The Position

The Community Development Project Coordinator (CDPC) acts as a project leader in the City's community development program activities. This position is responsible for coordinating various phases of projects and implementing activities of economic development and housing. Duties include handling requests for grant funding, contract compliance matters, operations support, data analysis, and development and administration of policies, procedures, and budgets.

The Departments

Health, Housing & Community Services

• In Affordable Housing Programs, the CDPC provides project leadership and implements a variety of programs related to affordable housing development, rehabilitation, program administration, and policy development and implementation. Candidates will have significant interaction with housing developers, owners, managers, tenants and applicants. Ideal candidates will have a solid understanding of affordable housing financing and/or housing policies and programs, resourcefulness in responding to challenges, and proficiency in drafting, negotiating and executing the mechanisms for ensuring the community's interests. 

• In Labor Standards and Employment Programs, the CDPC works to ensure the City is in compliance with relevant local and federal ordinances/regulations. The Berkeley Municipal Code (BMC) contains several locally adopted labor and employment programs. The City is also an entitlement jurisdiction, and receives an annual funding awards from the federal Department of Housing and Urban Development (HUD). 

Public Works

• In Real Property Services, the CDPC provides lead direction to staff, advises City Management on program implications of operational or financial activity, and makes recommendations regarding areas such as project restructuring, funding alternatives, and cost analysis. Incumbents have considerable latitude to exercise independent judgment, particularly when representing the City Manager or department in meetings with other agencies, boards and commissions and community groups.

• In Electric Mobility, the CDPC leads the City's efforts to fulfill the Berkeley Electric Mobility Roadmap. This plan aims to create a fossil-free transportation system that integrates with and supports the City’s ongoing efforts to increase walking, biking, and public transportation use in the City, and ensures equitable and affordable access to the benefits of clean transportation. Incumbents will organize the Electric Mobility Implementation Working Group, manage the development of City-owned electric vehicle charging infrastructure, track and develop programs utilizing emerging mobility options, and catalyze actions such as pilot projects and new best practices.

City Manager 

• In the ​​​Office of Economic Development, the CDPC provides assistance to new and growing businesses in Berkeley and the business district organizations that represent them. They will perform a range of economic data analysis, prepare reports and presentations for the City Manager, City Council, and various boards and commissions, manage Berkeley's Revolving Loan Fund, and manage contracts with one or more Berkeley Business Improvement Districts (BIDs). Incumbents will also act as liaison with various district-based business organizations to help them promote and develop their districts, build local capacity and promote positive neighborhood economic development outcomes. They will advise businesses seeking to grow in or relocate to Berkeley and link them with property owners, brokers and other sources of business assistance. 

Required Qualifications

Equivalent to graduation from a four-year college with major coursework in business, planning, or public administration or a closely related field.

AND

Four (4) years of professional project management experience in community development, such as housing, economic development, public works, or planning. Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

OTHER REQUIREMENTS: A valid California driver's license is desirable. Must be able to attend evening meetings.

The Power Resources Specialist I/II position reports to a Principal Power Resources Specialist in the Power Resources Division. This position is part of an exciting, fast-paced team responsible for procuring hundreds of megawatts of renewable energy projects. The selected candidate will have the following duties and responsibilities: 

• Supports the preparation, issuing, and evaluation of solicitations for long term renewable energy, energy storage services, Resource Adequacy, energy and other power products, including overseeing or supporting consultants.  

• Plans and supports the negotiation and execution of power contracts, including facilitating complying with City contract execution requirements. 

• Assists in the management, analyzing, and enforcing of power contracts, including long term renewable energy contracts through development, construction, and operation.  

• Assists in efforts to pursue opportunities for the City to develop City-owned power assets.  
• Participates in completing analysis and prepare procurement plans, including managing consultants, developing procurement strategies.  
• Supports and undertakes projects related to power, procurement, and validation; assists in the approval of energy purchases or sales of surplus energy.
• Collaborates with the regulatory team in drafting required regulatory filings such as integrated resources plans and renewable procurement plans.  
• Collaborates with the account management team to develop new products desired by customers, such as direct renewables and feed-in-tariffs.  
• Participates in joint procurement with other Community Choice Aggregators (CCAs) and CA Community Power.  
• Develops and maintain relationships with power suppliers and consultants. 
• Assures compliance with Federal, State, and local requirements.

Salary Information:

The total annual salary range for a Power Resources Specialist I is $93,868.32 - $114,397.92.The total annual salary range for a Power Resources Specialist II is: $102,145.68 - $124,444.32. These ranges include an approximate five percent (5%) ongoing non-pensionable pay. Actual pay shall be determined by the candidates' qualifications and experience.

Working under the CIO and Assistant CIO, the Deputy CIO is a member of the IT Executive Staff and must demonstrate how to be an equal and trusted part of the leadership team. San Jose leaders are “working executives” with high expectations for personal work output. 

Reporting through the City CIO and Assistant CIO, the Deputy CIO oversees a team of ~30 contributors and a Citywide portfolio supporting ~7,000 employees and volunteers. Key metrics for DCIO center on customer satisfaction, reliability, performance, and project-value success. 

