The position description:

Tri-City Mental Health Authority is looking for to fill multiple vacancies for the Bilingual Behavioral Health Specialist (BHS) for the Adult Services Department. The BHS will be performing central scheduling duties and provide behavioral health support services to individuals as a part of these departments. The BHS will provide support to the team assisting with duties related to network adequacy, data tracking,  processing service requests, screenings, and linkage to mental health services. The BHS will report to their direct supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal progress/regression.

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows-up with individual clients, as necessary.

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.

The Position

The Management Analyst I/II position is responsible for performing varied technical, professional administrative and analytical duties in support of a broad range of the City Manager's Office's operations.

The incumbent in this assignment will support cross-departmental projects, administer assigned programs, perform research, provide budgetary analysis and serve as a liaison with the Mayor and City Council Members. Participation in communications activities, including marketing and social media use will also be a responsibility for this position.

San Mateo County Health's Aging and Adult Services Division is seeking qualified individuals for the position of In-Home Supportive Services Social Worker II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.
 
The current vacancy is in the In-Home Supportive Services (IHSS) Program that provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive.  The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position.  The Social Worker will work in the San Mateo, CA Aging and Adult Services Office.
 
This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:
 

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.
• Collaborate with quality assurance and program integrity to ensure proper adherence to regulations.
• Prepare for and attend Fair Hearings.
• Engage in interdisciplinary team meetings or other activities to support San Mateo County's vision for integrated services.
• Maintain oversight of case management needs for a caseload focused on serving IHSS recipients who are minors.
• Collaborate and facilitate service with care providers and other partner agencies.

 The ideal candidate will possess the following:
 

• Master's degree in Social Work.
• Experience providing clinical assessment for children, youth and adults with disabilities. 
• Understanding of human development and behavior within diverse populations.

SALARY
Social Worker II:   $6,564.13 - $8,205.60/month
Social Worker III:  $7,741.07 - $9,673.73/month

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.

NOTE:  The list created from this recruitment may be used to fill future vacancies, including classified, unclassified, term, full-time, part-time, temporary and extra help vacancies. Unclassified positions are at-will and not covered by the San Mateo County Civil Service Rules.  Although the current Aging and Adult Services position is in IHSS, this list may also be used to fill positions in other programs such as Adult Protective Services (APS), Multipurpose Senior Services Program (MSSP) and Linkages; as well as positions in the San Mateo Medical Center and Human Services Agency.

 

Qualifications

Licensure/Certification:  California class C driver license or equivalent.

Education:
Social Worker II: Satisfactory completion of 30 semester units of social welfare and/or appropriate behavioral science courses.

Social Worker III: Satisfactory completion of 36 semester units of social welfare and/or appropriate behavioral science courses.

Experience: 
Social Worker II: Two years experience performing duties comparable to those of a Social Worker I or higher in San Mateo County. Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work.

Social Worker III:  Three years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.  Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work and two years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.

The Power Resources Specialist I/II position reports to a Principal Power Resources Specialist in the Power Resources Division. This position is part of an exciting, fast-paced team responsible for procuring hundreds of megawatts of renewable energy projects. The selected candidate will have the following duties and responsibilities: 

• Supports the preparation, issuing, and evaluation of solicitations for long term renewable energy, energy storage services, Resource Adequacy, energy and other power products, including overseeing or supporting consultants.  

• Plans and supports the negotiation and execution of power contracts, including facilitating complying with City contract execution requirements. 

• Assists in the management, analyzing, and enforcing of power contracts, including long term renewable energy contracts through development, construction, and operation.

Salary Information:

The total annual salary range for a Power Resources Specialist I is $93,868.32 - $114,397.92.The total annual salary range for a Power Resources Specialist II is: $102,145.68 - $124,444.32. These ranges include an approximate five percent (5%) ongoing non-pensionable pay. Actual pay shall be determined by the candidates' qualifications and experience.

