POSITION

Under general supervision, plans, performs maintenance and repair work of the City’s utility systems and does related work as required.

The Water Operator is an entry-level position. Incumbents learn and perform a variety of semi-skilled duties in the construction, operation, maintenance, and repair of the City’s potable water distribution and distribution, wastewater, stormwater systems, equipment, and facilities.

ESSENTIAL FUNCTIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

1. Inspects and maintains pump and booster stations and associated equipment; analyzes, treats, monitors, and records water quality; tabulates flow rates to maintain proper reservoir levels; analyzes chlorine residual tests and makes adjustments.
2. Measures monthly well levels; acquires well samples for lab testing; operates SCADA monitoring equipment.
3. Performs water meter testing, system meter repairs, and related maintenance; may tabulate flow rates to check for accuracy.
4. Manages pumping station equipment servicing as needed; services and maintains system pumps and associated apparatus.
5. Assists with testing and repair or backflow prevention devices according to County regulations.
6. Performs hydrant flushing program; repairs hydrants and exercises valves.
7. Handles water quality complaints and records in logbook; provides data for regulatory agency reporting.
8. Performs pipeline, facility, and related system maintenance; exercises valves; repairs breaks and leaks; monitors blow-off and air relief; marks for Underground Service Alert (USA) tickets; inspects installation of associated infrastructure.
9. Operates a variety of equipment and tools such as loaders, combination vehicles, backhoes, bobcat, forklift, pneumatic tools, jackhammers, and tampers.
10. Performs monitoring rounds at station and collection system, and repair as necessary.
11. Conducts upkeep at water well and reservoir sites; makes repairs to facilities.
12. Maintains records and logs of daily activities.
13. Responds to emergency calls as needed.

• Full-time regular position, alternative 9/80 schedule with Monday or Friday off
• Salary range $41.61 to $53.39 hourly with Excellent Benefits (see below) 

This position will receive a four percent (4%) cost of living increase effective April 2024.

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in environmental science, biology, chemistry or a related field.

Experience: Four years of responsible environmental compliance program experience including one year of administrative and/or lead supervisory experience

Streets & Construction Worker I

The City of Chowchilla is seeking a Streets & Construction I, under general supervision, to perform a variety of semi-skilled and skilled tasks in the maintenance and repair of streets, sidewalks, gutters, facilities, trees and other public service activities, and to perform related work as required.

THE POSITION(S)

Streets & Construction Worker I:

This is an entry-level class under close supervision, performs any combination of the following duties on construction projects, usually working in utility capacity, by transferring from one task to another where demands require worker with varied experience and ability.  Work is usually performed with other workers.  This class may advance to Streets & Construction Worker II after gaining experience and demonstrating proficiency to meet the qualification of the higher-level class.

Prerequisites:   Any combination equivalent to graduation from high school (or G.E.D equivalent to graduation) and two years’ experience performing a variety of skilled and semi-skilled construction and/or maintenance involving buildings, grounds, streets and sidewalks.

Water System Worker III (Lead Position)

($25.51- $32.66 per hour)

The City of Chowchilla is seeking a Water System Worker III to assist in the operation and maintenance of the City’s water distribution system, including pumps, mains, chlorinators, meters, and other equipment; and do related work as required on an assigned shift, under general supervision of the Utilities Systems Supervisor and/or Director of Public Works.

Wastewater Treatment Plant Operator II

($23.14 – 29.61 per hour)

The City of Chowchilla is seeking a Wastewater Treatment Plant Operator II for the operation and maintenance of the City’s Wastewater Treatment Plant.  The Wastewater Treatment Plant Operator II is a journey-level class in the Wastewater Plant Operator series which normally works under general supervision performing a group of related duties according to established procedures.  This position reports to the Utility Systems or Wastewater System Supervisor and does not supervise.

