The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The department’s nationally and internationally recognized programs support residents throughout their life course, from infants to elders. Human Services billing sections supports multiple programs that provide community services to residents. The billing staff work with a variety of HSD staff, including clinicians and administrators, as well as program vendors and state and county agencies.

The Position

The City of Fremont, Human Services Department - Billing Unit is looking looking for candidates who are eager and interested to learn and grow their finance and billing skills and be part of a dynamic customer service oriented team. Under direct supervision of the Management Analyst II, the Human Services Billing Unit Accounting Specialist I will work as part of a billing team and also across the various department divisions. This position is responsible for assisting in the billing process of our Medi-Cal programs through the use of our new electronic health record system and other county, state and

funder based billing systems. Our department provides an array of counseling and case management services to children, youth, seniors and families across the Tri-City area. The Billing Unit is tasked with ensuring that our services are billed to the appropriate sources. The Billing Unit is committed to providing an engaging and supportive work environment, where staff are cross trained, have opportunities to work independently, and learn specialized skills.

Advancement to level II requires gaining the knowledge, skills, and experience that meet the qualifications and demonstrating the ability to consistently perform the work of the level II classification.

Examples of Job Duties

• Perform financial, accounting or statistical office support duties including producing invoices and billing of services, accounts payable, accounts receivable and purchasing functions.
• Reconcile service billing to actual service provision. Billing can be done electronically or manually.
• Provide a variety of financial, accounting and auditing office support duties in the preparation, maintenance and processing of accounting and financial records.
• Issue receipts and balance accounts on a regular basis.
• Record or post information, data or figures.
• Maintain a variety of manual and automated records.
• Receive reports and other requests for payment with purchase order or contract documents.
• Reconcile and prepare payment requests for service and non-purchase order expenditures.
• Receive and process bids, quotes, requisitions, purchase orders, agreements, contracts, and other documents.
• Research and assemble information from a variety of sources for the completion of forms or the preparation of reports, invoices and/or cost reports.
• Review and reconcile reports, computer output and related data.
• Provide information to the public or to City staff that may require the use of judgment and interpretations of City policies and ordinances, rules or procedures.
• Make mathematical calculations.
• Provide information to vendors regarding invoices and purchase orders.
• Operate standard and specialized office equipment including computer equipment.
• Enter and retrieve data from an on-line or personal computer system and uses such technology to produce reports, tables and graphs.
• Prepare client statistical reports from database used for Clinical and Family Support Service programs.
• Attend County Medi-Cal Administrative Activities (CMAA) and Targeted Case Management (TCM)provider meetings and trainings.
• Perform a variety of general administrative office support duties such as typing, proofreading, filing, and answering the telephone.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Enter or transfer data to multiple data systems used by the County and State where deadlines may be prescribed.
• Prepare data reports which will assist department administrators to track contract compliance requirements.
• Other duties as assigned.

Key Responsibilities:

• Provides information and referral services to residents within assigned site(s), including securing full range of social services as needed by individual residents.
• Maintains accurate and timely electronic documentation on all resident demographics, issues, requests, statistics, incidents, interactions and outcomes.
• Establishes constructive relationships with residents, community agencies, property management and related staff.
• Educates residents on service availability, benefits and other application procedures, tenant rights, tools for healthy living and lease compliance.
• Publishes building activities and events through flyers, newsletters and a monthly calendar.
• Leads a wide range of activities designed to build community and provide residents with opportunities for socialization, wellness, education and volunteering.

The San Mateo County Registration & Elections Division is seeking seasonal Election Worker – Office Assistants to assist in the upcoming March 5, 2024 Presidential Primary Election. This is an excellent nonpartisan opportunity to be involved in the election process! We are currently seeking dedicated and hard-working individuals for temporary, full-time positions to be hired into one of the following areas:
 
Clerical Support/Vote by Mail

• Data entry
• Processing Vote by Mail ballots 
• Retrieving ballots from the post office
• Counting ballots
• Operating ballot processing equipment

 
Ballot Retrieval

• Retrieving voted ballots from Ballot Drop Boxes throughout San Mateo County
• Delivering voted ballots to San Mateo County Registration & Elections Division
• Driving County vans throughout the day (and evenings, as needed)
• May also help with delivering supplies to Vote Centers

Supplies

• Inventorying and packing/unpacking Vote Center supplies
• Fulfilling inventory/supply lists for multiple Vote Centers
• Recording and updating inventory numbers regularly
• Operating pallet jacks and other devices to safely relocate supplies
• Accepting shipments and packages to the warehouse 
• Delivering supplies to Vote Centers
• Valid California driver license required

Clerical Support/Voter Registration

• Data entry
• Updating voter registration records based on information from statewide voter registration database and other governmental agencies 
• Preparing, verifying, and processing provisional ballots including a review of challenged ballots
• Preparing, verifying, and processing petitions, including nominations, initiatives, and recall petitions and performing second-level petition verifications

