We are seeking a Public Works Inspector to join our dynamic team at the Public Works Department. 

The City of Larkspur is seeking an experienced person knowledgeable in the field of public works engineering practices and inspection of construction projects who is looking to join a team of professional public works personnel in a small town setting. This is an exciting opportunity for a professional looking to advance his/her career and work on a wide variety of public works projects with a high level of responsibility and accountability. This position involves field inspection, plan checks and reviews, engineering and regular interaction with City staff, contractors and members of the public. The ideal candidate is an experienced inspector familiar with a wide range of public  and private construction projects and the regulations and codes governing construction and encroachment, conformance with applicable standards, specifications and City ordinances.

REPORTING TO THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER, THE SELECTED CANDIDATE WILL:

• Inspect public works construction projects for conformance with applicable standards, codes, plans, specifications, ordinances, and regulations; plan checks and review plans and specifications in accordance with construction standards and ordinances for a variety of public works construction projects.
• Review quantities and quality of materials being used in a variety of public works projects during various stages of construction; inspect grading, paving, sidewalks, curbs, gutters, storm drains, lot grading, and other construction including storm drainage, trenching, shoring, dewatering, bedding for pipe, manhole construction, trench backfill and resting.
• Inspect underground utilities. The City is responsible for storm drains and underground facilities for street lights and traffic signals. In addition to inspection of installation of these facilities, provide inspections of right-of-way impacts of other utilities' installations including water, sewer, communication and electrical facilities.
• Inspect building permit construction activities for erosion and sediment control measures per the City's Phase II Stormwater permit.
• Note defects in construction and interprets applicable codes and ordinances for contractors and the general public.
• Observe work during progress and upon completion and throughout warranty periods as may be required; recommend progress payments and enter into pay books as necessary; confer with developers, contractors, superintendents, inspectors, and owners; ensure that safety procedures are followed; advise contractors of changes in plans and variances.
• Coordinate and communicate with project stakeholders including homeowners, resource and utility agency representatives throughout construction activities.
• Monitor contractors, subcontractors and developers through all phases of construction to ensure construction progresses in a timely and safe manner and in accordance with rules, regulations and permit conditions.
• Provide general information regarding code requirements.
• Review, draft conditions for, issue, inspect and close out encroachment permits.
•  Prepare daily construction reports, progress diaries, and reports of public works construction activities; maintain records and reports of inspections.
• Maintain accurate as-built drawings for completed projects.
• Prepare correspondence; prepare monthly progress payments.
• Perform cost control; recognize potential cost increases and provide alternatives, recommendations, and solutions.
• Investigate and respond to complaints related to public works construction activities; may coordinate inspection assignments with other City departments and government agencies and utilities.
• Assist in developing specifications for future contracts; gather quantity information for contract bids and billing.

MINIMUM QUALIFICATIONS INCLUDE:

• Sufficient experience and education related to professional public works engineering practices to demonstrate the knowledge and skills listed and to perform the essential duties is required 
• Possession of a high school diploma or equivalent
• Four years of related public works, surveying, or code enforcement experience

In addition, qualified candidates must:

• Possess a valid Class C California Driver's License by date of appointment and have a satisfactory driving record
• Pass a pre-employment physical exam as established by City policy
• If necessary during an emergency or disaster, work as a Disaster Service Worker (DSW) as required of all public employees in the State of California

THE POSITION

THE DEPARTMENT

The Community Development Department provides community planning, engineering, code enforcement, and building permit and inspection services. Using the City's General Plan and zoning and subdivision ordinances, the Department acts as the steward of the community by assisting the public through mandated development project reviews, the subdivision of land, and related public improvement plans.

WHAT IS A TYPICAL DAY LIKE FOR THE BUILDING INSPECTOR SPECIALIST—ELECTRICAL?

- Perform inspections, plan check, and related duties in the specialized field of electrical building inspections.
- Investigate unlisted equipment and suspect substandard installations to determine product equivalency.
- Resolve disputes over interpretation and application of building codes.
- Review building plans to determine compliance to specialized systems and methods and schedules of inspection.

The County of San Mateo Department of Public Works invites applications for Construction Project Manager (CPM).

The Department of Public Works is involved in the planning, design, and construction of infrastructure projects within the unincorporated areas of San Mateo County. Our mission is to provide the public with safe, accessible roads and structures that make their communities more livable. The Capital Projects Group is responsible for delivering a wide variety of building construction projects for the County's airport, hospital, parks, correctional facilities, and state courts. Your role as the project leader will require you to have technical, organizational, project administrative, and budgeting skills.

Under general supervision, the CPM is responsible for coordinating technical, administrative and management activities related to County facilities construction projects. The CPM will also manage a number of simultaneous construction improvements and major maintenance projects, which may include building infrastructure, underground, structural, system upgrades, solar, retrofits, replacement of equipment and components, remodels, expansions, and new building construction.

Taking on the role of a leader, the Construction Project Manager is vital to overseeing all the elements of a project, from initially scope development to assembling the right team to execute the work, while ensuring the project runs smoothly. The ideal candidate for this position will have at least three years of experience managing a variety of public building and facility projects that may involve work on administrative, medical, detention, judicial, parks, and support facilities OR at least three years of experience working with multidisciplinary building design and construction teams of engineering, architectural, planning, geotechnical, environmental, mechanical, electrical, drafting, inspection and support staff.
 
In addition, the ideal candidate will possess the following knowledge, skills, and abilities:

• Strong verbal construction project management skills to help ensure projects are delivered on schedule and within budget.
• Knowledge and experience with the Public Contracting Code, as well as general government contracting and procurement.
• Knowledge and experience with the Office of Statewide Health Planning and Development (OSHPD) permitting projects (highly desired), and or knowledge and experience with delivering energy and renewable projects. 
• Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications and business correspondence.
• Strong organization and coordination skills to manage many projects simultaneously.
• Proficiency in the use of computers for complex spreadsheets, word-processing, cost-tracking, scheduling and project management programs.
• Solicit bids, conduct pre-bid walks, conferences, analyze and qualify bids and proposals, vendor selections.
• Familiarity with current technological resources for project development and monitoring, e.g., BIM, Job Order Contracting (JOC), Design Bid Build etc.
• Coordinate and monitor contract performance, acceptance of work and other related activities associated with completion of projects.
• Work with, but are not limited to consultants, architects, engineers, end users, building inspectors, maintenance and operations staff, contractors and vendors.
• Ability to establish and maintain effective working relationships with clients and co-workers.
• Superior communication skills, both orally and in writing.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience as a construction superintendent, project manager or estimator for commercial or industrial construction, or as a superintendent of buildings and grounds for large complexes, or as a construction contract administrator in a public agency.

Knowledge of:

• Design and construction processes, practices, means and methods, costs, schedules, contracts, insurance, and legal requirements applicable to public works projects.
• Building Codes, operations, maintenance and repair work, and general construction including but not limited to grading, concrete, foundations, framing, structural, heating and air conditioning, controls, hazmat abatement, electrical, plumbing, roofing, sheet metal, masonry, finish carpentry, painting, signage, specialty equipment, etc.
• Contracting modes (e.g. unit prices, lump sum, not-to-exceed, time-and-material, negotiated, etc.), and methods (informal bid, Board approved bids, Job Order Contracting, etc.).
• Tools, materials, methods and practices employed in the operation, maintenance, remodel, and repair of countywide facilities.
• Administrative and clerical procedures and practices.
• Construction project management software.
• Construction safety standards, procedures, best practices and personal protective equipment.
• Current environmental standards and requirements, including but not limited to C3, CalGreen, and LEED® processes.

