THE POSITION:

The City of San Rafael is recruiting for a Program Coordinator in the Recreation Division of our Library and Recreation Department.  This position is responsible for overseeing operations of the Terra Linda Community Pool, including hiring, training, scheduling of temp/seasonal lifeguards, swim instructors, cashiers for approximately 100 employees, for a 9-month pool season.  The Program Coordinator will develop, implement, and oversee programing for the pool and be responsible for developing the pool schedule.  An understanding of safety, customer service, managing relationships with user groups, problem solving, and leadership skills are important for this program area.  Although an aquatics background is preferred, it is not required at time of hire.  The Program Coordinator will also support the Terra Linda Community Center with program development, special events, rentals, customer service, marketing and other tasks as assigned. 

This position performs the following essential job duties (including but not limited to and may vary with assignment):

• Provides direction to and supervises regular, temporary and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring, disciplinary and evaluation processes.
• Assists in the development, recommendation and implementation of goals, objectives, policies, procedures and work standards for the assigned department division(s).
• Participates in the preparation and administration of an assigned recreation center or specialized recreation program budget.
• Plans, evaluates and coordinates programs, classes, athletic activities and special events, including scheduling facilities, ensuring facilities are set up, scheduling trips and hiring coaches.
• Monitors the day-to-day operations of programs and events, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials and supplies.
• Formulates and organizes program plans and schedules for seasonal and year-round activities and special events. 
• Acts as liaison and representative with a variety of advisory boards, commissions, community groups, law enforcement agencies, schools and councils.
• Creates program flyers, brochures, catalogs and newsletters, including determining content, layout, materials and distribution methods; prepares activity and operating reports.
• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
• Books facility rentals for customers; attends to facility users needs, including permits and equipment; prints weekly event schedule and ensures that all setups are done, manages facility budget, including maintenance and supplies.
• Performs other duties of a similar nature or level.

To be eligible for this position you must have knowledge of/ability to:

• Good customer service techniques.

• Principles and practices of managing recreational programs for community parks, community centers, youth and senior centers, aquatic centers and/or athletic facilities.

OTHER REQUIREMENTS:

• Must possess and maintain a valid California Class C driver’s license with a satisfactory driving record.
• Must have American Red Cross Lifeguard Training (or obtain within 4 months of hire).
• Must have American Red Cross Lifeguard Instructor (or obtain within 1 year from time of hire).
• Must have American Red Cross Water Safety Instructor (or obtain within 1 year from time of hire).

• Equivalent to graduation from a four-year college or university with major coursework in recreation administration, physical education, leisure services or a related field AND
• Two (2) years of full-time or its equivalent of recreation experience, OR

Summary

Qualifications

This entry-level classification requires limited time on the job before an incumbent can function at the full journey level. Bocce Referee
As a Sausalito Parks and Recreation Bocce Referee, you are responsible for set-up, management, and cleanup of scheduled Bocce matches. You are the enforcer of rules, an impartial judge, and an advocate for fun and fair play. The ideal candidate will maintain a positive attitude and provide a friendly environment when communicating with teams and keeping score. This position reports directly to the Recreation Supervisor.   The ideal candidate must meet all minimum requirements as listed below and be confident and capable of dealing with conflict and intense games.  

Event Staff

As a Sausalito Parks and Recreation Event Staff member, you are responsible for actively participating in set-up, cleanup, and management of your assigned event.  You must arrive on time and remain until the event leader release you after the event.   Event staff may set up chairs, tables, stages, corridors, and barriers.  You may be asked to perform traffic control or direct drivers to parking.   The ideal candidate will have a can-do attitude, smile often, meet all of the minimum requirements below, remain calm under pressure and in the face of adversity, be cheerful, and love the diversity of people.

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: High school diploma or equivalent is required. An associate degree or completion of technical courses in building codes or inspection principles or techniques is desirable. ICBO Permit Technician Certification is highly desirable.

Experience: Two (2) years experience working in a building or planning department, with six (6) months to one (1) year of experience in computerized building permit applications processing. 

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• ICBO Permit Technician Certification is required within the first full year of employment with the City in this position

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. POSITION SUMMARY

The Wildfire Resilience Coordinator will manage projects related to the overall MRCA efforts regarding wildfire resilience, including tracking and analyzing existing funding sources related to wildfire preparedness and response, supporting staff project as defined by the early action wildfire resilience plan, coordinating with other MRCA and SMMC staff members working on wildfire related projects and programs, preparing and documenting further regional needs.

This position requires a highly motivated, responsible, organized and self-starting individual who can handle an array of tasks at the same time as part of standard workload, has good judgment and can make decisions, and works well independently and as part of a small team.