Wastewater Treatment Plant Operator I

($21.49– 27.50 per hour)

The City of Chowchilla is seeking a Wastewater Treatment Plant Operator I for the operation and maintenance of the City’s Wastewater Treatment Plant. The Wastewater Treatment Plant Operator I is a journey-level class in the Wastewater Treatment Plant series, which normally works under general supervision, performing a group of related duties according to established procedures.  This position reports to the Utility Systems or Wastewater System Supervisor and does not supervise.

The Position

The Senior Landscape Architect will plan, supervise, and review the work of City Landscape Architect staff. The incumbent will: coordinate and oversee various landscape projects; perform professional landscape architect work in conjunction with the design and preparation of plans, specifications and cost estimates for the development and rehabilitation of parks, landscaped areas and street beautification projects; inspect and review the work of developers and contractors landscaping for conformance with plans and specifications; and give professional advice on landscape matters.

Examples of Duties

• Organize and oversee the landscape design and layout of parks, recreational areas, roadway medians and pedestrian ways.
• Plan, supervise, review, and evaluate the work of professional City and contract staff.
• Train staff in work procedures.
• Provide policy guidance and interpretation to staff.
• Recommend design direction on high-profile urban design of public and private projects that impact landscape design and urban projects within the City.
• Oversee and coordinate the Parks Capital Improvement Plan update for the Department.
• Administer and implement the Tree Preservation Ordinance, including recommending approval or denial of permits for tree removal.
• Recommend modifications to ordinances, policies and procedures and implements after approval.
• Perform professional landscape architectural work including preparing landscape plans, coordinating master plan development, performing park planning and preparing related specifications, contracts, cost estimates.
• Review and approve of landscape proposals for private development, ensuring compliance with codes, policies, regulations, and procedures.
• Prepare reports.
• Recommend approval or denial of various projects for submission to the Planning Commission and/or the City Council.
• Direct the inspection of and/or inspect public and private landscaping work for conformance with plans, specifications, and ordinances.
• Administer the tree planting program, including maintenance of the street tree master plan, botanical designation, inspection of plantings, issuance of permits for planting, removal, and pruning.
• Serve as technical adviser to City staff and officials on park, street tree and landscape matters.
• Act as the City's representative in dealing with public and private agencies, groups and individuals concerned with parks and open space.
• Conduct park location studies to evaluate park site feasibility and proposed development.
• Respond to public requests and complaints regarding landscape development and tree preservation.
• Coordinate the work of the unit with that of other departments and divisions.
• Maintain accurate records and files.
• Prepare clear and effective reports, correspondence, policies, procedures, ordinances and other written materials. Prepare plans for planting, irrigation, site plans, grading, and layout for parks and median projects.
• Other related duties as assigned.

Waterworks Operator 1: $26.62 - $34.05 /hourly

Waterworks Operator 2: $29.33 - $37.46 /hourly

Waterworks Operator 3: $33.15 - $42.32 /hourly

Waterworks Operator 1: $27.68 - $35.41 /hourly

Waterworks Operator 2: $30.50 - $38.95 /hourly

Waterworks Operator 3: $34.47 - $44.01 /hourly

Education/Training: Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

Experience: One year of increasingly responsible experience repairing and maintaining water distribution systems and equipment.

License or Certificate: Possession of, and ability to maintain, certification as Water Distribution Operator Grade D1. Possession of, or ability to obtain, a valid Class A driver’s license within one year of employment.

Waterworks Operator II

Education/Training: Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

Experience: Two years of increasingly responsible experience repairing and maintaining water distribution systems and equipment.

License or Certificate: Possession of, and ability to maintain, certification as Water Distribution Operator D2. Possession of, or ability to obtain, a valid Class A driver’s license within one year of employment.

Waterworks Operator III

Education/Training: Equivalent to completion of the twelfth grade supplemented by specialized training in water distribution systems and/or water technology courses.

Experience: Three years of increasingly responsible experience repairing and maintaining water distribution systems and equipment.

License or Certificate: Possession of, and ability to maintain, certification as a Water Distribution Operator Grade D3. Possession of, or ability to obtain, a valid Class A driver’s license within one year of employment.