Skill/Ability to:

• Drive to and from job sites located throughout County; walk construction sites and/or natural terrain; climb stairs, ladders, scaffolds, lifts, and inspect confined spaces.
• Effectively use computer and applications related to construction project management (e.g. MSOffice®, MSProject®, Primavera®, Suretrack©, Expedition®, Prolog®, others).
• Estimate multi discipline, budgetary, and detailed cost for construction labor, materials and equipment.
• Interpret and develop contractual clauses, negotiate scopes and costs on proposals and change orders with consultants and contractors to the County's benefit.
• Formulate and write comprehensive technical reports, specifications, and business correspondence.
• Organize and coordinate the various elements and logistics of a major project, including scheduling and documenting progress meetings with stakeholders.

Analyst: Christina Chan (020619) (Construction Project Manager - N001)

Are you interested in working for an innovative public agency that is doing something NOW for the environment?  Do you possess the technical skills and experience to help support the continued growth of a leading community choice aggregation (CCA) program?  If so, please apply for this amazing opportunity to the part of the solution as a Regulatory Analyst or Senior Regulatory Analyst at Peninsula Clean Energy Authority (PCE).  Depending on the qualification of the selected individual, this position could be filled at the Senior Analyst level or Analyst level. 

The Regulatory Analyst works under the general direction of the CEO, the Director of Regulatory and Legislative Affairs, and the PCE's General Counsel and has responsibility for a wide range of Peninsula Clean Energy's regulatory matters. The Regulatory Analyst evaluates proposed regulatory policies at the California Public Utilities Commission (CPUC) and other state agencies to assess the impact on PCE, develops PCE positions on issues, and develops analyses, written reports, and presentation materials to support PCE's position. The Regulatory Analyst represents PCE regarding regulatory issues at the California Community Choice Association (CalCCA), the trade association representing community choice energy programs. This position performs related work and other analytic tasks for PCE as required.

The Regulatory Analyst works independently to perform assignments under the general direction described above. The incumbent participates as a PCE representative before various regulatory agencies, including the CPUC, in matters affecting community choice aggregators (CCAs) and other electric utilities, including ratemaking and rulemaking proceedings. The Regulatory Analyst is tasked with reviewing and drafting comments and briefs, providing technical and/or analytic input on regulatory matters, preparing data requests, testimony, and hearing exhibits, participating in administrative hearings, and researching and preparing legislative policy responses at the State and local levels.

This position may have future supervisory responsibilities and may have oversight responsibility for external contractors depending on the project.

The salary for this position is commensurate with experience.

PENINSULA CLEAN ENERGY
Peninsula Clean Energy is the new community choice energy program for San Mateo County.  PCE is the electricity provider for all electricity accounts in the 20 communities in San Mateo County (Atherton, Belmont, Brisbane, Burlingame, Colma, Daly City, East Palo Alto, Foster City, Half Moon Bay, Hillsborough, Menlo Park, Millbrae, Pacifica, Portola Valley, Redwood City, San Bruno, San Carlos, San Mateo, South San Francisco, and Woodside) as well as the unincorporated county.  The city councils of each city were all unanimous in their support of joining PCE.  

PCE's customer base includes almost 300,000 accounts, serving a population of 765,000, with a total electrical load of almost 4 million megawatt-hours.  Residential customers make up about 270,000 of the accounts, and 37% of the electrical load, with commercial/industrial making up about 30,000 accounts and 63% of the electrical load.  PCE became the fifth operating CCE when it launched in October 2016. 

Examples of Duties: 

• Develop high-level policy and responses for key regulatory issues affecting PCE, including strategy and prioritization of regulatory action for management consideration
• Represent PCE in regulatory proceedings through preparation of comments, data requests, written responses, position papers, analytical models, testimony, and exhibits
• Track, review, analyze, and summarize filings prepared by utilities and other entities that could impact PCE and its customers
• Track, analyze, and interpret regulatory proposals and other policy issues with an eye toward impact on and response from PCE
• Under direction of management, work closely with technical experts and external regulatory counsel to develop effective and persuasive communications before the CPUC, California Energy Commission, California Legislature, and any other legal or regulatory body as required
• Under direction of management, represent PCE in work with other CCAs and at CalCCA

QUALIFICATIONS 
Education and Experience:

• A combination of education and experience equivalent to a bachelor's degree in Public Relations, Public Policy, Political Science, Public Administration, Communications, or a related field, and a minimum of four (4) years of progressively responsible experience in regulatory affairs at an electric utility, energy-related company, non-profit, regulatory agency, or public policy organization with emphasis on electric procurement issues, renewable energy, energy efficiency, energy policy generally, or closely related field.
• Master's in above fields is a plus and will be considered as one (1) year of experience towards the minimum.