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non­profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for wildfire resilience including improvements, workforce development, ignition prevention and suppression, inspection and monitoring and structure hardening and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development. Special projects assigned or led by the Chief of Staff will be supported by this position.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.
• Coordinate between MRCA divisions to track agency-wide wildfire resilience efforts and guide the agency towards accomplishment of big picture wildfire resilience priorities.
• Perform day-to-day administration of grants, prepare required reports and ensure conformance with grant agreements. Analyze, verify and obtain payment approvals for invoices.
• Interagency coordination: Coordinate with Santa Monica Mountains Conservancy grantees to perform tracking and data management on wildfire resilience grants.
• Coordinate with Santa Monica Mountains Conservancy, its grantees, and regional stakeholders to advance wildfire resilience efforts in Southern California.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Demonstrate proactivity to initiate and drive projects, leveraging past experiences, consulting with colleagues, and referencing relevant documentation to successfully launch and manage projects without established precedents.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Write and coordinate grant proposals and research new funding opportunities for wildfire resilience and workforce development related planning efforts.
• Cooperate with other team members to accomplish project goals; provide support to coworkers on other projects.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Write comprehensive reports based on samples, summarizing and analyzing information to provide clear conclusions in the sample's format and style

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. Occasionally work in outdoor weather conditions and move between multiple work sites. The employee must occasionally move items weighing up to 20 pounds inside the office.

Required Hours And Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work remotely and out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors.

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position will have contact with members of the public in public areas such as parking lots and shared public/office restrooms, and during public meetings.

MINIMUM QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the essential functions. Education and Experience

• B.A. or B.S. degree or higher in preferably environmental studies, education, project management, landscape architecture, or related field. Experience may substituted for academic degree.
• Two (2) years of highly relevant experience performing project management and administration duties that include: creative problem solving, working on an interdisciplinary team, coordinating consultants, technical writing, scheduling, and budgeting.
   

Knowledge of:

• Windows-based programs including word processing and spreadsheets, Office 365, iCompass.
• Office practices and procedures.

Ability To:

• Ability to establish and maintain cooperative relations with those contacted in the course of work.
• Work independently, or as part of a team.
• Possess excellent oral and written English language skills. Not required to be a native English speaker, but fluency in English will be required.

Othe Requirements

Candidates must have a valid California driver’s license in good standing with a satisfactory driving record. Employees must be willing to participate in agency emergency response.

Wages
The range of hourly rates for a Project Analyst III is $32.09 to $39.01.

Tri-City is currently looking for one (1) individual to fill a vacancy for the full-time Office Assistant position, within Centralized Scheduling. The Office Assistant is responsible for performing the full range of duties as assigned.

This position will perform the following essential duties, including, but not limited to:

• Primarily will work within our electronic health record and call clients or take incoming calls to schedule appointments and reschedule missed appointments. 

• Complete daily reminder appointment calls. 

• Performs a variety of office support duties related to the assigned work unit; gathers information from a variety of sources, including data systems and clients for the completion and processing of forms, records, and other documents; contacts individuals, other departments, or agencies to obtain additional information.

• Receives and screens visitors; provides general information to clients, visitors, vendors, and staff, in person and on the telephone; assists clients by referring them to sources of information, hands out standard forms and explains how to complete them; answers requests for information or refers to other Authority staff.

• Inputs, updates, tracks, and extracts information into appropriate databases, billing systems and files; searches records and files for pertinent data.

• Maintains records, logs, files, and other forms of information, including various demographic reports, and room schedules specific to the assigned division or department.

• Proofreads and checks files including charts and other documentation for accuracy, completeness, and compliance with departmental policies; makes copies, schedules appointments, and types correspondences and memos.

• Collects and maintains client financial information/fees and related documents and enters the information into billing systems; keeps all client financial information updated.

The Department

The Community Services Department strives to improve the health, wellness and quality of life for Fremont residents by offering a wide variety of exceptional educational and recreational programs and services, historic and cultural resources, facilities, unique attractions, special events, park use and urban forestry.

The Position

The Deputy Director oversees the Recreation Division including the Park Rangers, and management of all recreation programs and activities; other department divisions or sections may be assigned.  The incumbent assists in departmental policy development, administrative and budgetary planning, and problem solving for the Community Services Department, and acts as Director in their absence; performs related duties as required.

Examples of Duties

• Assists the Department Director in administration of departmental programs and services.
• Develops and implements strategic vision for the Community Services Department.
• Plans, organizes and manages a comprehensive recreational program and related activities, including special events, special interest classes, park and playground programs, summer day camps, adult sports and events and programs for all segments of the community.
• Formulates and oversees plans for the conduct of recreation programs to maximize the use of recreational areas, facilities and equipment.
• Supervises assigned divisions through subordinate supervisors, and trains and evaluates assigned staff.
