor and/or prepare summaries of public and private meetings, reports, memoranda, and other documents for review by the Mayor. 
• Provides support in community engagement efforts with neighborhood, district or city-wide business or community groups or associations and other interested parties regarding community concerns, issues, and priorities. 
• Performs other duties of a similar nature or level as required. 

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. Candidates must be willing to work evenings and weekends on occasion, and as exempt management employees, are not eligible for overtime compensation.
