THE POSITION

Tri-City is currently hiring to fill one full time vacancy for a bilingual Office Specialist. The Office Specialist provides difficult, complex, and specialized administrative support to assigned departmental projects and programs; develops, summarizes, and maintains administrative and financial records; types, edits, processes, distributes, and files a variety of documents; enters data and information into various databases and computer systems; and performs related duties as assigned.

This position will perform the following essential duties, including, but not limited to:

• Performs technical and procedural work in support for an assigned department, division, or program; applies technical procedures, methods, and techniques to support program and functions and processes; monitors and explains operational and program requirements and processes to various stakeholders.

• Provides information to the public or Authority Staff that requires the use of independent judgment, compliance with laws and interpretation of policies, rules and procedures.

• Greets and provides general information to clients, visitors, vendors, and staff, in person and on the telephone, in a professional manner; schedules appointments and meetings, and maintains calendars; assists clients by referring them to applicable sources of information; distributes applications and forms, and explains how to complete them; answers requests for information by consulting various available sources.

• Verifies and reviews calculations, forms, data, and reports for accuracy, completeness, and conformance with established Authority regulations and procedures.

• Types, formats, edits, revises, proofreads, tracks, and prints a variety of narrative, statistical, and technical documents, reports, correspondence, spreadsheets, and other documents and materials.

• Inputs, updates, tracks, and extracts information into appropriate databases and billing systems; searches records and files for data.

• Under the supervision of Medication Support Team manager or assigned designee, candidate will be responsible for scheduling all Initial Medication Evaluations, as well as keeping count of number of IME’s scheduled, attempts made, rescheduling, removal of candidates and all necessary functions related to the scheduling of IME, including documentation of action taken per Electronic Health Record.

• Completion of all Pharmacy requisitions and flex funds as indicated on a monthly basis.

• Under the Supervision of Medical Director-Compile Weekly Initial Medical Eval Reports, Monthly IME reports, blocking of all MD schedules including for vacations, trainings and meetings.

The City of Sebastopol is seeking a problem-solving, inclusive, collaborative, and good communicator professional with an understanding of engineering principles and terminology, the ability to read and interpret blueprints and schematics, strong mathematical skills for calculations and measurements, and familiarity with industry standards and safety protocols for the role of Engineering Technician I/II.

This position performs various tasks in the office and field, both technical and administrative, supporting the Public Works Department and the City Engineer. The Engineering Technician I/II will be the primary contact person providing assistance and referrals to visitors at the City’s Corporation Yard. The incumbent may be assigned duties related to compliance programs and reporting, engineering projects, and capital projects, which may include project management, development and plan review, calculating fees, issuance of permits, maintaining plan files and engineering records, field surveys, site inspections, information gathering, data analysis, performing mark and locate functions, participating in surveying activities, or other areas as needed. This is a flexibly staffed classification. Advancement from level I to level II is based on the successful performance of the full range of level II job duties and the existence of an approved and budgeted level II allocation. The department may hire at either the I or the II level depending on the skills, certifications, and licenses held by the pool of qualified applicants.

DEFINITION

DISTINGUISHING CHARACTERISTICS

Plans Examiner I:

The Plans Examiner I is the entry-level class in the Plans Examiner series. This classification is distinguished from the level II by the assignment and performance of the more routine and elementary plan review duties, and level of supervision received.

Plans Examiner II:

The Plans Examiner II is the journey-level class in the Plans Examiner series. The classification is distinguished from the Senior Building Plans Examiner by the assignment and performance of a broad range of plan review duties, the level of independence to operate and level of supervision received.

Senior Plans Examiner:

The Senior Plans Examiner is the advanced, journey-level class in the Plans Examiner series. This classification is distinguished from the level II by the ability to perform the full range of plan review duties, the level of independence to operate and make sound decisions with minimal supervision, and the authority to oversee plan review activities and approve compliant building plans.

