The City of San José Information Technology Department (ITD) seeks an exceptional senior manager to lead the City Portfolio-Products-Projects Office (C3PO) as Division Manager. 

The Portfolio-Products-Projects Office is a six year-old division in the City. Deconstructing traditional project management, San Jose’s C3PO is responsible for (1) executing technology and innovation initiatives with success; (2) ensuring strong business value from City products and platforms over time; and (3) building organizational capacities for the City to consistently transform and improve. 

The C3PO Division Manager will inspire team members and nurture a culture that is truly collaborative and customer-centric towards these ends. The position is critical to the City achieving ambitious goals to innovate, accelerate delivery of solutions, support deep collaboration and deliver remarkable value to the San Jose organization and community. 

The leader of the C3PO will work directly with the Chief Information Officer (CIO) and Assistant Chief Information Officer (ACIO) to build the team through a significant hiring phase. They will assemble the office’s practices and resources, all while supporting delivery of identified priorities. In its first five years, the C3PO already drastically improved technology execution success rates, earning the trust of partner departments. The Division is situated to grow its team and Citywide impacts. Responsibilities:

The C3PO Division Manager works closely with the IT Department Executive Team and oversees approximately 10 to 15 contributors, an average annual project portfolio of 75+ initiatives, and 40+ primary systems for focused lifecycle management. The C3PO works across 20 major departments citywide to:

• Ensure successful project execution;
• Deliver continuously high business value from the City’s products and platforms through expert lifecycle management; and 
• Enable organizational capabilities and cultures that makes transformation through technology increasingly routine. 

Specific examples of work priorities over the next 18 months include: My San Jose, Business Process Automation, Integrated Permitting System and Development Services Upgrade and Transformation, Vehicle Blight service request management, 3-1-1 contact redesign, Business Tax system, emergency management technology refresh, IoT platforms and controls, infrastructure initiatives, and other efforts at the forefront nationally. Work is measured on the basis of hitting targets for cost, schedule, scope/quality, and realization of value at the customer level.

Collaboration, responsiveness, employee development, and effective relationship management with teams across the City are critical success factors for the C3PO Division Manager. The City practices agile and waterfall methodologies, reporting through an executive scrum of scrums to align appropriate methods to initiatives. Work is managed through an overarching IT Strategic Plan, Annual IT Work Plan, and a system of Objectives and Key Results (OKRs) that keep priorities aligned.

The primary duties of this position may include but not limited to:

• Delivering business value through expert portfolio management, product management, and project management.
• Performing and teaching portfolio, product, and project management practices across City departments through the C3PO.
• Developing necessary strategic plans, budgets, architectures, and roadmaps to plan, execute, and resource initiatives that support the service requirements of City departments.
• Hiring, coaching, mentoring and developing performance manage Products-Projects Managers and prioritizing effectively through active methods—e.g., scrums, work-staff planning, OKRs. 
• Partnering with customer, technical, and vendor leadership to achieve objectives and resolve challenges.
• Monitoring and regularly communicating key performance metrics and statuses.
• Overseeing the development, communication, and training of standardized processes, best practices and maintain integrated tools for product-project planning, execution, business analysis and deliverable/artifact tracking.
• Applying governance processes to maintain stakeholder support, detecting and addressing projects in jeopardy, and inhibiting large project failures.
• Planning for competing demands of technical and staff resources in project and product lifecycle activities.

The Code Enforcement Division is looking for self-motivated individuals with experience working in an inspection, regulatory, or enforcement environment with strong interpersonal skills, and a commitment to continuous improvement.

The Assistant Director, Financial Reporting and Operational Accounting will report directly to the Section Director, Financial Reporting and Operational Accounting, and will have management and oversight of the general ledger and financial reporting group; as well as production and publication of financial reports for the agency and its component units.  The Assistant Director will provide oversight in the development and/or review of policies and procedures for proper accounting and financial reporting of capital assets.  In coordination with internal stakeholders, this position will assist in developing and evaluating the internal controls associated with accounting and financial reporting of financial transactions.

This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the financial reporting team and overall relationship with agency sections and program staff; coordinate with various outside agencies; analyze financial statements and communicate important financial information clearly to all entities. Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.