Knowledge of:

• California electric utility regulatory issues and regulatory relations covering topics such as the integrated resource planning, electric vehicle policy, energy storage policy, low-income/disadvantaged communities programs and policies, utility rate design, net energy metering, and demand response programs and policies
• CPUC regulatory practice, protocol, and procedures
• California legislative history regarding CCAs
• Communications portals and web-based resources for regulatory activity
• Microsoft Office Suite including Excel, Word, Adobe Acrobat, and PowerPoint

Ability to:

• Manage multiple priorities and quickly adapt to changing priorities in a fast-paced dynamic environment
• Take responsibility and work independently, as well as coordinate team efforts within PCE and the greater CCE community
• Write skillfully, especially related to regulatory filings, briefings, and related regulatory correspondence
• Communicate effectively verbally about complex topics in easy to understand presentations before the Board, staff and other audiences

• The physical demands described here are representative of those required for the position. Position requires sitting, walking, standing, bending, and twisting in the performance of daily activities. TECHNICAL SPECIALIST - GIS

Salary Range: $25.73 - $35.35 (part-time/non-benefitted position)

DEFINITION

The position of Technical Specialist – GIS, will develop, support, and maintain new and existing GIS (Geographic Information System) layers and GIS user applications in a LAN/WAN and cloud environment. As part of the Information Technology Division, this position provides Town-wide GIS support to Town staff, with an emphasis on the Administrative Services Department (Economic Development and Community Events), and Development Services Department (Planning, Engineering, and Transportation Divisions).

DISTINGUISHING CHARACTERISTICS

This class is distinguished from the other positions in the Information Technology Division by its part-time status and the specific emphasis on development, implementation, and increasing usage of Geographic Information System by multiple departments. Under direction, the individual is responsible for organizing and performing analytical work within established schedules and standards using independent judgment and solving overall system problems.

SUPERVISION RECEIVED AND EXERCISED

Position reports to an Information Technology Analyst within the Administrative Services Department.  This is a journey level technical classification in the Information Technology Division.  Employees at this level will receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of and follow operating procedures and policies.  Successful performance of work requires the ability to work independently, perform complex analyses and research, assist Town staff in the use of the GIS system, and effectively facilitate group discussions. 

ESSENTIAL JOB DUTIES

The position will be responsible for the following primary tasks, including:

• Develop and maintain geographic information
• Maintain the Town’s GIS base layer
• Provide ad-hoc geographic data manipulation
• Perform spatial analysis for all facets of the Town’s GIS including the vector and attribute information and system interfaces
• Train GIS users in classroom and one-on-one settings
• Develop system documentation and user manuals
• Provide technical assistance with GIS applications and queries to all departments and divisions, as required
• Perform movement of equipment, as needed (up to 50 pounds)
• Other related duties as assigned

QUALIFICATIONS

Knowledge of:

• The concepts and use of GIS systems in general; current versions of ESRI’s ArcGIS/ArcMap geographic information software suite
• Local Area Networking Concepts (Microsoft)
• SQL Server databases as well as all forms of databases in general
• Windows 7 and 10 or higher desktop operating systems
• Microsoft Office Professional applications; knowledge of Windows Server 2008/2012, SQL Server database applications, networking devices and protocols, peripheral devices (external drives, printers, plotters, etc.) and their integration into systems is a plus.

