Under direction of the Director of Public Works, or designee, the Associate Engineer or Project Manager performs engineering and project management services in the public setting, collaborating with multiple stakeholders. These roles involve a wide range of management functions, including planning, development, scheduling, budgeting, and implementation of assigned projects. The position(s) are responsible for managing multiple Capital Improvement Projects (CIP) and complex specialized projects or programs. Both classifications provide administrative, professional, and technical assistance to the Department Director, staff, and members of the public as required. We are currently seeking to hire 1-2 new FTEs.

• Leads, coordinates, schedules, budgets, and reviews activities of the Capital Improvement Project team, support staff, consultants, and contractors; includes overseeing road closures, utility encroachments, and traffic control plans.
   
• Plans, organizes, administers, and coordinates the implementation of Capital Improvement Projects or other City projects; involves reviewing and approving grading and encroachment permit applications, and coordinating project-related activities.
   
• Prepares and may present a variety of periodic progress and special reports related to projects and activities; includes preparing comprehensive technical and staff reports in verbal and written form to commissions, Task Forces, City Council, and other agencies.
   
• Confers and negotiates with stakeholders, business owners, and property owners regarding project impacts, potential right-of-way acquisition, and improvements; includes consulting with public and private agencies, and securing various easements on the City’s behalf.
   
• Reviews cost estimates, interprets plans and specifications for contractors, and determines contractual compliance; involves reviewing and approving utility encroachments and traffic control plans for compliance with City standards.
   
• Responds to questions or complaints related to project activities or policy; includes responding to inquiries from the public and resolving citizen complaints.
   
• Conducts contract bid openings, including review and approval of bid documentation, preparation, and analysis of bid summaries.
   
• Exercises sound, independent judgment in the day-to-day administration of specialized or complex projects and activities; includes overseeing project implementation and ensuring compliance with City standards.
   
• Closely coordinates with project or program stakeholders, consultants, contractors, City Council, and project team; includes coordinating with engineers, contractors, and private owners relative to construction and maintenance of private structures and sewer facilities.
   
• Responsible and accountable for designing and delivering projects on time, within budget, and with excellent customer service; includes providing and maintaining data in the City’s asset management and geographic information systems.

THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work.

• Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
• Conducts field investigations of reported complaints of municipal code, ordinance and resolution violations.

• Prepares written staff reports and presents evidence at hearings before the Planning Commission, City Council, Hearing Officer, and/or Courts of law related to current code enforcement administrative and judicial proceedings.
• Complete forms, prepare reports, investigation narratives and related correspondence.
• Maintains case records, program statistics, and related materials.
• At the Level III, function as a lead work supervisor over other Code Enforcement Official (I/II) employees.
• Performs related duties as required.

Parks Maintenance Supervisor

THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Supervisor.   This position will supervise and perform work in park maintenance, such as mowing, irrigation, pruning, planting, cleaning, improvement and repair of City parks, recreational areas, park buildings, street islands, swimming pools and related facilities.  Work includes setting priorities, assigning and reviewing the work of crew members.   

UPCOMING PROJECTS:

• Construction begins this fall on a new synthetic turf field at Al Boro Community Center.  The Parks Department will be responsible for the care and maintenance of the field after installation.  This is the only synthetic turf field in our park system.  Developing a proper maintenance schedule will be crucial to ensure the longevity of the highly used field.
• The Parks Department is working on a better maintenance solution to the tree wells and tree grates along the downtown corridor.  Many of the trees are outgrowing the tree grates, causing damage to the trees and potential trip hazards for the pedestrians.  The Park Department is exploring options, including installation of porous rubber pavement surfaces. 
• Asset Management software is coming to the maintenance divisions in Public Works to help better manage the maintenance schedules of all of the city-owned assets.  Assisting with the software into the daily routines will be an expectation of Supervisor. 