• Manage internal accounting controls for General Ledger. 
• Oversee all month end, quarterly, and annual G/L journal entries. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements. 
• Prepare monthly financial statements and related reports for the Agency and all its component units and Commissioners and Boards of Directors; as well as various external reports such as State Controllers and National Transit Database. 
• Plan, organize, and perform assessments to ensure administrative, accounting, and internal controls exist and are properly functioning. 
• Manage all external financial and governmental/grant audits including the preparation of Annual Comprehensive Financial Reports and Single Audit Reports. 
• Work cooperatively and collaboratively with MTC staff and external stakeholders;

The Assistant Director of Budgets and Financial Planning and Analysis, under the direct supervision of the Section Director, will have management and oversight of capital and operating budgets for the Metropolitan Transportation Commission (MTC), the Association of Bay Area Governments (ABAG) and its affiliated entities, contracts management, grant compliance and reporting operations, the Overall Work Program, manage and account for budget to actual financial operating activities, develop and maintain financial forecasting models, maintain existing and ongoing internal controls, develop and implement internal controls, staff management and training, and career development and succession planning.  In coordination with internal stakeholders, this position will assist in developing an internal budget and grant management committee and collaborate with staff in maintaining grant management and reporting compliance requirements.

Directly and through management delegation to budget staff, this work includes organizing, managing, coordinating, and monitoring capital and operating budgets, leading and providing oversight in the preparation of MTC’s Overall Work Program (OWP) per Federal and State government funding requirements, provide grant oversight, and financial reporting analysis for all agency entities. This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the budget team and  overall relationship with agency Sections and program staff; coordinate with various outside agencies; analyze financial statements and communicate important financial information clearly to staff, the Executives, internal and external stakeholders, committee, commission, and board members.

The Assistant Director of Budgets and Financial Planning and Analysis in coordination and collaboration with staff, grant award subrecipients, and other agencies, will support and manage all administrative responsibilities and compliance requirements for grant awards and funding sources. This position will lead efforts in cross-departmental coordination with MTC business units (Contracts, Finance, Legal, project managers, etc.) to ensure funding is effectively and efficiently managed from pre-award to project closeout. Prior experience with grant and contract administration and knowledge of federal and state grant compliance is required.

The incumbent will be a professional with exceptional analytical and management skills, who can organize, prioritize, and process large volumes of financial and grant information timely and accurately, on budget and with intense attention to detail. The successful candidate will also bring excellent communication skills and the ability to engage with a diverse set of stakeholders across the Bay Area region and disseminate financial information to which facilitates the decision-making process.

SKILLS AND ABILITIES

Knowledge of:

• Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GAS), and Uniform Guidance;
• Federal, State and Local grants and grant reporting procedures;
• Principles and practices of grant administration and compliance;  
• Operating and capital budgeting procedures;
• Automated financial accounting systems, in particular, budgets, General Ledger, Contracts and Purchasing modules;

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Master's degree from an accredited college or university in an appropriate field related to the area of assignment such accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)      

Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.  Prior experience with grant and contract administration and knowledge of federal and state grant compliance is required.

Preferred Qualifications & Specialized Skills

• Public sector accounting experience highly preferred.
• CPA certificate or Master’s degree in Accounting, Business Administration, Public Administration or related field.
• Specific experience with general ledger, accounting principles and procedures, budgeting administration and forecasting practices.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Section Director of Budgets and Financial Planning and Analysis, and in coordination with staff across the organization, the Assistant Director will be responsible for management and oversight of the following:

Operating and Capital Budget Management for all Entities and Funds

• Plan, organize, analyze, monitor and compile the preparation and development of complex capital and operating budget schedules
• Assist with budget projections and tracking revenue and expense trends
• Manage the posting, balancing and reconciliation of the general ledger and subsidiary accounts; ensure all transactions comply with accepted accounting practices
• Manage, direct, develop and review work completed by budget staff
• Work cooperatively and collaboratively with MTC staff and external agencies
• Oversee the preparation of financial reports for all boards and associated committees, attend committee/board meetings, and present reports and make presentations as required and requested
• Develop, analyze and interpret budget policy and procedure, directives, regulations; maintain budgetary records in compliance federal, state and local regulations and requirements
• Develops, recommends, and implements policies and procedures related to operating and capital budget management, including providing primary leadership on developing, maintaining and updating the budget policy and procedures manual.  
• Train relevant stakeholders on the budget process including monitoring and budget amendments
• Recommend budgetary adjustments and develop narrative justification to support unanticipated changes in operations and/or funding to include preparation, analysis and administration of budget transfers and appropriations to/from fund balance; advise on the propriety and legality of using funds for specific purposes
• Determine the propriety and cost effectiveness of funding requests and expenditures through review of budget and accounting transactions and analysis of productivity, workload and program accomplishments, and funding availability 
• Execute and oversee weekly, monthly and/or quarterly reviews such as budget variance analysis, short and long-range forecasting; review and investigation of financial entries, documents, and reports for errors and inconsistencies
• Develop complex financial models utilizing Excel, Business Analytics, trend analysis, proformas, the collaborative process, etc.
• Assist and advise in the preparation and monitoring of the Capital Improvement Program