 
Customer Service/Phone Bank

• Assisting voters in finding election material and understanding their voting opportunities over the phone

 
Outreach Services

• Demonstrating voting equipment
• Registering voters
• Presenting information about the upcoming election

Vote Center Help & Support

• Answer and route calls from Vote Center Representatives, Field Techs and Ballot Retrieval Operations
• Assist Vote Center Representatives in resolving procedural, equipment and/or supplies issues at the Vote Centers 
• Create, assign and/or resolve incident tickets
• Call center experience preferred, but not required 

 
Voting Equipment

• Function-testing voting equipment
• Assisting in delivery and pickup of voting equipment at Vote Centers
• Driving personal vehicles to and from Vote Centers to troubleshoot equipment (required)

 
Fluency in Spanish, Mandarin and/or Cantonese, Tagalog/Filipino, Korean, Burmese, Hindi, or Japanese is preferred in Customer Service/Phone Bank and Outreach Services but not required.
 
The hourly wage for this position starts at $21.72.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

 

Qualifications

Ideal Clerical Support and Customer Service candidates will have a minimum of one year of general clerical, office assistant, phone services, or computer experience. Outreach Services candidates will have strong public speaking abilities and are bilingual in at least one of the above listed languages. Voting Equipment candidates will be able to lift and carry materials weighing more than 50 pounds and must use personal vehicles to service Vote Centers. Ballot Retrieval candidates will have a valid CA Driver License and be able to carry materials weighing up to 50 pounds.
 
Critical skills for all Election Worker Office Assistant positions include the ability to prioritize work, coordinate several activities, organize, and maintain accurate files and records, and understand and carry out oral and written directions.
 
Typical office hours are 8:00 am to 4:30 pm, Monday through Friday. However, these positions may require working overtime, including long hours, weekends, evenings, and holidays.   (Any authorized time worked more than 40 hours in the workweek shall be considered overtime and shall be compensable at the rate of one and one-half (1-1/2) times the overtime worked.

Generally, extra-help employees who work on a holiday shall be compensated for such time worked at the rate of one and one-half (1 1/2) times the straight-time rate as provided in the Overtime Section of this MOU for their work group).
 
The selected individuals must be available for the entire employment period until the completion of their assignment.

The Administration Division of HSD specifically supports a robust grants program that administers federal and local funding that addresses the needs of lower income Fremont residents. The Department receives approximately $2.2 million in annual federal funding from the Department of Housing and Urban Development (HUD) and an additional $800,000 in local funding to administer to non-profit and community agencies that provide vital services to Fremont’s most vulnerable residents.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
• Prepare and execute purchases orders, process invoices, and keep grant accounting records.
• Provide support of the CDBG Citizen Advisory Committee (CAC) meetings and provide assistance through the coordination of the meeting schedule, preparation of meeting agendas, summary notes of meetings, and other materials (requires evening attendance).
• Assist in the Request for Proposal (RFP) Process for all grant programs and provide assistance in operating Zoom Grants for the intake, review, and final scoring of grant proposal applications.
• Provide customer service assistance to subgrantee agencies for a variety of contract administration needs.
• Prepare, organize, and maintain records needed to help programs meet audit requirements.
• Process CDBG Rehabilitation loan payoff and subordination requests. Research and analyze loan agreement regulations on a case-by-case basis.

The Office of Mayor Matt Mahan is recruiting for a Council Policy & Legislative Director, seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, making recommendations, and developing action plans for meeting the Mayor’s policy objectives. Policy areas of focus may include public safety, housing, homelessness, environment, neighborhood quality of life, land use, or economic development.

The total salary range for the Council Policy & Legislative Director is $68,619.98 - $109,791.76. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.

Responsibilities for the position may include, but are not limited to the following:

• • Develop and maintain positive working relationships with City Council offices, City departments, community organizations, residents, business community, non-profit organizations, and government agencies as they are key partners on policy and as a representative of the Mayor’s Office.
  • Coordinate projects citywide with City administration.
  • Lead initiatives within an assigned policy portfolio. Drive policy priorities through government and legislative process. Research best practices on assigned policy portfolio.
  • Gather background information relative to issues pending before the City Council.
  • Draft routine to complex correspondence, memoranda, and reports which articulate the Mayor’s policy initiatives.
  • Prepare speeches and talking points for the Mayor.

  • Gather background information relative to issues pending before the City Council
  • Analyze a wide variety of materials on assigned projects, programs, and topics.

  • Attend and represent the Mayor at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings.
  • Perform other duties of a similar nature or level as required.
  • Conduct public meetings and events on behalf of the Mayor and/or prepare summaries of public and private meetings, reports, memoranda, and other documents for review by the Mayor.
  • Provide support in community engagement efforts with neighborhood, district or citywide business or community groups or associations and other interested parties regarding community concerns, issues, and priorities.
  • Performs other duties as assigned.

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. Candidates must be willing to work evenings and weekends on occasion, and as exempt management employees, are not eligible for overtime compensation.
