Description

Under the general direction of the General Manager, the District Engineer plans, organizes, and manages all engineering activities for the District, including design, project and construction management, inspection, and review of public and private improvement projects. This role ensures compliance with District standards and all regulatory requirements while providing technical and strategic support to the General Manager and Board on capital projects, treatment processes, and infrastructure optimization.
The position oversees staff, consultants, and contractors; administers budgets and contracts; manages the Capital Improvement and Renewal & Replacement programs; and serves as project manager or engineer-of-record for major projects. Responsibilities include developing engineering policies and procedures, conducting technical studies, ensuring regulatory compliance (including CEQA), and maintaining accurate records of facilities and property rights.
The District Engineer represents the District in meetings with agencies, developers, and the public and plays a key role in advancing long-term infrastructure planning and operational efficiency.