Grant Management and Reporting Compliance

• Monitor grant programs for required reporting and program compliance
• Coordinates with staff to ensure adherence to grant management workflow processes and that programmatic, fiscal, and regulatory requirements are consistently met 
• Develops, recommends, and implements policies and procedures related to grants management, including providing primary leadership on developing, maintaining, and updating the organization’s Grants Management and Administration Manual
• Develops the organization's annual grants project plan; and assigns and monitors the work of staff engaged in grants management activities, including grant application review and approval, grant award acceptance, budget-to-actual performance, and compliance reviews
• Oversees the development of the Cost Allocation Plan and departmental indirect cost rate proposals; and assists in interpreting the methodology behind the development of indirect cost rates for all departments
• Analyzes and interprets guidelines and funding requirements for grants and other funding sources 
• Performs highly complex analysis, evaluation, and review of grant revenues and expenditures 
• Provides technical assistance to staff and departments in application procedures, post-award approvals, and use of the grants management database(s)
• Acts as a liaison to federal, state, and local grantors/funding agencies
• Coordinate with staff and departments in the preparation, reporting and compliance requirements, and monitoring of the Overall Work Program (OWP) and subsequent amendments and provide to Caltrans, the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) for review, comments, and approval

Staff Management and Career Development

• Lead, direct, and develop workplans for budget staff, ensure adherence to the organizations policies and procedures
• Manage and career develop staff, monitor performance, and provide immediate, frequent as well as annual performance feedback, training, and ongoing succession planning
• Manage deliverables and deadline adherence

The Assistant Director will perform other job-related duties as needed or assigned by the section.

HYBRID WORK - Employees may need to be in the office for some assignments/tasks that can only be done onsite or at a designated MTC work assignment location. For this position, onsite presence as required based on in-person meetings or work assignments.

The total salary range for the Council Policy & Legislative Director classification is $68,619.98 - $109,791.76 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.  

The Mayor serves as the political leader of San José, and under the City Charter, is responsible for recommending policy, program, and budget priorities for the City. The Office of Mayor-elect Matt Mahan is recruiting for a full-time Council Policy & Legislative Director and seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, make recommendations, and develop action plans for meeting the Mayor’s policy objectives. Experience and knowledge of public policy in homelessness and affordable housing is highly desirable. Bilingual language skills (Vietnamese, Spanish, and/or Chinese) both oral and written skills are desirable, but not required. 

Responsibilities for the position may include, but are not limited to the following:  

• Leads initiatives within an assigned policy portfolio, with a focus on policies related to affordable housing, homelessness, and neighborhood quality of life. Drives policy priorities through government and legislative process. Research best practices on assigned policy portfolio. 
• Gathers background information relative to issues pending before the City Council, most notably on affordable housing development, homelessness, and matters pertaining to neighborhood quality of life. 
• Drafts routine to complex correspondence, memoranda, and reports which articulate the Mayor’s housing policy initiatives. 
• Prepares or assists in preparation of speeches and talking points for the Mayor. 
• Develops and maintains positive working relationships with council offices, city staff, community organizations, residents, business community, non-profit organizations, and government agencies as they are key partners on policy and as a representative of the Mayor’s Office. 
• Coordinates arrangements for meetings, programs, or other civic functions on behalf of the Mayor. 
• Coordinates projects city-wide with City administration. 
• Attends meetings and community events with the Mayor, requires availability on evenings and weekends. 
• Analyzes a wide variety of materials on assigned projects, programs, and topics. 
• Responds to constituent inquiries and issues, resolves complaints, and interprets operating policies for residents of the community and other interested parties. 
• Attends and represents the Mayor at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings. 
• Supports committee and commission meetings, including, but not limited to the following: 
  • Neighborhood Services & Education Committee 
  • Community and Economic Development Committee 
  • Housing and Community Development Commission 
  • Planning Commission 
• Conducts public meetings and events on behalf of the Mayor and/or prepare summaries of public and private meetings, reports, memoranda, and other documents for review by the Mayor. 
• Provides support in community engagement efforts with neighborhood, district or city-wide business or community groups or associations and other interested parties regarding community concerns, issues, and priorities. 
• Performs other duties of a similar nature or level as required. 

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. Candidates must be willing to work evenings and weekends on occasion, and as exempt management employees, are not eligible for overtime compensation.