SUPERVISION RECEIVED

Plans Examiner I:

Receives immediate supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Plans Examiner II:

Receives general supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Senior Plans Examiner:

Receives minimal supervision from the Building Official. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

• Examines construction plans and related documents for proposed commercial, industrial and residential structures for compliance with codes and ordinances including structural, mechanical, plumbing, electrical and energy calculations, safety and health features, use of material, placements in the property, and setbacks.

• Identifies and makes recommendations for corrections to inadequate plans in order to meet required codes.

• Responds to routine building plan issues and complaints to determine compliance with codes and standards.

• Determine plan examination, permit and other fees and valuation on submitted plans.

• Assists with the resolution of routine problems of proposed projects.

• Coordinates with other departments on project requirements.

• May perform field investigations of structural problems, covering failures, instability, proper installation of unusual designs, materials or equipment, and other unsafe conditions; prepares reports and make recommendations on solutions.

• Responds to questions from the public and other departments, and assists with researching and finding requested construction documents.

• Explains disapprovals or modification recommendations to applicants for permits.

• Assists building permit applicants in completing applications.

• Assists with developing informational literature related to plan check requirements and processing for public distribution.

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management, City staff and the public.

• Performs related or other duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position requires acute hearing and both near and far vision while performing work including customer interactions, reading and inspecting plans, electronic or physical documents, field work and operating assigned equipment. The need to lift, drag, carry and push documents, equipment and supplies weighing 50 pounds or more is required. Additionally, the incumbent in this position periodically works in all weather conditions, including wet, hot and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards. The nature of the work requires the incumbent to drive motorized vehicles, operate in heavy vehicle traffic conditions, climb ladders and often work with constant interruptions.

KNOWLEDGE, SKILLS AND ABILITIES

The following are a representative sample of the KSAs necessary to perform the essential functions of the position:

Knowledge of:

Plan review procedures and techniques; principals of structural design, types of building construction materials and methods; pertinent building codes and ordinances enforceable by the City; engineering mathematics; research methods and sources of information related to building code enforcement; occupational hazards and accepted safety standards and methods of building construction for commercial, industrial, and residential buildings; principles and best practices of effective customer service; English usage, spelling, punctuation and grammar; modern office equipment and procedures including use of a variety of software applications.

Skill To:

Perform a variety of technical and specialized building plan review work; operate an office computer, equipment and variety of work-related software applications; and communicate effectively verbally and in writing.

Ability to:

Perform plan review; identify and solve plan compliance deficiencies of pertinent codes and regulations; make engineering and mathematical computations rapidly and accurately; advise on requirements; investigate complaints, respond to inquiries and mediate resolutions regarding building code and fire life safety in a timely, fair and tactful manner; understand and carry out oral and written directions; plan and organize work to meet changing priorities and deadlines; work in an office environment, which may require sitting for extended periods of time; work in a field environment.

THE JOB

The Executive Director will serve as a visionary leader for the organization and is responsible for coordinating and expanding various mental health services, ensuring team members are meeting desirable outcomes and providing excellence in service to the communities. They will direct the development of organization-wide goals, policies, and procedures and keep the Governing Board aware of financial conditions, program progress, and the organization’s needs. Ability to hire at Mechanic I or Mechanic II level based on relevant experience. Under supervision (Mechanic I) or general supervision (Mechanic II), participates in the more complex and difficult work of staff responsible for maintaining and repairing City vehicles and equipment; maintains and repairs gasoline, diesel powered, compressed natural gas (CNG), and electric automotive, heavy and light construction, and other power-driven equipment; and to perform a variety of technical tasks relative to assigned areas of responsibility.

Under general supervision, an Employee Assistance Counselor provides clinical assessment, short-term counseling and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues. A Counselor conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Provides clinical assessment, short-term counseling and referral services to employees of the City and County who are experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling of family members and significant others as appropriate.
2. Facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.
3. Assists in evaluation efforts to determine the effectiveness of services provided.
4. Educates employees, supervisors and managers regarding EAP service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program.
5. Provides trauma response, crisis intervention and mediation/conflict resolution services as requested.
6. Collects client and program data for tracking, conducts analysis, and prepares related records and reports as requested.
7. May include additional duties as assigned.
