The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team strives to provide and AFS staff work together to provide a continuum of supportive services that range from health promotion activities to home-based end of life care. AFS has a Senior InfoLine (phone and email) that is answered in 4 language (Farsi, English, Spanish and Chinese) that is often an entry point. As an older adult or their caregiver’s situation changes, they seamlessly have access to a continuum of programs that include counseling and emotional support; care coordination and resource assistance; specialized family caregiver support and education. Many of these supportive services are provided in the resident’s home. We also provide regular expert clinical consultation, supervision, opportunities for self-reflection, and team building, fostering a culture of empathy, inclusivity, humility, and respect.

 

The Position

 

Under the supervision of the Age Well Center Managers, the Chef/Food Services Manager position manages meal programs for the City of Fremont’s Age Well Centers. Chef responsibilities across both Age Well Center locations include the performance of menu planning, purchasing of foodstuffs, preparing quantity meals, supervising and assisting kitchen employees and volunteers and maintaining clean and orderly kitchens.

The incumbent will be responsible for properly cooked, economical, and wholesome, well balanced meals in City operated Age Well Centers. This position is not limited to being responsible for the assignment of work, supervision and evaluation of paid and volunteer food service workers. The review and approval of proposed menus, food purchases, control and monitoring of expenditure rates; and institution of disciplinary actions are functions reserved for the Program Coordinator or Age Well Center Managers.

 

Examples of Duties

 

• Plan menus with consideration for the dietary needs of older adults, wholesomeness, quantity of food to be prepared and budgetary constraints.
• Estimate food requirements and requisitions for food and supplies.
• Prepare, cook, and serve a wide variety of foodstuffs for quantity food service.
• May cut/carve and cook meats; bake breads, cakes and pastries; peel and prepare vegetables; and make salads.
• Place food in serving containers and serves food.
• Maintain proper temperature, rotation and storage of food.
• Direct and assist in cleaning kitchens and kitchen equipment after each meal.
• Estimate food requirements and requisitions for food and supplies.
• Direct and assist in the cleaning of the kitchen and kitchen equipment after each meal.
• Oversee that the kitchen and equipment are kept clean, sanitary and in proper working condition. Schedule regular maintenance of kitchen equipment as needed. Maintain standards of safety and sanitation in kitchen area.
• Recruit, train, supervise, instruct, and direct employees and volunteers assigned to working in the kitchens.
• Develop and support additional meal programs, including, but not limited to fundraisers, catering events and cooking demonstrations and special events.
• Keep records and prepare reports as required. Inclusive of any certification requirements and/or medical clearances required of subordinate employees and volunteers.
• Oversee community garden program, including crop rotation, seasonal planting, and maintenance assignment.
• Coordinate with office staff, marketing and sales strategies to increase visibility and participation for meal programs.
• Ensure kitchen compliance with health regulations and participate in health inspections.
• Other duties as assigned.

LIFEGUARD I ($16.54 hourly)

SUMMARY

Under immediate supervision, monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; learns, explains, and enforces safe swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; and performs related work as required.  Lifeguards may be asked to perform office or front desk duties in the aquatic office only.  

 

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

 

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification in the Lifeguard series.  Initially under close supervision, incumbents learn to perform essential lifeguard duties.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.  As experience is gained, assignments become more varied; close supervision and frequent review of work is reduced as an incumbent demonstrates the skills necessary to perform the work independently.

3. Performs all required lifeguard-training skills as needed.

QUALIFICATIONS

Education and Experience:

• Prior experience participating in aquatics programs or performing lifeguard duties is desirable.

 

Knowledge of:

• Principles and techniques of lifeguarding, including lifesaving methods and procedures.
• Operational characteristics of water rescue safety equipment and devices.
• Principles and practices for providing high level of customer service.
• Modern office practices, methods, and computer equipment and applications.

 

Ability to:

• Learn and understand the organization and operation of the District’s aquatics facilities.

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

 

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

 

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.

