The Executive Director will serve as a visionary leader for the organization and is responsible for coordinating and expanding various mental health services, ensuring team members are meeting desirable outcomes and providing excellence in service to the communities. They will direct the development of organization-wide goals, policies, and procedures and keep the Governing Board aware of financial conditions, program progress, and the organization’s needs. This job requires financial savvy and organizational development expertise. Implementing strategic plans is essential for this role, as it involves spearheading innovative change. Additionally, the Executive Director must be able to provide policy guidance and ensure compliance with governmental regulations. They will also serve as a representative of TCMHA in meetings with governmental agencies, community groups, and other key stakeholders.

Under general supervision, an Employee Assistance Counselor provides clinical assessment, short-term counseling and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues. A Counselor conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Provides clinical assessment, short-term counseling and referral services to employees of the City and County who are experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling of family members and significant others as appropriate.
2. Facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.
3. Assists in evaluation efforts to determine the effectiveness of services provided.
4. Educates employees, supervisors and managers regarding EAP service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program.
5. Provides trauma response, crisis intervention and mediation/conflict resolution services as requested.
6. Collects client and program data for tracking, conducts analysis, and prepares related records and reports as requested.
7. May include additional duties as assigned.

The City of San José is recruiting for a Business Automation and Development Services Supervising Applications Analyst (SAA) in the Business Automation and Development Services Division of the Information Technology Department. The position requires a highly motivated and self-driven individual to lead a team responsible for the City's Permitting and Compliance System (Granicus GovService Amanda platform), Public Web Portal, Records Management System, Electronic Plan Review System (ProjectDox from Avolve), Business Intelligence System, Queue Management System, and Digital Inspection System. The position will oversee new technology implementations, enhancements, integrations, reports, and application upgrades for all Development Services systems. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and direct others in an ever-changing business and technical environment.

The ideal candidate will have solid information management experience, strong interpersonal and communication skills, strong management skills, strong collaboration skills, a commitment to customer service, and the ability to simultaneously manage multiple projects and issues. A team leader, team player, and positive attitude are essential to this position.

Duties may include but are not limited to:

• Understanding of Planning, Building, and Code Enforcement (PBCE) business processes inside a large municipality.
• Planning, organizing, scheduling, and coordinating work related to Development Services applications and systems, ensuring efficient utilization of resources.
• Providing advanced technical leadership to integrate complex existing or new information system technologies.

The City of San José is hiring an Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supervising Technology Analyst) to provide technical support for Oracle PBCS which is used to prepare the City's Capital, Operating, and Revenue Budgets. The PBCS Technical Lead will also support the three custom budget applications: Fees and Charges, Ordinance Tracking, and Budget to Finance ERP Interface and the Budget Office (BO). The BO is responsible for developing and managing the City's operating and capital budgets and service fees and charges. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate will have a strong technical and functional background supporting Oracle PBCS and/or Oracle Hyperion Planning, and multi-dimensional databases with strong analytical skills. In addition, development experience using .NET Framework, Java, or JavaScript to effectively manage and support custom-developed applications is essential. Expertise should cover the entire system implementation lifecycle including gathering business requirements, creating functional and technical designs, application development, and administration.
Key duties include but are not limited to:

• Collaborating with the Budget Office to understand their Oracle PBCS requirements.
• Translating business requirements into technical solution designs.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill three (3) full-time vacancies for the position of Psychiatric Technician I/II within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for individuals to serve as a Psychiatric Technician I/II on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Respond to client’s (Full-Service Partnership and Adult and Children’s Outpatient Programs and other specialty mental health services) crisis calls with or without law enforcement;

• Perform field-based and telephone emergency mental health evaluations and crisis stabilization in accordance with agency procedures;

• Provide crisis intervention and stabilization services to individuals, groups, and families;

• Identify treatment needs and make appropriate referrals for necessary services;

• Assist clients and relatives with understanding behavioral health problems and their reaction to them;

• Perform triage and linkages to non-client community members in the Tri-City catchment areas.

• Perform critical incident debriefs at the request of a community partner.

• Ability to respond to a mobile crisis in the community catchment area (Pomona, Claremont, and La Verne) within 60 minutes of disposition.

• Follow up with clients who receive mobile crisis services and collaborate with the client's treatment team for warm hand-off.

• Ability to work in a fast-paced environment and respond to calls during assigned shifts including: after regular business hours, late evenings, overnight hours, and on weekends; field work may be required.

The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

The ideal candidate will be part of one of the largest, most innovative communities in the nation. Led by the City Information Security Officer (CISO), the Cybersecurity Analyst will implement and manage information and system security programs across the City that keep municipal services secure and resilient. The Cybersecurity Analysts will support the CISO and the City by administering risk identification, protection and compliance, threat detection, incident response, and recovery services for all City departments to achieve business resilience.
