THE POSITION:

The City of San Rafael Police Department is seeking to fill the full-time exempt position of Senior Management Analyst II (Advanced Professional Temp). This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

 The Senior Management Analyst (Advanced Professional Temp) will support the work of the newly formed Police Advisory and Accountability Committee (PAAC).  

This position performs the following essential job duties (including but not limited to):

• Manages community concerns of the PAAC.
• Supports the public meeting process including coordinating agenda items for public meetings, memorializing meeting minutes and any actions taken by the PAAC.
• Supports the PAAC Chair in the facilitation of the meeting process for this new committee. 
• Analyze, research, and prepare reports based on data analysis.
• Assess and examine public safety best practices.
• Provides administrative support between meetings and in preparation for public meetings.
• Performs related duties as required.

To be eligible for this position, you must have knowledge of:

• Principles and practices of local government and public administration.
• Methods of research, program analysis, and report preparation.
• State legislative procedures.
• Communication strategies.
• Public relations and relationship building.
• Computer skills including graphics software.
• Parliamentary procedures and knowledge of the Brown Act is preferred.

• Equivalent to graduation from an accredited four-year college or university with major coursework in public administration, business administration or a related field.
• A master’s degree in public administration, public policy, or business administration is highly desirable.

Senior Management Analyst II/Advanced Professional Temp: (in addition to the requirements for the Senior Management Analyst I, this level requires):

• Five years or more of experience performing increasingly complex, professional analytical work with a high degree of autonomy.

The City of San Rafael is recruiting to fill a Senior Management Analyst vacancy within the Finance Department.  This position will report directly to the Finance Director.   The Senior Management Analyst I/II will support the city-wide budget process, including operating and capital budgets as well as long-term financial planning/forecasting.  You will perform fiscal and policy analysis of city-run programs and services. THE POSITION:

This position provides advanced staff level assistance to executive or other management level staff, performs a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs. 

You will join a team of analysts across the City who are assigned to different departments but work together as a team on the important management, budget, communications, and analytic functions for the City.

Senior Management Analyst I – this is the entry-level classification.  Initially incumbents perform the more routine administrative analysis on new and current projects while learning City policies and procedures and gaining specialized knowledge related to the area of assignment.  As experienced is gained, there is a greater independence of action within established guidelines. 

Senior Management Analyst II – this class is the full journey level class and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs and policies.  Incumbents perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration and city officials as well as working with high degree of independence in interacting with all levels of city employees, managers, elected officials, community groups, and other governmental agencies and the public. 

This position performs the following essential job duties (including but not limited to):

• Assists or leads projects, tasks, and assignments that are priorities for the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.
• Supervises, plans, organizes, and reviews the work of lower level technical and clerical staff.
• Leads departmental communication efforts, providing information to the pubic and interacting with media on issues pertaining to the functions and issues of the Department and City.
• Participating in drafting and implementing Department and/or City-wide goals, policies, and procedures.
• Manages or participates in special projects, including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepare and present reports; participates in a variety of Department operations.
• Reviews council reports to ensure financial information is accurate and that policy issues have been addressed in advance.
• Tracks the impact of State and Federal legislation on the Department or city and make recommendations regarding City positions. 
• Prepares and monitors department annual and capital budgets, mid-year budget review, work plans and periodic forecasts; provides complete analysis of revenues and expenditures for each program, re-forecasts and develops new budgets.
• Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.

• Prepares and administers various grants for the department; monitors active grants to ensure that all stipulations and regulations regarding the use of funds are met; and maintains required records to ensure compliance.

• Performs related duties as required.

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. San Bruno Fire Department

Fire Cadet Opportunity

The City of San Bruno, Fire Department offers an exciting opportunity to serve as a Fire Cadet, working alongside San Bruno Firefighters.  The one-year Fire Cadet program is an unpaid, volunteer work experience that offers hands-on training, and introductory knowledge of firefighting skills, fire service tools and equipment.  Cadets respond to emergency calls, render Basic Life Support, and participate in training and in the daily station duties. 

The cadet program is one year in length, and cadets must be willing to commit a minimum of 48 hours per month.  Upon completion, this one-year program meets the certification requirement of one year part-time/volunteer work experience for California State Fire Marshal's Office State Firefighter 2 certification. 

 MINIMUM REQUIREMENT:

• State of California Emergency Medical Technician (EMT) or National Registry EMT certification.
• Possession of a valid driver’s license and a driving record with minimal violations.
• Possession of a Firefighter I Academy certification (or proof of “student in good standing” letter signed by an Academy Instructor if currently enrolled).

• Knowledge of the principles, practices, and methods of municipal budgeting, finance, and/or public administration;

• Ability to demonstrate competency in research and analysis;
• Ability to work as a team member and respond in a positive manner to supervision.

Education: Equivalent to a Bachelor’s Degree from a four-year college or university with major work in public or business administration or related field.

Experience: One to two years of general administrative experience, preferably in grant administration in local government.

License: Possession of a valid Class “C” California Driver's License.

Pioneer Community Energy Seeks a Manager, Quantitative Analysis and Modeling

THE POSITION
The Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients.
• Performing fast and accurate market risk measurements.
•  Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitoring exposure to adverse market changes.
• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics.
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

QUALIFICATIONS
Qualified candidates will have an ability to perform complex analytical work in support of Pioneer’s product structuring, resource planning activities and rate setting and apply analytical and research methods to a variety of electric utility program areas including planning, forecasting, load research, utility demand, and demand-side management.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.
Experience: Five to ten (plus) years of experience in a position with similar duties including programming expertise (e.g., C++, Python, R, Matlab).

COMPENSATION PACKAGE
Salary - The salary range is $115,934 - $173,322, with placement dependent on qualifications plus generous benefits
