The Office of Racial Equity is hiring two Assistant to the City Manager positions. Each position is described below:

Racial Equity Manager

The Racial Equity Manager (Assistant to the City Manager) is a key position in the City Manager’s Office of Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Leading and managing systems change in an organization;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Developing, implementing, and leading diversity, equity, and inclusion programs, policies and practices with demonstrable outcomes;

• Cross-system collaboration to achieve collective impact;

• Serving as a coalition-builder with the San José community and trusted to be a local leader of racial equity;

• General administration such as budgeting, report writing, and creating mechanisms to track performance and communicate results; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation.

The Racial Equity Manager responsibilities include the following:

• Develop, manage, implement, and evaluate a comprehensive workplan to achieve the goals and performance measures of the Office of Racial Equity;

• Build coalitions and alliances with community and organizations known for advancing social justice and anti-racism strategies;

• Create and maintain a citywide infrastructure that embeds an equity culture and enables the organization to advance racial equity;

• Support City departments in the development of Racial Equity Action Plans and in evaluating, with a racial equity lens, current City policies, procedures and programs related to (but not limited to) recruiting and hiring, outreach, community engagement, procurement and contracting, permitting, code enforcement, housing development, and workforce development;

• Design and implement a budgeting for equity training, tools, and process;

• Develop and implement dynamic and professional development and skill development opportunities centered on equity, in partnership with training consultants;

• Supervise and manage a Senior Executive Analyst and interns;

• Work collaboratively with the Immigrant Affairs staff to ensure alignment with access and engagement priorities; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity.

Immigrant Affairs Manager

The Immigrant Affairs Manager (Assistant to the City Manager) is a key position in the City Manager’s Office Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Working directly with immigrant and refugee serving organizations and communities;

• Familiarity with legislative process, advocacy towards immigration policy and initiatives;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Being a bridge-builder with the San José community and trusted to be a local partner on immigrant and refugee issues;

• Understanding of welcoming and belonging principles;

• Developing programs, policies, or practices that are culturally and linguistically appropriate; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation

The Immigrant Affairs Manager responsibilities include the following:

• Develop, manage, and implement programs to create a welcoming environment for immigrants and refugees, including the Welcoming San José Plan;

• Develop and implement strategies that support the integration of various immigrant and refugee groups in San José, including civic leadership academies and citizenship campaigns;

• Develop and implement strategies and programs aimed at promoting a greater understanding of immigrant communities by City staff, including increasing translation and language inclusion services Citywide, and facilitating cultural responsiveness training;

• Develop and facilitate ongoing partnerships with other agencies and organizations, including Santa Clara County, Rapid Response Network, Refugee and Immigrant Forum, Cities for Citizenship, and other networks that prioritize immigrants;

• Leverage the work of local non-profits and identify opportunities for partnership;

• Serve as a liaison between the City and the immigrant and refugee community;

• Oversight of Human Services Commission

• Work with the City Manager’s intergovernmental relations team to track local, state, and federal immigration legislation and develop new City policies and programs accordingly;

• Supervise and manage a Senior Executive Analyst and an Executive Analyst; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity. Bilingual in Spanish or Vietnamese is preferable but not required.

The Redwood City Police Department is currently accepting applications for Per-Diem COMMUNICATIONS DISPATCHERS.  Using a sophisticated Computer Aided Dispatch terminal, the Communications Dispatcher receives emergency calls from within the public requesting police, fire, medical, or other emergency service; determine priority, and dispatch police, fire, ambulance, or other emergency units as necessary and in accordance with established procedures. Other responsibilities include, but are not limited to: Maintaining contact with all units on assignment and maintaining status and location of police field units and fire units; Monitoring emergency alarm boxes; Coordinating emergency calls and relay information and assistance requests involving other agencies; Entering, updating and retrieving information from networks relating to wanted persons, stolen property, vehicle registration, stolen vehicles and other information. Hours will vary depending on scheduling needs, and will be approximately 20-40 hours per month.

