THE POSITION:

The City of San Rafael Library & Recreation Department, Child Care Division, is accepting applications for Child Care Instructor II to work in our School-Age Programs at Mary Silveira and Vallecito Children’s Centers.  Under the supervision of the Child Care Director, the Child Care Instructor II will provide developmental care and supervision to children enrolled in the childcare program; implement age-appropriate curriculum for children; establish and maintain supportive relationships with children and parents.  Incumbents in this position assume primary responsibility for planning, scheduling, and organizing curriculum and other activities for childcare participants.  In the absence of the Child Care Director, the Child Care Instructor II may assume those duties.

This position performs the following essential job duties (including but not limited to):      

• Plan, implement and supervise enrichment and recreation-based programs.
• Develop age-appropriate curriculum and activities to stimulate children’s cognitive skills, abilities, and development.
• Evaluate needs of children, staff, and site to maintain a safe and healthy environment for children and staff.
• Maintain accurate attendance and enrollment records; maintain appropriate confidential records.
• Supervise and coordinate the work of subordinate childcare staff.
• Monitor and order classroom supplies and materials as needed.

Responsibilities:

Leaders in IT all play a key role in working across organization boundaries to deliver superior IT services while shaping to emerging demands. Working under the CIO and Assistant CIO, the Deputy CIO is a member of the IT Executive Staff and must demonstrate how to be an equal and trusted part of the leadership team. San Jose leaders are “working executives” with high expectations for personal work output. 

Reporting through the City CIO and Assistant CIO, the Deputy CIO oversees a team of ~30 contributors and a Citywide portfolio supporting ~7,000 employees and volunteers. Key metrics for DCIO center on customer satisfaction, reliability, performance, and project-value success. 

A short snapshot of the Business Solutions DCIO’s portfolio includes over 140 primary business applications, including a technical environment that spans Oracle (PeopleSoft/Taleo/Hyperion), Cayenta, SimpliGov, Microsoft O365/SharePoint/OneDrive/MSSQL), multiple cloud providers, enterprise reporting and data visualization solutions, and specialized applications in revenue, treasury, utilities billing, et al. 

Specific responsibilities include:

1. Direct and lead multiple teams by establishing division goals and performance standards, conducting regular evaluations of the staff members' performance, and coaching staff members on performance and career development consistent with the departmental mission and expectations. 
2. Proactively monitor technology solutions and plan for system roadmaps that will benefit the City's ability to provide services in the most efficient and cost-effective manner.
3. Manage and develop the skills and competency of the Information Technology Department staff based on current needs as well as emerging technologies or business strategies needed to support all work initiatives.
4. In partnership with City departments, provide executive leadership through strategic goals, objectives, and high-level requirements executed with departments.

The Capital Asset Senior Accountant position will be filled at the Associate level and will be responsible for all aspects of accounting associated with the management of tangible and intangible capital assets. Education: A Bachelor's degree in accounting, public administration, business administration, finance or related field, including completion of a minimum of 24-semester hours in accounting.  A Master's degree in an applicable discipline or CPA certification is highly desirable.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)    

Experience: Five years of increasingly complex and responsible accounting and auditing experience that includes three (3) years of increasingly complex and responsible accounting and capital asset management; demonstrated proficiency serving as functional lead for two major accounting program areas; including the equivalent of two years as an Accountant/Auditor II in MTC.

Preferred Experience:
Experience in capital assessment management, governmental fund accounting, and financial statement preparation is highly desirable.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Specific duties and responsibilities include, but are not limited to, the following:    

• Review of capital projects and operating accounts to capitalize/expense assets; disposal and timely recording of assets. 
• Review of invoices and contract to ensure the accuracy of capital assets accounting records in accordance with the Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standard Board (GASB); Federal and State grant rules; and regulations including OMB super circular 2CFR Part 200.
• Manage fixed asset activity including performing system depreciation expense and capitalization of assets in the capital asset system.
• Analyze accounting data in the capital asset system, subsidiary, and general ledger to review and highlight variances, trends, exceptions and discrepancies, taking action as appropriate.
• Prepare month-end capital asset reconciliations between capital asset system and General Ledger. 
• Identify and document accounting treatment (capital or expense) for capital asset projects. •   Ensure historical reference by documenting procedures and decisions, maintaining required documentation, and providing documents as necessary.
• Establish and maintain strong, collaborative relationships with project managers and other departments to ensure the accuracy of capital assets accounting treatment. 
• Assist in developing/updating the Capital Asset Management policies and procedures in coordination with other departments within the agency.
• Perform and coordinate the annual equipment inventory review.
• Support lease accounting compliance by managing lease activity records. 
• Assist in the monthly financial close activities.
• Prepare capital assets schedules for various audits (e.g. financial statements audits, federal audit, state audit, etc.) and provide documentation for auditors as necessary. 
• Perform other job-related duties as needed or assigned by the Section.

The City of San José Information Technology Department (ITD) seeks an exceptional senior manager to lead the City Portfolio-Products-Projects Office (C3PO) as Division Manager. 

The Portfolio-Products-Projects Office is a six year-old division in the City. Deconstructing traditional project management, San Jose’s C3PO is responsible for (1) executing technology and innovation initiatives with success; (2) ensuring strong business value from City products and platforms over time; and (3) building organizational capacities for the City to consistently transform and improve. 

The C3PO Division Manager will inspire team members and nurture a culture that is truly collaborative and customer-centric towards these ends. The position is critical to the City achieving ambitious goals to innovate, accelerate delivery of solutions, support deep collaboration and deliver remarkable value to the San Jose organization and community. 

The leader of the C3PO will work directly with the Chief Information Officer (CIO) and Assistant Chief Information Officer (ACIO) to build the team through a significant hiring phase. In its first five years, the C3PO already drastically improved technology execution success rates, earning the trust of partner departments. • Deliver continuously high business value from the City’s products and platforms through expert lifecycle management; and

Specific examples of work priorities over the next 18 months include: My San Jose, Business Process Automation, Integrated Permitting System and Development Services Upgrade and Transformation, Vehicle Blight service request management, 3-1-1 contact redesign, Business Tax system, emergency management technology refresh, IoT platforms and controls, infrastructure initiatives, and other efforts at the forefront nationally. Work is measured on the basis of hitting targets for cost, schedule, scope/quality, and realization of value at the customer level.

The Office of Mayor-elect Matt Mahan is recruiting for a full-time Council Policy & Legislative Director and seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, make recommendations, and develop action plans for meeting the Mayor’s policy objectives. Experience and knowledge of public policy in homelessness and affordable housing is highly desirable. Bilingual language skills (Vietnamese, Spanish, and/or Chinese) both oral and written skills are desirable, but not required. 

Responsibilities for the position may include, but are not limited to the following:  

• Leads initiatives within an assigned policy portfolio, with a focus on policies related to affordable housing, homelessness, and neighborhood quality of life. Drives policy priorities through government and legislative process. Research best practices on assigned policy portfolio. 
• Gathers background information relative to issues pending before the City Council, most notably on affordable housing development, homelessness, and matters pertaining to neighborhood quality of life. 
• Drafts routine to complex correspondence, memoranda, and reports which articulate the Mayor’s housing policy initiatives. 
• Prepares or assists in preparation of speeches and talking points for the Mayor. 
• Develops and maintains positive working relationships with council offices, city staff, community organizations, residents, business community, non-profit organizations, and government agencies as they are key partners on policy and as a representative of the Mayor’s Office. 
• Coordinates arrangements for meetings, programs, or other civic functions on behalf of the Mayor. 
• Coordinates projects city-wide with City administration. 
• Attends meetings and community events with the Mayor, requires availability on evenings and weekends. 
• Analyzes a wide variety of materials on assigned projects, programs, and topics. 
• Responds to constituent inquiries and issues, resolves complaints, and interprets operating policies for residents of the community and other interested parties. 
• Attends and represents the Mayor at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings. 
• Supports committee and commission meetings, including, but not limited to the following: 
  • Neighborhood Services & Education Committee 
  • Community and Economic Development Committee 
  • Housing and Community Development Commission 
  • Planning Commission 
• Conducts public meetings and events on behalf of the Mayor and/or prepare summaries of public and private meetings, reports, memoranda, and other documents for review by the Mayor. 
• Provides support in community engagement efforts with neighborhood, district or city-wide business or community groups or associations and other interested parties regarding community concerns, issues, and priorities. 
• Performs other duties of a similar nature or level as required. 

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. Candidates must be willing to work evenings and weekends on occasion, and as exempt management employees, are not eligible for overtime compensation. This unclassified position requires a disclosure of outside investments, real property interest, income and business positions. 

Per the City’s COVID-19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022 to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption.  Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that employees are required to be vaccinated with the entire recommended initial series of a COVID-19 vaccine (two doses of the Pfizer, Moderna or Novavax COVID-19 vaccine or a single dose of the Johnson & Johnson COVID-19 vaccine).

The total salary range for the Council Policy & Legislative Director classification is $68,619.98 - $109,791.76 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.