LIFEGUARD II ($19.20 hourly)
 

SUMMARY

Under general supervision, opens, closes, and secures the pool facility; monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; explains and enforces swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; prepares facilities and sets up equipment for special activities and events; and performs related work as required.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

 

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the Lifeguard series responsible for performing the full range of lifeguard duties, including patron safety and opening/closing an assigned pool facility.  Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the aquatics operating procedures and policies.  This classification is distinguished from the Aquatics Lead in that the latter is an advanced journey-level classification which provides technical and functional direction over assigned lifeguard staff.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Pool Manager (CRS Program Manager) - $19.93 -$24.22/hourly
  • Under general supervision of the Recreation Coordinator, able to perform all duties and responsibilities of a Lifeguard and Senior Lifeguard, assist in staff meetings and lifeguard trainings, direct contact for participants to explain pool rules, policies, and procedures. This is an unrepresented mid-management classification that oversees, directs, and participates in the day-to-day operations of an assigned Human Resources division, including planning, and budgeting, coordinating with other divisions and departments, and managing and accomplishing the complex and varied functions of the department. EXPERIENCE AND EDUCATION:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible Human Resources management experience including assignments in the areas of recruitment, selection, classification, training, compensation, employee and labor relations, worker's compensation and safety administration, and employee benefits or other pertinent job-related areas, including two (2) years of supervisory or lead experience.

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in human resources, business, or public administration or closely related field.

POSITION

Depending on assignment, essential duties may include but are not limited to the following:

• Assist Utilities Division with water and sewer maintenance and repair efforts, such as manholes, fire hydrants, valves, meters, vaults, boxes, and lids.
• Perform a variety of unskilled and semi-skilled work in the maintenance and repair of beach facilities, including dumping trash cans, picking up debris along waterline, cleaning rest rooms, driving 4-wheel drive trucks on beach, performing minor plumbing and building maintenance, removing graffiti, painting, hand-picking litter and other related duties as assigned.

The Position: 
 
This is a professional position in the unclassified service, responsible for managing the one or more of the Engineering Divisions of the Electric Department relating to transmission planning, distribution engineering, capital improvement project delivery (design & construction), system expansion program, and environmental compliance.  The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Department and with customers, professionals, managers and all City Departments.

Typical Duties

Under general direction: 
• Plan, develop, coordinate, perform, and direct the activities of the Engineering Division of the Electric Utility Department;
• Provide management and supervision for all activities of Engineering in the planning, engineering and design of individual system extensions, revisions and improvements;
• Provide recommendations on a broad spectrum of division-related issues;
• Manage assigned staff, provide technical instructions and assistance as necessary; develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws;
• May be responsible for directing the activities of consultants and contractors;
• Attend meetings and work with engineers, contractors, specialists and City staff to ensure that City guidelines are met in the determination of requirements of projects;
• Represent the City at industry meetings, management groups, professional organizations, and other meetings;
• Make periodic and special reports, which describe the current Engineering Division activities and conduct special studies and prepare reports, including findings and recommendations, as required;
• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards;
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements;
• Conduct review and analysis of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers;
• Confer with and assist the Director of Electric Utility in the development of long-range plans, goals and objectives, and budgets;
• Manage, schedule and evaluate the work of Engineering Division staff, and develop processes designed to support a continuous learning environment;
• Analyze Engineering Division operations to determine the most efficient and effective assignment of staff;
• Prepare the Engineering Division budget, recommend allocation of division funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services;
• Administer and assist in the staffing, administrative and financial matters of the Engineering Division; and
• Perform other related duties as assigned. 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
• Education or experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or closely related field; and
• Four (4) years experience at a responsible level in engineering in the electric utility industry or closely related field is required. 

DESIRABLE EXPERIENCE
• One (1) year of experience managing staff, and with responsibility for division budget planning and administration is desirable.

DESIRABLE QUALIFICATIONS
• Possession of a certificate of registration as a Professional Engineer in the State of California is desirable.

POSSIBLE SUBSTITUTION
• Possession of a valid certificate of registration as an Electrical Engineer issued by the California State Board of Registration for Civil and Professional Engineers may be substituted in lieu of a bachelor’s degree in electrical engineering or closely related field.

• Operates passenger vehicles requiring Class C driver's license

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Graduation from an accredited junior college with an Associate of Arts degree or higher in engineering or its equivalent, including satisfactory completion of college level courses in writing, mathematics, engineering and related courses; and
• One (1) year working with geographic information system (GIS) tools and systems or one (1) year working with computer-aided drafting (AUTOCAD).
 
Desirable Qualifications:

The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility.