Qualifications

b) National Testing Network (NTN) Frontline Law Enforcement Written Exam: Passing scores accepted for this exam are Video Judgement Test 65% or higher; Reading 70% or higher; and Writing 70% or higher. This examination is administered directly by the National Testing Network, and it may be taken virtually or in person at testing sites nationwide. PELLETB: Applicants can complete the PELLETB exam at the South Bay Regional Public Safety Training Consortium. The areas covered by the test include spelling, vocabulary, clarity, reading and CLOZE (use contextual clues to complete a passage that contains missing words). Applicants are responsible for contacting South Bay Regional Public Safety Training Consortium and self-enrolling in the required written exam. National Testing Network (NTN) Frontline Law Enforcement Written Examination (Online option): Applicants can register with NTN and schedule for the written examination by visiting www.nationaltestingnetwork.com, select “Find Jobs”, then select “Law Enforcement Jobs” and sign up for San Mateo County Sheriff’s Office. You must take the examination first before applying. Candidates who have already completed the National Testing Network (NTN) examination may submit their results through NTN to our agency. The exam must have been taken within one year of your submitted application. Candidates must meet the minimum passing scores. Acceptance of NTN exam scores are subject to verification with National Testing Network.

 

Qualifications

As required by California State Law candidates for Deputy Sheriff Trainee and Deputy Sheriff classifications must have the following qualifications:

Education:  A high school graduate or passing the General Education Development (GED) test or other high school equivalency test approved by CDE, or completion of at least 60 college units from an accredited or approved institution to apply.

Knowledge of: Civil laws, codes, ordinances and recent court decisions; principles and practices of law enforcement, criminal investigation and basic psychology, rules of evidence, laws of arrest and court procedure.

Skill/Ability to: Work collaboratively with others to solve problems; read and comprehend legal documents, law enforcement manuals, and court decisions; read standard street and highway maps; follow instructions; function effectively under stress; demonstrate leadership and control in volatile, rapidly changing environments; maintain impartiality, transparency and make accurate observations; perform repeated strenuous physical exertion; write complete and accurate reports and correspondence.; communicate clearly and respectfully with all types of people, both orally and in writing; lead by personal example by interacting professionally and compassionately with community members; meet State of California Peace Officer Standards and Training (P.O.S.T.) medical, physical and psychological standards for law enforcement.

Licensure/Certification:

• Possession of a Class C California driver license or equivalent (both classifications).

Deputy Sheriff Trainee: Eligibility for State of California P.O.S.T. law enforcement academy and field officer training OR successful graduation from State of California P.O.S.T. law enforcement academy and eligibility for field officer training.

Oral Interview: Qualified candidates will be invited to participate in a panel interview with the Sheriff’s Office Professional Standards Bureau.

Physical Agility Exam: Qualified candidates will be invited to participate in a physical agility test which may include, but is not limited to, the following events: weight drag, obstacle course, fence/wall climb and 1.5 mile run completed in 15 minutes or less.

Candidates must successfully pass both the departmental interview and the departmental physical agility test to be hired for the position of Deputy Sheriff's Trainee.

Minimum Qualifications:  

·   Age not less than 21-years-old at time of appointment to the rang of police officer

·   Equivalent to completion of an Associate's degree from an accredited college

·   Effective January 1, 2023, peace officers must be legally authorized to work in the United States under federal law.  There are no specific citizenship requirements per Senate Bill 2. California Government Code Section 1031(h) limits employment authorization documents to those consistent with Section 274a.2 of Title 8 of the Code of Federal Regulations.  Specific documentation requirements can be found on the I-9, Employment Eligibility Verification form issued by the U.S. Citizenship and Immigration Services, Government Code section 1031(g) permits departments to adopt additional and/or higher standards.

· Vision in each eye, correctable to at least 20/30

License or Certificate:

Obtaining a POST waiver is a multiple step process. You must have your training and experience requirements evaluated by California Commission on Peace Officer Standards & Training (POST) and be considered eligible to participate in the Basic Course Waiver Examination (BCWE).

Basic Course Waiver (BCW) is a multiple step process for evaluating prior law enforcement training and testing knowledge and skill levels.

If POST determines that you meet the training and experience requirements of the BCW process, POST will send an eligibility letter with instructions for requesting the Basic Course Waiver Examination (BCWE). The BCWE must be taken within 180 days (six months) of the eligibility letter date.

You must have your POST waiver submitted to the Department of Human Resources no later than time of appointment. Once you receive the eligibility letter from POST, submit a copy to the Department of Human Resources, 505 West Olive Avenue, Suite 200, Sunnyvale, CA 94086 (faxes are not accepted).