IDEAL CANDIDATE:

• Is familiar with San Rafael and the different areas it encompasses.
• Has knowledge and experience in all aspects of park and street maintenance.
• Has knowledge and/or experience in assessing tree issues.  ISA certification is a plus.
• Has knowledge and/or experience in California Department of Pesticide Regulations.  QAL or PCA certification is a plus.
• Knowledge and experience with suite of Microsoft Office products.
• Good customer service with the ability to work with the public in difficult situations.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Identifies and records major project work needed and discuss needs and priorities with supervisor so annual project and program schedules can be developed.

• Five (5) years of responsible experience in landscape maintenance, including one year in a lead or supervisory capacity.

The City of San José is hiring an Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supervising Technology Analyst) to provide technical support for Oracle PBCS which is used to prepare the City's Capital, Operating, and Revenue Budgets. The PBCS Technical Lead will also support the three custom budget applications: Fees and Charges, Ordinance Tracking, and Budget to Finance ERP Interface and the Budget Office (BO). The BO is responsible for developing and managing the City's operating and capital budgets and service fees and charges. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate will have a strong technical and functional background supporting Oracle PBCS and/or Oracle Hyperion Planning, and multi-dimensional databases with strong analytical skills. In addition, development experience using .NET Framework, Java, or JavaScript to effectively manage and support custom-developed applications is essential. Expertise should cover the entire system implementation lifecycle including gathering business requirements, creating functional and technical designs, application development, and administration.
Key duties include but are not limited to:

• Collaborating with the Budget Office to understand their Oracle PBCS requirements.
• Translating business requirements into technical solution designs.
• Developing new calculations and performance-tuning existing rules.

• Ensure the Budget Office applications adhere to IT and the City's Cybersecurity Security policies.

Please note that the Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supervising Technology Analyst) position is currently on a hybrid telework schedule - working remotely and onsite is subject to change.
Salary Information: The actual salary shall be determined by the final candidate's qualifications and experience. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $141,697.92 - $172,645.20

The ESTA classification is represented by the City Association of Management Personnel (CAMP) .

Education and Experience

A Bachelor's Degree from an accredited college or university in a relevant field, AND four (4) years of progressively responsible professional/journey level experience, of which at least two (2) years of experience include lead technical work in development, implementation and maintenance of electronic business systems/solutions, or application development and/or support.

Acceptable Substitution

• Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis up to two (2) years.
• Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one (1) year of the required two (2) years of experience which include lead technical work in development, implementation and maintenance of electronic business systems/solutions or application development and/or support.

The Department: The Suisun City Police Department is a progressive and proactive law enforcement agency. The Position: Under the direction of the Police Support Services Manager, acts as working first-line supervisor overseeing and participating in the preparation, processing, storing, retention, and disposition of police records and property and evidence, and the police and fire dispatching functions; supervises, assigns, reviews, and participates in the work of staff responsible for providing assigned Police Department support services and activities; ensures work quality and adherence to established policies and procedures.

ESSENTIAL JOB FUNCTIONS

DUTIES:

• Plans, organizes, assigns, supervises, reviews and participates in the work of assigned staff in Police Department support services functions including dispatch, records, and property/evidence; assists in the development and implementation of new and revised policies and procedures; reviews and approves work schedules including time off and authorizing timecards.

• Receives, classifies, and prioritizes incoming calls to the dispatch center including 911 calls and business line calls received from citizens requesting service or information; operates a variety of public safety communications equipment including 911 emergency telephone equipment, computer aided dispatch systems, and multi-channel radio systems; dispatches police and fire units and personnel.

• Evaluates response necessary as dictated by a given request for service; determines nature, location, and priority of calls; operates computer aided dispatch system to create calls for service within response criteria guidelines; assigns and dispatches appropriate police, fire, or other emergency vehicles, equipment, and personnel in accordance with policies and procedures; transfers calls to other appropriate agency in accordance with established procedures; obtains and dispatches other support services as necessary.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

City offices operate on a 9/80 schedule: Monday-Thursday for 9 hours, 8-hours one Friday, off/closed the other Friday. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.

Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.