Preferred Qualifications & Specialized Skills

• Public sector accounting and auditing experience, governmental accounting experience is preferred.
• Professional certifications such as a CPA, CPFO, or equivalent is desirable.
• Must have experience with Enterprise Resource Planning software and/or other financial management applications.

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management.

The Assistant Director of Budgets and Financial Planning and Analysis, under the direct supervision of the Section Director, will have management and oversight of capital and operating budgets for the Metropolitan Transportation Commission (MTC), the Association of Bay Area Governments (ABAG) and its affiliated entities, contracts management, grant compliance and reporting operations, the Overall Work Program, manage and account for budget to actual financial operating activities, develop and maintain financial forecasting models, maintain existing and ongoing internal controls, develop and implement internal controls, staff management and training, and career development and succession planning.  In coordination with internal stakeholders, this position will assist in developing an internal budget and grant management committee and collaborate with staff in maintaining grant management and reporting compliance requirements.

Directly and through management delegation to budget staff, this work includes organizing, managing, coordinating, and monitoring capital and operating budgets, leading and providing oversight in the preparation of MTC’s Overall Work Program (OWP) per Federal and State government funding requirements, provide grant oversight, and financial reporting analysis for all agency entities. This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the budget team and  overall relationship with agency Sections and program staff; coordinate with various outside agencies; analyze financial statements and communicate important financial information clearly to staff, the Executives, internal and external stakeholders, committee, commission, and board members.

The Assistant Director of Budgets and Financial Planning and Analysis in coordination and collaboration with staff, grant award subrecipients, and other agencies, will support and manage all administrative responsibilities and compliance requirements for grant awards and funding sources. This position will lead efforts in cross-departmental coordination with MTC business units (Contracts, Finance, Legal, project managers, etc.) to ensure funding is effectively and efficiently managed from pre-award to project closeout. Prior experience with grant and contract administration and knowledge of federal and state grant compliance is required.

The incumbent will be a professional with exceptional analytical and management skills, who can organize, prioritize, and process large volumes of financial and grant information timely and accurately, on budget and with intense attention to detail. The successful candidate will also bring excellent communication skills and the ability to engage with a diverse set of stakeholders across the Bay Area region and disseminate financial information to which facilitates the decision-making process.

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Master's degree from an accredited college or university in an appropriate field related to the area of assignment such accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)      

Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.  Prior experience with grant and contract administration and knowledge of federal and state grant compliance is required.

Preferred Qualifications & Specialized Skills

• Public sector accounting experience highly preferred.
• CPA certificate or Master’s degree in Accounting, Business Administration, Public Administration or related field.
• Specific experience with general ledger, accounting principles and procedures, budgeting administration and forecasting practices.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Section Director of Budgets and Financial Planning and Analysis, and in coordination with staff across the organization, the Assistant Director will be responsible for management and oversight of the following:

Operating and Capital Budget Management for all Entities and Funds

• Plan, organize, analyze, monitor and compile the preparation and development of complex capital and operating budget schedules
• Assist with budget projections and tracking revenue and expense trends
• Manage the posting, balancing and reconciliation of the general ledger and subsidiary accounts; ensure all transactions comply with accepted accounting practices
• Manage, direct, develop and review work completed by budget staff
• Work cooperatively and collaboratively with MTC staff and external agencies
• Oversee the preparation of financial reports for all boards and associated committees, attend committee/board meetings, and present reports and make presentations as required and requested
• Develop, analyze and interpret budget policy and procedure, directives, regulations; maintain budgetary records in compliance federal, state and local regulations and requirements
• Develops, recommends, and implements policies and procedures related to operating and capital budget management, including providing primary leadership on developing, maintaining and updating the budget policy and procedures manual.  
• Train relevant stakeholders on the budget process including monitoring and budget amendments
• Recommend budgetary adjustments and develop narrative justification to support unanticipated changes in operations and/or funding to include preparation, analysis and administration of budget transfers and appropriations to/from fund balance; advise on the propriety and legality of using funds for specific purposes
• Determine the propriety and cost effectiveness of funding requests and expenditures through review of budget and accounting transactions and analysis of productivity, workload and program accomplishments, and funding availability 
• Execute and oversee weekly, monthly and/or quarterly reviews such as budget variance analysis, short and long-range forecasting; review and investigation of financial entries, documents, and reports for errors and inconsistencies
• Develop complex financial models utilizing Excel, Business Analytics, trend analysis, proformas, the collaborative process, etc.
• Assist and advise in the preparation and monitoring of the Capital Improvement Program

Grant Management and Reporting Compliance

• Monitor grant programs for required reporting and program compliance
• Coordinates with staff to ensure adherence to grant management workflow processes and that programmatic, fiscal, and regulatory requirements are consistently met 
• Develops, recommends, and implements policies and procedures related to grants management, including providing primary leadership on developing, maintaining, and updating the organization’s Grants Management and Administration Manual
• Develops the organization's annual grants project plan; and assigns and monitors the work of staff engaged in grants management activities, including grant application review and approval, grant award acceptance, budget-to-actual performance, and compliance reviews
• Oversees the development of the Cost Allocation Plan and departmental indirect cost rate proposals; and assists in interpreting the methodology behind the development of indirect cost rates for all departments
• Analyzes and interprets guidelines and funding requirements for grants and other funding sources 
• Performs highly complex analysis, evaluation, and review of grant revenues and expenditures 
• Provides technical assistance to staff and departments in application procedures, post-award approvals, and use of the grants management database(s)
• Acts as a liaison to federal, state, and local grantors/funding agencies
• Coordinate with staff and departments in the preparation, reporting and compliance requirements, and monitoring of the Overall Work Program (OWP) and subsequent amendments and provide to Caltrans, the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) for review, comments, and approval

Staff Management and Career Development

• Lead, direct, and develop workplans for budget staff, ensure adherence to the organizations policies and procedures
• Manage and career develop staff, monitor performance, and provide immediate, frequent as well as annual performance feedback, training, and ongoing succession planning
• Manage deliverables and deadline adherence

The Assistant Director will perform other job-related duties as needed or assigned by the section.

The Ranger is a sworn peace officer who provides visitor services and resource protection on MRCA owned and/or managed parkland.

This position performs a wide variety of duties including park maintenance, law enforcement, first aid, wildland firefighting, and public safety patrol. The Ranger assists the public in natural resource interpretation and performs other duties as needed.  

This is a professional position that requires a highly motivated, responsible, and organized individual. Candidate must be a self-starter who can handle an array of tasks, has good judgement, and can work independently or as part of a team.

This is a full-time, non-exempt, at-will position.

This position reports to a Supervising Ranger. Assorted tasks may be supervised directly by Division Chief or other Executive Staff. The position may provide technical and/or functional direction to volunteers and other groups.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Provide a wide range of law enforcement and public safety services including, but not limited to wildland firefighting, search and rescue, and first aid.
• Respond to emergency situations on parkland to protect life and property.
• Make physical arrests, issue citations, and write reports.
• Conduct criminal and administrative investigations.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to hike, run, bend, lift, stoop, kneel, reach, and climb, lift and carry items weighing up to 60 pounds for a distance up to 50 feet both indoors and outdoors, constantly work in outdoor weather conditions, and frequently move about work sites.

The starting hourly rate for Ranger Trainee is $21.51 – $26.14 per hour.  At the completion of all training requirements and upon appointment as a Ranger by the Executive Officer, the wage increases to a range of $30.36 - $36.90 per hour.

• Responds to constituent inquiries and issues, resolves complaints, and interprets operating policies for residents of the community and other interested parties. 
• Attends and represents the Mayor at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings. 
• Conducts public meetings and events on behalf of the Mayor and/or prepare summaries of public and private meetings, reports, memoranda, and other documents for review by the Mayor. 
• Provides support in community engagement efforts with neighborhood, district or city-wide business or community groups or associations and other interested parties regarding community concerns, issues, and priorities. 
• Performs other duties of a similar nature or level as required. 

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. Candidates must be willing to work evenings and weekends on occasion, and as exempt management employees, are not eligible for overtime compensation. This unclassified position requires a disclosure of outside investments, real property interest, income and business positions.