A short snapshot of the Business Solutions DCIO’s portfolio includes over 140 primary business applications, including a technical environment that spans Oracle (PeopleSoft/Taleo/Hyperion), Cayenta, SimpliGov, Microsoft O365/SharePoint/OneDrive/MSSQL), multiple cloud providers, enterprise reporting and data visualization solutions, and specialized applications in revenue, treasury, utilities billing, et al. 

Specific responsibilities include:

1. Direct and lead multiple teams by establishing division goals and performance standards, conducting regular evaluations of the staff members' performance, and coaching staff members on performance and career development consistent with the departmental mission and expectations. 
2. Proactively monitor technology solutions and plan for system roadmaps that will benefit the City's ability to provide services in the most efficient and cost-effective manner.
3. Manage and develop the skills and competency of the Information Technology Department staff based on current needs as well as emerging technologies or business strategies needed to support all work initiatives.
4. In partnership with City departments, provide executive leadership through strategic goals, objectives, and high-level requirements executed with departments.

The City of San José Information Technology Department (ITD) seeks an exceptional senior manager to lead the City Portfolio-Products-Projects Office (C3PO) as Division Manager. 

The Portfolio-Products-Projects Office is a six year-old division in the City. Deconstructing traditional project management, San Jose’s C3PO is responsible for (1) executing technology and innovation initiatives with success; (2) ensuring strong business value from City products and platforms over time; and (3) building organizational capacities for the City to consistently transform and improve. 

The C3PO Division Manager will inspire team members and nurture a culture that is truly collaborative and customer-centric towards these ends. The position is critical to the City achieving ambitious goals to innovate, accelerate delivery of solutions, support deep collaboration and deliver remarkable value to the San Jose organization and community. 

The leader of the C3PO will work directly with the Chief Information Officer (CIO) and Assistant Chief Information Officer (ACIO) to build the team through a significant hiring phase. They will assemble the office’s practices and resources, all while supporting delivery of identified priorities. In its first five years, the C3PO already drastically improved technology execution success rates, earning the trust of partner departments. The Division is situated to grow its team and Citywide impacts. Thus, the selected Division Manager will demonstrate the vision and leadership necessary to build the C3PO into the model team and organizational resource described.

Responsibilities:

The C3PO Division Manager works closely with the IT Department Executive Team and oversees approximately 10 to 15 contributors, an average annual project portfolio of 75+ initiatives, and 40+ primary systems for focused lifecycle management. The C3PO works across 20 major departments citywide to:

• Ensure successful project execution;
• Deliver continuously high business value from the City’s products and platforms through expert lifecycle management; and 
• Enable organizational capabilities and cultures that makes transformation through technology increasingly routine. 

Specific examples of work priorities over the next 18 months include: My San Jose, Business Process Automation, Integrated Permitting System and Development Services Upgrade and Transformation, Vehicle Blight service request management, 3-1-1 contact redesign, Business Tax system, emergency management technology refresh, IoT platforms and controls, infrastructure initiatives, and other efforts at the forefront nationally. Work is measured on the basis of hitting targets for cost, schedule, scope/quality, and realization of value at the customer level.

The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. This position demands a proven ability to resolve complex technical issues with limited resources. Most importantly, a team leader, team player, and positive attitude are essential to this position.

Key duties may include but are not limited to:

• Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.  
• Providing endpoint services management for UCaaS/VoIP, PCs (Windows 10/11 OS), conference rooms, Zoom, etc.
• Designing and overseeing implementation for newly introduced client service project initiatives and ensuring operationalization transitions to the IT Tier-1 support.
• Managing the ticket queues ensuring quality service and promoting fast turnaround time.
• Maintaining and improving the Information Technology Infrastructure Library (ITIL) based operational standards and services.  
• Overseeing customer hardware/software quoting and purchasing operations.
• Monitoring and providing analysis of reports and metrics to management and customers as needed.
• Coordinating and managing key third-party vendor relationships.
• Creating and managing training and development plans for direct reports. 
• Tracking maintenance renewals and subscriptions for users-owned services, hardware, and/or applications.
• Managing escalations and/or complaints and utilizing best judgment and discretion to resolve them.
• Improving customer service quality results by conducting surveys; evaluating and re-designing processes; establishing and communicating service metrics; and, monitoring and analyzing results.
• Improving productivity, quality, and customer-service standard based on customer services metrics.

The Enterprise Strategic Support Engineer will be providing hybrid meetings and Council systems strategic support under the Productivity and Collaboration Application Program. This role and responsibilities will address help desk tickets submitted from the City Council Offices and City Manager’s Office to resolve speed, capacity, and security issues of software applications, application performance upgrades, equipment and/or complications from urgent hybrid meetings. Salary Information:

• Enterprise Information Technology Engineer I: $105,040.00 – $127,795.20 annually 
• Enterprise Information Technology Engineer II: $111,280.00 – $135,595.20 annually 

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Enterprise Information Technology Engineer (EITE) I/II shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