• Design GIS databases; develop map production system to support Town needs
• Research and determine the accuracy of new and existing map layers through inspections and documentations

EXPERIENCE AND EDUCATION

Any combination equivalent to two (2) years of college level coursework from a fully accredited college or university with a major in GIS, geography, computer science or a related field or three (3) years of related GIS work experience using ESRI products including ArcGIS and ArcMap.  Experience with Tyler Technologies Energov Land Management application is also desirable. A Bachelor’s Degree is highly desirable.

THE POSITION 
The Manager of Distributed Energy Resource (DER) Strategy will create and implement a DER strategy for one of California's largest CCAs covering the full range of DER resources including generation, storage, and demand response.  This is an exciting opportunity to increase local renewable energy usage and reduce greenhouse gas emissions in the Bay Area.  This person will work under the supervision of the CEO and in close collaboration with the Director of Power Resources, the Director of Energy Programs and the Director of Customer Care.  The ideal candidate will have at least five – seven years of directly related experience.  More information is available below and at www.peninsulacleanenergy.com.   

About Peninsula Clean Energy
Peninsula Clean Energy (PCE) is the community choice energy program (known as a "CCA") for San Mateo County.  PCE's customer base includes almost 300,000 accounts, serving a population of 765,000, with a total electrical load of almost 4 million megawatt-hours.  PCE is the fifth operating CCE in California and launched in October 2016.
 
PCE is the electricity provider for all electricity accounts in the 20 communities in San Mateo County (Atherton, Belmont, Brisbane, Burlingame, Colma, Daly City, East Palo Alto, Foster City, Half Moon Bay, Hillsborough, Menlo Park, Millbrae, Pacifica, Portola Valley, Redwood City, San Bruno, San Carlos, San Mateo, South San Francisco, and Woodside) as well as the unincorporated county. The city councils of each city were unanimous in their support for joining PCE.  

Examples of Duties: 
PCE has a goal to meet 100% of our customer's load with renewable energy by 2025.  PCE expects implementation of DERs to play a significant role in meeting this goal.   The Manager of DER Strategy will create a distributed generation strategy and launch procurement efforts to develop opportunities to employ DERs in San Mateo County.  The Manager of DER Strategy will work closely with key internal and external stakeholders (including developers, technology providers, site hosts, regulators, and board members), coordinate local community-based renewable/GHG-free energy projects, and participate in Board of Directors meetings as well as community events.  The Manager of DER Strategy is responsible for developing and maintaining relationships with these key stakeholder groups, and for communicating PCE's central messages consistently.

QUALIFICATIONS 
Experience/Education:

Education and experience equivalent to a Bachelor's degree in business, economics, engineering, environmental planning or a related field and a minimum of five to seven years of experience directly related to the duties and responsibilities described above including working at a project developer, on DER programs in the utility industry, and/or with a CCA program.  Master's degree in business administration is desirable.  
 
Experience and Knowledge:

• Direct experience designing and developing DER installations including evaluating site locations, estimating system output, analyzing costs and benefits, and familiarity with interconnection policies and procedures, and DER system design. 
• Deeply familiar with the DER landscape including DER technologies, contracting structures, local, state, and federal policy, funding sources and opportunities, and best practices for procurement design and implementation.
• Existing relationships with a significant number of DER stakeholders, developers and decision makers. 
• A successful history developing new business, including identifying opportunities, building partnerships, developing proposals, and executing projects to completion with well-thought-out scopes of work and budgets.
• Knowledge of power purchase agreement structures, general terms and conditions and excellent negotiation skills. 
• Experience writing or responding to Requests for Proposal (RFPs) and other procurement processes for renewable energy projects.
• Experience building financial models to evaluate and analyze the costs and benefits of different renewable energy structures, including PPAs, leases, and ownership models.  
• Familiarity with energy efficiency, demand response, energy storage, microgrids, and distributed generation; willingness to work with subject matter experts. 
• Understanding of regulatory requirements and opportunities including the California Public Utilities Commission (CPUC), California Energy Commission (CEC), the California Independent System Operator (CAISO), the Department of Energy (DOE), as well as others.
