Under direction of the Director of Public Works, or designee, the Associate Engineer or Project Manager performs engineering and project management services in the public setting, collaborating with multiple stakeholders. These roles involve a wide range of management functions, including planning, development, scheduling, budgeting, and implementation of assigned projects. The position(s) are responsible for managing multiple Capital Improvement Projects (CIP) and complex specialized projects or programs. Both classifications provide administrative, professional, and technical assistance to the Department Director, staff, and members of the public as required. We are currently seeking to hire 1-2 new FTEs.

• Leads, coordinates, schedules, budgets, and reviews activities of the Capital Improvement Project team, support staff, consultants, and contractors; includes overseeing road closures, utility encroachments, and traffic control plans.
   
• Plans, organizes, administers, and coordinates the implementation of Capital Improvement Projects or other City projects; involves reviewing and approving grading and encroachment permit applications, and coordinating project-related activities.
   
• Prepares and may present a variety of periodic progress and special reports related to projects and activities; includes preparing comprehensive technical and staff reports in verbal and written form to commissions, Task Forces, City Council, and other agencies.
   
• Confers and negotiates with stakeholders, business owners, and property owners regarding project impacts, potential right-of-way acquisition, and improvements; includes consulting with public and private agencies, and securing various easements on the City’s behalf.
   
• Reviews cost estimates, interprets plans and specifications for contractors, and determines contractual compliance; involves reviewing and approving utility encroachments and traffic control plans for compliance with City standards.
   
• Responds to questions or complaints related to project activities or policy; includes responding to inquiries from the public and resolving citizen complaints.
   
• Conducts contract bid openings, including review and approval of bid documentation, preparation, and analysis of bid summaries.
   
• Exercises sound, independent judgment in the day-to-day administration of specialized or complex projects and activities; includes overseeing project implementation and ensuring compliance with City standards.
   
• Closely coordinates with project or program stakeholders, consultants, contractors, City Council, and project team; includes coordinating with engineers, contractors, and private owners relative to construction and maintenance of private structures and sewer facilities.
   
• Responsible and accountable for designing and delivering projects on time, within budget, and with excellent customer service; includes providing and maintaining data in the City’s asset management and geographic information systems.

The Capital Project Manager I-II (CPM I-II) is part of the Engineering & Construction department at Midpen and we have two vacancies. The Capital Project Managers work on the development and implementation of a wide variety of capital improvement projects to increase public access and enjoyment of Midpen lands. While both positions will emphasize capital project management, one will focus on construction management and the other will focus on design. Ideal applicants are highly organized, creative, energetic, self-starters with excellent oral and written communication skills, who enjoy working in an outdoor open space setting within a collaborative group dynamic. Midpen’s Capital Project Managers foster communication and collaboration with other Midpen departments to coordinate project requirements, work with local jurisdictional agencies to fulfill project permitting requirements, interact with project design consultants and contractors, and maintain project documentation.  Midpen is looking for well-qualified applicants who have demonstrated expertise supporting projects from conceptual design through construction. The first of the two positions will focus on construction project management – evaluating the constructability of a project during design, assisting with bidding, award of contract and managing construction oversight to completion. The second position will focus on supporting senior staff with in-house conceptual design of public access improvements for Midpen.

Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

Work Environment/Conditions:  This position is part of the Engineering and Construction Department at the Midpen’s offices in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position.

Capital Project Managers will often work in the field and hike through steep terrain and wildland areas with poison oak and wildlife.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

• Capital Project Manager II:  Three (3) years of increasingly responsible experience in project management preferably in parks, open space, or related field.

    • Master’s degree in Engineering, Architecture, or Geology discipline
    • Professional license (PE, PG, PLA)
    • Project Management Professional (PMP) certification

ABOUT THE POSITION

The Senior Civil Engineer classification is an exempt, mid-management level position.

Public Works CIP projects involve planning, design, coordination with end users, bid package preparation, and construction management. The City of Berkeley invites you to apply for the position of Supervising Transportation Engineer in the Transportation Division of the Public Works Department! In this role, you will serve as the City's technical expert in the traffic engineering field. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four-year college or university with major coursework in civil or traffic engineering and five years of increasingly responsible professional traffic engineering experience, three years of which were at a level equivalent to the Associate Transportation Engineer class.

Other requirements include:

• Possession of a valid California Registration as a professional Traffic Engineer or professional Civil Engineer. California Registration as a professional Traffic Engineer is preferred.
• Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill three (3) full-time vacancies for the position of Psychiatric Technician I/II within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for individuals to serve as a Psychiatric Technician I/II on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Respond to client’s (Full-Service Partnership and Adult and Children’s Outpatient Programs and other specialty mental health services) crisis calls with or without law enforcement;

• Perform field-based and telephone emergency mental health evaluations and crisis stabilization in accordance with agency procedures;

• Provide crisis intervention and stabilization services to individuals, groups, and families;

• Identify treatment needs and make appropriate referrals for necessary services;

• Assist clients and relatives with understanding behavioral health problems and their reaction to them;

• Work on a multidisciplinary team for crisis response.

• Perform triage and linkages to non-client community members in the Tri-City catchment areas.

• Perform critical incident debriefs at the request of a community partner.

• Ability to respond to a mobile crisis in the community catchment area (Pomona, Claremont, and La Verne) within 60 minutes of disposition.

• Follow up with clients who receive mobile crisis services and collaborate with the client's treatment team for warm hand-off.

• Ability to work in a fast-paced environment and respond to calls during assigned shifts including: after regular business hours, late evenings, overnight hours, and on weekends; field work may be required.

The County of Yuba is seeking a County Surveyor to join its Community Development and Services Agency (CDSA).
