THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Call Taker & Records Specialist.  This position routinely takes all non-emergency calls for service both over the telephone and in person at the police department counter; provides information and assistance to the public both over the telephone and in person; processes, maintains, and disseminates all police reports and a wide variety of confidential police reports and a wide variety of confidential police department records.  This position is a journey level specialized police civilian classification and performs all duties required to effectively dispatch police services.

This position performs the following essential job duties:  (including but not limited to the following):

• Answers and evaluates all non-emergency calls for service and responds to each individual call with appropriate action and may be required to take some emergency calls for service.
• Enters information into the CAD system about calls for service including type, location, nature and description of the event; researches, interprets, and applies the appropriate law, code, or statute to all police records related issues.
• Evaluates and handles all in-person requests for service at the front counter of the police department and responds to each request with appropriate action, including advice, information, referrals, assistance with counter reports, and taking of supplemental reports.
• Provides callers and walk-in customers with assistance, information, or referral on situations that they determine not to be police-related; serves as a conduit of information from the police department to other public safety agencies and service providers.
• Operates a complex computerized records management system; processes and maintains a wide variety of police reports, documents, and records in both electronic and paper format; enters and retrieves information from other law enforcement data bases and resources.
• Maintains and ensures the integrity and security of all confidential police records and reports; provides for the appropriate release of information in accordance with all state laws governing confidentiality and the release of police records; researches, purges and seals records.
• Prepares mandated statistical and other reports for the State Department of Justice; prepares, codes, categorizes, tabulates, enters, and audits a variety of data, forms, and reports.
• Prepares both standardized and specialized letters, records, and reports; prepares releases for impounded and stored vehicles and criminal record clearances.  Collects fees, posts and balances monies.
• Orders and maintains office supplies; delivers reports to other agencies; may be asked to perform matron duties.
• Performs related duties as required.

To be eligible for this position, you must have knowledge of/ability to:

• Modern police methods and procedures.

EDUCATION and/or EXPERIENCE:

• High school diploma or general education degree (GED)
• One (1) to three (3) years related experience and/or training, OR
• Equivalent combination of education and experience
• Valid driver’s license.

The Position:
This is complex clerical work involved in central District processes related to the procurement of goods and services, including selection of vendors, volume buying, implementation of bid procedures, scheduling and coordinating deliveries, inventory, assessing availability and quality of goods and services, administering under direction district-wide procurement related tools, such as procurement and gasoline cards, creation of purchase orders, creating and archiving documentation, and assisting the Senior Buyer as needed. Under general direction, the employee provides technical buyer information and facilitates purchasing of both goods and services to all District units. Public contact is extensive, primarily involving District and College staff at all levels and outside vendors for the purpose of exchanging product, procedural, timeline and workflow information. Duties and Responsibilities:

Minimum Qualifications:

• Associate’s degree in marketing, business administration, or a closely related field OR an equivalent combination of education and experience

ABOUT THE POSITION

Under general supervision, the Communications Officer, as a member of the Police Department, transmits and receives information over the police and public works radio system; dispatches routine and emergency calls for service; types, records, and files information; handles emergency and non-emergency telephone calls utilizing complex technical aids, such as computer aided dispatch systems (CAD), and performs related work as assigned.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Receives emergency and non-emergency telephone calls from the public for police, fire, or other emergency services; determines the nature of the call and the resources necessary to respond.
• Monitors police radio communications; maintains contact with police units to track officer status and respond to need for additional resources; monitors various radio channels to keep abreast of county-wide police activities affecting the City and assist other county agencies with mutual aid.
• Prioritizes requests for police and other public safety services; determines availability and location of patrol units; transmits information and dispatches police personnel and equipment in response to calls; routes calls for fire and emergency medical assistance to the Santa Clara County Fire Department.
• Assists police personnel in the field by quickly and accurately researching and relaying criminal history information and other requested data.
• Receives and coordinates requests for emergency Public Works assistance outside of the City’s normal business hours (pertaining to full municipal services in Los Altos, and sewer maintenance requests in Los Altos Hills and the surrounding unincorporated areas).

• A minimum of one year of public safety radio dispatching and/or basic clerical experience is required

Education:

• Possession of a High School Diploma or G.E.D. equivalent is required.
• Proof of successful completion of either the Criticall Dispatcher test with a passing score or the P.O.S.T. Entry-level Dispatcher Test with a T-score of 50 or above. (Lateral applicants that are currently employed as a Public Safety Dispatcher (non-probationary) do not need to submit proof of test scores, however a California POST Dispatcher Academy Certificate is required.)
• Completion of college-level coursework is highly desirable

Certificates:

• Possession of a typing certificate with a minimum of 50 wpm dated within one year of the application date must be included as an attachment.
• Possession of Basic P.O.S.T. Dispatch Certificate is highly desirable and may be substituted for work experience.

This position will require the ability to work rotating shifts on an on-going basis, including irregular hours on short notice. This position will also be assigned a uniform to wear during work hours.

This is complex lead level work involved in a central purchasing department related to the procurement of goods and services, including preparation of formal bid documents, facilitation of the activities of the bid process, selection of vendors, volume buying, inventory, assessing availability and quality of goods and services, and routine to complex procurements for the entire District according to prescribed methods. Public contact is extensive, primarily involving District and college staff at all levels, outside vendors, contractors, outside business representatives, other educational institutions, and external auditors for the purpose of exchanging product, procedural, timeline, and workflow information. A high degree of independent judgment and creativity are required to interpret policies and procedures, and to provide input into the resolution of frequent minor and occasional major problems that occur. Minimum Qualifications:

The Position:

4. Hires, trains, supervises, and evaluates assigned staff and provides feedback, training, and developmental support as needed

6. Supervises the maintenance of District payroll records and reports as required by federal, state, local, and District policy, including meeting STRS and PERS requirements

• Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.

THE POSITION:

The City of San Rafael Library & Recreation Department, Child Care Division, is accepting applications for Child Care Instructor I to work in our School-Age Programs.  Under the supervision of the Child Care Director or Head Teacher, you will assist in the planning and implementation of daily activities for the school-age program. 

This position performs the following essential job duties:      

• Assist in planning and implementing age appropriate curriculum, activities, and events.
• Provide continuous supervision to children in day-to-day activities; ensures health and safety of children.
• Maintain childcare center, rooms and play areas in a clean, orderly and safe condition; sets up rooms and areas for various activities such as lunch, naps, games, etc.
• Monitor behavioral patterns and assists with assessment and child development profiles.
• Meet with parents as necessary or requested.
• Perform lead work responsibilities over Child Care Aides.

To be eligible for this position you must have knowledge of: 

• Stages and phases of Child Development.
• Appropriate disciplinary techniques.
• Age-appropriate group curriculum and activities.
• Appropriate child guidance methods.

To be eligible for this position you must possess the ability to:

• Deal effectively with children and act as appropriate adult role model.
• Instruct children in large and small group activities.
• Accept direction from the supervisor.
• Establish and maintain positive working relationships with others.  Work well in a team with other instructors and aides.
• Communicate effectively both verbally and in writing.

EDUCATION and/or EXPERIENCE: 

• Completion of six (6) units Early Childhood Education (ECE) courses and currently working toward the completion of twelve (12) units of Early Childhood Education (ECE) courses.     
• Six (6) months working with children.

SPECIAL REQUIREMENTS:

• Department of Justice and FBI fingerprint clearance
• Prefer possession of a valid California Driver’s License

PHYSICAL DEMANDS:
